The active caseload cur- rently stands at 9,55,319 while 60,405 people recov- ered taking the total tally of recoveries to 3,46,30,536. The active cases com- prise 2.65 per cent of the to- tal infections, while the na- tional Covid-19 recovery rate was recorded at 96.01 per cent, the ministry said. Daily positivity rate is at 11.05 percent while the weekly positivity rate is at 9.82 per cent. Meanwhile, India's Omi- cron tally on Wednesday reached 4,868, of which, 1805 have either recovered or have been discharged. Maharashtra topped the count with 1281 cases, fol- lowed by Rajasthan (645) and Delhi (546). Delhi on Tuesday report- ed 21,259 fresh Covid-19 cases, the highest single-day infections recorded since May, and 23 deaths, as the positivity rate climbed to 25.65 per cent. AGENCY NEW DELHI, JAN 12 The Supreme Court on Wednesday set up a Committee headed by a re- tired top court judge, Justice Indu Malhotra to probe into the security lapse during Prime Minister Naren- dra Modi's Punjab visit on January 5. A Bench of Chief Justice of In- dia NV Ramana, Justices Surya Kant and Hima Kohli while setting up the independent Committee said such an issue of relating to breach of security of Prime Minister cannot be decided by "one sided inquiry" of Centre or the State government and it has to be by a "judicially trained mind". The other members of the Com- mittee are Director General of Na- tional Investigation Agency (NIA) or his nominee not below the rank of IG, DGP Union Territory of Chandi- garh, ADGP of Punjab (Security) and Registrar General of Punjab and Haryana High Court. The Bench said the Committee will inquire into causes of the security breach, per- sons responsible for the breach and the future measures to be taken for preventing such security breaches of VVIPs. The top court asked the Com- mittee to submit a report at the earli- est. It also asked Registrar General of High Court to submit all records and documents collected by him on orders of the apex court to inquiry panel. The five member Committee will inqure into the issue of breach of PM Mondi's security and Court stayex all existing inquiries into the matter. "We are of considered opinion that this can't be left to one sided inquiries. A judicial- ly trained independent mind assisted by officers, well acquainted with se- curity considerations, and High Court Register Gener, who seized records on our orders, would inquire into the in- cident," the Bench said. Majithia appears before SIT in NDPS case AGENCY CHANDIGARH, JAN 12 SAD leader Bikram Singh Majithia on Wednesday ap- peared before the special in- vestigation team probing the drugs case registered against him. The move comes two days after Majithia was granted anticipatory bail by the high court in the matter. I have come here before 11 am to appear before the SIT, Majithia told reporters outside the state crime branch at Mohali. Majithia's counsel Damanbir Singh Sobti said the former minis- ter was ready to assist in every possible investigation. He today joined the investi- gation, said Sobti. The Chief Minister said this during the Blood Dona- tion Camp organised by Bharat Vikas Parishad, Hansi on Swami Vivekananda Jayanti on Wednesday digitally. The Chief Minister said that maximum number of youth would be added to the Kamal Club, first villages with a population of 10,000 persons would be considered, followed by those villages with a population of 8,000 persons and then gradually this Club would be established in the villages with lesser population. The primary purpose of this club is to connect youth with sports and other social activities so as to enhance their com- petence, intelligence and strength which will further help them to move forward in life. In a massive state-wide crackdown onlisted criminals, Haryana Police hasarrested 385 most wanted offenderswith a monetary reward totalling Rs64.30 lakh during the year 2021.Disclosing this here today, DirectorGeneral of Police (DGP), Haryana,Sh. P.K. Agrawal said that arrest ofthese offenders resulted in the resolu-tion of hundreds of cases of heinouscrimes including loot, robbery, da-coity, extortion, murder, attempt tomurder, and snatching. The large-scale crackdown on criminals alsohelped us in solving many cases aswell as preventing several crimes.

In addition to the Special TaskForce (STF), formed to deal with or-ganized crime, our field units had pre-pared a database on such criminalsand gangsters, which helped themtrace their locations. The Crime In-

vestigation Agency sleuths had alsokept a close watch on their hideoutsresulting in an effective crackdown onthem throughout the year.

