2015-54-Senate-01:Welcome to the members and invitees by the Chairman.

The Chairman welcomed all Senators and Invitees.

2015-54-Senate-02: To confirm the minutes (Part -I) of 53rd meeting of the Senate held on 21.05.2015 (Thursday).

The draft minutes (Part - I) of 53rd meeting of the Senate, provisionally

approved by the Chairman, Senate were circulated to all members. Since no

comments/suggestions on the correctness of the recording of the minutes

have been received from any member, Senate confirmed the minutes with

the following changes:

a) Academic Calendar for the Academic session 2015-16 :

i) 2rfo Dec. 2015 & 2"fh May 2016 will be the date for Parent-Teachers

meeting for academically weak students along with Faculty Advisors.

ii) Changes as incorporated in the Academic Calendar 2015-16 as

given in the anndxure.

b) Changes in Committee Members:

Changes as incorporated in the List of Committee Members 2015-16 as

given in the annexure.

2015-54-Senate-03: Report on Action Taken on the decision of 53rd meeting (Part-I) of the Senate held on 21.05.2014 (Thursday).

The Senate noted the report on the action taken on the decisions made in

the 5;rct meeting (Part-I) of the Senate held on 21.05.2015.

The Senate further decided the following:

a) 2015-52-Senate-20(2): Collaborative course on M. Tech. (Safety

Engg.):

(i) The students after admission will register for 1st semester at NIT­

Rourkela and will be reporting to MDC on SHE to complete the

2!'d Semester in line with 2014 admission batch.

(ii) Department was requested to search and propose more number

of Adjunct faculty for the courses.

(iii) Department was requested to modify the Curriculum and

syllabus incorporating courses on Industrial Safety, Safety Labs

and Visits to Industries (minimum 6 industries in a semester).

b) 2015-53-Senate-07: Proposal to change the name of M.Sc. programme in Ocean and Atmospheric Sciences:

(i) The Senate confirmed that a 2 year M. Sc. programme in

Atmospheric Science will be offered by the Earth & Atmospheric

Sciences department.

(ii) After hiring faculty/specialists, Institute will explore to offer

courses on Oceanography and the name of the course will be

decided in future.

c) Synopsis Seminar of PhDIM. Tech(Res) students:

(i) Synopsis Seminar to be renamed as Pre-submission Seminar.

(ii) Supervisor's and Co-Supervisor's (if exists) reports to be

discussed in the Pre-Submission Seminar by DSC.

(iii) Each DSC member will submit a report confidentially highlighting

the following:

.:. Record book checking

.:. Strengths

.:. Weaknesses

.:. Recommendation for thesis submission

(iv) Student will submit a certificate on plagiarism.

d) Semester evaluation on Research credit:

During semester evaluation on Research credit, students should be

asked to submit Posters. If Poster will be satisfactory, mark will be given

accordingly. If the Poster will be unsatisfactory, shelhe will be asked to

give presentation on his!her work done in the semester and the overall

progress. Mark will be given accordingly.

This will be incorporated in the regulation.

2015-54-Senate-09: Modalities for comprehensive examination and appointment of thesis

examiners for Ph. D or M. Tech (Res.) programmes (Deferred Item):

Two proposals one on comprehensive examination and the other on the

appointment of thesis examiners have been received from

Prof. S. Panigrahi, PH for consideration of the Senate.

The Item was deferred.

B. UNDERGRADUATE AND POSTGRADUATE STUDIES

2015-54-Senate-10: Publication of results of 4th Semester M.Tech and 10th Semester Dual Degree students and approval of the list of graduating M.Tech. and Dual Degree B.Tech ~ M.Tech students:

The Senate approved the results of 4th Semester M. Tech and 10th Semester

Dual Degree examinations and the list of graduating M. Tech and Dual

Degree B. Tech - M. Tech students as recommended by PGPEC.

2015-54-Senate-11: Assigning supervisors to the research students of Ex-Prof. Ramakar

Jha, (CE) (Deferred Item):

Prof. Ramakar Jha has left the Institute w.e.f. 6th May 2015 and there are

five PhD students under his supervision. DRC of Civil Engineering

department had submitted its recommendation for consideration.

The Senate decided to refer the cases to DRC of Civil Engg. department to

review and re-submit its recommendation to Senate in line with the decision

taken in the resolution no. 2015~54-Senate-04 dated 10.06.2015 of this

meeting. The Chairman, Senate was authorized to decide on the

recommendation.

