Maryland community college continuing education programs play an important role in workforce development and are an integral part of the post-secondary educational system. Maryland’s sixteen community colleges offer a vast array of continuing education and workforce development programming designed to meet the needs of individuals, small businesses, governmental entities, and corporations. Professionals at the community colleges work collaboratively through the Maryland Community College Association for Continuing Education and Training (MCCACET) to share best practices, advocate on behalf of continuing education and workforce development, and develop strategies to meet regional and statewide workforce needs.

The data in this year’s report reflects the initial impact of COVID-19 on community college enrollments in the sixteen Maryland community colleges. Over the past year, we have observed both opportunities and challenges that Colleges faced as a result of the world-wide pandemic. Successive annual reports will provide a broader picture of this impact, but the impacts on FY 20 enrollments can be realized in the overall decrease in enrollments from FY19 to FY20. In FY20 (July 1, 2019 – June 30, 2020), 156,793 students were enrolled in noncredit continuing education courses. This total represents an 18% decrease in number of students compared to FY19 enrolled in a continuing education course. In FY 20, continuing education students represented 50% of the 317,070 total students registered in credit and noncredit community college programming. Many of these students took one or more courses to improve academic or workplace skills and/or for personal enrichment (see breakout below):

• 38,052 students enrolled in one of the 175 licensure and certification courses in order to obtain or maintain a professional credential.

• 42,510 students enrolled in a lifelong learning, avocational courses for personal enrichment.

• 27,561 students enrolled in basic skills and literacy courses in order to gain the skills necessary to earn their Maryland High School Diploma through successfully passing the GED or completing the Externa Diploma Program or to improve their English language skills through English as a Second Language instruction.

• 59,557 students representing over 600 business, associations, and agencies participated in contract training in order to gain the technical or essential skills (e.g. communication, leadership, conflict management) needed for continued success in the workplace.

Introduction

The following reports illustrate the critical role community college continuing education programs play in workforce development in Maryland. Each section of this report outlines the types of courses and programs offered to individual students, the contract training and services provided to employers and associations, and the extensive partnerships community colleges have with local and state agencies as well as those partnerships with industry organizations to prepare, credential, and sustain a competitive workforce.

While the data presented provides evidence of the important role that community colleges play in economic and workforce development in the state, the numbers are only one part of the story. The true impact of community colleges is illustrated best through the real-life stories of our students represented throughout the document.

Sara admits she wasn’t always the best student, but not because she disliked learning. Instead she felt it was the school environment itself. Having ADHD became a barrier to her academic pursuits in elementary and middle school. Sara fell behind because of the need to focus so intensely. She felt like the public-school system was like “a factory, trying to rush kids through as quickly as possible to get them out into the workforce. An assembly line that has no time for defective products.” Because of this feeling, Sara dropped out of high school. Despite dropping out, she still yearned for knowledge. “I believe it’s simply wired into our DNA to have a greater understanding of things.” After a two-year period of hopping from job to job, Sara realized that she needed to finish what she had started and enrolled at Harford Community College to pursue her GED.

The G.E.D. experience was unlike any other academic experience. The instructors were patient and understanding. They encouraged discussion and were willing to slow down if needed. Sara felt motivated and “put her all into it!” Although she struggled with math, Sara was finally able to grasp concepts. Sara states, “It brings me tears to know that my hard work will pay off one day.” So far, Sara has passed both reading and math exams and hopes to get her G.E.D. so she can pursue classes to become a vet tech. “Thanks to this program, I have a chance to make it a reality.”

Per the Governor’s Emergency Order in March of 2020, Maryland community colleges shifted from a blend of in-person, hybrid, and online delivery of instruction to a totally virtual instruction environment. Continuing education departments, whose primary method of instruction was face-to-face, had to determine what instruction could pivot to an online environment, how to quickly train and support adjunct faculty, and how best to support students. Many colleges made the difficult decision to cancel courses and refund enrolled students or delay completion of courses until a safe return to lab-based instruction could be accommodated. Many colleges reported, anecdotally, that in FY20 they were on track to outperform previous year enrollments. COVID-19’s impact can be seen in decrease enrollments in comparison to last year’s report impacting the three pillars of continuing education – workforce, basic skills and literacy, and community education.

The silver lining in a very difficult year were the opportunities and successes in program delivery; increased technical competency for students, adjuncts, and staff; and the funding that will impact program development, student tuition assistance, and innovations. These stories will be told in the FY 21 report.

