Cambodia. — Three non-fatal cases of cholera, laboratory confirmed, were notified on 3 May and then five other cases with one death were reported by cable dated 9 May. No case of cholera had been notified in Cambodia since July 1964. The names of the infected local areas have not yet been reported.

Angola. — 1 Further details have been received concerning the non-imported case of smallpox which was observed on 12 April in Amboim “concelho” . The patient was a worker arriving from the new .circonscription of Forte Republica, located in Malange District near the frontier of the Democratic Republic of Congo. Consequently, Amboim “concelho” , where the case had been transferred, has been removed from the smallpox infected area list, whereas Forte Republica circonscription, where the transmission of infection had taken place, has been added to that list. Epidemiological investigations are being pursued.

United Kingdom. — 1 Eight additional cases of variola minor have been notified in Staffordshire up to 10 May, which brings the total to nine. Up to that date, five cases had been observed in Walsall County Borough, three in Stoke-on-Trent County Borough and one in the new district of Warley. These three local areas, all located in Staffordshire, are shown in the smallpox infected area list.2 The epidemiological investigations are being pursued.

Prance: National Influenza Centre, Lyons. — 1 From the end of February to the beginning of April, sporadic cases or small family outbreaks of influenza have continued to be observed in Lyons; others were observed in Roanne (Loire department). In both towns, serological evidence of infection with Virus B was obtained; furthermore, several additional strains of Virus B were isolated in patients from Lyons.

France : National Influenza Centre, Paris. — From January 15 to April 1st, an increased incidence of influenza-like disease has been reported in Paris and in various towns distributed in all regions of France. In a majority of regions, serological evidence of recent infections with Virus A2 and with Virus B was obtained (generally both in the same region); out of a total of nearly 500 cases submitted to serological examination, evidence of recent infection with Virus A2 was obtained in 40 cases, and evidence of recent infection with Virus B in 42 cases.

1. IntroductionLes Arrangements administratifs pour le contrôle sanitaire des

communications maritimes et aériennes, initialement conclus sous l’égide de l’Organisation du Traité de Bruxelles, ont pris effet le 1er février 1950. Au 1er janvier 1957 ils étaient appliqués en Belgique, France, République fédérale d’Allemagne, Irlande, Italie, Luxembourg, Pays-Bas, Royaume-Uni. Le 16 novembre 1959, après le transfert au Conseil de l’Europe de certaines fonctions de l’Union de l’Europe Occidentale, les Arrangements sont restés en vigueur dans le cadre d’un « Accord Partiel » au sein du Conseil de l’Europe. Le 1er février 1962, les Arrangements ont été étendus à la Grèce.

2. ObjectifsLes Arrangements, conclus aux termes de l’article 104 du Règle

ment sanitaire international, ont pour objet de créer une zone unique pour le contrôle sanitaire des communications internationales en Europe, de faciliter le contrôle sanitaire, de rendre plus efficaces les mesures destinées à empêcher l’introduction de maladies et d’épargner aux voyageurs de cette zone les formalités sanitaires et les retards superflus.

3. Conditions d'adhésion aux ArrangementsComme il importe de maintenir les mêmes normes de contrôle

sanitaire dans tous les pays parties aux Arrangements, le Comité de Santé Publique (Accord Partiel), qui administre ces accords, a spécifié que tout Etat désirant adhérer aux Arrangements devrait fournir au Comité des informations sur les points suivants:

i) l’organisation de services épidémiologiques à même d’identifier dans les délais les plus rapides, dans toute partie du pays, l’apparition d’un ou plusieurs cas de maladies quarantenaires et d’en informer les autres pays parties aux Arrangements;

ii) l’organisation de services sanitaires couvrant l’ensemble du territoire national et susceptibles de prévenir l’éclosion de toute épidémie et de limiter la propagation des maladies quarantenaires;

iii) l’organisation, dans les ports et aéroports, de services sanitaires à même de prendre, lorsque la nécessité s’en fait sentir, toutes mesures de contrôle efficaces;

iv) l’existence de tout engagement d’ordre sanitaire, qui lierait le pays souhaitant adhérer aux Arrangements administratifs sur le plan national ou international et qui serait incompatible avec les termes des Arrangements ou du Règlement sanitaire international. 4

