Joyce Ann Heckman, 38, passed from this life on to the next on Wednesday July 24, 2019 in Dallas, TX of metastatic breast cancer less than a month after her husband Aaron Rapport, 38, sadly also died battling cancer.

Joyce was born on December 20, 1980 in Dalhart, TX to Paul and Irene Heckman. She was raised in Dalhart, graduating fourth in her class from Dalhart High School in 1999, excelling in both academics and athletics. She attended Texas Christian University in Ft Worth TX receiving a B.S. in Fashion Merchandising with a business minor. Joyce then went to UC/Davis in California where she was a teaching and research assistant, earning her Masters Degree in Textiles in 2005. Joyce earned her PhD in 2013 from the Univ. of Minnesota College of Apparel and Design while serving as a teaching assistant. Most importantly, she met her soulmate Aaron Rapport. Joyce and Aaron were married in Minneapolis on July 5, 2009, in a beautiful rooftop ceremony overlooking the Mississippi River and downtown skyline. During their marriage they lived in Boston, Atlanta, where Joyce taught at the Art Institute of Atlanta, and finally Cambridge, England where Joyce began as an assistant director of the Cambridge University Office of Scholarly Communication, eventually working on special projects for the department. Joyce and Aaron shared a love of learning and teaching and also of travel. They explored the UK and much of Europe while living in England. Scotland’s Isle of Skye became a wonderfully magical spot for them.

Joyce is survived by her parents Paul and Irene Heckman of TX, her siblings and their spouses, Mark and Francine Heckman of Canyon, TX, Dennis and Faith Heckman of Flower Mound, TX, Connie and Nick Salas of Dalhart, TX, and Larry and Amy Heckman of Rosenberg, TX. She was a loving aunt to Jessica and Andy Heckman, Hailey Ball, Whitney, Stephen, Valerie, and Nicholas Salas, and Paul and Sydney Heckman. Joyce was also deeply loved by many friends from all over the world.

A memorial service will be held on Saturday August 17, 2019 at 2pm at the Sparkman Richardson Funeral Home located at 1029 S Greenville Ave Richardson, TX 75081.

Donations can be made to the charity of your choice.

Saved by Faith Only???No one argues that we are not saved by faith. Faith saves us but not faith

only. Strange that some say that we are saved wholly by grace and then contradict themselves by saying that we are saved by faith only. Which way is it? Neither is true! The truth is that we are saved both by God’s grace and by our faith demonstrated by our obedience to God’s commands. Our faith must not be a dead faith or an incomplete faith. The word of God

says, “O vain man, faith without works is dead. See thou how faith wrought with his works and by works was faith made perfect. Ye see then how by works a man is justified and not by faith only.” James - Chapter 2. Some men teach we are saved by faith only but God says we are not saved by faith only. Who will you believe? It is even admitted that Naaman was saved from leprosy by faith through

obedience to the command to dip in the river seven times. Why not by faith obey the command to be baptized to be saved from our sins? Jesus himself said “He that believeth and is baptized shall be saved” Mark 16:16. And in Acts 2:38 we are commanded to repent and be baptized for the remission of sins. Have you by faith obeyed Jesus for the remission of your sins? He is your savior only if you obey him. Heb. 5:9.Yes, a faith without works is dead. God says so! Only a living faith that

causes us to obey God will save us. You are invited to come where the whole counsel of God is freely taught and loved.

After that, the students will be divided into two groups. One group will go on a scavenger hunt which will help them learn the layout of the high school building and where the different classes are located.

The other half will learn about the basic rules at the high school. That will include basics such as which person they should talk to about any problems they are having and will also include dress code, rules about cellphone use, etc. They

will also learn about lunch rules. Dalhart High School will have closed campus for freshmen this year, and they will have a mandatory tutorial period as well.

After the first scavenger hunt and rules sessions are over, the groups will switch and the group that learned about rules will go on their own scavenger hunt while the group that completed the scavenger hunt will learn about the basic rules.