Referring to the district-wise fig-ures of the arrest of offenders, theDGP said that a maximum of 73 mostwanted criminals were arrested fromGurugram followed by 44 in Narnaul,43 in Faridabad, 28 in Sonipat, 25 in

Palwal, 22 each in Kurukshetra andJhajjar, 21 in Rohtak, 18 in Panipat,16 in Kaithal, 14 in Nuh, 13 each inPanchkula and Karnal, 10 in Rewari,5 in Yamunanagar, 4 each in Ambala,Bhiwani and Dadri, 2 in Hansi and 1each from Hisar, Fatehabad, Jind andSirsa districts.

“An amount of Rs 64.30 lakh hasbeen given to the informers who pro-vided credible information about themwhich led to the arrest of these bigfishes. In addition to field units, theSpecial Task Force had also done acommendable job of making these ar-rests”, he added. Issuing a stern warn-ing to criminals, the DGP said thatthere is no place for crime and crimi-nal elements in the state. Instructingthe Commissioners of Police and dis-trict Superintendents of Police, theDGP told them to continue making in-tensive efforts against the hard-corecriminals and organized gangs with aniron hand.

Suryasen’s martyrdom day heldRAVI KUMARBABAIN: On behalf of Globe Heritage International School Sangipur, martyrdom day of Amar Sha-heed Suryasen was held on Wednesday. On this occasion, the principal of the school Pooja Kam-boj informed that Amar Shaheed Suryasen was born on March 22, 1894. He was the great revolu-tionary of India's freedom struggle. He founded the Indian Republican Army and successfully ledthe Chittagong Uprising. He was working as a senior graduate teacher in National High School andpeople affectionately addressed him as Master Da. On April 18, 1930, dozens of revolutionaries ledby Surya Sen looted the arsenal of Chittagong and declared the end of British rule. Due to theflames of revolution, the representatives of the government fled and the British rule in Chittagongcame to an end for a few days. Suryasen was arrested in February 1933 and hanged by the Britishon 12 January 1934. Thus a great revolutionary sacrificed his life for the country.

Disclosing this here to-day, Gurmeet Singh Mukt-sari, in-charge of LiteratureDepartment, said that Harjin-der Singh Dhami, Presidentof SGPC, Satbir Singh Dha-mi, OSD and Paramjit SinghSaroya, Additional Secretary,Dharam Prachar Committeehave made special efforts topublish this historic docu-ment.

The document was firstpublished by the ShiromaniCommittee in 1923 and isnow being reprinted almost100 years later. Muktsari saidthat after this betrayal by theBritish government, the

6k Covid cases in Himachal since Jan 1HAMIRPUR: As many as 5,965 new Covid-19 positive cases have been found inHimachal Pradesh since the start of 2022. While 83 cases were discovered onJanuary 1 and 76 the next day, their number began increasing thereafter. FromJanuary 3, the situation became grim. The maximum of 1,550 cases were foundon January 11. A detailed report prepared by UNI from official data showed thatKangra, Hamirpur, Mandi, Shimla, Solan and Una districts were the worst hit.Sirmaur and Lahaul and Spiti -- which became Covid free twice last month, arealso facing problems. The National Institute of Technology (NIT) has beendeclared a mini containment zone. All movements inside and outside have beenbanned. The total number of positive cases at NIT stands at 438. The governmenthas imposed night curfew and ordered all shops to close from Friday 10 pm toMonday 5 am. All educational institutions have been closed till January 26.

Virus usually starts with cold: ExpertHAMIRPUR, JAN 12

Most people affected by the Covid-19 variantOmicron suffer initially from cold, making itdifficult to know immediately if they have thevirus, an expert said on Wednesday. Dr. NareshPurohit, Advisor to the National CommunicableDisease Control Programme, said that cases ofthe new variant are steadily increasing.

At present, 98 percent of the patients inHimachal Pradesh are in home isolation, hesaid. Omicron has some different traits ascompared to the earlier Delta variant and theseare scary, Purohit said.