4. Les demandes d’adhésion sont examinées, en présence des représentants du pays intéressé, lors d’une séance du Comité de Santé Publique (A.P.) à laquelle participent les délégations de tous les Etats parties aux Arrangements administratifs. La décision du Comité de Santé Publique (A.P.) est soumise à l’approbation du Comité des Ministres du Conseil de l’Europe. L ’adhésion prend effet un mois après la réception par le Secrétaire Général du Conseil de l’Europe des renseignements mentionnés au paragraphe 7 des Arrangements.

ADMINISTRATIVE ARRANGEMENTS FOR THE HEALTH CONTROL

OF SEA, AIR AND LAND TRAFFIC1 (as amended on 5 May 1964)

In force in the territories of Belgium, France, Greece, Ireland, Italy, Luxembourg, the Netherlands,

the Federal Republic of Germany and the United Kingdom

1. IntroductionAdministrative Arrangements for the health control of sea and

air traffic were originally concluded under the aegis of the Brussels Treaty Organisation and came into effect on 1 February 1950. By 1 January 1957, they were effective in Belgium, France, the Federal Republic of Germany, Ireland, Italy, Luxembourg, the Netherlands and the United Kingdom. On 16 November 1959, on the transfer to the Council of Europe of certain functions of Western European Union, the Arrangements continued in force within the framework of a partial agreement within the Council of Europe. On 1 February 1962, the Arrangements were extended to include Greece.

2. Aims and ObjectsThe aims and objects of the Arrangements, made under Article

104 of the International Sanitary Regulations, were to create a single area for the health control of international traffic in Europe, to facilitate health control, to make more effective the measures to prevent the importation of disease and to spare travellers within the area unnecessary health formalities and delay.

3. Conditions o f Adherence to the ArrangementsIn view of the importance of ensuring similar standards of

health control in all countries adhering to the Arrangements, the Public Health Committee (Partial Agreement), which administers the Arrangements, has specified that any State wishing to accede to the Arrangements shall furnish the Committee with information concerning the following matters:

(i) the organisation of epidemiological services capable of identifying, in the shortest possible time, the appearance, in any part of the country, of one or more cases of quarantinable diseases and of notifying them to the other countries parties to the. Arrangements;

(ii) the organisation of health services, covering the whole of the national territory, capable of forestalling the outbreak of any epidemic and of preventing quarantinable diseases from spreading;

(iii) the organisation of health services at ports and airports capable of taking, should the need arise, all effective measures of control;

(iv) the existence of any commitment of a sanitary nature, binding the country wishing to accede to the Administrative Arrangements, at national or international level, conflicting with die terms of the said Arrangements or of the International Sanitary Regulations.

4. Applications for accession are considered in the presence of representatives of the country concerned at a sitting of the Public Health Committee (P.A.) attended by delegations of all States parties to the Administrative Arrangements. The decision of the Public Health Committee (P.A.) is subject to the approval of the Committee of Ministers of the Council of Europe. Accession takes effect one month after the receipt by the Secretary-General of the Council of Europe of the information referred to in paragraph 7 of the Arrangements.

5. Zone visée par les Arrangements

En ce qui concerne le trafic aérien et terrestre, les Arrangements s’appliquent à la Belgique, la France métropolitaine, la République fédérale d’Allemagne, la Grèce, l’Irlande, l’Italie, le Luxembourg, les Pays-Bas et le Royaume-Uni (Angleterre, Pays de Galles, Ecosse, Irlande du Nord, îles Anglo-normandes et l’île de Man); l’ensemble de ces territoires est dénommé la zone sanitaire franche. Aux fins d’application de ces Arrangements, la Manche, la mer du Nord, la mer d’Irlande et le canal St-Georges sont considérés comme des frontières terrestres intérieures (voir le paragraphe 21).