The Freshmen Wolf Pack Camp will finish up with lunch as those who attend are provided pizza and drinks. The school counselor and

2019 Property Tax Rates for Dallam-Hartley Counties Hospital District

This notice concerns 2019 property tax rates for DALLAM-HARTLEY COUNTIES HOSPITAL DISTRICT. It presents information about three tax rates. Last year’s tax rate is the actual rate the taxing unit used to determine property taxes last year. This year’s effective tax rate would impose the same total taxes as last year if you compare properties taxed in both years. This year’s rollback tax rate is the highest tax rate the taxing unit can set before taxpayers can start tax rollback procedures. In each case these rates are found by dividing the total amount of taxes by the tax base (the total value of taxable property) with adjustments as required by state law. The rates are given per $100 of property value.

Last year’s tax rate:Last year’s operating taxes $2,699,029Last year’s debt taxes $280,971Last year’s total taxes $2,980,000Last year’s tax base $1,702,857,116Last year’s total tax rate 0.175000/$100

Read the public notices.

It’s your right to know. It’s information about important government activities. Notice in the newspaper is required for good reason - to make sure it’s NOTICED. It’s crucial to government transparency and government accountability. Your local newspaper is the most visible, independent source for this crucial service. Newspapers are read both in print and online. So are the public notices we publish. And after they’re published, we archive them. Since 1836, Texans have relied on their newspapers to provide public notices. They still do...for lots of good reasons.

Texas Commission on Environmental QualityNOTICE OF RECEIPT OF APPLICATION AND INTENT TO OBTAIN

AIR PERMIT RENEWAL

PERMIT NUMBER 18654A APPLICATION XIT Concrete, Inc., has applied to the Texas Commission on Environmental Quality (TCEQ) for renewal of Air Quality Permit Number 18654A, which would authorize continued operation of the Concrete Batch Plant located at 320 Linn Street, Hartley, Hartley County, Texas 79044. This link to an electronic map of the site or facility’s general location is provided as a public courtesy and not part of the application or notice. For exact location, refer to application. http://www.tceq.texas.gov/assets/public/hb610/index.html?lat=35.888342&lng=-102.397336&zoom=13&type=r. The existing facility is authorized to emit the following air contaminants: particulate matter including particulate matter with diameters of 10 microns or less and 2.5 microns or less.

This application was submitted to the TCEQ on June 20, 2019. The application will be available for viewing and copying at the TCEQ central office, TCEQ Amarillo regional office, and the Hartley County Courthouse, 900 Main Street, Channing, Hartley County, Texas beginning the first day of publication of this notice. The facility’s compliance file, if any exists, is available for public review in the Amarillo regional office of the TCEQ.

The executive director has determined the application is administratively complete and will conduct a technical review of the application. Information in the application indicates that this permit renewal would not result in an increase in allowable emissions and would not result in the emission of an air contaminant not previously emitted. The TCEQ may act on this application without seeking further public comment or providing an opportunity for a contested case hearing if certain criteria are met.

PUBLIC COMMENT You may submit public comments, or a request for a contested case hearing to the Office of the Chief Clerk at the address below. The TCEQ will consider all public comments in developing a final decision on the application. The deadline to submit public comments is 15 days after newspaper notice is published. After the deadline for public comments, the executive director will prepare a response to all relevant and material, or significant public comments. Issues such as property values, noise, traffic safety, and zoning are outside of the TCEQ’s jurisdiction to address in the permit process.

After the technical review is complete the executive director will consider the comments and prepare a response to all relevant and material, or significant public comments. If only comments are received, the response to comments, along with the executive director’s decision on the application, will then be mailed to everyone who submitted public comments or who is on the mailing list for this application, unless the application is directly referred to a contested case hearing.

