Congress confirms Prueher

Theaday the Senate confirmed the assignment of Admiral Joseph Pnieher as the Commander-in-Chief, U.S. Pacific Command. Adm. Prueher will assume command in Washington, D.C., where he served as the Vice Chief of Naval Operations.

Adm. Prueher will travel to the Pacific Headquarters at Camp H.M. Smith after attending a two-day conference for Unified Commanders-in-Chief, hosted by the Chairman of the Joint Chiefs of Staff, in Washington, D.C. Adm. Prueher's assignment as the

CinCPAC includes more than 330,000 military personnel who serve in the 100,000 million square mile Pacific region.

Upon the announcement of Adm. Prueher's confirmation Adm. Richard C. Macke, the current CinCPAC issued the following statement "Me Senate has confirmed Adm. Joe Prueher as Commander-in-Chief, U.S. Pacific Command. I have stayed in place await- ing this confirmation and now it is time for me to step down.

"I have enjoyed a splendid thirty-five year career in the U.S. Navy," he said. "Before doing so, I want to thank everyone, particularly the women and men of Pacific Command and the wonderful people of Hawaii for their support, help and friendship during my tour as CinCPAC. You have made it fun."

Finding an affordable auto insurance policy is a confusing battle in the struggle for economic survival for servicemembers living in Hawaii.

State law requires operators of motor vehicles to carry a Hawaii no-fault insurance card either on their person or in their vehicle. According to a touch-tone information line provided by the State Department of Commerce, individuals who don't have insurance may

be ticketed and fined up to $1,000 for driving without a valid no-fault card. If an auto accident occurs, the no-

fault insurance company pays the bill up to the no fault benefit limits of $25,000 bodily injury liability, $10,000 property damage liability and $20,000 personal injury protection. This is regardless of who is at fault in the accident.

"The liability coverage pays for damages which are your fault, and the personal injury protection covers your medical bills," said Carolyn Cortez, rate and policy

analyst for the Hawaii Insurance Division.

"In order to have the right to sue, your medical damages must exceed $11,000, or if there is a permanent disfigurement or a loss of limb it doesn't have to reach that," said Martin Medeiros, manager of customer services and claims department of AIG Hawaii Insurance Company Inc. The Hawaii Music Educators' Association conducted its annual in-eer- vice conference here Friday and Saturday with help firm the Marine Forces Pacific Band.

The HMEA brought internationally known master teachers here to give area

instructors new ideas, material and teaching methods. The MarForPac Band acted as host, supplying the facilities and becoming the demonstration band for the master teachers.

"All of us in music education are great- ly indebted to the military. They really do a superb job aiding teachers," explained Dr. Francis McBeth, resident composer and professor of music,

In the letter, Gen. Krulak said, "Groups that advocate supremacist, racist, or violent militant causes are opposed to the core values that guide every Marine." Although the commandant said he doesn't

sideration when polls open in your home state.

The Federal Voting Assistance Program, which has been helping absentee voters since 1942, allows citizens of the United States living out-of- state or overseas the opportunity to vote in state and federal elections by mail.

In assisting the voter, the Voters Information Center, a non-partisan, federally-run organization, distributes information on upcoming elections via fact sheets, news releases and messages to the Senior Service Voting Assistance Officer, according to lstLt. Maureen Murphy, adjutant, Marine Corps Base Hawaii, and base voting officer.

In the case of an individual residing out of their home state who has yet to register to vote, he or she merely has to contact their unit VAO. Since each state has it's own requirements, the VAO will determine if-the individual is eligible to vote by using the Voting Assistance Guide.

Generally, persons convicted of trea- son or a felony (unless restored to civil rights), found incompetent or under guardianship are disqualified from reg- istering or voting, according to Murphy.

Citizens who exercise their right to vote must fill out a simple form (Standard Form 76, the Post Card Registration and Absentee Ballot Request), and mail it to their respective state voter registration office.

"With assistance on voter requirements from the unit VAO, the form is easy to fill out and it can be completed in about 5-10 minutes depending what state the person is from," said Murphy.

The same standard form can be used to request absentee ballots and information on candidates, according to Murphy.

With an increase in minor juvenile crimes over the holiday season the community service program here proves not only useful, but effective.

'There aren't many repeat offenders," explained GySgt. Eileen M. Osterhout, base inspector chief, Base Inspector's Office.