7. Tenue à jour d'une liste des adresses des services officiels et des adresses des ports et des aéroports

Chacun des pays parties aux Arrangements enverra aux autres les renseignements ci-après:

i) l’adresse officielle, le numéro de téléphone et le numéro de télex du service auquel doivent être adressés ou demandés les renseignements épidémiologiques;

ii) une liste de ses principaux ports et aéroports donnant les numéros de téléphone, adresses et adresses télégraphiques des chefs des services sanitaires responsables, ainsi que, le cas échéant, le numéro de télex et le code de réponse. Cette liste devra porter tous les renseignements sanitaires spéciaux relatifs à chaque port ou aéroport (par exemple, s’il s’agit d’un port de mer désigné pour délivrer des certificats internationaux de dératisation, etc. ou d ’un aéroport sanitaire aux termes du Règlement sanitaire international). 8

8. Ces renseignements seront publiés dans un annuaire des ports etaéroports, fourni sur demande par la Section Sociale (AccordPartiel) du Conseil de l’Europe, Strasbourg, France.

9. Modalités d'application

Echanges de renseignementsChacun des pays parties aux Arrangements enverra aux autres,

dans les vingt-quatre heures, les renseignements ci-après:i) les détails de toute maladie visée par les règlements sanitaires

internationaux ou de tout incident épidémiologique que les autres pays auraient intérêt à connaître, accompagnés de toutes les informations nécessaires sur l’origine et l ’évolution des cas signalés et les mesures prises pour les contrôler;

ii) le nom de toute personne ayant eu des contacts avec des sujets atteints d’une maladie quarantenaire aux termes du Règlement sanitaire international, qui quitte son territoire pour se rendre dans l’un quelconque des autres pays.

10. Mesures générales de contrôle sanitaireDes certificats internationaux de vaccination contre la variole

sont exigés de tous les voyageurs lors de leur première arrivée dans un pays partie aux Arrangements administratifs, s’ils viennent d’une circonscription infectée ou de pays d’Afrique, d’Asie et d’Amérique, à l’exception du Canada et des Etats-Unis d’Amérique. De légères dérogations à cette règle générale sont autorisées.

11. Contrôle sanitaire des ports de merLa déclaration maritime de santé n ’est exigée d’aucun navire

desservant uniquement les ports sanitaires francs et ne faisant escale dans aucun autre port au cours de son voyage (y compris Gibraltar). Si aucune maladie contagieuse ou cas suspect n ’existe à bord ou ne s’est manifesté au cours du voyage, il'n’est pas nécessaire que ces navires demandent par radio la libre pratique.

5. Area covered by the Arrangements

For sea traffic the Arrangements apply to ships trading solely between ports in Belgium, the European coasts of France, the Federal Republic of Germany, Greece, Ireland, Italy, the Netherlands and the United Kingdom (England, Wales, Scotland, Northern Ireland, the Channel Islands and the Isle of Man); these ports are termed excepted ports.

6. For air and surface traffic the Arrangements apply to Belgium, France in Europe, the Federal Republic of Germany, Greece, Ireland, Italy, Luxembourg, the Netherlands and the United Kingdom (England, Wales, Scotland, Northern Ireland, the Channel Islands and the Isle of Man); those territories are described collectively as the excepted area. For the purpose of these Arrangements the English Channel, the North Sea, the Irish Sea and St George’s Channel are regarded as internal land frontiers (see paragraph 21).

7. Maintenance o f List o f Official Addresses and Addresses o f Seaports and Airports

Each of the countries party to the Arrangements shall send the following information to the other countries:

(i) the official address, telephone number and Telex number to which epidemiological information shall be sent and to which any enquiries should be made;

(ii) a list of its main seaports and airports specifying the telephone numbers, postal addresses, telegraphic and teleprinter addresses of the medical officers in charge, telex number and answerback code, if any. The list should indicate any special sanitary information in relation to each seaport or airport (e.g. whether it is a seaport designated to issue international deratting certificates, etc., or a sanitary airport under the International Sanitary Regulations).