Maryland community colleges play a significant role in preparing a skilled and competent workforce to meet industry demand across the state. Maryland’s 16 community colleges offered 297 Workforce Training Certificate Programs during FY2020, representing a five percent (5%) overall increase in Workforce Training Certificate Programs offered in FY2019. These college-based certificates encompass a distinct body of knowledge and demonstrated competencies through enrollment in a sequence of state approved courses with specific learning outcomes leading to employment, career advancement, or significant increase in work skills and knowledge.

Workforce Training Certificate Programs – Licensure and Certification More than half (166) of the 297 Workforce Training Certificate programs offered by Maryland Community Colleges are designed around the skills and knowledge needed to obtain a license, a certification, or an industry credential. Workforce Training Certificate programs leading to attainment of a Maryland State license are aligned with the skills and knowledge that have been defined in State law or regulation. Programs for occupational certification are aligned with the skills and knowledge needed for specific credentials defined by non-governmental professional organizations. The number of Workforce Training Certificate Programs leading to licensure and/or certification offered at Maryland’s 16 Community Colleges reflects a 17% increase over the number of programs offered during the previous fiscal year.

Workforce Training Certificate Programs – College Developed for Regional Workforce Need The remaining portion of the Workforce Training Certificate programs (131) are designed to meet regional workforce needs or responded to local requirements. These programs are specifically developed to meet Maryland employers’ needs for a skilled workforce. Courses are designed by professional college training staff that are actively engaged in all sectors of regional economies and have current experience within an occupational field. Workforce Training Certificate programs designed to meet regional workforce needs or respond to local requirements also show a modest increase (3%) over the number of programs offered during the previous fiscal year.

Successful completion and obtainment of these certificates can lead to one or more of the following: • Job Entry • Industry Credentials • Career Advancement

In FY2020, 11,385 students completed Workforce Training Certificate Programs. The number of students completing Workforce Training Certificate Programs in FY2020 reflected a 20% decrease from the number of students completing Workforce Training Certificate Programs during FY2019 (14,250). This decrease reflects the impact of the COVID-19 Pandemic from March through June 2020.

Following is a complete listing of Maryland Workforce Training Certificate programs with enrolled program completers in FY2020 and is categorized by the U.S. Department of Education’s Classification of Instructional Programs (CIP) codes.

Taylor is a 25-year-old father of a two-year-old daughter. He has successfully completed Anne Arundel Community College’s (AACC) Welding for Work – TIG program in September 2018. The program provided hands-on instruction and training for students to learn about the processes for oxy-fuel, gas tungsten arc, gas metal arc and shielded metal arc welding.

The knowledge gained from the program provided Taylor with the skillset and information he needed to pass the AWS (American Welding Society) D9.1 Welder Certification test in September 2018. After receiving his certification, Taylor was offered and accepted employment with Shaw’s Welding Company as a full-time Foreman Welder. He is also attending AutoCAD classes at AACC to enhance his knowledge about 2-D and 3-D technical drawing and AutoCAD software. He stated he has already increased his annual salary by $10,000 since he received his certification. His current annual salary is approximately $40,000 and he is looking forward to achieving his career goals for excelling in the company to increase his current wages.

The program has made a difference in his life because instead of having to accept skilled labor employment, he is now able to qualify for more opportunities in his career field and he feels more comfortable about negotiating his salary.

Maryland’s sixteen community colleges play a key role in providing the education and training required for an individual to obtain and/or maintain a license, certification, or industry credential. A license is issued by an agency of a government regulated profession to an individual in an occupation that has obtained a level of competency to ensure that public health, safety, and welfare will be well protected while a certification or an industry credential is granted to an individual who demonstrates proficiency in a specific body of knowledge of skills within a relevant field of practice by a professional organization. A license, certification or industry credential may require continuing education to remain active. In FY20, 38,052 students (about twice the seating capacity of Madison Square Garden) participated in one or more of the 175 courses offered by the community colleges leading to a license, certification, or industry credential.

The topics of the 175 licensure, certification, or credentialing courses offered by the community colleges varied and included programming in different industry segments such as trades, transportation, public safety, and healthcare. The top three segments with the largest number of individual students enrolled (see Figure 4) being Trades, Communications & Marketing (9,872 students), Healthcare (8,683 students) and Education (5,970 students).

• In FY 2019 continuing education courses in Maryland provided education leading to 170 different licenses and certifications.

• 51,739 individuals participated in continuing education coursework at Maryland community colleges in FY 2019 to either obtain or maintain a professional credential.

To meet workforce needs in licensure or certification across the state, several community colleges offered the same or similar programming in fields such as dental assisting, real estate, and commercial driving in FY20 (see figure 6).