OPPORTUNITY FOR A CONTESTED CASE HEARING You may request a contested case hearing. The applicant or the executive director may also request that the application be directly referred to a contested case hearing after technical review of the application. A contested case hearing is a legal proceeding similar to a civil trial in state district court. Unless a written request for a contested case hearing is filed within 15 days from this notice, the executive director may act on the application. If no hearing request is received within this 15 day period, no further opportunity for hearing will be provided. According to the Texas Clean Air Act § 382.056(o) a contested case hearing may only be granted if the applicant’s compliance history is in the lowest classification under applicable compliance history requirements and if the hearing request is based on disputed issues of fact that are relevant and material to the Commission’s decision on the application. Further, the Commission may only grant a hearing on those issues submitted during the public comment period and not withdrawn.

A person who may be affected by emissions of air contaminants from the facility is entitled to request a hearing. If requesting a contested case hearing, you must submit the following: (1) your name (or for a group or association, an official representative), mailing address, daytime phone number; (2) applicant’s name and permit number; (3) the statement “[I/we] request a contested case hearing;” (4) a specific description of how you would be adversely affected by the application and air emissions from the facility in a way not common to the general public; (5) the location and distance of your property relative to the facility; (6) a description of how you use the property which may be impacted by the facility; and (7) a list of all disputed issues of fact that you submit during the comment period. If the request is made by a group or association, one or more members who have standing to request a hearing must be identified by name and physical address. The interests the group or association seeks to protect must also be identified. You may also submit your proposed adjustments to the application/permit which would satisfy your concerns. Requests for a contested case hearing must be submitted in writing within 15 days following this notice to the Office of the Chief Clerk at the address below.

If any requests for a contested case hearing are timely filed, the Executive Director will forward the application and any requests for a contested case hearing to the Commissioners for their consideration at a scheduled Commission meeting. Unless the application is directly referred to a contested case hearing, the executive director will mail the response to comments along with notification of Commission meeting to everyone who submitted comments or is on the mailing list for this application. The Commission may only grant a request for a contested case hearing on issues the requestor submitted in their timely comments that were not subsequently withdrawn. If a hearing is granted, the subject of a hearing will be limited to disputed issues of fact or mixed questions of fact and law relating to relevant and material air quality concerns submitted during the comment period. Issues such as property values, noise, traffic safety, and zoning are outside of the Commission’s jurisdiction to address in this proceeding.

MAILING LIST In addition to submitting public comments, you may ask to be placed on a mailing list for this application by sending a request to the Office of the Chief Clerk at the address below. Those on the mailing list will receive copies of future public notices (if any) mailed by the Office of the Chief Clerk for this application.

AGENCY CONTACTS AND INFORMATION Public comments and requests must be submitted either electronically at www14.tceq.texas.gov/epic/eComment/, or in writing to the Texas Commission on Environmental Quality, Office of the Chief Clerk, MC-105, P.O. Midnight Madness: Volleyball and cross country teams begin practice

The 2019 fall sports season officially began this week as the Dalhart High School cross country and volleyball teams began practices, with both programs using a midnight madness practice to get things started.

The cross country teams held their midnight madness practice at 12 am on Monday July 29. Junior high and high school runners went to Memorial Stadium to begin official workouts after spending the summer in an unofficial running program.

The cross country teams started out by

running 2-3 laps, depending on whether they were in junior high or high school. Some of the high school runners then led everyone in a series of stretches.

After all the runners were loose from the warmup laps and stretches, Head Coach Stephanie Vogel had them run a series of laps in different groups (high school boys, junior high boys, high school girls, etc.) Each lap was run at a different pace. Sometimes the runners started out running strong for part of the lap and then slowed to a jog for the rest of it. During other laps, they started out slow for a couple of hundred yards and then sped up for the final part of the lap.

Following the workout, Vogel had everyone sit down and rest for a minute

as she talked to them about the upcoming season and how practice would go for the next few weeks. Afterward, everyone ate breakfast that included pancakes and fruit, which was cooked by some of the runners’ parents.