Community service is commonly awarded to first-time juvenile offenders between the ages of 8 and 18 for minor crimes such as petty theft, vandalism or assault. Punishment for both males and females can range from 50 to 250 hours of service to be accomplished mostly on weekends.

"The community service starts at 8 a.m. on Saturdays. They can work until noon or 2 p.m. Because of child labor laws they can't work more than six hours, but they must work at least four," she stressed.

Exceptions have been made for community service hours to be completed during school vacation. This sometimes poses a problem because a parent must accompany each offender during the hours of service.

Everything done by the juveniles is safety tested. They're not allowed to do

jobs such as mowing where there's dan- ger of injury.

"But they can do back-breaking work like pulling weeds around monuments and picking up trash in an orange vest from one side of base to the other," Osterhout said.

Juveniles are purposely placed in high-profile areas to benefit not only the

offenders but their peers as well. "When other kids drive by and see

these kids picking up trash on a Saturday they say, `I don't want to do whatever that kid did. I don't want to be out there picking up trash:" she emphasized.

Osterhout pointed out that although some juveniles have been on community service more than once, there is a "three strikes and you're out" policy.

"We don't evict the whole family because one person is bad. The family can stay, but the child goes.

"Sometimes the parents do everything they can. They make sure the child goes to the right school and church. The parents are home and do family things but the kid just doesn't want to conform and it's not the parents' fault. So, we give them the option," she explained.

Parents must then choose to move off. base with their child or make alternate living arrangements for them.

These juveniles are allowed on base only in the case of medical emergencies or treatment. When medical appoint- ments arise they must have written proof which may be verified at any time.

time is complete or face being barred from base.

The idea behind the program is to give kids a chance to make one mistake. At the same time, it enforces the idea their behavior will not be tolerated.

It is com- posed of anyone who wishes to join and maintains an open forum for any comments and opinions on current relevant base issues. The board encourages community participation in its meetings. Some Marines use the excuse "school is too expensive" for not furthering their educa-

tion. With tuition assistance, however, that's just not true.

When used properly, tuition assistance helps Marines world-wide defer the cost of higher education during active duty service.

Many Marines here don't understand the proper procedures for using the assistance, explained Annette Y. Flannery, educational technician, Joint Education Center here.

"Tuition assistance is a privilege and there are those who aren't eligible because they can't get the grades," she stressed.

Insurance From A-1

First-time students automatically receive TA. Students with previous schooling or who are currently enrolled must maintain a 2.0 grade point average to remain eligible.

The Marine Corps has proven its willingness to help Marines continue their education by spending almost $120,000 on Marines here for the present term alone.

Tuition assistance may be used at any institution on island. "We have a complete listing of all the institutions on Oahu and the degree programs they offer," Flannery added.

Tuition assistance covers 75 percent of tuition and only covers additional fees for Navy personnel. Books are not included in tuition costs.

which protect motorists against uninsured or under-insured drivers. Unfortunately, these are two separate policies which must be purchased in addition to the no fault insurance. "Uninsured motorist coverage pays for

damage that happens to your vehicle by someone who doesn't have insurance, and under-insured motorist where a person does- n't have enough," explained Kirk Tucker, senior service representative with Liberty Mutual in Indianapolis, Ind. "Let's say you are sitting at a light and I rear end you, and I have the state minimum policies. Now let's say you have medical bills of $50,000, and my maximum coverage is only $25,000. That is when the under-insured motorist protection will kick in." The confusion increases when coverage is

reviewed from particular situations. "Let's say someone hits you and leaves the

scene. If you don't know who that person is, then it is going to come under your collision coverage [if the additional coverage has been purchased]," explained Tucker.

"Let's say you just have liability," he continued. "If someone hits you and leaves, and you don't know who they are, unfortunately you have no coverage, even if you have the under-insured or uninsured coverage." Many motorists purchase comprehensive

coverage, which covers fire and theft, or collision, which covers the automobile in an accident. These extra policies will cover damage if the insured person is in an accident regardless of who is at fault, but caus- ing an accident could affect the individuals coverage.

"If you are at fault, and we pay out, then it could affect your premiums," said Medeiros.

"Some agencies may look at repeated claims. Even if they all weren't your fault, they may consider it a bad risk anyway, and they could cancel your policy," added Medeiros. Under the current no-fault system, finding

affordable insurance is difficult. The state of Hawaii ranks second in the nation for high-

students must attend a mandatory brief at the Joint Education Center. Classes are held every Wednesday at 12:15 p.m. on a walk-in basis and are roughly 30 minutes.

