Summary Semantic and Pragmatic Meanings are two levels that complete each other. They have relation with understanding directing and disjoining symbols .It doesn’t meant that this relation forms one level، but there are differences between them observes a meaning according.to special viewpoints .so the Semantic meaning forms from the (meaning of the word+the assemblage influences) and it has a vague meaning. Inspire of that، it explains the linguistic reference meaning only and it depends on the assistance، nondependent of the general meaning.it is widespread، the society depends on it، restricted by principles، linguistic capacities and it has a fixed dictionary meaning. The pragmatic Meaning consists of the (Semantic meaning+context). It contains a deep secret meaning، underestricted to doctrines and it passes social principles. It explains linguistic and non linguistic symbols.it has one self meaning that the society doesn’t agree on it، thus it needs effort to read the mindsets not a traditional meaning، it refers to constitutional understanding and it changes its meaning according to personal explanation. Apart of the introduction، this paper deals with a few discussions like: Level of meaning، principles of meaning، symbolic representations، the meaning and the contextual meaning، the external and internal meaning، reading the symbols and mind، laws and doctrines، presupposition and the right meanings، Rules and Principles،Dixie’s and nonDixie’s، differences between the Semantic and Pragmatic Meanings.Finally the result that obtained by the researcher is at the end of this paper.