8. This information will be published in a handbook of sea and airports obtainable from the Social Section (Partial Agreement) Council of Europe, Strasbourg, France.

9. Method o f Application

Exchange o f informationEach of the countries party to the Arrangements shall send the

following information within 24 hours to the other countries:(i) particulars of all diseases covered by international health

regulations, or any epidemiological incident which would be of interest to the other countries with any necessary information on the origin and progress of outbreaks and the steps taken to deal with them;

(ii) the names of contacts of any quarantinable disease under the International Sanitary Regulations who go from its territory to any of the other countries.

10. General Measures o f Health ControlInternational certificates of vaccination against smallpox arc

required of all travellers on their first arrival in a country party to the Administrative Arrangements from an infected local area or from countries in Africa, Asia and America except Canada and the United States of America. Minor departures from this standard agreed requirement are permitted.

11. Seaport Health ControlThe Maritime Declaration of Health is not required from any

ship trading solely between the excepted ports and not calling at any other port (including Gibraltar) during its voyage. If no case or suspected case of infectious disease is present or has occurred on board during the voyage there is no need for such ships to ask for free pratique by radio.

12. Toutefois, les conditions ci-après s’appliquent obligatoirement à tous les navires:

a) à l’approche du port, les navires doivent arborer les pavillons internationaux ou signaux lumineux appropriés pour indiquer l’état sanitaire à bord;

b) si aucune maladie contagieuse ou cas suspect n ’existe à bord ou ne s’est manifesté au cours du voyage, le navire peut immédiatement accoster, compte tenu des exigences des autorités du port ou des douanes;

c) une fois la libre pratique accordée (ce qui est fait souvent avant ou dès l’amarrage), les services sanitaires portuaires ne s’opposent pas à la montée à bord des agents et autres personnes autorisées, au débarquement des passagers et au déchargement du fret;

d) pendant l’escale, les fonctionnaires autorisés des services sanitaires portuaires peuvent, à tout moment, monter à bord et procéder à l’inspection du navire et, si une maladie quarantenaire est découverte, peuvent prendre les mesures nécessaires prévues par la réglementation en vigueur;

e) le commandant du navire doit, à la demande des services sanitaires portuaires, fournir tous renseignements et déclarer tous cas de maladie présumée contagieuse.

13. Chaque pays de la zone sanitaire franche peut assujettir un navire arrivant de l’extérieur de la zone à toutes mesures de contrôle sanitaire prévues par la réglementation en vigueur.

14. Les formalités de délivrance des certificats internationaux de dératisation et des certificats d’exemption de dératisation aux ports désignés et approuvés sont inchangées.

15. Contrôle sanitaire aérien

Un aéronef, qui part d’un lieu quelconque à l’intérieur de la zone sanitaire franche et ne fait escale nulle part hors de cette zone au cours du trajet, n ’est pas soumis au contrôle sanitaire à l’arrivée en un autre lieu de la zone sanitaire franche, sauf dans des circonstances exceptionnelles, par exemple, lorsque le foyer infectieux dans la région de provenance est étendu ou qu’il existe, dans cette région, plusieurs circonscriptions infectées.

16. Chaque pays de cette zone peut assujettir un aéronef, arrivant de l’extérieur de cette zone, à toutes mesures de contrôle sanitaire prévues par la réglementation en vigueur.

17. Les passagers d’un aéronef qui a fait escale à un aéroport dans une zone où une maladie quarantenaire est endémique, ainsi que les passagers débarquant, dans la zone sanitaire franche, en provenance d’une zone où la variole est endémique ou d’une circonscription infectée par la variole et située hors de la zone sanitaire franche sont répartis, aux fins des présents Arrangements, dans les trois catégories suivantes:

a) passagers qui débarquent de l’aéronef;b) passagers qui changent d’avion ou de numéro de vol pour une

destination dans la zone sanitaire franche;c) passagers qui continuent leur voyage, par un autre moyen de

transport, vers une destination dans la zone sanitaire franche ou à travers celle-ci.