2015-54-Senate-12: Assigning supervisor to the research student of Ex-Prof. Arup Oas,

(AR):

Prof. Arup Das has left the Institute and he is the supervisor of Prof. Binit

Kumar, Roll No 514AR4001. ORC of Planning and Architecture department

had recommended Prof. S K Sahu (CE) to be the Principal Supervisor and

Prof. Arup Das to continue as Co-supervisor.

In view of recruitment of new faculty members, Senate recommended that

ORC, PA will submit fresh proposal after new faculty members joining the

department. The Chairman, Senate was authorized to decide on the

recommendation. Till then Prof. S K Sahu (CE) will act as Caretaker

Supervisor.

D. DISCIPLINE, ENDOWMENT AND STUDENT AFFAIRS

2015-54-Senate-15: Reports on Student disciplinary cases:

a) Case of five expelled stUdents in ragging case:

The Senate went through the representations of the expelled

students and the recommendation of ISOC. It was reported that

Mr. Samir Ranjan Nayak (112100309) and Mr. Abhilash Gochhayat

(712MN1118) have already taken TC. Considering above the Senate

decided the following:

(i) Since Mr. Samir Ranjan Nayak (1121D0309) and

Mr. Abhifash Gochhayat (712MN1118) have already taken

TC and they do not have required CGPA to continue their

study their studentship stands terminated.

(ii) Mr. Niladri Bihari Khatua (412MA5076) was in the repeat first

year and by 2"d semester of repeat first year his CGPA was

4.90 which is much below the required CGPA of 6. 00. Hence

the Senate decided to terminate his studentship.

(iii) For Mr. Nilanshu Kumar Mandai (112EE0282) and

Mr. Somyak Mohapatra (712MN1136), the Senate approved

the recommendation of ISOC to allow them to continue their

studies from the Academic year 2015-16 by registering in

slow pace for the courses of Autumn and Spring 2015-16 and

so that they will complete one year courses in 2 years

including backlog, X or UR courses if any. Placement facility

will be withdrawn totally for these two students.

(iv) The placement ban for Mr. Oivyendu Sahoo (713CR2033)

and Mr. S:~rthak Kavi (113CH0077) was reduced to one

semester (pre-final semester) from total placement ban.

(v) The Senate was convinced that Mr. Pratik Kar (112E10275)

was there for few moments and was not involved in the

incident. By seeing something is going wrong he left the

place. Hence, the Senate condoned his punishment and

warned him to intimate the authority any such case in future

if it will be in his knowledge.

All students from (iii) to (v) will give undertaking to the effect that in

future .they will not be involved in any such incident/activity and they

will be wholeheartedly involve themselves in eradicating the menace

of ragging in the campus. Violation of these will lead to restore their

original penalty of expUlsion from the Institute. They will be debarred

from Medal & Prizes linked to academic performance and prizes (e.g.

Sports Blue, Best Sports Person of the year) based on cumulative

performance. They will also be debarred from elected offices and

captaincy of sports teams.

b) Cinema Hall fighting case:

The Senate went through the representations of the students and the

recommendation of ISOC and decided the following:

(i) All the four students involved in the case will repeat one year

i.e. :fd year for Mr. M S Raghavendra (112MM0416) and

Mr. Santosh Challa, (112100538) and 5th year for Mr. Sane

Subhash (710ME4117) and Natva Tharun (410PH5051).

(ii) Placement facility will be withdrawn totally.

(iii) They will be debarred from Medal & Prizes linked to academic

performance and prizes (e.g. Sports Blue, Best Sports Person

of the year) based on cumulative performance.

(iv) They will be debarred from elected offices and captaincy of

sports teams.

c) Case of theft of laptops:

The Senate went through the representations of the students and the

recommendation of ISOC and decided to terminate the studentship of all

students involvedJfound guilty.

E. MISCELLANEOUS: -

2015-54-Senate-16: Any other matter with permission of the Chair:

ITEM -1 : Admission of Foreign students under ICCR scheme for the session 2015-16.

The Senate went through the status of applications of Foreign students

under ICCR scheme for the session 2015-16 and decided that after scrutiny

by the concerned department, Institute will offer admission to a total of 60

students as follows:

(i) All eligible applicants of M. Tech and PhD programmes.

(ii) Balance seats for remaining programmes.

