作为联合国全球契约和世界可持续发展工商理事会成员, 2006年 12月 20日中远集团发布的 2005年度可持续发展报告,获得联合国高度评价并荣登联合国全球契约典范榜,中远集团 2005年可持续发展报告是第一个中国企业也是世界上第一个航运企业入选全球契约年度报告典范榜。

As a member of the UN Global Compact and the World Business Council for Sustainable Development, COSCO Group released the 2006 Sustainable Development Report on Dec. 20, 2006. The report won high praises from the United Nations and became exemplary report of UN Global Compact .

The 2006 Sustainable Development Report of COSCO Group is the first report of Chinese enterprise and ocean shipping industry that became exemplary report of UN Global Compact of. Ban Ki-moon, Secretary-General of the United Nations wrote a letter to Capt. Wei Jiafu by himself and invited Capt. Wei to give a speech at the Global Compact Leaders’ Summit. This fully shows the United Nations’ recognition and praises on COSCO Group’s achievements and efforts to perform the Global Compact.

COSCO Group is a core member of the UN Global Compact Leaders’ Summit and represents new driving force of Global Compact. COSCO Group has become a key enterprise in China and the world to lead the implementation of Global Compact. Under the situation that the new secretary general of the United Nation has exerted great efforts to promote the Global Compact, COSCO Group’s actions and progresses to perform Global Compact have become the focuses of Global Compact of the world .

At this moment, we hold the Press Conference for Release of 2006 Sustainable Development Report of COSCO Group and Communication Meeting of Related Parties and announced that COSCO Group has made innovations successfully and established Global Compact Social Responsibilities and sustainable development report management system.

We released the 2006 Sustainable Development Report of COSCO Group and gathered together with related parties who care about the development and growth of COSCO Group in recent five decades to exchange COSCO Group’s efforts to perform social responsibilities and realize the sustainable development of COSCO Group and the world.

Firstly, we will release and introduce the 2006 Sustainable Development Report of COSCO Group to representatives of related parties. With an aim to expand the influences of sustainable development report, we also compiled more human-oriented electronic report and video report besides printed report. Now, let’s release the 2006 Sustainable Development Report of COSCO Group in more vivid method.

The 2006 Sustainable Development Report of COSCO Group was compiled according to the 2006 GRI Guidelines. In order to ensure the reliability of the report, DNV and the China Enterprise Confederation Global Compact Promotion Office jointly audited the COSCO Group sustainable development reporting system and the report.

As you might know COSCO’s 2005 sustainability report was listed by the Global Compact Office of the United Nation as one of the “notable” reports and made a big impact in the industry. The Cosco Group is the first Chinese SOE that compiled sustainable development report according to GRI, and in total achieved a “five first” for this report.

大家应该都知道,由联合国全球契约推进办公室发布的 2005年度中远可持续发展报告,成为了业内最值得关注的报告之一,并引起了巨大的反响。中远集团是第一个按照 GRI报告编写可持续发展报告的国有企业,且创造了五个第一。

We are glad to observe from the 2006 report that COSCO Head Office has developed an on-line system for data reporting and 15 subsidiaries companies in the group has committed to establish a sustainability management system and actively contributed to the preparation of the 2006 report.

在 2006年度报告中我们很高兴的发现, 中远集团已经开发了可持续发展报告数据收集和信息处理系统,另外中远的 15家分公司已纳入可持续发展管理体系,并积极参与了 2006年度报告准备工作。

In our opinion, the COSCO Sustainability Report 2006 provides a fair representation of the level of implementation of sustainability policies, and DNV has not found any systematic or major errors.

2006年度可持续发展报告公正的阐述了中远集团对可持续发展方针的执行情况, DNV在该报告中没有发现任何系统误差和重大不符合事项。

The quality of the report can be concluded as following:报告质量总结如下:

AccuracyNeed Improvement, We have not found any material inaccuracies that may affect significantly the comparability of selected key performance indicators; However the reporting boundaries for some indicators are not clearly defined, also the internal verification mechanism of subsidiaries are in-sufficient.