A research report published in the BritishGenetic Epidemiology Journal said that patientswere experiencing unbearable pain in the bodyafter being infected with Omicron. In the lowerback, there was a lot of pain.

According to the report, most people arecomplaining of vomiting in the initial stages.

The report said that the pain in the lower

InKangra district including many districts of thestate, along with exotic fruits, vegetables arealso being cultivated on a large scale. TheAgriculture Department has been motivating thefarmers from time to time to grow vegetables.According to agricultural experts, the climate ofthe district is favorable for the production ofthese vegetables. Demand for these vegetablesremains high in hotels and restaurants. Knownas Rare Vegetables, these vegetables have agood demand in all the tourist places outside andinside the state. Foreign and high class touristsof the country demand more for suchvegetables. Delicious dishes of such vegetablesare being served in most of the star hotels. Dueto earning money, the trend of farmers hasstarted moving towards the cultivation of thesevegetables. In such a situation, the farmers ofthe district are producing foreign vegetables ona large scale. Farmers are strengthening their

economy by growing vegetables called highvalue crops like broccoli, brassel, celery, redcabbage, asparagus and tomato cherry onhundreds of bighas of land in the district. Thefarmers of the district told that they have beencultivating foreign vegetables for some years.Peas, tomatoes and cabbage contribute 62percent to the total production of off-seasonvegetables in the state, which is about 8 lakhtonnes. Vegetable cultivation is being donemainly in Kangra, Shimla, Solan and Mandi inthe state. About 70 percent of the workingpopulation in the state is engaged inagriculture, but agriculture is only 18.8 percentof the Gross State Domestic Product. Thereason for low agricultural productivity is thatbeing a hilly state, only 10 percent of the state'sland is available for agriculture. Because ofthis, more than 80 percent of the farmers aresmall and have less than 2.0 hectares of land.Also, irrigation facility is available for only 20percent of the cultivable land and rest of theland is dependent on rainfed farming. Thusmost of the farmers in the state are engaged inthe traditional cultivation of food grains, and arenot able to pay any more attention to profitablecrops like vegetables and fruits.

Apart fromthis, liquor vends authorized by the government will open asper the time fixed by Excise Department.It will be mandatoryto strictly follow the rule of no mask no service by all theshopkeepers / business institutions / business circles.Arrangement of sanitizer for the customers/persons coming tothe shops/business institutions/markets will be ensured by theshopkeepers and it will be mandatory to wear face masks,maintain social distance. This project hasbeen approved for the School of Life Science. The project teamconsists of Principal Investigator Dr. Ranjit Kumar and Co-Principal Investigators Dr. Sunil Kumar and Dr. Rakesh Kumarfrom Department of Zoology. While the Honorable ViceChancellor of the University, Prof. Sat Prakash Bansal ji hascongratulated the project team. Cancer is one of the leadingcauses of morbidity and mortality globally. Among non-communicable diseases, cancer is the second leading cause ofdeath after heart disease. Cancer is responsible for one in eightdeaths worldwide, more than AIDS, tuberculosis and malaria. Afigure from the Cancer Research Association, UK, shows that14.1 million adults were diagnosed with cancer in 2012 and 8.2million people died from cancer globally. Therefore, thedemand for cancer treatment and prevention is very high. Onthe other hand, a comprehensive national survey ofLongitudinal Aging Study in India states that the prevalence ofself-report based diagnosed cancer is highest in HimachalPradesh (2.2%) as compared to the national average of 0.6percent. The survey data revealed that the overall death rate inthe state is also higher than the national average. According toDr. Sunil Kumar, Head of Department of Zoology in this regard,currently many chemically derived drugs have been developedand other cancer treatments are already in existence.