ITEM -2: Proposal for change of Ph.D regulation on registration and earliest date of thesis submission.

The Senate deliberated on the proposed changes in the clauses 11.2 and

14.1 of the PhD regulations and decided the following: Further, the Senate

decided that wherever M. Tech is mentioned in the regulation it would mean

M. Tech, ME, M. Tech (Res) and MS where there is at least two years of

education after undergraduate (B. Tech, BE, B.Oes, B.Arch etc.).

Clause 11.2 A Ph.D. student, provisionally registered, will be formally registered for the degree of Ph.D. on completion of certain steps. The registration can be done only after (a) the candidate has successfully completed all assigned course work (See Section 10), (b) worked out a road map of the programme and submitted (including uploading on institute web site) a formal work plan to the DSC. (c) successfully cleared the comprehensive examination and (d) delivered an open seminar to the satisfaction of the DSC.

In special cases, the Senate may permit registration with a commitment to complete upto 2 courses after Registration, if the minimum course requirement with the required CGPA is satisfied.

The written document and the/seminar should outline the planned research work and identify the milestones. Both excessive vagueness, as well as exact description of the work to be done are discouraged at this stage to facilitate focused research work without being unduly constrained. The broad objective stated in provisional registration order may be further focused at the time of registration.

For the students with M. Tech and M.Pharm degrees normally this should be done after elapse of 9 months, but within 15 months (after elapse of 18 months, but within 24 months for other degrees) of the date of enrolment. When a student fails to clear the registration seminar within 15 months (24 months for other degrees), or his proposed research plan is unsatisfactory, he may be re-evaluated after a lapse of 3 months or more. If a student cannot clear the course work, comprehensive examination and seminar within 2 years (3' years for other degrees) from the date of admission, he/she will be required to leave the Ph.D. programme. In special cases with mitigating circumstances, the Senate can grant extra time without scholarsl1ip.

Any credit of early submission approved at the time of provisional registration by virtue of past work is to be given while fixing the date of registration seminar. In such case, registration seminar can be preponed by the duration condoned for early submission. After registration there will be no time credit for submission of thesis. The date of registration seminar will be the effective date of registration.

Clause 14.1 A student with M. Tech.lM.Pharm degree registering in the same discipline can submit the Ph.D. thesis after elapse of at least 2 years from the date of registration or 3 years from the date of enrolment whichever is later. All other students can submit the Ph. D. thesis after elapse of at least 2 years from the effective date of registration or 4 years from the date of enrolment whichever is later. The maximum period for submission of thesis is 8 years from the date of admission for all students. In all cases, the Doctoral Scrutiny Committee must be satisfied that adequate work has been done by the candidate.

ITEM -3: Approval of results of Summer and Supplementary examinations 2015:

The Senate authorized the Chairman, Senate to approve the results of

Summer and S'upplementary examinations 2015 on its behalf which will be

ratified in the next meeting of the Senate.

The next meeting of the Senate will be held in September 2015.

The meeting ended with thanks to the Chair.

Presently we have near about 1000 students under Institute/Project fellowships (M.Tech. (R) / Ph.D.). I is high time to improve the quality of our Research programmes with respect to selection of students anc course work and contents of the thesis. Further we are selecting students twice in an academic session. f i t " " '. - . . .

1. The scrutiny criteria is to be normally first class career throughout. However if a candidate has one I . degree <60% at any stage (except qualifying degree) can be considered provided he/she has qualified I GATE/NET/GPAT. .

I 2. There should be a written examination to test the fundamentals and below average students be 1 rejected, in all departments.

3. Every faculty will be allowed to take 2 regular Institute fellowships (including OIP, TEOIP, Visvesvaraya Ph.D. Scheme etc.) + additional fellowships related to the number of project fellows under him/her (1 additional for 1 or 2 project fellows, 2 additional for 3 or mfjre project fellows). Industrial stUdent driven fellowships (CSIR, IceR, DST-Inspire), projects like COEs, SMDP at Ee, ISEA at eSE, DBT etc.), Sponsored and Local Sponsored students will not be counted as either Institute or Project fellows. Students without fellowship or students completed 4/5 years of fellowship will also be considered in the Institute fellowship count.

The count will continue till a student gives the synopsis seminar.

HODs of the respective department will ensure that every selected candidate eventually gets a supervisor. Strictly there will be no assurance at the time of interview to any faculty or candidate. However, the allocation to be made after the student joins the department and intera.ct with the faculty. The stUdent need to submit his choices in Project Management Portal and then allocation be done.