准确性有待改进,我方未发现任何实质性的、可能极大影响主要指标准确性的因素。总体的准确度是可以接受的。但是,某些指标边界定义不清楚,下属公司对数据的准确性没有较好的保证机制。

NeutralityAcceptable, We conclude that the information contained in the report is unbiased; 中立性我们认为报告中所披露的信息是不含偏见的,可接受的。

ResponsivenessThe overall responsiveness toward external parties is acceptable. However, improvement can be made for internal employees. 响应性 对内部员工满意调查未进行。总体上对外部关键利益相关方响应性较高。

ComparabilityAcceptable, The information in the report is presented in a format that allows users to see positive and negative trends in performance on a year to-year basis, however external bench marking data is not sufficient;

可比较性该《报告》中提供的信息能够让读者观察到年度业绩的变化趋势,数据收集系统已经在有效运行,可积累历年的可持续发展数据,内部可对比性将逐年加强。但同同行业等外部的数据比较较为缺乏,总体的可比较性比去年有所进步。

We also have the following recommendation as reference for continuous improvement:• The accountability and mechanism for implementing sustainability should be clearly defined.• The strategy for sustainability should be clearly defined,

建议在执行审查的过程中 ,我方提出了如下建议 :• 企业可持续发展的决策、实施的职责及机制宜明确规定;• 企业可持续发展的战略应清晰定义并有可执行性;

• Based on identified critical indicators, relevant goals and objectives should be established• The data collection and assurance processes should be deployed to all levels of the organization• Implement sustainability systems to all the subsidiaries.

• 要把关键的企业社会责任指标转化为相应的管理体系目标,以改进企业社 会责任绩效;• 对以总部员工为基础的报告数据,宜扩大到包括子公司的社会责任数据;• 应完善子公司的企业可持续发展管理系统及数据准确性保证系统。

We also understand COSCO plans to release the 2007 report in the first half of 2008, and intends to enhance the sustainability management system by integrating it with the existing quality/environmental/safety management systems at all of its subsidiaries. This is a very bold initiative which demonstrates the full commitment to this process by the top management of COSCO. In response to the COSCO initiative, DNV will develop a new auditing methodology to fully integrate management system audits with sustainability report verification to increase the effectiveness and efficiency of the 3rd party verification service.

我们还要提到的是,中远集团管理高层已作出大胆的决策,计划在 2008年上半年提交的 2007年度可持续发展报告中,结合现所有子公司的质量 / 环境 /安全管理体系,以增进中远可持续发展管理体系。应中远集团的要求,为增强第三方验证服务效率及有效性, DNV 将开发一种新的审核方法学,来完善管理体系审核和企业可持续发展报告验证的整合。

Now, let’s invite Vogth-Eriksen, Vice President of DNV, and Chen Ying, Councilor of the Board of the UN Global Compact, to award the audit certificate of sustainable development report to Vice President Li Jianhong of COSCO Group.

在对中远集团可持续发展管理体系审核的同时,中国船级社、挪威船级社和中国安全生产科学研究院对中远(集团)总公司质量、环境和职业安全管理体系进行了第三方复评,认为中远(集团)总公司在以质量、环境和职业安全整合管理体系的基础上,已经完成了指标化管理体系的改造,

Besides auditing the sustainable development management system of COSCO Group, CCS, DNV and China Safety Production Science Research Institute had conducted third-party review on quality, environment and occupational safety management systems of COSCO Group headquarters. They believe that COSCO Group headquarters had completed the reorganization of index-based management system and established qualitative sustainable development management system by integration quality, environment and occupational safety management systems.

It has become the first Chinese enterprise that realizes qualitative sustainable development management system. COSCO Group sustainable development management system is in synchronization with world-class transnational company, showing COSCO Group’s leading position in application of management systems and methods.

