Commandant states hard-hitting policy on alcohol abuse

HQMC - "Alcohol abuse is not tolerated in the U.S. Marine Corps."
That statement, made May 18 by Commandant of the Marine Corps General Robert H. Barrow, forms the basis for the Corps' new policy on alcohol abuse as put forth in a recent hard-hitting directive.
The directive, ALMAR 125/82, defines alcohol abuse as "any irresponsible use of alcohol that adversely affects individual or unit performance, debilitates physical or mental health, interferes with financial responsibility, deteriorates personal relationships, leads to violation of military regulations or civil laws, or contributes to disorderly conduct."
THE COMMANDANT stress- ed that Marines who persist in abusing alcohol will be separated from the Marine Corps. "Alcohol abuse constitutes a threat to the quality of individual performance equal to that posed by the use of illegal drugs," Gen Barrow said.
The new alcohol abuse policy follows a February directive outlining the Corps' hard-line policy on drug abuse. Both policies point to a "total leadership effort" as the key to implementation.
The Commandant called on commanders to establish procedures to identify alcohol abusers "using every lawful means at their disposal. Billeting areas and work spaces will be subject to health and welfare inspections to ensure compliance with alcohol policies and base commanders will employ random vehicle check points to detect individuals driving under the influence.
Marines identified as alcohol abusers must be formally counseled by their commanding officers. If the nature and circumstances surrounding the first algohol-induced incident are serious enough, a service record book entry or a special fitness report may be made on the
Marine involved. For those Marines who continue to abuse alcohol after the first incident, SRB entries and special fitness reports are mandatory.
"In all cases," said the Commandant, "emphasis up front should be placed on early identification of alcohol involvement, positive motivation and, when justified, rehabilitation with a goal of influencing changes before disciplinary or adverse administrative action is required."
NOBODY WILL BE ALLOWED to join the Marine Corps who acknowl- edges, or whose habits indicate, dependency on alcohol. For those already in the Corps, alcohol-related incidents will be handled firmly regardless of the grade or length of service of the Marine involved.
Anyone convicted of driving under the influence of alcohol on or off base will lose their on-base driving privileges for one year and consideration will be given to disciplinary action under the UCMJ when appropriate.
"Alcohol-dependent Marines and those who choose to drink irresponsibly will be required to participate in an organized education or treatment program," Gen Barrow said. "After successfully completing the program, they will either be returned to full duty or separated from the Marine Corps . . . " Any alcohol abuser who refuses to cooperate in a treatment program will be separated.
Marines whose alcohol abuse before formal treatment resulted in performance or behavior problems will be considered ineligible for reenlistment or augmentation for one year following the treatment. A one-year extension can be granted after treatment, if necessary, so the Marine can prove his conduct and performance are in keeping with Marine standards.

Station squadron sponsors 10K run for Navy Relief Lance Corporal Clyde Smith, 2d Battalion, 3d Marines, beat
168 entrants to win the 3rd Annual Navy Relief 10K Run with a time of 35:45.
There were five categories in the race .. . children, 26 and under, 27.35, 36 and over, and women.
Medals were given to the first three finishers in each category and a trophy was awarded to 2/3 for the largest unit participation. Seventy-eigHt participants turned out from 2/3, over one third of the total entries.
First place in the categories are as follows: 26 and under, Smith; 27-35, First Lieutenant M.M. Gile; 36 and over, Mr. P. Pistol; children, twins T.B. and W.A. Clark (tie); and women, Captain Rosa Knight.
The run, sponsored by Station Operations and Maintenance Squadron, was held to raise funds for the Navy Relief Society Fund Drive. lstLt Danny Ball, SOMS coordinator for the race, said approximately $350 was raised.