By offering these types of programs within the communities they serve, community colleges are providing a pipeline of potential employees who are equipped with the skills and abilities to obtain and/or maintain a license, certification, or industry credential. Students enrolled in licensure or certification programs at community colleges have confidence in knowing that the program they are enrolled in is affordable, has been developed with licensure, certification and/or industry credentials in mind, and is taught by highly qualified, experienced subject matter experts.

Looking back on my life, I can now see that my fascination with both the medical field and animals was a constant force driving me towards my current career. Animal care and advocacy are important issues to me, and it brings me joy to lend my patient and caring demeanor to their cause. I would not have been able to rise to every challenge, achieve my dreams, and literally save lives had it not been for everything I learned at Carroll Community College. I joined their Veterinary Assistant Program in 2016. After a year of learning and honing my new skills with Carroll’s knowledgeable and talented instructors, I passed the NAVTA exam in May 2017, becoming a NAVTA Certified and Approved Veterinary Assistant. Four challenging but rewarding years later, I can proudly say I have maintained my certification and still love every minute of my amazing career!

In the latter half of FY20, the importance of an individual maintaining their licensure or certification particularly became critical in fields such as healthcare, childcare, and law enforcement (see figure 5) as workers in these fields were deemed essential at the start of the COVID pandemic. Fortunately, as the need for licensure and certification courses in these essential areas increased, the community colleges were ready to respond as these types of courses have consistently been offered for many years and are consistently well enrolled. In FY20, thousands of students participated in coursework in areas such as healthcare, childcare and law enforcement.

Registered Apprenticeships follow federal and state requirements for a formal apprenticeship model as overseen by the Maryland Department of Labor. Registered Apprenticeships include: employer(s), structured on-the-job training, related instruction, wages with pay increases for skills, and a national credential from the state or Federal Department of Labor. Community colleges are delivering these apprenticeship programs with a range of community partners.

A review of Continuing Education units across Maryland’s 16 community colleges for FY2020 finds that 13 colleges are engaged in formal apprenticeship training with a total of 60 programs offered; 22 of which are different in nature. These colleges served 5,019 students in FY2020 across traditional and non-traditional apprenticeship programs, which represented a 9% growth over FY2019 and 20% growth over FY2018 (see Figure 8 below).

Eighty-seven percent of the apprenticeship programs offered at Maryland community colleges are located within noncredit or continuing education areas of colleges (see Figure 9 below). The level of engagement providing instruction, sponsorship, and employment varies among the programs and colleges.

Apprenticeship programs offered by the community colleges in Maryland continue to provide skilled workers for community employers that are beneficial in several ways including recruitment and retention, improved productivity, and reduced liability costs. Of the traditional apprenticeship completers within the State, a large percentage are in high-demand skilled trades (see Figure 10 below).

Non-traditional ApprenticeshipNon-traditional apprenticeships serve occupations outside of trades and manufacturing. This can include industries like healthcare and information technology as well as business occupations such as restaurant management and emergency management.

Over the past several years, Maryland Department of Labor has lead initiatives for expanding apprenticeship to non-traditional occupations. Community colleges are actively developing programs and partnerships to support this initiative. The number of identified non traditional apprenticeship programs has grown from two occupations in FY2018 to 10 occupations in FY2019. These occupations include: Arborist, Automotive Technician Specialist, Central Sterile Processor, Environmental Care Supervisor, Industrial Maintenance Mechanic, and Licensed Practical Nurse.

As of FY2019, Baltimore City Community College, Community College of Baltimore County, Frederick Community College, and Garrett Community College have reported that they are engaged in apprenticeships for non-traditional occupations. These programs are:

Impact of the Community CollegesHighly skilled labor is in need across the State, especially with industries seeing a decline in job opportunities because of COVID-19. Apprenticeship programs provide a traditional approach to assist in the development of skilled labor. Providing access to apprenticeship opportunities with the communities they serve is another example of how Maryland’s community colleges are supporting workforce development from an individual and business perspective.

Alex always liked working with his hands and to tinker with electronics as a kid. He looked for a career that aligned with these interests, and eventually found the electrical field. Within the first few months as an electrician, Alex enrolled in the Carroll Community College Electrical Apprenticeship program. The apprenticeship program is set up to complement the schedule and needs of a tradesman. Classes are held twice a week in the evening, which allowed Alex to work while going to school. This enabled him to study aspects of the trade that he wasn’t likely to see in the field. The best part was that his employer reimbursed him for the tuition, so Alex graduated debt free! “Now, 12 years after graduating, I am a master electrician. The Carroll Community College Electrical Apprenticeship program was an excellent starting point for my career. I believe in the success of the program so much that I came back six years ago to be its teacher for its first year!”