18. 1. Les mesures suivantes seront appliquées aux passagers de la catégorie a):

(i) ils seront soumis à un examen médical en cas de maladie ou de suspicion de maladie;

(ij) ils seront tenus de produire un certificat international valable de vaccination contre la variole. Les passagers qui ne seront pas en possession d’un certificat valable seront invités à se faire vacciner et pourront être soumis à la surveillance ou à l’isolement;

(iii) il leur sera délivré une carte jaune d’avertissem ent du type de celle qui figure en annexe à ce m anuel.

12. The following requirements, however, apply to all ships:

(a) the ship must show the appropriate international flags or signal lights to indicate the state of health on board on approaching the port;

(b) if no case or suspected case of infectious disease is present or has occurred on board during the voyage, the ship may proceed immediately to her berth—subject to the requirements of the Harbour or Customs Authorities;

(c) immediately free pratique is granted (frequently this is done before or as soon as the ship ties up), the normal boarding by agents and other authorised persons, the disembarkation of passengers and the unloading of cargo may, so far as the Port Health Authority is concerned, proceed;

(d) during the stay of the ship in the port, authorised officers of the Port Health Authority may board and inspect the vessel at any time and, if quarantinable disease is discovered, may take any necessary action under any regulations in force;

(e) the Master must provide any information on the request of the Port Health Authority and notify the occurrence of any sickness suspected to be of an infectious nature.

13. Each country in the excepted area may apply to a ship arriving from outside that, area, any measures of health control authorised by the regulations in force.

14. The procedure for the issue of international Deratting Certificates and Deratting Exemption Certificates at designated and approved ports is unaltered.

15. Airport Health Control

An aircraft which begins its flight at any place within the excepted area, and does not call during its voyage at any place outside that area, is not subjected to health control on its arrival at any other place within the excepted area, save in exceptional circumstances, as, for example, when the infection in the local area is extensive or there are several infected areas in the region of the country it has left.

16. Each country in that area may apply to an aircraft arriving from outside that area any measures of health control authorised by the regulations in force.

17. Passengers on an aircraft which has called at an airport in an area where quarantinable disease is endemic and passengers alighting in the excepted area from an area where smallpox is endemic or from a smallpox infected local area outside the excepted area are, for the purposes of these Arrangements, placed in the following categories:

(a) disembarking passengers;(b) passengers changing planes or flights for destinations in the

excepted area;(c) passengers changing from air to another means of transport

for destinations in or to pass through the excepted area.

18. (1) The following measures apply to passengers in category (a):

(i) medical examination in case of illness or suspected illness;

(ii) the production of a valid international certificate of vaccination against smallpox. Passengers not in possession of a valid certificate should be offered vaccination and may be placed under surveillance or in isolation;

(iii) the issue of a yellow warning card of the type shown in the appendix to this Handbook.

3. Les mesures suivantes seront appliquées aux passagers de la catégorie c) :

ils seront soumis au contrôle sanitaire prévu au paragraphe 18. 2., mais leurs adresses de destination ne seront transmises que si les circonstances et notamment la durée de leur voyage le justifient.

19. Les renseignements sur les passagers seront transmis, par téléscripteur ou télex, par le service de contrôle sanitaire de l’aéroport de transit, au service correspondant de l’aéroport de destination de chaque passager. A défaut de téléscripteur, les services intéressés auront recours au moyen de transmission le plus rapide à leur disposition ou, au besoin, confieront le message au commandant de l’aéronef dans lequel le passager poursuit son voyage.

20. Les présentes dispositions n ’affectent en rien celles énoncées aux articles 84 à 86 du Règlement sanitaire international.

21. Contrôle sanitaire des frontières terrestres Définition des frontières terrestresH faut entendre par frontière terrestre la limite territoriale entre

deux Etats à travers laquelle passe un trafic routier, ferroviaire ou de navigation intérieure. Par frontière intérieure, U faut entendre toute frontière commune à deux Etats parties aux Arrangements administratifs (la Manche, la mer du Nord, la mer d’Irlande et le canal St-Georges doivent être considérés comme des frontières terrestres intérieures). Par frontière extérieure, il faut entendre toute frontière entre l’un de ces Etats et un Etat non partie aux Arrangements administratifs.