The project record book(s) to be examined and signed by the OSC at all levels including registration, progress seminars, synopsis presentation, .and thesis defence.

At the time of synopsis seminar the student requires to submit a draft copy of the thesis to the DSC/MSC and submit full thesis within a month.

While submitting the thesis the DSC and Supervisor(s) must take care of followings:

(a) Volume of scientific contributions (b) Number of publications (SCIlScopuslWeb of Science/Google Scholars Journals) (c) The syntactic and semantic correctness of the thesis (d) The thesis must have been prepared by Latex software (e) Plagiarism check through turnit-in software. The score with explanations must be submitted along

with thesis submission to Oean(Academic) (f) The supervisor's report must be submitted during thesis submission

9. DSC members' individual report to be enclosed along with the thesis submission as follows: . .. I have looked through the draft thesis and a satisfied with contents as "adequate for J',

Ph.D/M.Tech.(R) work. I am also satisfied with the writing style and language(including spellirr: and grammar) -The thesis reflects the. contents of his/her project record book(s) and other documents includin­those on computer media and experimental work. 10. If some syntax or semantic error will be detected at any stage before dispatch of the thesis, it will b delayed by 2 months and the student \Viii be asked to resubmit after corrections with declarations ~.

4 (a) Preference to be given in order to those whose work has been cited in the thesis, existing R & 5

VJe are under the process of quality research output. The present change over from comprehensive viva

to comprehensive exam is one such endeavor. We may have many. This is an attempt towards ;

achieving Excellency at the terminal stage of thesis submission.

i) Presently, DSC has to choose five examiners each from Indian and foreign panel. In practice

.supervisors has to suggest the list of examiners okClyeg by DSC may be with some

constructive suggestions with regard to institute of repute. When the supervisor proposes

the name of any examiner, he may justify the DSC I MSC with at least two publications of

the examiner in the related field. This will restrict arbitrariness in choosing the examiner and

. be restricting the supervisors to choose the examiners on academic bonding only. This has

been practice in some universities/ institutes.

ii} If we enhance the number of examiners in each panel to seven (07) instead of present OS,

we have to add two names in 1;';:I(.h P;:lI1PI. Thp. input is addition of 02. The output will be two

fold ie multiplied by two. The following statistical analysis will justify the above proposition.

Listing five instead of one'is aimed to randomize the dice. Choosing one out of fjve (each

having equal probable}, leads to the fact that, probability of anyone examiner to be chosen

is 1/5 tho Similarly for other panel. As the probability is mUltiplicative, the probability that

both the examiners of any body's choice is 1/5 x 1/5 = 1/25 (except chairman senate, it is cent percent).

Now if the same exercise will be made for 07 examiners in each panel that the figure comes

to'1/7 x 1/7 == 1/49. 25 attempts to any body's choice turns to 49 til attempt. Randomness is

twofold higher and probability is twofold reduced. Transparenc), tVJO fold higher. Getting 07

examiners in any filed is not at all difficult.

Sub: Modalities for comprehensive examination

Sir

Recently, we have shifted from comprehensive viva to comprehensive examination (CE) with an

objective of strengthening quality in research. Needless to say that any change over needs more thought

for judicious implementation. With this in view, the undersigned has given some suggestions for your

kind consideration.

In the system of comprehensive viva, the students had to face with the viva board with the coursework

subjects taken. Now the subjects other than coursework. Basically the core papers of the registering

dept. In PH dept DAC has decided GATE syllabus comj)rising of 10 different subjects. It is OK _ ---=== - ~--

Coming to the scholar's front we have following categories: •

i} Feeding from parent registering dept. ii} feeding from closest academic neighbor of

reeistering dept. (say interdisciplinary, example Electronic B.Tech registering in PH. for

IVI.Tech)

ji} Scholars for Ph.D ii) Scholars from M.Tech ( R) enrollment

To set a common qu(;!!;liufI cdkli,,~ to need of abOVe categories is \vorth discussing. The problem

VJas not viable during comprehensive viva because DSC/[v'lSC was testing the depth of knowledge in

course work taken papers only. The fol/owing suggestions are listed for your kind appraisal.

i) The CE question pZlper may be prepared with suitable proportion (60:40 or 70:30) of .

course contents of registering dept and feeding interdisciplinary dept. In common

question paper to all, there may Group A, B, C etc. Group A is for full course of

registering dept students, Group Band C exclusively for interdisCiplinary subjects.