In our world of today, the worth of a nation is no longer measured by its military and economic might but rather by the overall quality of life of its citizens, the harmony in which they develop and the contribution it is making to the harmony of the world. In our world of today, the value of worth of a company is no longer so much measure in short term profitability but in the complex of environmental, social and economic performance and the relationship between its stakeholders which is often referred to as corporate governance.

Today, we gather together to attend the Press Conference for Release of 2006 Sustainable Development Report of COSCO Group.

魏总裁再一次请大家来,因为他重视这份报告。他和他的同事们用 800 多艘船,把中国和世界 160 多个国家连接起来,从 1500 多个港口传递着中国的改革发展信息,中国人的精神和中国企业在全球化中的作用。这份报告就是中远起这样的作用和融入全球体系的一个小小的工具。事情虽小,但它代表着一种变革的远见和速度。

Capt. Wei Jiafu invites you to participate the meeting for he has attached great importance to the report. Capt. Wei and his colleagues connect China with 160 countries worldwide with more than 800 vessels and convey information on reform and development of China, spirits of Chinese and functions of Chinese enterprises in globalization via more than 1,500 ports. The report plays such a role. It is a small tool for COSCO Group to be integrated into global system. It represents the farsightedness and speed for a reform.

我们再一次来,因为我们也重视这份报告。它让我们看到发自企业内心的对全世界的责任的驱动力。我们希望有一天这种世界公民的责任感成为每个中国人的动力。在与中远报告起草小组,挪威船级社,中国船级社同事共同工作的过程中,我们学到很多新的知识。中远的步伐在督促我们调整,让我们思考全球契约的发展方向是什么?它未来能够带给企业什么价值?

We come again for we also attach great importance to the report. It enables us to see enterprises’ sense of responsibilities to the world. We hope that such citizen sense of responsibilities can become the driving force of every Chinese. When working with report compilation team of COSCO Group, DNV and CCS, we learnt much new knowledge. Development step of COSCO Group urged us to make adjustments and think about the development direction of Global Compact and value to enterprises.

我听说中远集团有计划建立可持续发展委员会,同时建立预算,把这项工作列入企业正规职能体系中。如果中远集团能够这样做,就在新的一年中又迈进了一大步,它代表着一种趋势。我认为到现在为止,具体做这项工作的同志把报告编出来,指标定出来,体系建起来。未来如果专门机构和预算建立起来,那么从那一天开始,你们的工作性质变了。

I have got to know that COSCO Group plans to set up a Sustainable Development Committee and allocated expenditures to list the implementation of sustainable development into formal functional system of the enterprise. COSCO Group can make an important step-forward in the new year if it can do so. It represents a trend. So far, comrades engaged in this work had compiled the report, set up the indexes and established the system. If special institute and expenditure are established, your working nature will change.

魏总裁、二级公司和全体员工对你们工作的衡量标准就提高了。你们要把指标变为目标,要把经济投入变成经济产出。你们的工作要能与所有中远人一起诠释可持续发展的意义。胡锦涛主席最近再次强调的求真务实的精神是做好这项工作的保证。让我们期待着你们在新的起点上取得更大的成就。

The standards taken by Capt. Wei, subsidiaries of COSCO Group and all employees to measure you work will be elevated. You shall change indexes into targets and transform economical inputs into outputs. You shall elaborate the meaning of sustaianble development with all employees of COSCO Group. President Hu Jintao recently re-emphasized that truth-seeking spirits are guarantees to the work. Finally, wish you to make greater achievements at a new starting point.

Ladies and gentlemen, dear leaders and guests,It’s my great honor to attend this seminar for “Sustainability Report” as a veteran captain of COSCO. As a member of the eighty-thousand staff, I have been involved and witnessed the sublime practice of COSCO’s commitment to economic development, environmental protection, social responsibilities, and sustainable development.