Federal Week, June 1-5, gives the federal government an opportunity to show the American public how their tax dollars are spent.
A luncheon Thursday at the Hilton Hawaiian Village will
honor the winners for the Federal Day 1982 Awards Program.
The Air Station's nominees for the awards program are: Warren LeGarie, Commissioned Officers Club manager, for federal Manager of the Year; Lynn Burke, Headquarters and Headquarters Squadron military personnel clerk, for Federal Employee of the Year; Captain Willilam Wood,
Joint Public Affairs officer, for Military Officer of the Year; Sergeant Michael Brock, Station Operations and Maintenance Squadron fiscal non-commission- ed officer for Enlisted Service Member of the Year; First Lieutenant Lee Halverson, Station Operations and Mainte- nance Squadron Weather officer for Exceptional Community
Service; and Jack Richardson, owner of Kailua Texaco, for Citizen of the Year.
The Fleet Marine Force, Pacific, nominations are Capt Stanley Sheats, Camp H.M. Smith, for Exceptional Community Service, and Sgt Steven Peabody, Marine Air Base Squadron-29, for Enlisted Service Member of the Year. Gunnery Sergeant John
Lord was nominated for Enlisted Service Member of the Year by the Naval Supply Center, Pearl HarbOr.
The government's story will be presented at Kahala Mall throughout the week. The Marine Corps' part in national defense will be told by leathernecks from 4th Force Reconnaissance
Company; Marine Barracks, Hawaii; Camp H.M. Smith; Recruiting Substation Honolulu; 1st Marine Brigade and the Air Station.
Uncle Sam's special week ends Saturday with expanded displays at Kahala Mall. Everyone is invited to attend and show support for the men and women in uniform.

The Polynesian Cultural Center will celebrate Kamehiancha Day June 11, with a special program of hula and pageantry at 1:45 p.m. in the Hawaiian village. There will also be day-long demonstrations of ancient Hawaiian arts and crafts in honor of the warrior- monarch who united these islands into one kingdom more than 150 years ago.

Joseph Waioha Ah Quin, chief of the Cultural Center's Hawaiian village, explained that the various demonstratiions' of ancient Hawaiian arts and crafts will include:
*Poi Pounding (hourly from 10:30 a.m.): Boiled taro or kat°, a tuber root that is a staple in the Polynesian diet, is pounded in a carved wooden bowl and mixed with water until it reaches the consistency where it can be picked up with one, two, or three fingers. Samples will be available.

and after the special program visitors are welcome to learn and try konane, an island form of checkers; and ulu marka, an
ancient Hawaiian version of lawn bowls.
"The Kamehameha Day program will begin in the Hawaiian village at 1:45," Waioha said, "starting, of course, with a
processional representing the ali'i or chiefs and nobles of old Hawaii."
Then Hui Hooulu Aloha, so hula la/au or school comprised of Polynesian Cultural Center employees and community residents will perform a variety of ancient and modern hulas.

Mind-altering drugs affect driving ability

WASHINGTON . . . Yearly, thousands of highway deaths are attributed to the misuse and abuse of drugs while driving. Millions of Americans take drugs daily and don't realize that drugs can affect their driving ability.
Alcohol, tranquilizers, mari- juana - or any other mind' altering drug - affects the ineatal and physical skills a person needs to drive. Even some over-the counter medicines can affect driving skills.
MOST PEOPLE ARE aware that drinking and driving don't mix, but few realize that many so- called household drugs are just as dangerous.
Tranquilizers are commonly misused drugs. These are central nervous system depressants which help relieve tension and anxiety. For example, consider diazepam (Valium), the most com- monly prescribed tranquilizer.
Studies have shown that even small doses of diazepam can slightly impair psychomotor skills, thus slowing reaction time, interfering with eye-hand coordination and affecting the speed at which the brain processes sensory information. Driving simulator tests how that persons on diazepam are somewhat less likely than others to check roadway conditions.
SLEEPING PILLS are another type of tranquilizer that are often misused. Studies show that Flurazepam (Dalmane), the most commonly prescribed sleeping pill, accumultes in the body and that its residual effects impair driving skills. When test subjects drank alcohol after only a single night's dose of flurazepam, their skills became highly impaired.
Other sedative-hypnotic drugs, including barbituates, are powerful depressants that calm people down or help them sleep.
Sleepy or oversedated drivers are dangerous drivers and risk not only their lives but the lives of other drivers.
Stimulants - amphetamines, cocaine and caffeine - stimulate the central nervous sytem. Modest amounts of stimulants under a doctor's prescription are used to make people feel more alert. However, studies and actual driving records show that people who use stimulants such as amphetamines are slightly more accident prone because they are inclined to overestimate their ability and take more risks.
Hallucinogens and PCP distort judgment and reality, cause confusion and panic and can produce psychotic-like reactions. After the use of hallucinogens, a person may also experience depression and tremors which could severly impair driving skills and judgment.
MARIJUANA research has shown that even small amounts can affect concentration,
judgment, and the sensory and perceptual skills needed for careful driving. The drug slows coordination and dulls reflexes that normally may be needed to prevent an accident. Simulator studies have also shown that subjects on marijuana have trouble staying in lanes and do not readily respond to a horn's warning sound.
There are many over-the. counter drugs which produce reactions that can affect a person's driving. Always read the label and stay away from drugs that cause drowsiness or promote sleep - such as cold preparations - if you have to drive.
People are different; so are drugs.
ANY DRUG you take might impair your ability as a driver. If you take one drug or if you mix several drugs, the result can still be the same. DISASTER!