"Students then go talk to college counselors to choose classes and fill out a TA form. From there they take it to their command and have the commanding officer sign it," she explained.

Flannery stressed that this is often the step in the process that causes many problems.

"The commands are holding the TA forms too long. Sometimes we're getting them back with [student] signatures from the end of December but the command isn't getting them signed until the middle of January which is unaccept- able," she stressed.

After command authorization, students must take their forms to the JEC for processing. Authorization comes from the mainland and time differences make it a mandatory 24-hour processing time.

"Once students drop them off, they need to pick them up after the 24-hour waiting period. This sheet is like a check. The school sends it to Pensacola [Naval Education Training Program Management Support Activity] saying 'pay me this money.' That's why it's so imperative the students get their TA done early," Flannery said.

Too many students are turning paperwork in late, she reiterated. With a few exceptions students are given until one week after the class begins to complete the TA process,

but it should be done long before that.

For students attending school off- base procedures remain the same, with requirement dates adjusted to meet the school's semesters. For students who can't fit on-base or off-base classes into their schedules, the education center has alternate education which also qualifies for TA.

"Many schools have correspon- dence programs that are offered through DANTES [Defense Activity for Non-Traditional Education Support]. Some of those are complete degree programs through cor- respondence," she added.

Flannery stressed with all these opportunities anyone should be able to continue their education while still on active duty.

Purchasing automobile insurance is often an experience which leaves the client with many unanswered questions. With buzz words like: liability, comprehensive or deductible, an insurance agent's explana- tion can be more confusing than helpful. Many of these questions were clearly answered during recent interviews with experts in the insurance Inisiness: Kirk Tucker, senior service representative, Liberty Mutual, Indianapolis, Ind., and Martin Medeiros, manager, Customer Service and Claims Department, AIG Hawaii Insurance Company Inc. Q: Are there any regulations govern-

ing the rates a company can charge? A:[Tucker] "All the rates have to be filed

with the state insurance commissioner. Every rate we charge, even if we are going to lower rates, has to filed with the commissioner, and the commissioner can approve or decline them." Q: What does full coverage insurance

cover? A:[Madeiros] "Be careful of the word full

coverage, we don't like to use that word. It

can be a misconception that you are fully covered. Collision coverage means you have a right to file a claim on your policy for any damages to your car no matter if it is your fault or not. You have to pay your deductible, but then your insurance company will go after the other party to get your deductible back plus damages.

Q: What kinds of things do agents consider when determining rates?

A:[Madeiros] "According to the Hawaii insurance division, the current no-fault law does not allow any factors which are discriminatory to be used. It can not be based on age, sex, race or marital status. It has to be based on things like driving record, the distance that you drive or the type of car you drive."

A:[Tucker] Some companies also offer discounts if you own a home, have daytime running lights or have an alarm system. Q: Where does the money from premi-

um payments go? A:[Tucker] "Believe it or not, for most

insurance companies, for every $1 we take in we spend $1.04 in claims. How an insurance company makes money is they take the money from paid premiums and invest it. Then the company hopes that

they have a good year. If we are able to keep the losses down, then the next year we are able to give our policy holders better rates." Q: Does no-fault insurance save the

public money? A:[Tucker] "No, it is more expensive.

Some companies do not write insurance in no-fault states, henceforth their operating costs are cheaper. Q: How is it that one companies rates

can be so drastically different than another companies?

Allkicker] Certain companies charge different premiums because their operation is more efficient, and they can afford to offer cheaper rates. Other companies have stricter binding standards." Q: Is it always the best idea to go

with the company which has the cheapest rates?

A :[Tucker] You can get a cheaper price, however you are going to sacrifice coverage. Let's say you go through an agency that is only licensed in five states. Now let's say you're in Florida on vacation, and you have an accident. If there is a problem and that company isn't licensed to operate in that state, you could be in trouble."

A fitness center attendant with Morale Welfare Recreation here, spent dozens of hours searching for affordable coverage after an accident on his driving abstract prompted his insurance agent to double his premiums.

"They were charging me over $3,000 every six months. There was no way that I could afford that," said LCpI. Dale Green, attendant, MWR.

A new insurance plan to lower rates by state senator Milton Holt would require insurers to provide $250,000 medical coverage. According to Holt's bill this would eliminate 99 percent of lawsuits. Since the legal

fees of lawsuits contribute to the operating costs of insurance agencies, eliminating these costs is expected to lower rates.