Student's for the later category will attempt 60% of group A and 40% of groupB or C as

the case may be.

For judicious choice of question for Group Band C , if necessary ( not binding)HOD of

registering dept may take the help of HOD of neighboring interdisciplinalY dept.

Needless to say that interdisciplinary research maybe student's choice, registering dept's

need or both.

ii) Core courses of (lower level) of registering dept may be treated as a course work for the

other dept. students. If I am correct level of the courses (.l or 6 level) is relative. A IOever

level course in chemistry dept may be higher level course for Phvsics d':pt and vice vers?.

Quantum I'/iech may be lov./er level course for M.Sc (Pil'{sics), it rnay be higher leVEl ior

·computer science dept for scholars doing research quantum computation. Endless are the examples.

Presently problem in quantum mechanics is 6 level in PH, Quantum Mech I and" 4 and 5

level.· Student from other dept without base knowledge in quantum mech I and II cannot

cope with problem in quantum mech. So they will attend the lower level and relative to him

it is 6 levels. In practice Quantum Mech I and Ii will be more useful to him/her rather

. problem in QM, quality is not at all compromised. In research need based knowledge is

more important than forced knowledge.

iii) Ph.D and M.Tech (R) are the two clear distinct levels of courses; former is twofold higher

than the later, in every respect. The contrast is crystal clear to 'the public domain, may he be

a common man or a foreign professor. Our Ph.D. regulation also honors this with different

percentage of marks requirement. But in many aspects (say in interview for Ph.d selection,

course work et'c, CE) we expect same competency from both. Expecting higher may be

better bur rejecting marginally lower is unfortunate. Presently for, CE the qualifying mark

for Ph.D. to clear CE 60% and same for ivI.Tech ( R) is also 60 %. If.we have if common

question paper the qualifying mark for the M.Tech ( R ) may lower(:ay 50%)than that of

Ph.D.

iv)The Selection Committee for the job will be constituted by Dean(SR) as per SRICCE regulations. However, in case of concurrent application to job + admission, the full DRC will be included as a part of the Selection Committee.

i) For all course based degrees [ B.Tech, M.Sc., MA. MBA, M.Tech (Regular), M. Pharm., MBSS etc.) the ex­amination process must be over by the date of admission and a certificate to that effect from the Principal or Registrar of the collegellnstitute last attended must be presented at the time of admission.

ii) For the above applicants, the results must be published by September 30 or any other date decided by the Institute for Autumn Semester admission. In case of admission in the middle of an academic semester, results need to have been published before admission is granted .

. iii} In case results of successful cOmpletion of qualifying degree are not submitted by the date specified in 3.1 O(ii), the admission will automatically stand cancelled [and no fellowship will be paid if selected under fellowship

. scheme). iv) For thesis based Postgraduate degrees [M.Tech(By Research), MS or equivalent) a student given admission to

the Ph.D. programme is permitted one year from the date of hislher thesis submission to submit resutts of successful completion. During this period students with Institute fellowship, having valid GATE score and 65% marks or 7.00 CGPA in B.Tech, will be paid fellowship at a rate applicable to B. Tech. degree holders. B.Tech rate. Difference of fellowship will be paid as arrear on submission of postgraduate results. In all other cases, fellowship with arrear will be paid after submission of qualifying degree certificate. In both cases ·PhD Regis­tration" shall await publication of results.

The Academic Section will allot the candidate to a hall of residence. Students not desirous of staying in a hall must seek permission from the Dean (Academic) to stay outside after taking admission and joining a hall of residence. A !'tudentpermitted to stay outside (he halls shall be attached to a hall and will be required to pay appropriate hall fees.

Admission to the Ph.D. programme may be given at any time of the ~ear. The fees, however will be for a full semester. The Summer Vacation is induded in the Spring semester. The round of admission held at the beginning of the academic year is considered as the main round and departments can fix the academic standards and short listing criteria at that time. Any admission given at other times, whether by advertisement or against isolated

. appfication must not use a lower standard of selection. To keep the number of candidates called for interview within manageable units, higher cut off marks, or GATE score or narrower specialization range can be employed.

The, Institute will norm;llly invite applications from quC!lified students through periodic as well as standing .<!dvertisements published in its we site andlor other open media. Such applications will be processed by the Academic Section with support of the departments . .