The Dalhart High cross country teams will begin their season at the Canyon 6-Mile Relay on Saturday August 24. That meet is different in that instead of running either two or three miles, each runner is on a four-person team and runs one and a half miles as part of a relay. The first regular cross country meet will be on Saturday August 31 at Borger.

The Dalhart High volleyball team held its first official practice at midnight on Thursday August 1. Senior Madison Todd,

who was the captain of last year’s varsity team, led the players in a couple of warmup laps around the gym and some stretches.

Head Coach Kira Satterfield then introduced her assistant coaches to the team and talked to them about her expectations for the year. In particular, she urged the veteran players to get to know all the new freshmen players, and asked all the players to practice with enthusiasm.

After talking to the team, Satterfield had them begin a series of drills to work on passing, hitting and serving skills. She also had them continue to build team spirit by asking various questions in between the drills

so that the players would get to know each other better.

The volleyball team will practice again today and on Monday August 5, while taking the weekend off for XIT.

The scrimmage that was originally scheduled for Monday in Amarillo has

been cancelled, so the team will just hold practices that day instead.

The first official match for the Lady Wolves JV and varsity teams will be on Tuesday August 6. They will play at home against Highland Park, with the JV starting at 5 pm and the varsity following at approximately 6 pm. The original schedule had the JV starting at 5:30, but Satterfield said that would be

changed. Highland Park is not expected to have enough players for a freshmen team, so the Dalhart freshmen team will have to wait for their first match until August 13 against Amarillo Caprock.

The JV team will play at a tournament in Hereford next weekend, August 9-10, while the varsity will travel to the Midland-Odessa area to play at a tournament at Monahans.

What could make a long day sitting by the pool or an afternoon at the beach even better? A dessert reminiscent of a tropical island, of course. Pineapple and coconut are two flavors that evoke Caribbean shores with steel drum bands playing in the background and salty seas on the horizon.

Pineapple upside down cake is a familiar dessert classic on which people can put their own unique spins. With this recipe from “Vegan Cooking for Beginners” (Publications International) by PIL editors, vegan dessert guests can also enjoy the fare thanks to vegan-friendly ingredients.

Pineapple Upside Down CakeMakes 10 servings

Topping1/2 cup packed brown

sugar1/4 cup vegan buttery

spread7 canned or fresh

pineapple slices7 maraschino cherries

Cake3 tablespoons boiling

water1 tablespoon ground

flaxseed2 cups all-purpose flour2 teaspoons baking

powder1/2 teaspoon salt1 cup granulated sugar1/2 cup vegetable oil1 teaspoon vanilla1 cup refrigerated

coconut milk beverage1/2 teaspoon baking soda1 tablespoon apple

cider vinegar

Preheat oven to 350 F. Grease 9-inch round baking pan.

For topping, cook and stir brown sugar and buttery spread in medium skillet over medium heat until melted and smooth. Remove from heat. Pour into prepared pan. Arrange pineapple slices in pan, placing cherries in centers of pineapples.

Combine boiling water and flaxseed in small bowl. Let stand until cool. Whisk flour, baking powder and salt in medium bowl. Whisk granulated sugar, oil and vanilla in large bowl until well blended. Whisk in flaxseed mixture. Stir in flour mixture just until moistened. Stir in coconut milk just until blended. Place baking soda in small cup; stir in vinegar. Gently stir vinegar into batter just until blended. Pour batter over pineapple.

Bake 45 to 50 minutes, or until toothpick inserted into center comes out clean. Cool in pan on wire rack for 10 minutes. Run thin knife around edge of pan to loosen cake. Invert onto serving plate. Cool completely.

Note: The cake can also be baked in a 12-inch cast-iron skillet. Melt the buttery spread and brown sugar in the skillet, add the pineapple and cherries and pour the batter over the fruit. Check the cake for doneness at 40 minutes.