"By exchanging the right to sue, premiums will be lowered by 40 percent," said Tracy Kashinoki, Holt's committee clerk. An alternate plan by Governor Ben

Cayetano offers drivers a basic reduction in the current rates of 34 percent. "There are certain optional coverages that a

driver can elect which could increase the savings to as much as 42.5 percent," said Wayne Metcalf, state of Hawaii insurance commissioner. These options include: relinquishing the

right to sue in exchange for binding arbitra- tion, declining the optional lost wages coverage (beneficial to retirees and homemakers), designating a managed health care plan, and

an optional alternative health care (chiro- practic and acupuncture) plan.

"The plan will remove the lawsuit thresh- old, because in the past it has been a target for attorneys to meet by encouraging their clients to seek repeated forms of medical treatment," said Metcalf.

"We've created a $20,000 deductible, so only the serious cases are likely to wind up in lit- igation," said Metcalf. "Thereby, we should reduce the cost of processing claims."

These plans are only two of 35 reform bills before the 1996 Legislature.

Whether it is one of the many proposals, or the current no-fault law, adequate coverage does not come cheap. Understanding coverage is only part of the battle. Taking the time to shop around for the best rate deter- mines either victory or defeat.

"I joined because I wanted to go to school and I really didn't have the money," Harper said. "I also wanted to travel, and I thought the Marine Corps may tour me." The Corps did exactly that. Harper's

first long plane ride for the military was to Okinawa, Japan. There, she was assigned as an administration clerk despite her military occupational specialty in the supply field. In 1990, Harper started her education back up with evening college courses. After spending a year and a half in

Japan, Harper was transferred back to the United States to Camp Lejeune,N.C. She was placed into her original supply billet where she continued her military success along with her education. Following a two-year tour, she and her

college credits were transferred to MCB Hawaii.' Shortly after reaching the small island of Oahu, Harper finished her associate's degree and set her sites on a bachelor's degree in psychology. After her first year in Hawaii, Harper

was moved to MCB Hawaii's Joint Education Center with the Fleet Assistance Program for six months.

"I really wanted to go there because I was really into school," Harper said. "It helped me learn a lot as far as the educational benefits the military has to offer. I enjoyed that."

Lakeisha McKee and parents, Teresa Neal and Joe McKee, watched Harper as she crossed the graduation platform and switched her tassel, becoming the first person in her immediate family to graduate from college. Harper's family kept a continuous flow of motivation to her from miles away as she strived for her diploma. She said the most difficult part of keeping the education flame lit was dodging the tide of her friends.

"The hardest thing was that most of my friends in the Marine Corps weren't really into school," said Harper describ- ing people who live in the 'party' atmos- phere. "I just had to have my priorities. First, I need to have my work, as far as the Marine Corps, done. Next, I would concentrate on school. After that, I could have that extra time with my friends."

While she was squeezing college courses in between her busy work schedule and duties, Harper maintained high profi- ciency and conduct marks and was awarded three letters of appreciation, two meritorious masts, a Certificate of Commendation and appeared before two Sergeant boards for meritorious promo- tion to sergeant. She didn't add a third chevron to her collar, but she won the board at squadron level which boosted her chances for another shot.

Along with several military certificates, Harper received the most important certificate two days before graduation; a wedding certificate. The former

When sending a paper return to the Internal Revenue Service employees enter them into the system turning them into electronic format. When electronically filing however, you remove the human element and margin of error.

Hwang stressed that to redeye a direct deposit return, military members must bring their financial institution account and routing transit numbers to the Legal Services Center when filing.

This year the program has been designed more efficiently. Terminals will be used only for data entry. Military members wishing to file electronically

must see their unit VITA representatives to complete returns.

"We want to give this service to as many Marines as possible. If we can get people in and file their returns because we're not number crunching, then we can bring in not hundreds, but thousands," he added.

Each VITA rep is tested and certified, according to Hwang, to ensure they are qualified to provide assistance to individuals in tax preparation. After a four-day course covering federal forms, state forms and military unique issues, class members are given an Internal Revenue Service exam.

"In order for the VITA reps to give assistance on 1040A forms, they must pass the 1040A section. If they only pass the 1040EZ section, that's the only form they can provide assistance on," he stressed.

After completing a 1040EZ or

1040A return with a unit VITA rep, an active duty military member who expects a refund and is a sergeant or below may then visit the base legal office for electronic filing.

Base Legal Services Center personnel understand this service can help Marines and are commited to whatever hours will make it a success, Hwang stressed.