中远集团以保护环境和节约资源为已任,从船舶节约燃油做起,加强技术投入和日常监督。随着远洋运输业的快速发展,船舶正向着大型化和高速化的方向发展,燃油耗量也在不断增加。为了尽最大可能减少燃油消耗,中远集团推行技术节能和管理节能两条腿走路的方针,最大限度节约资源。

Starting from saving the vessel-applied fuel oil, COSCO has taken environmental protection and energy conservation as his responsibility and enhanced its technology input and routine supervision. With the rapid development of ocean shipping, vessels are becoming larger and faster, which leads to the continual increase of oil consumption. In order to reduce the oil consumption to the least, COSCO holds onto the dual guideline of conserving energy by the means of both technology and management.

在技术节能方面,中远集团通过船舶主机安装燃油均质器、船舶主机气缸油供油系统改造、加强对老旧船的设备改造,以及船体采用新型油漆等,改善船舶推进装置燃烧功能,提高燃烧效率和降低船舶航行阻力,最终达到减少燃油消耗。

In technology, COSCO has installed fuel homogenizer in the main engine, rebuilt the cylinder oil supply system in the main engine, upgraded the equipment in the old ships, adopted new- type hull painting, and so on. With these measures, COSCO has improved the marine propeller’s burning behavior, increased the burning rate and decreased the ship sailing resistance, and ultimately reduced oil consumption.

在管理节能方面,中远集团通过控制加油环节,减少供油环节中出现短缺现象。合理制定船舶燃、润料油的消耗指标。加强设备的日常维护检修,保证主机保持较好的燃烧工况。

In management, COSCO has kept the oil supply under control to eliminate the oil shortage occurring in the supply system, made reasonable consumption indicators for fuel and lubricant oil, and strengthened the routine maintenance and repair of equipment to ensure the good burning behavior of the main engine.

中远集团尊重和维护广大船员的各项人权,特别是在健康与安全、自由以及工资福利等方面的权利。在为船员提供法规所规定的培训的同时,根据船员工作的特点,投资建立船员教育培训基地,给休假船员提供学习新知识、提高适岗能力的场所,使船员通过各种培训不断更新知识,提高工作技能。

COSCO respects and sticks up for the various human rights of its seamen, especially the right of health and safety, freedom, salary and welfare, and so on. While providing training as stipulated by laws and regulations, given the working pattern of seamen, COSCO has also invested in establishing a training base to provide a place for those on-leave seamen to learn new knowledge and improve their adaptation to their posts.

在船舶设立岸基地船员候船休息室、阅览室,方便船员上下船。安排部分船员家属随船,每年安排部分船员及家属疗休养,关心船员身心健康。针对船员工作场所局限性的特点,编辑制作“船员营养健康知识”光盘,并把健康宣传材料发到船上,帮助船员提升健康知识水平。

With these efforts, seamen update their knowledge and improve their techniques and abilities. COSCO has set up some on-shore retiring rooms and reading rooms for seamen to have a rest during the time of waiting and made it convenient for seamen to get on or off board. To further improve seamen’s psychological and physical health, COSCO allows some family members to stay on board and arranges some seamen and their families to enjoy some recreational leave every year.

中远集团通过设立船员家属联络站,形成了较为健全的船员家属工作网络。每年春节前到各地家属联络站走访慰问,为他们解决工作中的实际困难。

Given the small working space that the seamen are confined to, COSCO has made a disc of “Nutrition and Health Knowledge for Seamen” and taken those health brochures onto board to improve seamen’s health awareness. Based on the family contact stations for seamen, COSCO has already established a strong network for the seamen’s families. Every the Spring Festivals, COSCO leaders will visit each regional station to deliver their help and solutions.