Danger Kids fall prey to drug-laced tattoos

"Hey Theresa, come look at my new tato° " Johnny called excitedly to the girl next door. Of course, the tattoo was nothing more than a 'tattoo transfer' ... or was it?
When Theresa came over to see Johnny, she thought her friend was playing possum, lying on the ground like he was dead.
"You can get up now," she teased. But as she reached to tickle him, she noticed the tattoo - Mickey Mouse. Her mother had warned her about cartoon stickers, because some of them were 'poisoned.' When Johnny didn't move, Theresa immediately ran and told her mother ...
The story is make-believe as far as the kids are concerned, but the threat of drug- laced stickers is real.
Stickers of cartoon characters have always been popular with youngsters. Rumors, which were later confirmed, began circulating a few months ago with drug-laced stickers being sold on the mainland. Innocent cartoon characters such as Mickey Mouse were suddenly part of the drug scene - and unsuspecting children fell prey to the drugs.
This threat was brought closer to home recently when a Barbers Point fifth- grader became ill from the effects of LSD. The child spent several days and nights at Tripler Army Medical Center without sleep, but was later released in good condition.
In the make-believe story, Theresa had heard about the bad stickers and was able to go for help when Johnny passed out.

"The privilege of being a Marine includes the responsibility for maintaining the highest standards of discipline, conduct and performance" The Commandant concluded, "Alcohol abuse is a form of indiscipline that can seriously reduce the overall value and effectiveness of the individual Marine, and degrade the operational effectiveness of the Marine's organization. Those who choose to abuse alcohol will be identified and assisted to the degree possible, but in all cases held accountable for their actions."

"WE CAME UP WITH several recommendations, one is that if we are to hive an effective drug and alcohol Wpgram for the Marines, it must involve the families," Twomey said.

Twomey stressed that the success of the program depends upon the support of Marine noncommissioned officers. "The NCO's are the cornerstone of the drug and alcohol program. If we're going to do anything whatsoever in the Marine Corps we need the support of the young corporals and sergeants. We must train, educate and mobilize the young NCO's. In order to mobilize peer pressure, we must make them true believers in the program," he said.
Among additional ideas for improvement resulting from the conference were some concerning the logistics of the drug and alcohol program. "We do not have the administrative details running smoothly enough. Sometimes results from urinalysis testing do not come back for three or four months. This negates the entire program. There are certain resources that we really need more of: people, money and materials. We need to take a hard look at the logistics of the current program," Twomey said.
"A mobilized team, with perhaps a mixture of Marines and civilians, is another idea we discussed - something along the lines of the Human Resources program that helped alleviate racial problems a few years ago," Twomey added.
Maj Barry Griffin, MCDEC's Drug and Alcohol Officer agreed with the need for more people to act 88 "interveners" the need to include the family in the program, and a mobilized tram. "My ideas about family involvement were reinforced at this conference. Those who may have expected magic answers last week discovered there are no magic answers, but that the solution is plain, old leadenihip and education," Griffin said.
One of the conference seminar leaders, Col Mathew Cooper, commanding officer of Officer Candidate School here, described the conference as an interchange of ideas, "We learned how to do our jobs better from others. We all left with new ideas to use at our own commands. Such en exchange of ideas makes for a more uniform application of the Comman- dant's program," Cooper said.

Money savings shelter you from a rainy day' WASHINGTON - The Better
Business Bureau says, "Saving money is not a thing of the past." However, with the nation's double-digit inflation, consumers must devise a scheme to make their money work harder for them.
Potential savers must first assess their family's needs and goals. Financial planners usually suggest that a family save an amount equal to at least six months' income in an easily accessible account for emer- gencies. After that, other savings methods can be considered:
PASSBOOK ACCOUNTS are available through banks, savings and loan associations and credit unions. When evaluating where to place your funds, ask about the rate of compounding, when the money is credited to your account, what minimum amount is required for earning interest and if there are any penalties or bonuses. Not all passbook accounts are the same, and differences can add up. Passbook accounts (and certifi- cates of deposit and money- market certificates) are generally insured up to $100,000 by federal or state government agencies or by private insurors.
CERTIFICATES OF DE- POSIT involve a specific amount of money being deposited over a period of time in a bank, savings, credit or loan association. These certificates usually earn more interest than a passbook account. But if the money is withdrawn before the time period is up, a severe penalty is imposed, by federal law, on the interest.
U.S. SAVINGS BONDS are conservative time deposits commonly known as Series EE (matures in five years) and Series HH (matures in 10 years). The interest is exempt from state and local income taxes, and the federal taxes may be deferred until the bonds are redeemed,
U.S. TREASURY BILLS require a $10,000 minimum investment over three months to a year. You get a high interest rate, with earnings exempt from state and local taxes. Treasury bills can be bought through a bank, a stockbroker or directly from a Federal Reserve bank or branch.