Electronic filing will be done Mondays and Tuesdays from 8:30 until 11:30 a.m. and Wednesdays through Fridays 1:30 to 4:30 p.m. In addition, for Marines who can't make it to the law office during the nor- mal duty day, hours will be extended Wednesdays through Fridays until approximately 7 p.m.

Lashree McKee married Sgt. Lawrence Harper, administration clerk, Headquarters Company, 3rd Marine Regiment, on Jan. 16 in the base chapel. The newlywed already packed her new

year with achievements. Harper was voted the ASE NCO of the Year and scored high for NCO of the Year at the base level. She went in front of the meritorious sergeant board on the same date of her NCO of the Year award. In addition, she is up for a second Navy Achievement Medal for excelling as a Marine. Although she is unsure of whether or

not she will continue her career in the Corps, she is "not going to stop here," Harper said resting her arms on her crisp uniform. "I want to get my master's degree. If I do decide to go out into the civilian world, at least I will have my degree." "I'm going to make sure that I keep my

priorities and everything in perspective," Harper continued. "A lot of people come into the military and they live day by day. They depend on the military. They don't make any plans or try to accom- plish anything. If you want something in life, you have to make it happen." Since Harper joined the military, she

has left her mark on the Marine Corps as well as paved a path for her future. By excelling in the Corps and college, Harper proved making time for education pays off.

For a helmet to be DoT approved, it must meet the American National Safety Institute standards. The helmets are tested by the institute by ensuring that they are sturdy enough to withstand a five mph impact. Without a helmet, riders are

more susceptible to injury. In fact, approximately 65,000 bicycle related head injuries are treated in emergency rooms across the country every year, according to a national survey by the Snell Memorial Foundation. "You can crack your skull open

by simply falling off of your bicycle and hitting your head on the ground," said Sgt. Heath B. Rutt, base safety transportation specialist. "That is what the helmet is there to protect against. You don't have to be moving at a high rate of speed to fall off your bike and hit something and cause brain damage. You just simply need to fall off the bike at a stand- still." Cyclists should periodically

check the maintenance of their bikes for extra safety precautions. They should ensure the chain fits snugly and is lubri- cated to prevent it from pop- ping off the sprocket. All the joints on the bicycle should be tightened, particularly the handle bars and wheels. The tires should be properly inflated. Over- or under-inflated tires can cause damage to the rims. Cyclists should also carry a

locking device with their bikes. The most secure devices are strong cables with locks or a U- shaped lock. When locking the bicycle, the rider should always hook the frame of the bike to the rack or pole. This will secure the most important and expensive part of the bike. In many cases, a thief will take the body of the bike and leave the front wheel attached to the rack or pole. After the riders have per-

formed a proper safety check and made sure they have the right equipment, they simply have to obey the traffic laws and exercise safety precautions while riding. "Bicycle riders have to remem-

The Transition Assistance Management Program will be offering the following classes in the month of February. TAMP workshop - Personnel separating within six months are required to attend. Spouses are encouraged to attend. The workshop will be Feb. 12-15 from 7:30 am. to 4 p.m. at the base theater. No registration is required. Federal job workshop - Learn how the federal selection and hiring process works. The workshop is Feb. 20 from 8-10:30 a.m. at the TAVSC, classroom two. Registration is required. Sponsorship training - Provides a complete outline of the duties of a sponsor. The classes are Feb. 8, 22 from 2-3 p.m. at TAVSC, classroom two. PCS workshop - Provides information on what takes place during a permanent change of station move. The workshop is Feb. 15 from 8-11 a.m. at TAVSC. Registration is required. VA representative - A Veterans Administration representative will be at the TAMP office Feb. 16 from 8:20 a.m. to 3 p.m. to answer questions about concerns prior to leav- ing the military. An individual reported Jan. 12 he inadvertently left the business cash box containing $1,596.38 in a vehicle. Another individual rented that vehicle from the car rental agency on base. Upon discovery of the cash box missing, the individual contacted the renter who denied any knowledge of the cash box being in the vehicle. An individual reported someone

entered his unsecured room and stole $300 from an unsecured secretary.

Two unidentified suspects entered a victim's home and took $29 in cash and a wedding ring set valued at $535. The items were in a kitchen drawer. The victim further stated the suspects were brandishing a knife and a gun and com- municating threats. The suspects fled the scene without further incident. The

Naval Criminal Investigative Service continues its investigation.