中远集团十分重视船员的职业健康和工作安全。通过设立各级安委会组织,负责协调船舶安全生产和船员健康安全管理。通过实施三级安全培训制度,对新进船员进行安全教育和安全知识培训,以提高他们的安全作业技能。

COSCO attaches great importance to seamen’s occupational health and work safety. Safety Committee has been set up on every level to coordinate safe operation and manage seamen’s health and safety. COSCO has implemented a three-level safety training program. For the new seamen, the program gives them training on safety awareness and safety knowledge to improve their skills of safe work.

通过对船舶特种作业人员上岗安全资格证书培训,确保他们持证上岗,以保证安全操作。通过对船舶危险源识别和加大宣传和教育力度,以增强员工对重大危险源的关注,从而防止和减少劳动安全事故的发生。为了防止职业意外事故的发生,中远集团针对船舶工作特点制定了劳动防护用品配备标准和劳动防护用品监督管理规定,切实保障了船员在工作中的安全。

For the seamen on particular posts, the program offers them a safety certificate, ensuring that they take the posts with a safety certificate and are capable of safe operation. COSCO has enhanced its publicity and education to improve the staff’s awareness of the significant danger sources and thus prevent or reduce the occurrence of accidents. In order to avoid the occurrence of unexpected occupational accidents, COSCO has made the equipping standard and the regulation on supervision and control of the labor protection articles to ensure employees’ safety at the work place.

In 2006, COSCO Group took a lead to release the sustainable development report to the society. The report had become notable COP of UN Global Compact. The sustainable development report released by COSCO Group this year proves the strong sustainable development ability and top-grade operation and management levels of COSCO Group in performing social responsibilities and reflects its new efforts and achievements in performing social responsibilities. COSCO Group’s active efforts to perform social responsibilities show enterprises affiliated to the Central Government’ pursuit for value, ethics, responsibilities and obligations and contribute to the establishment of image of responsible developing country for China.

Active performance of social responsibilities is the common expectations of all circles of the society on enterprises affiliated to the Central Government. It is also the voluntary action taken by enterprises affiliated to the Central Government to act in and implement scientific development view. Enterprises affiliated to the Central Government had innovated on mechanism, laid solid foundation on management bases, optimized resource allocation, promoted technological innovation and realized rapid and healthy development.

2003- 2006年,中央企业销售收入从 4.47万亿元增加到 8.14万亿元,实现利润从 3006亿元增加到 7547亿元,上交税金从 4615亿元增加到 7402亿元。截至 2006年底,中央企业资产总额 12.27万亿元,净资产总额 5.35万亿元,国有资产保值增值率达到 144%。 Economical benefits and operation quality of enterprises affiliated

to the Central Government have been improved significantly, making great contribution to economic and social development. In 2003 to 2006, sales income of enterprises affiliated to the Central Government had increased from 4470 billion yuan to 8140 billion yuan. Profits realized by enterprises affiliated to the Central Government had increased from 300.6 billion yuan to 754.7 billion yuan. Tax paid had increased from 461.5 billion yuan to 740.2 billion yuan. As of the end of 2006, total assets of enterprises affiliated to the Central Government reached 1227 billion yuan and total net assets of them reached 5350 billion yuan.

今年 1-11月,中央企业累计实现销售收入 87162.2亿元,实现利润9186.6亿元,上缴税金 7654.3亿元。在实现又好又快发展的同时,中央企业在落实国家宏观调控政策、增加财政收入、保证市场供应、维护国家经济安全、促进国防现代化建设等方面发挥了重要作用。

Value-keeping and value-increase rate of state-owned assets had reached 144%. In January to November this year, accumulated sales income of enterprises affiliated to the Central Government reached 8716.22 billion yuan, profits realized reached 918.66 billion yuan and tax paid realized 765.43 billion yuan. While developing healthily and rapidly, enterprises affiliated to the Central Government also played important role in implementing macro-adjustment policies, increasing financial income, ensuring market supply, safeguarding national economy and promoting modernized construction of national defense.