Discount desk offers reduced military rates The Joint Special Services
Discount Desk offers reduced rates for several Oahu entertainment sites.
For the military member interested in dining afloat while admiring Diamond Head, four different cruises are offered at ,discount prices.
The Aikane Catamarans Dinner Sails, normally offered for $25, is $19.50. The Hula Kai is reduced from $26 to $19.50. The Hokunani is $18 instead of $29.50, and Windjammer Cruises are offered at a "Salute the Military" price of $14.75.
If daylight scenery and outdoor parks are more the style, discounts to some of the more prominent parks are availble.
A discount card admits "members, member's spouse, children and two guests" to
, Paradise Park. Admission to the park with the card is $3 for adults, $2 for children 4-12 years

Trials evaluate Hornet, El Torro receives F/A-18
The Navy/Marine Corps' F A IN Hornet completed nine days of sea trials aboard the USS Carl Vinson off the Virginia coast in early April. This was the strike fighter's second series of shipboard tests. Initial sea trials were flown aboard the USS America in the fall of 1979.
Trials evaluated the Hornet during a variety of flight conditions, including night operations, different combinations of weapons and external fuel tanks and difficult catapult operations. Several automatic approaches were flown, with the Hornet under the control of the ship's automatic carrier landing system.
The Navy's final operational evaluation is scheduled this summer, before the Hornet is introduced into fleet service.
Transitioning of A-7 attack squadrons to F A-18 squadrons will begin in January 1983.

Some high school buddies and I went to see "Battle Cry," in 1955, The movie was full of blood and guts, and good music, and when we left the theater we found an imposing figure in the lobby wearing a resplendent blue uniform. A few weeks later my buddies and I were wondering how going to a movie could lead to Parris Island ..."
That's how Lieutenant Colonel Gerald Boston found his way into the Marine Corps, and now the Headquarters and Headquarters Squadron commanding officer is putting the final touches to a career spanning 26 years and many parts of the world.
"MY EXPERIENCE in the Corps as a commander and staff officer has provided me the knowledge to move into my civilian job," commented Boston. The Marine officer retires July 1
and will become the logistics manager for Atari in Santa Clara, Calif.
"I told my children that my job is to take a handful of quarters and play video games," he said. His first job, however, will be to coordinate the company's move to a new central campus. "It's a straight logistics problem, similar to ones I've worked with in the Corps."
Boston's varied career as a Marine has taken him and his family to many parts of the world, but his fondest assignment was in Rota, Spain. ' 'The Bostons moved to Spain in 1968 following his return from a tour in Vietnam, and he remained

The Marine veteran has also served as assistant director for recruiting at the 8th Marine Corps District, New Orleans; executive officer of 2d Battalion, 4th Marines; and head of the Promotional Branch. HQMC.
While stationed here, he has commanded 2d Battalion, :id Marines; Marine Air Base Squadron-24; and Headquarters and Headquarters Squadron. He will be replaced Friday as l&FIS commanding officer by Major Thomas Swindell.
"Assuming command of 2/3 will always be special to me just for the respect and responsibility that goes with it," he said. Having commanded units with both the air and ground components of the Corps, Boston has observed problems common to most Marines.
"We don't always adopt it scholarly attitude about the Corps," he said. "We overlook the necessity to be a student of our profession. If a Marine doesn't understand the underlining political aspects of a conflict, he won't understand the reasons behind it.

Public Auto Auction's job is to bring buyer and seller together. If you have a car (or truck, van, etc.) you want to seii you can do it quickly and easily.
Here's all you do.
1. Make sure you have o valid safety sticker and cur-
rent no fault insurance
2. Bring your vehicle to Public Auto Auctions and regis-
ter it with us. To do so, you must have valid certificate
of ownership. (Your (or does not have to be fully peid
for to sell it, but cannot be sold for less than is owed.)