An individual's wallet was pickpock- eted while standing in a crowd of people at the Enchanted Lakes Movie Theater. The wallet contained $15, a MARC card and other miscellaneous items. The theft was reported to Honolulu Police Department.

Military police stopped an individual who was speeding in the commissary parking lot. Upon contact the police detected a strong odor of alcohol on the individual's breath. The individual was advised of the Implied and Consent Law after which the individual chose the breath test. The results revealed the suspect's breath to be .137 percent blood alcohol -content. The individual was processed for DUI and was issued three

Federal Magistrate Citations for DUI, speeding and having an invalid state driver's license. The individual was escorted off the base.

An individual reported another person used his calling card number to make more than 100 unauthorized long distance calls to various locations. The person was interrogated and admitted to making $3,000 worth of calls. An individual reported someone

entered his quarters on Bordelon Loop Jan. 18 between noon and 2:30 p.m. and stole a cordless telephone and an unde- termined amount of jewelry and money. There were no signs of forced entry.

While conducting a permissive search of a suspect's vehicle, criminal investi- gators observed two partially burnt,

hand-rolled cigarettes and partially burnt debris suspected of being marijuana. The items were seized as evidence. The suspect was apprehended. The Military Police Department has a

Is there any reason to rehash the Super Bowl? No, especially since Pittsburgh didn't win.

Let's just say I congratulate the Cowboys and the referees on a job well done, and Jerry Jones for signing that check to Neil O'Donnell, because a blind man in the dead of night wouldn't have thrown those interceptions. What was he thinking? Anyway, as I watched the Bulls

play the Suns early on Super Sunday morning, a question crossed my mind - "Why doesn't Hawaii have a major pro sports team?"

Hawaii has perfect weather for any sports team. Football? It's not as hot as Phoenix, which is the last place I'd force a bunch of 300 - pound, heavy-breathing men in 40 pounds of equipment to play as physical a game as football. But it rains often here, which means there are good opportunities for classic "mud bowl" games.

Ore' would ni-a have to take into account the automatic audience here -the'military. The opportunity is ripe for some slick promo- tion dealing with the armed forces. There's Aloha Stadium, sitting right outside of Honolulu. This is an opportunity just waiting for some businessman looking to make an investment, no matter the risk. Hey, I'd do it if I had the money ... well, OK, actually, I'd buy a race car team before I bought a football squad, but still, what's the holdup? Someone get one of these hotel chains in the loop. And where, oh where, are the

pro beach volleyball teams? Can you imagine a pro game being played on the volcanic sand on the Big Island? That would be great TV. Again, I ask, what's the matter with these hotel chains? Someone's got to step up.

Therefore, I extend a proposal to any hotel chain willing to pick up the idea: first, give me access to, say, $100 million. I'm not saying I'll use it all, but after I buy a house and a Ferrari, it'll give me leverage to buy the Seattle Seahawks and move them to Aloha Stadium. If the Seahawks, a team on the rise, won't bite, then I guess we'll have to go for the 'Dunce Bay Bucs.

Then, I'd badger Hawaii's Department of Transportation to add one lane each way on Highway 78, and to increase the parking area around the stadium. The money spent on the highway and parking would be recouped easily in parking fees and sur- charges on tickets. Aloha Stadium vendors will make big cash. Aloha Stadium itself will make big money. I'll make big money.

See? Everyone's happy. Of course, if the hotels don't want to give ma that much money, and would only come up with, say, $1 million, I'd go ahead and purchase a pro beach volleyball team (after, of course, I get my house and Porsche). I'd hook up a contract with ESPN and voila! There's a pro sports team from Hawaii on a major television network.

I've got lots of other good ideas like these. Someone should hire me.

The rain did not stop Leathernecks from conquering Diamond Head Crater Saturday, although it did make the trip

up the crater more adventurous. Marines attending the Single Marine

Program's excursion to the extinct volcano sloshed up the crater, dodging raindrops to enjoy the view and share in a sense of camaraderie. One of several tours offered by the program to

constructively fill the free time many Marines find themselves with, the day was free of charge.

"We will go anywhere the guys want to go," said Renee Valdov, program coordinator. "We are trying to get everyone out and around the island to see all of the sights that are in our backyard."

The trip began with the 15 Marines boarding a bus to Diamond Head, and upon arrival, charging out of the door to the base of the 761 foot mountain. After climbing halfway up, there was more frequent use of the lookout

points scattered along the side of the trail, not for pictures, but to rest.