At other times of year, candidates' may contact HODs directly for admission. Such applications will be honoured by 'HODs only if; (a) the applicant is desirous of pursuing research in an area where there is a paucity of research students in the department, AND (ii) the applicant has an academic record or relevant work experience well above the average standard of the departmenl After following the proper selection process, if a candidate is found eligible, the HOD will forward his name to Dean(acad) for approval and issue admission letter.

4. Supervisors

4.1 All candidates for Ph.D. degree are required to carry out their research work under the guidance of one or two supervisors, to be appointed by the Senate, or Dean (Academic)/Director on its behalf, on recommendation of the Departmental Research Committee (DRC). Ordinarily the DRC will recommend one Supervisor. However, in case of inter-<lisciplinary research (witl]in the same department. across two depar'tments or across two Institutes) a second supervisor may be appointed, if so requested by the Principal Supervisor. .

4.3 (a) The supervisor may be in the rank of Asso. Professor or above with or without Ph.D. degree or Ass!. Professor with Ph.D. degree. Adjunct and emeritus faculty are also eligible to serve as supervisors. But an

~djunct facully to be nominated as the sole o'r Principal supervisor. the Senate needs to be satisfied tho he/she would continue to serve the Institute an~ give adequate time for at least.3 years.

(b) A sponsored student desiring to work in his/her ptace of employment should have a supervisor from hislhe organisation. The joint supervisor so proposed must have a Ph.D. Degree or at least 10 years of relevan professional experience. In case of Academic Institutes a Ph.D. Degree is necessary to become a join

supervisor.

(c) In special cases. where persons of adequate academic standing are .not available in the sponsorill\ organization. and adequate communication facilities exists to ensure frequent contact between the studen and his/her supervisor at NIT. Rourkela. the Senate may accept only one supervisor. who is a faculty member of NIT. The student will then be enrolled under category 9 ev~n if the place of work is geographically distan', from the institute. Such proposals should be specifically approved by the Senate.

(d) In spedal cases. if it is felt to be beneficial to the student because of special expertise. the second supervisol proposed by the Principal Supervisor may be from another Institute. Industry or other organization unrelated to the student. Such cases shall be approved by the Senate on the recommendation of the DRC and RPEC.

4.4 Regular faculty members of the Institute enrolled in the Ph.D. programme may be self- guided. Such cases should be

examined by RPEC and put up to the Senate for approval.

Persons from outside the Institute joining as Chair ProfessorslEmeritus Scientists can be appointed as supervisors for new scholars only jointly with a regular teacher, but not as sole sup~rvisors. An. exception can be made if the Director is satisfied that the viSiting scientist would continue to serve the institute for the next three years or longer.

A substitute supervisor can be appointed by DRC if a sole supervisor leaves the ~~.~tute. If the sole supervisor proceeds on tong leave for a period exceeding one year, the DRC shall appoint a second supervisor, who will serve \ as co-supervisor when the original superVisor returns. If sufficient communication between the student and' supervisor is possible, and the supervisor is in a position of attending meetings in the institute, the Director may, on recommendation of the Department permit the Principal Supervisor to continue beyond one year.

During the course of a Ph.D. programme. if the supervisor, the DSC, the HOD or the Departmental Research Committee feels the necessity of a second supervisor. an appropriate proposal must be prepared and placed with full justifICation before the DSC. The recommendation of DSC will be further considered by the Departmental Research Cominittee .. l(.ag reed by the ORC, the proposal may be placed to the Senate: through the RPEC f~r approval. . .

A student's preference of subject and supervisor must be taken into consideration by the HOD and DRC while assigning a supervisor to him. There should not be any undue restriction on faculty or students in choice of students or supervisors, particularly under categories not involving institute fellowship. The DRC should record the reasons for not honouring the request of a studenl The DRC may, however restrict the number of Institute fellowships (including those from alP.and special projects) allocated to a supervisor or researdl group.

There sh~1I be no limit on maximum number of research scholars a faculty member can guide. The department may, however, regulate the number of students with Institute fellowship (induding alP and other fellowships allotted to the Institute) that wiD be assigned to each faculty. For example, a faculty member can get a second student with Institute fellowship only when there is no other eligible and willing faculty member to' accept a stUdent in the same major area (speciarlZation) within the departmenl Students with individual fellowship, project fellowship, without fellowship and those current Institute scholars who have completed three years after admission will not be counted for the purpose.