中央企业履行社会责任也一直走在全社会的前列。近两年,中远集团、国家电网、中国石油、中石化、中海油、上海宝钢、中国移动、中铝公司、中国中化、华能集团、大唐集团等 11家中央企业相继公布了社会责任报告或可持续发展报告,得到社会各界的普遍认可和高度评价。

Enterprises affiliated to the Central Government also take a lead in the society in performance social responsibilities. In recent two years, COSCO Group, Power Grid, Sinopec, PetroChina, CNOOC, Shanghai Bao Steel, China Mobile, Chinalco, Sinochem, Huaneng Group and Datang Group released the social responsibility report or sustainable development report and had won recognition and high praises from all circles of the society.

中央企业积极履行社会责任,发布可持续发展报告或社会责任报告,不是为了出风头、赶时髦,而是把企业放在更高标准和更高起点上,按照科学发展观的要求加速企业经营模式的转变,以战略思维和国际眼光设计企业可持续发展道路,努力打造具有较强国际竞争力的国际一流大公司。中央企业大多是关系国家安全和国民经济命脉关键领域和重点行业的骨干企业,是参与国际竞争、体现国家综合实力和竞争力的主要力量。

Active performance of social responsibilities of enterprises affiliated to the Central Government and release of sustainable development report or social responsibility report don’t aim at cutting a smart figure or pursuing the fashion, but to put the enterprises on higher standards and higher starting point. Enterprises shall accelerate the transformation of operation mode according to scientific development view, design sustainable develop way with strategic thinking and international vision and try to build up top-grade companies with strong international competitiveness.

中央企业要与国际一流大公司同台竞技,必须不断增强社会责任意识,成为依法经营、自主创新、节能减排、和谐发展的表率。国务院国资委高度重视中央企业履行社会责任工作。荣融主任在中央企业负责人会议上多次对中央企业履行社会责任提出明确要求。

Most of enterprises affiliated to the Central Government are backbone enterprises engaged in key sectors and industries that are closely related to national safety and national economy of the State and are main forces to participate in international competition and realize comprehensive strength and competitiveness of the country. Enterprises affiliated to the Central Government shall enhance its social responsibility sense continuously if it wants to compete with top-grade companies in the world, so as to become a example for legal operation, self-innovation, energy-saving, emission reduction and harmonious development. SASAC of the State Council has attached great importance to the performance of social responsibilities of enterprises affiliated to the Central Government.

国资委将以 2008年 1号文件发布《关于中央企业履行社会责任的指导意见》,明确中央企业履行社会责任的指导思想、总体要求、主要内容和基本原则,推动中央企业建立社会责任工作和管理体系,把中央企业履行社会责任工作提升到新水平,推动中央企业在新的起点上实现又好又快发展。Director Rong Rong repeatedly put forward requirements to enterprise

s affiliated to the Central Government on performance of social responsibilities at the meetings of responsible persons of enterprises. SASAC will release the No. 1 document in 2008 titled the Guiding Opinions on Performance of Social Responsibilities of Enterprises Affiliated to the Central Government, to specify the guiding ideologies, general requirements, main contents and basic principles for performance of social responsibilities of enterprises affiliated to the Central Government. With this move, it wants to promote the establishment of social responsibility management system, to elevate the performance of social responsibilities of enterprises affiliated to the Central Government to a new level and to promote the healthily and rapid development of enterprises affiliated to the Central Government on a new starting point.

It invited representatives of all parties who care about the development and growth of COSCO Group to celebrate the debut and release of first sustainable development report of COSCO Group, to jointly promote the performance of corporate social responsibilities, to set up the international image of Chinese enterprises’ social responsibilities and to contribute to the harmonious world.