22. Frontières intérieuresSauf dans des circonstances exceptionnelles, par exemple, lorsque

l’infection dans la circonscription est étendue ou qu’il existe plusieurs circonscriptions infectées, aucun autre contrôle sanitaire ne sera effectué aux frontières terrestres intérieures, à condition que les autorités sanitaires du pays où une circonscription est devenue une circonscription infectée appliquent, à cet égard, au moins les dispositions suivantes:a) procèdent à l’identification des cas, l’isolement des personnes

atteintes et à l’établissement d ’un diagnostic rapide;b) procèdent également:

i) au dépistage des contacts,ii) à l’isolement ou à la mise sous surveillance des contacts,iii) à la vaccination des contacts si nécessaire;

c) fournissent à la population de la circonscription infectée les moyens de se faire vacciner ou revacciner;

d) envisagent, si besoin, d’appliquer des mesures de contrôle spéciales aux personnes en provenance ou à destination de la circonscription infectée;

e) l’administration sanitaire centrale du pays à l’intérieur duquel une circonscription est devenue une circonscription infectée informera par télégramme ou télex, et au plus tard dans les vingt-quatre heures, les autres Etats parties aux Arrangements administratifs de l’existence de la maladie suspecte. L’existence de la maladie sera confirmée ou infirmée, aussitôt que possible, par examens de laboratoire, et les résultats communiqués immédiatement par télégramme ou télex aux autres Etats.

En cours d ’épidémie, les notifications et les renseignements prescrits par les dispositions de l’alinéa précédent seront complétés par des communications adressées à intervalles réguliers. Ces communications seront aussi fréquentes et détaillées que possible.

(2) The following measures apply to passengers in category (b):

Health control as in (i) and (iii) of paragraph 18 (1) which shall be effected at the first landing inside the excepted area at which the change takes place and in addition passengers not in possession of a valid international certificate of vaccination should be offered vaccination and their names and destination addresses in the excepted area should be notified to the airport authorities of the airports concerned by the health authority of the airport at which the change takes place.

(3) The following measures apply to passengers in category (c):

Health control as in paragraph 18 (2) but the destination addresses shall be notified only if the circumstances, and particularly the length, of the journey warrant it.

19. The information concerning passengers shall be transmitted by teleprinter or Telex by the health control service of the airport of call to the corresponding service at the passenger’s airport of destination. In the absence of teleprinter facilities the departments concerned shall use the quickest means of transmission available or if necessary give the message to the commander of the aircraft on which the passenger continues his journey.

20. Articles 84—86 of the International Sanitary Regulations remain unaffected.

21. Land Frontier Health ControlDefinition o f Land FrontierBy land frontier is meant the territorial boundary between

two states across which road or rail or inland waterway traffic passes. An internal frontier is any frontier common to two states party to the Administrative Arrangements. (The English Channel, the North Sea, the Irish Sea, and St George’s Channel are to be regarded as internal land frontiers). An external frontier is any frontier between one such State and another State which is not party to the Administrative Arrangements.

22. Internal FrontierSave in exceptional circumstances, as, for example, when the

infection in the local area is extensive or there are several infected areas, no other health control shall be carried out at internal land frontiers provided that the health authorities of the country in which a local area has become an infected local area shall take as a minimum the following measures:

(a) identify the cases, isolate infected persons and establish a rapid diagnosis;

(b) proceed to(i) trace all contacts,

(ii) isolate them or place them under surveillance,(iii) vaccinate them when necessary;

(cj provide facilities to vaccinate or revaccinate the inhabitants of the infected local area;

(d) consider where necessary special measures of control of persons leaving and entering the infected local area;

(e) the central health administration of the country in which a local area has become an infected local area shall notify by telegram or Telex, at latest within twenty-four hours, the other States parties to the Administrative Arrangements of the existence of suspected disease. The existence of the disease shall be confirmed or otherwise as soon as possible by laboratory methods, and the result shall be sent immediately by telegram or Telex to the other States.