Sub.: Review of the representations submitted by the expelled students by IS DC and Recommendation.

Consequent upon the letter served on 06.02.2015 vide no.783,784,785,786,787, students appeared before the ISOC on 13.02.2015 and submitted their representation for sympathetic consideration.

After hearing and going through their representation, following are the observation and recommendation of ISDC.

Observation:

No new facts could be found out which establishes their innocence. All these students are very much involved in the incident and accordingly they have been awarded punishments. '

Recommendation for special consideration:

The committee is in the opinion that the menance of ragging can be eliminated in the campus .holistically by the active involvement of students (seniors), freshers, faculties and administration. In this regard, a circular has already been issued by the Director to the students. All ,involved students may be considered for giving a chance to contribute towards the same wholeheartedly. Meanwhile multiple representations have been made by the concerned students and their parents. It seems the concerned students have realised their mistake and have given undertaking that they will not be involved in such act of indiscipline in future. In view of this the committee recommends the following:

a) Nilanshu Kumar MandaI, Somyak Mohapatra,Niladri Bihari Khatua, Samir Ranjan Nayak & Abhilash Gochhayat: They may be rusticated from the Institute for two years, Already one year has been passed. Two students (Samir Nayak, Abhilash Gochhayat) have alredy left the Institute. They are also academically not eligible to continue their study in the Institute.

Remaining three students (Nilanshu,Somyak and Niladri) may be permitted to register in slow pace for the courses of Autumn and Spring 2015-16 so that they will complete one year courses in 2 years. The;above is subject to satisfying t~e academic requirement as per regulations.

b) The placement ban for Divyendu Sahu and Sarthak Kavi may be reduced to one semester (pre-final semester) from

total placement ban.

Conclusion

a) After knowing juniors are sitting there Raghavendra along with his friend Santosh Challa went there and asked the juniors to interchange seats. When jU.0iQ[s.xefused to interchange the seats there was exchange of words and finally Santosh Challa & Raghavendra hit/slapped Vij;;y Sandeep and threatened all other juniors to leave their seat::; and occupy seats wherever vacant. Juniors got frightened and left their seats and in their seats Santosh Challa, Rghavendra, Sane Sub hash, Sairam & Lawrence sat. b) Raghavendra owns a bike with RegIstration NO.OR14W3997 which he has purchased fiOm his senior even after knowing for boarders bike is banned. c) After the movie when jllltiors asked seniors why did they hit and threatened them, Santosh s",id,"come to my room, 'i'will tell you" and went. After reaching hi" hall, he called Sandeep in his mobile to come to his room but Sd;,cieep denied. Then' Santosh along with Raghavendra, Sane Subhil~h & Tharun came in front of DBA Hall and he (Santosh) started slapping randomly on juniors (Arun, Raju,Glrl Prasad). b) Sub hash had taken one of the juniors seat after they were forced to vacate their own seats. c) Sane Subhash & Tharun hit Vijay Sandeep and his Room mate K.Rajsekhar entering in to their room in a very planned way. They entered in to Vijay Sandeep's room at around 9.p.m. and talked to them in a swift way and took the phone of Vijay Sandeep. From Sandeep's phone Subhash sent some vulgar messages to his own phone perhaps with an intention to blame Sandeep. Then they beat Sandeep saying because you complained, we are in trouble and when Sandeep's room mate Rajsekhar tried to escape from the room to call for help, these two seniors hold him back and hit him. Then both of them ran away from there. That time both Subhas and Tharun were drunk. Kartikeya Singh Yodha has reported that while he was going in the corridor, he saw two persons running away but he could not recognize them. Immediately after the incident, on being informed by Sandeep and Rajsekhar, the security person Mr.Nilamani Panda dialed the number to which vulgar SMS was sent from Sandeep's mobile and enquired about the incident. In reply he was told that, I am a Mechanical guy. Who are you? What is the proof? The dialed number happens to be the numbe-r of Sane Subhash. Hence it is comprehended that Sane Subhash & Tharun made a

vulgar SMS from Sandeep's mobile to Subhash's mobile to blame Sandeep. Then they hit Sandeep and his friend and ran away outside the campus and returned back at 11.05 p.m. to prove themselves innocent.

The students were called to ISDC meeting; their statements were taken, examined and interrogated .