2007年 7月 5日,第二届联合国“全球契约”峰会在日内瓦万国宫召开,我应联合国秘书长潘基文阁下的邀请出席了会议,并做了题为《履行全球契约、建设和谐企业、促进世界和谐》的演讲,宣传了中国国家领导人提出的构建和谐世界的理念,介绍了中国企业在承担社会责任和履行全球契约十项原则的进程和主要做法,阐述了中远集团履行全球契约方面的措施,并向大会提出了承诺和倡议。

On July 5, 2007, the 2nd UN Global Compact Summit was held at the Palais des Nations, Geneva. At the summit, Capt. Wei Jiafu, President of COSCO Group, gave a keynote speech themed on “Performing Global Compact, Constructing Harmonious Enterprise and Promoting Harmony of the World”. In his speech, Capt. Wei promoted the concept of establishment a harmonious society put forward by governmental leaders of China and introduced processes and main tasks of Chinese enterprises in performing social responsibilities and ten principles of Global Compact.

He also elaborated COSCO Group’s efforts in performing Global Compact and made commitment and gave proposal to the summit. COSCO Group has enhanced the strengths on performing Global Compact and sped up the implementation speed. Based on the efforts to perform ten principles of Global Compact, such as respecting human rights, abiding by labor standards, safety, environmental protection, anti-corruption, and counter terrorist, COSCO Group has followed the Geneva Declaration – Caring for Climate, A Statement by the Business Leaders of the UN Global Compact and laid special emphases on energy-saving and emission reduction work.

It has exert efforts to research on energy-saving and emission reduction technologies and mobilize crewmembers to improve energy efficiency, reduce carbon dioxide in ocean shipping and logistics production and create green traffic with lean management concepts and methods. COSCO Group has abided by the Geneva Statement and the commitment and reported its sustainable development performance to the world.

COSCO Group has fully recognized that performance of corporate social responsibility is enterprise’s effort to shoulder the responsibilities to stakeholders voluntarily with certain purposes and plans and to realize the target of harmonious and sustainable development of enterprises and the society. Social responsibility and sustainable development are not momentary behavior of entrepreneurs, but continuous and rational behavior of enterprises. Therefore, COSCO Group held the meeting of COSCO Group Operation and Management Committee in March 2007.

Leaders of the group and general manager of the company made systematic researches on performance of Global Compact in a comprehensive way. At the meeting, it was believed unanimously that performance of environmental-protection principles as specified in Global Compact complies with the Central Government’s requirements on performance of scientific development view and transformation of economic development method. Performance of human right and labor principles as specified in Global Compact represents the human-orientation principles and complies with the Central Government’s requirements on construction of socialism “harmonious society”.

Performance of anti-corruption principles as specified in Global Compact complies with the Central Government’s requirements on enhancement of working style construction of leaders in new situation. The meeting confirmed the strategic targets of Global Compact and sustainable development in the next three to five years and deployed the detailed measures in 2007.Therefore, COSCO Group designed the overall implementation framework for sustainable development management system and put forward 16 steps for promotion and implementation of Global Compact and sustainable development management innovatively, providing processed and scientific method for COSCO Group to establish and run management system in a standardized manner.

Moreover, the International Longshoremen's Association awarded the Employment Creation Award to COSCO Group at the Governmental Building of the State of Massachusetts in Boston. COSCO Group has attached great importance to changes of climates. COSCO Group has actively responded to and supported the Green Port Environmental Protection Program initiated by Long Beach Port in 2005. Vessels of COSCO Group reduce the speed to 12 knot at 20nm away to the port to reduce the port pollution. COSCO had won environmental protection green banners for two consecutive years, becoming the ocean shipping company that contributes to environmental protection of the world.

Related enterprises shall establish social responsibility reporting system step-by-step. If it is possible, enterprises affiliated to the Central Government shall release social responsibility report or sustainable development report to the society regularly or irregularly, allowing the society to better know about the enterprises and establishing the good image of enterprises home and abroad. Compilation and release of annual sustainable development report have become the long-term and daily management work of COSCO Group.