In addition, a district levelcommittee has been constituted to issue MCCD Certificate, Official Document for Covid 19Death to the relatives of the deceased and to deal with the grievances of the relatives of thedeceased. SC notice on plea against HaridwarDharm Sansad hate speeches

The Supreme Court onWednesday issued notice toUttarakhand and Delhi police ona petition seeking independentinquiry into the Haridwar DharmSansad speeches allegedlyinciting violence against minoritycommunity. A Bench of ChiefJustice of India NV Ramana,Justices Surya Kant and HimaKohli sought responses ofUttarakhand and Delhi Police inten days. Senior advocate KapilSibal, appearing for petitioner inthe case, told the Bench thatDharam Sansad is going toorganise another congregation atAligarh, Uttar Pradesh, andshould be restrained from makinghate speech there while the apexcourt is seized of the matter. OnSibal's apprehension, the Benchallowed the petitioners to bringthe case before the notice of thelocal authorities and againstholding of Dharam Sansad andapprise them how it is againstcertain penal provisions. Duringthe hearing, Sibal argued thatwhen the election process is on,unless preventive detention stepsare taken against Dharam Sansad

Tunnel visionIt is said that Ratan Tata was moved by seeing mid-

dle-class Indian families riding on a two-wheeler,their children sandwiched between parents. This

inspired the Tata Nano — it was developed at ‘warpspeed’ — that turned out to be the cheapest car in theworld, while it lasted. Launched with much fanfareand touted as an engineering marvel, it won AutocarIndia’s ‘Car of the Year’ award in 2010.

Ratan Tata’s vision was contracted. While theconcern for safety and comfort of the Indian middleclass is laudable, what about the big picture?

Since the 1950s, vehicles on Indian roads have in-creased by 11 per cent annually outpacing the roadnetwork, which has increased by a mere 4 per centevery year. We have traffic jams, air pollution, andaround 500 deaths daily on Indian roads. While pri-vate vehicles take up almost 70 per cent of road space,they ferry only 37 per cent of commuters. Publictransport occupies about 35 per cent of road space butcarries over 60 per cent of passengers. Ratan Tata’s vi-sion of a car for every family did not help the poor orthe rich. Both suffer from the outcome of poor airquality, increasing fatalities due to traffic accidentsand traffic jams. The permanent solution to mobilityis to improve the quality of public transport, which isin poor shape. Gustavo Petro, the mayor of Bogota,famously remarked, “A developed country is not aplace where the poor have cars. It is where the rich usepublic transport.”

Another visionary, Bill Gates, was moved to vac-cine philanthropy, ostensibly by seeing anxious par-ents afraid of their children catching poliomyelitis.The Gates Foundation set up the Global Alliance forVaccine and Immunization, investing over $750 mil-lion in this venture, subsequently exceeding to over $4billion. Gates’s zeal is laudable. But, again, whatabout the big picture?

Introduction of vaccines in the national pro-gramme should be driven by the regional epidemiol-ogy of health and disease. Vaccines have had greatsuccesses as well as great failures, particularly in de-veloping countries. The recipients are healthy people;so any adverse events, however rare, raise issues ofsafety, ethics and public trust. A robust and wide net-work of monitoring and surveillance mechanism is es-sential to pick up early signals of any adverse eventfollowing immunization. Our public health infra-structure, like roads, is in a pathetic state. Given thislimitation, rolling out newer and untested vaccineswould be like rolling out more and more private carson inadequate and poorly-maintained Indian roads.The current approach of rolling out a vaccine forCovid-19, which has an infection fatality rate of lessthan 0.1 per cent in the young and the healthy, will setthe wrong precedent.

Russia and China block UNsupport for sanctions on Mali

Russia and China blocked the UNSecurity Council on Tuesdayfrom supporting new sanctions

on Mali for its military leaders' deci-sion to delay next month's electionsuntil 2026, a blow to the restoration ofdemocracy in the troubled WestAfrican nation.

Kenya's UN ambassador, MartinKimani, said after closed-door discus-sions on the proposed French-draftedstatement endorsing the sanctions im-posed by the West African regionalgroup ECOWAS he was disappointedthat the council couldn't agree on whathe called a relatively mild press state-ment. Kimani said the Security Coun-cil's failure to support ECOWAS' ac-tions spurred its three African mem-bers -- Kenya, Ghana and Gabon -- tospeak to reporters to fully back the re-gional bloc's position, including theimposition of sanctions on the militaryauthorities in Mali to ensure an expe-dited transition to constitutional rule.Mali has struggled to contain an Islam-ic extremist insurgency since 2012.