Findings/Conclusion

a) These two students had stolen the Laptop of Jajati Keshari Kumshar in February 2014 which they returned back to him on active involvement and persuasion by Sri Sambit Kumar Mohapatra, a Ph.D. student and Gen.Secretary of SD Hall. After stealing the laptop they had sent it outside the campus through an Auto driver named Kanhu. b) These two students had helped Deepak Panigrahi, Debasish Dhall and Ani! Rathod to steal bicycles and pass on to Berhampur in bus and also selling in Ambagan market. c) Rinku Raj has been conduit for selling of stolen laptops. He used to inform the students from where they can get stolen laptops at a cheaper price (from an outsider named Abinash Tarai). . a) He has stolen many bicycles; some of those he has sold in Ambagan market and some he has transported to Berhampur through bus from Sector-2 bus stop. b) For this he has taken the help of Debasish Dhal, Anil Rathod ,Rinku Raj, and Rakesh Biswal . c) He had accompanied Manoranjan Sethy for returning of Camaera of Mr.Reddy( student of BITS, Pilani). Also Rinku Raj has mentioned Deepak Panigrahi, Debasish Dhal and Anil Rathod are involved in a number of laptop theft and passed them to Berhampur. From this, the involvement of Deepak Panigrahi in laptop theft cases cannot be denied. a) He had stolen the laptop and camera of Mr.Reddy during summer vacation 2014 and sold the laptop to an outsider named Abinash Tarai. He had kept the camera with him which he returned later through Manorajan Sethy and Deepak Panigrahi. ". b) He has been accused by Rinku Raj for his involvement in many cycles and laptop theft cases.

a) He had purchased a stolen laptop from an outsider named Abinash Tarai. b) As per him, he was owning a laptop given by his father which he has given to his elder sister which is unlikely because both his elder sister and brother- in-law are working and they can very much afford a laptop. He being the younger brother and doing engineering who is very much need of laptop, an elder sister will never ask for his laptop. c) Madhusudan claims that his sister deposited Rs.15000/- in his account during 2014 summer, he withdrew money from ATM after some days and given Rs.17000/- in cash to'Abinash Tarai to purchase a theft laptop. . . .

L I He was asked to produce all papers relating to transactions he claimed, but he did not produce.

. ,. II •• llal-l.1- LI III;' Jau5lHel . e) When Mr. Reddy got to know his laptop is being used by Madhusudan Sethy, he asked Sethy to return his laptop as well as camera to him through Varun Teja. He Immediately returned the laptop to Varun Teja and returned the camera after few days along with Deepak Panigrahi. He even did not bother to ask to Abinash Tarai neither about the laptop nor for the returning the money. Hence it is comprehended that he had taken the laptop from Abinash Tarai with complete knowledge on the status of the laptop (theft).

5. Debasish Dhal i) He has stolen bicycles along with Deepak Panigrahi and Anil Rathod(as told by Deepak Panigrahi and Rinku Raj). (112BTOO19) ii) Inspite of fact is known to him he did not cooperate with the committee to disclose facts.

I It is observed that Preetham and Shivam Sisodiya had lost their own purchased laptop and have not yet been got back. Also Panchanan Mallick purchased one stolen laptop which again got stolen from him.

Above findings were circulated to all six involved students and parents. Three students and one parent have submitted representations against findings. The committee considered all these and put up its observations and recommendations as follows for your kind perusal: Observations: e) There have been lots of Laptop theft cases reported and students in the campus are panic to keep laptop with them. Many students have purchased laptops borrowing

money from bank or from relatives and they have lost their laptops. f) It is comprehended that all these six students are involved in the theft of Laptops, cycles or both; may be one student is involved in number of cases or in a stray case. g) Outside people are also involved in a laptop theft cases. h) There may be more number of students/persons involved In the case. Recommendations: ~ Committee felt that the deterents prescribed as a guideline in the Disciplinary manual for stealing of properties are insufficient to deal with the nature of the offence

found out in this case. The punishment must act as a deterent to prevent the occurrence of such cases. Hence, the committee recommends the following: A. Rinku Raj (113FTOS18), Rakesh Biswal (413MASOS7),Deepak Panigrahi (112CROS01), K. Ani! Kumar Rathod (112CE0452), Madhusudan Sethy (112CE0060):

1. Expulsion from the Institute fortwo year. 2. Out of 6 laptops theft cases reported, 2 have been recovered. Financial penalty of Rs."200000/- (@ Rs.50000/- each) to be recovered from these five students;