Once at the top, the cameras began snapping while Marines posed with each other against the backdrop of Waikiki Beach and the Pacific Ocean.

"This is supposed to be the most beautiful state in the United States," said LCpI. Rick Gaither, Charlie Company, 1st Battalion, 3rd Marine Regiment. "This is a great way to see what the island has to offer." After twenty minutes at the lookout post, it

was time to head back to the center of the crater and have lunch while the sun began to break through the clouds.

Valdov said the Single Marine Program is relatively new to the island, but participation is increasing as she and her volunteers continue to advertise the many resources the center has to offer.

"We have a big screen television, pool table, dart board, card tables and a stereo," Valdov said. "All of these things are here for the Marines to use."

She said the Single Marine Program has had a problem escaping the boy scout image, although the only reason the Marines go in a group and leave together is to make sure no one is left behind. This was exactly how things were run throughout the whole trip - with

Valdov giving everyone a chance to do whatever they wanted to. After Diamond Head, the bus bee-lined straight to sun- drenched Waikiki Beach for three hours of relaxation with 100 percent of the

Marines going straight to sand. After everyone finished their fun, it was back aboard the bus to make their way back to base.

Valdov and the Marines said the day was a success regardless of the sketchy weather that lingered throughout the trip to Diamond Head. However, the sun paid them back once they arrived at Waikiki Beach.

The Single Marine Program heads to Sacred Falls Saturday where participants can enjoy hiking and a free Barbeque. The bus leaves Building 1033 at 9:30 a.m. For more information, contact Renee Valdov at 257-6278.

pete, a Marine stationed here, has a problem. He commutes everyday to Camp Smith, but

his car just can't make it over the Pali anymore without him having to practically get out and push. Monday, he figures, will be the day 'rile Betsy, the Hawaii Beach Bomb, dies - right in the middle of the second tunnel.

Pete's car, bought from a buddy when he first came to the island as a PFC (he's now a corporal) and hasn't been tuned since, needs attention. Soon. But payday is still a week away and tune-ups can start at about $50.

Lucky for Pete, a buddy offers to go with him down to the auto hobby shop here to give Betsy a little TLC. The buddy should know, as he just got done doing a.

Not a problem, though, as there are shop employees around to help figure it out.

From routine oil changes and tune ups to all out, ground-up restorations and Marines wanting to live at the hobby shop, Dave Tiqui has just about seen it all. It's not through years of dealing with Marines, though, because Tiqui has only been at the auto hobby shop here since June, 1993.

Once there, they are greeted by John Honold, a retired Marine who works the tool issue room, with a "Hi, welcome to our hobby shop." He checks Pete's military ID, vehicle registration inspection and DoD decal and then issues them a stall.

Not all the benefits of using the shop are quite so tangible, remarks Mama, who knows what it's like not to have a place to do car stuff.

cars," Alamo offers. "So I know what it's like. It's great to have a place to work. Plus, here you get comraderie.

"If you come here alot on a long- term project, you get to know the guys and talk story," he adds. "It beats going downtown and getting drunk."

Meanwhile, out in the shop, work stops and tools are laid down in several stalls as the patrons run outside to help a Marine push his beloved, but dead, Monte Carlo into an adjacent stall. Task over, work resumes.

"Doing your own work builds con- fidence, too," Mama says. "We had a guy a couple of weeks ago. He wasn't sure he could do it (the job). But he did it and he was all happy."

One of the more common projects patrons come in to do, says Mama, is replacing CV joint boots - the rubber cover protecting the con- stant velocity joints found in front wheel drive cars.

"Out in town, a kid would pay for the parts as well as for the labor involved in fixing it," figures Mama. "Most shops charge $40 or $50 an hour for labor. We save them that much, anyway." "That and the biggest benefit out

of using the shop," adds Tiqui, "is that we are teaching them. Using the shop saves them money while giving them knowledge."

One of those Marines taught is lstSgt. Carlito Cabrera of Headquarters Company, 3rd Marine Regiment here.

"The first time I ever used the hobby shop," Cabrera recalls, momentarily laying aside his disk grinder from his current project - a 1949 Chevy pickup truck, "I came down here just to do a brake

change. Now I am restoring VWs." Cabrera agrees that saving money

isn't the only benefit of using the hobby shop.

"It's a stress reliever," he says. "You're at work all day. What better way to relax than to come down here and do something you enjoy and at the same time, learn something?"

Another attraction of the shop, according to Cabrera, is the dedi- cated staff.