Extremist rebels were forced frompower in Mali's northern cities with thehelp of a French-led military operation,but they regrouped in the desert andbegan launching attacks on the Malianarmy and its allies. Insecurity hasworsened with attacks on civilians andUN peacekeepers.

In August 2020, Malian PresidentBoubacar Ibrahim Keita was over-thrown in a coup that included Col. As-simi Goita. Last June, Goita was swornin as president of a transitional govern-ment after carrying out his secondcoup in nine months. The junta initial-ly had agreed to hold a new election in

late February but the military leader-ship now says the presidential ballotwill not take place until 2026 becauseof deepening insecurity across thecountry, giving Goita four more yearsin power. ECOWAS leaders respondedSunday, calling Goita's delayedtimetable totally unacceptable and say-ing it simply means that an illegitimatemilitary transition government willtake the Malian people hostage duringthe next five years. They imposed newsanctions, suspending most commerceand financial aid to Mali, closing landand air borders with other members ofECOWAS and activating the bloc'sstandby force, saying it will have to beready for any eventuality.

The United States, United King-dom, France and other Security Coun-cil members joined the Africans in sup-porting ECOWAS' actions. Britishdeputy ambassador James Kariukicalled Mali's decision to delay elec-tions deeply disappointing, saying itbrings into question the transitional au-thorities' commitment to democracy

and the rule of law, despite assurancesgiven to members of this council dur-ing our visit to Bamako last October.

US Ambassador Linda Thomas-Greenfield accused Mali's transitionalgovernment of a blatant lack of politi-cal will ... to make progress toward or-ganizing elections and said a five-yeartransition extends the pain of the peo-ple.

The three countries also stronglycriticized the presence of the Russianprivate military company, the WagnerGroup, in Mali. Mali's UN ambassador, Issa Kon-fourou, told the Security Council thereare no mercenaries on Malian soil. Hesaid Russian trainers are in Mali to ad-vise and train its military on the use ofmilitary equipment acquired by thegovernment from Russia. Russian Am-bassador Vassily Nebenzia said: Hys-teria around the Russian company isyet another manifestation of doublestandards, for it is clear that the marketfor such services is monopolized byWestern countries.

Konfourou said the governmentwas shocked by ECOWAS' economicand financial sanctions and emphati-cally condemned these illegal and ille-gitimate measures. He said Goita askedECOWAS to reconsider its interpreta-tion of the situation in Mali, remainsopen to dialogue with the regionalbloc, and reiterated a willingness tospare no effort to ensure the promptrestoration of constitutional order insafe and secure Mali.

Diplomats said Russia consideredthe proposed council statement unbal-anced, and Nebenzia was sympatheticto the government. We understand andare cognizant of the difficulties en-countered by the Malian authorities inpreparing for general elections, theRussian ambassador said. We concurwith the fact that absent restoration ofgovernment control in many parts, re-gions of the country, it will be difficultto view the vote as legitimate.

New approach to identify youngchildren most at risk of obesityAnew study has

found an easy-to-interpret met-

ric that could help iden-tify young childrenmost at risk of develop-ing obesity. The find-ings of the study werepublished in the journal'Econometrics and Sta-tistics'.

The study, led byresearchers at PennState, used novel statis-tical methods to estab-lish scoring criteria us-ing data collected fromyoung children. The re-search also demon-strates that robust re-sults are attainable fromstudies that are orders-of-magnitude smallerthan typical geneticstudies when compre-hensive data is collect-ed over time and usedin conjunction withpowerful statisticaltools.

Strict implementation of standard election code in districtGURDASPUR (VERMA): Additional Deputy Commissioner-cum-Additional District Election Officer,Gurdaspur, Rahul said that in view of the forthcoming Vidhan Sabha elections-2022, strictinstructions were being issued in the district to ensure strict adherence to the instructions issued bythe Hon'ble Election Commission of India. Gal Gadot to star in remake of To Catch a Thief

The original movie was directed by Hitchcock and starred Grant as a former thief who must prove his innocence after being suspected of returning to his former occupation. The script for the new film is being penned by Eileen Jones, best known for her work on the Fox series 'Prodigal Son'.