During an epidemic, the notifications and information required under the terms of the preceding paragraph shall be followed by communications sent at regular intervals. These communications shall be as frequent and detailed as possible.

23. Dans les cas où une circonscription, devenue infectée, se situe à proximité d’une frontière intérieure, les mesures prévues par les paragraphes ci-dessus s’appliqueront et, en outre, les autorités sanitaires compétentes pour les zones limitrophes de part et d’autre de la frontière se mettront en rapport, en vue de la coordination des mesures à prendre.

24. Frontières extérieuresLe contrôle sanitaire aux frontières extérieures est de la compé

tence du pays, partie aux Arrangements administratifs, qui assure normalement le contrôle de cette frontière. Sons réserve de l’application des dispositions du paragraphe 25 des Arrangements administratifs, ce contrôle sera valable pour l’ensemble de la zone sanitaire franche créée par lesdits Arrangements, pour autant que les voyageurs venant de circonscriptions infectées situées en dehors de cette zone aient fait l’objet d ’un contrôle portant sur les certificats de vaccination ou de mesures conformes au Règlement sanitaire international. v

Les autorités sanitaires compétentes du pays en question informeront les autres Etats parties aux Arrangements administratifs, des mesures prises.

Si l’arrivée, par des frontières extérieures, de personnes en provenance d’une circonscription infectée située en dehors de la zone sanitaire franche, intéresse plus d’un pays de cette zone, les autorités sanitaires compétentes de ces pays prendront contact entre elles pour coordonner et uniformiser les mesures à prendre.

25. Suspension provisoire des mesures de contrôle sanitaire maritime, aérien et terrestre

Dans des circonstances exceptionnelles, par exemple si un port ou un aéroport, dans l’un des pays cités est déclaré contaminé par une des maladies quaranlenaires ou si un cas de maladie contagieuse grave existe à bord d’un navire ou d’un aéronef, les mesures ci-dessus, à l’exception de celles qui sont prévues au paragraphe 7, peuvent être totalement ou partiellement suspendues par notification émanant de l’Administration sanitaire.

26. Les dispositions des paragraphes 3 à 24 pourront être amendées par décision unanime des représentants des Etats parties aux Arrangements administratifs, approuvée par le Comité de Santé Publique (Accord Partiel) et par le Comité des Ministres.

23. When a local area, which has become an infected area, is situated near an internal frontier the measures set out in paragraphs above shall apply and, in addition, the health authorities for the areas on either side of the frontier shall make contact with one another with a view to concerted action.

24. External FrontiersThe health control of external frontiers is the responsibility of

the country which, being a party to the Administrative Arrangements, is in control of the frontier in question. Subject to the application of paragraph 25 of the Administrative Arrangements, this control shall be valid for the whole of the excepted area created by the Arrangements, as persons coming from infected local areas outside that Area have had their vaccination certificates checked or have been subjected to the measures provided for in the International Sanitary Regulations.

The health authorities in the country concerned shall inform the other States which are parties to the Administrative Arrangement of the steps they have taken.

Should more than one country in the excepted area be affected by the arrival across external frontiers of persons from an infected local area outside the excepted area, the health authorities in those countries shall make contact with one another to concert the necessary action.

25. Temporary Suspension o f these Seaport, Airport and Land Health Control Arrangements

In exceptional circumstances — e.g., if a port or an airport in one of the countries named is declared infected with one of the quarantinable diseases, or if a case of serious infectious disease is present on a ship or an aircraft — the above arrangements, except those in paragraph 7 may be wholly or partially suspended by notice issued by the health administration.

26. The provisions of paragraphs 3—24 may be amended by unanimous decision of représentatives of States parties to the Administrative Arrangements, endorsed by the Public Health Committee (Partial Agreement) and approved by the Committee of Ministers.