"Dave Tiqui is willing to help any- body," he says. "There's nothing he can't figure out."

Like the time, Tiqui recalls, a Marine came in to do his brakes.

"We cut his drum and he put it back on," Tiqui says. "But he forgot to reinstall his bearing races. He couldn't figure out why his wheel was so wobbly. We took the wheel back apart, but he had so much grease in there, you couldn't see the races were missing. Even Dave [Alamo} was scratching his head. "Then his buddy comes out of the

machine shop," Tiqui continues, "with the races in his hand and says, 'What are these?"'

Tiqui pauses to offer advice to a patron with a VW, Tiqui's specialty. They laugh together.

"The things I do for you," Tiqui says, shaking his head. Another little-known part of the

hobby shop, says Mama, is the hobby shop at Camp Smith, which is technically part of the hobby shop here.

The shop manager there, Russell Okura, is licensed to do safety checks and air conditioning work, according to Alamo.

"That's a good deal," says Mama. "He's also open six days a week

"Our days off are offset from the other auto hobby shops on the island," notes Alama. "So you'll always have someplace to go. Traditionally, auto hobby shops are closed Mondays, so we even get patrons from the other bases here."

One thing the K-Bay shop has, but is currently unavailable, is the paint booth, admits Mama.

"The Marine Corps is going to be the first service to have a mandatory respirator safety program," explains Mama. "Before you can use the paint booth, under the new program, you will have to get a res- piratory physical, a fit test here (of the actual respirator) and then you will be issued a card good for a year. Once you have done all that, then you can use the paint booth."

Alama still needs some equipment and the final coordination with the base safety office before he can implement the program, he says.

Another service the hobby shop is now offering, explains Mama, is oil collection from sources outside the hobby shop. Formerly, the only oil the shop could accept was oil drained from cars actually in the shop at the time.

"Changing your oil at your quarters or in the BEQ parking lot is still illegal," says Mama, "but we will take outside oil to discourage random dumping."

Although abuse of shop tools might be expected in a shop cater- ing to relatively inexperienced mechanics, it's not a big issue, according to Mama. It's just part of their education.

"Some guys unwittingly abuse tools," says Mama. "But my biggest expense, beside salaries, is big item tool replacement. The tire changer cost $3,500 and the new lift cost $4,000." These are the tools patrons like Cabrera come to the hobby shop for.

"I can't do it at home," Cabrera explains. "The shop has everything I need." Cabrera returns to the bottom line

out," he says. "If it's not available, they try to make it available." Cabrera's advice for people interested in using the hobby shop is simple:

"Listen to what they say - this is the place to learn. You get to learn the basics and things you can do on your own to save a lot of money."

I see a disturbing trend among young people today. Dating relationships start at younger and younger ages. Pre-teens "going out" no longer raises an eyebrow. Children talk about who is going out with who at ages when I only thought of catching frogs and playing cowboy.

Yes, it is cute and maybe they are learning how to develop relationships with the opposite gender, but I am not sure that is a good thing. One on one steady dating pro- duces emotional bonds which often result in wounding let-downs. Listen in on the conversations of our young people and you will discover how much of their lives are preoccupied with "who broke up with who."

Another chaplain and I discussed suicide prevention cases we had been involved in. Interestingly many involved men distraught over breaking up with a girl. If adults struggle with the emotional scars of our society's dating system, how can we expect our young people and children to cope? In addition to the broken hearts and hurt feelings,

another drawback of the current trends lies in the message it sends to our young people. They prepare for the

life-time commitment of marriage by a series of short term relationships that end in splitting up and disap pointment. The mindset that says "I can just break up if it doesn't work out" will not fall off when the wedding ring goes on.

I offer a few suggestions for parents. Encourage children to go out with others of the opposite sex in groups rather than one on one. Set an age level when you will permit them to have more committed relationships. Lay down rules about meeting your child's friends before they date.

Sound too old-fashioned? One dad told me he did not interfere with his daughter's dates because he wanted her to know he trusted her. A turtle lays its eggs and leaves them, "trusting" them to the mercy of the world. You can let your child know you trust them in other ways but when it comes to dating, I think it is better to let them know you care about them by lovingly setting boundaries. An eagle guards its eggs and brings food to its young, not pushing them out of the nest until it knows they will fly. Parental supervision and involvement in a child's relationships preserve the child from premature heartaches and emotional rollercoasters. If that is old fashioned, let's turn back the clocks!
