"He also told the bystanders what they needed to do to help," Wilson said. "He told them to disconnect the battery to prevent flames and to watch for fire in case it needed to be extinguished."

The Honolulu Police Department and Honolulu Fire Department showed up 15 minutes later, Wilson said. They commended Freitas for his selfless work. When the victim was removed from the vehicle by paramedics, he moaned and complained of back pains, Freitas said.

"lb me, it was nothing," said Freitas. "I was just doing something I was trained to do."

Freitas was a firefighter with 945th Civil Engineering Squadron at Hickam Air Force Base from 1985 to 1988. He took emergency medical technician training in 1987.

In 1988, he went to the Federal Fire Department. He moved over to his cur- rent job last year.

Although the heroic action seemed like a scene straight from the big screen for people like Wilson, he said Freitas said there's no glory in situations like this.

"I just saw someone who needed help and gave it to him," said Freitas. "I hope someone would do the same for me."

The victim was taken to Queen's Medical Center, according to Freitas.

FOURTH From A-1

10,000-foot Crater of Haleakala in the northeastern part of the island, became the Fourth's second home. Civilization slowly grew out of the barren fields of Camp Maui, with as many as 19,000 leathernecks at a time calling the camp home.

It was 53 years ago in February 1944, when members of the Fourth Marine Division battled a fierce and hardened Japanese force to capture the Kwajalein Atoll in the United States' Central Pacific offensive, and later displayed their "uncommon

valor" on Iwo Jima. The accomplishments of the Fourth

were many during the war. The young men of the Fourth were the first to go directly into combat from the United States. The Fourth was also the first division to capture a Japanese mandated island while defeating the enemy in the shortest combat time in the Pacific campaign, when the leathernecks attacked Kwajalein Atoll in the heart of the Marshall Islands.

But perhaps the most remarkable feat the Fourth accomplished was the affected the most combat mis- sions in the shortest time of any mil- itary unit during World War II from Jan. 31, 1944 to March16, 1945.

Terrorism declines but threat remains high as United States looks to future

Linda Kozaryn American forces Press Inforrnoson Service

WASHINGTON - Global terrorism dropped to a 25-year low in 1996, but last year's attacks were much more deadly than in the past, according to a State Department report released April 30.

The number of international terrorist incidents dropped from a peak of 665 in 1987 to 296 in 1996, State Department officials said. The death toll, however, rose from 163 in 1995 to 311 in 1996. Officials attribute this increase to more ruthless attacks on mass civilian targets and use of more powerful bombs.

While the number of international attacks dropped, State Department officials said, the threat of terrorism remains high. A growing concern is the possible use of materials of mass destruction, officials said.

Governments throughout the world have condemned terrorism, which has led to a decline in state-sponsored ter- rorism, officials said. Iran, a primary state sponsor, has not been deterred, however. "As terrorism becomes more global, cooperation among states is indispensable," the report states.

U.S. counterterrorist policy is three- pronged. First, make no deals with terrorists nor submit to blackmail.

Second, treat terrorists as criminals, pursue them aggressively and apply the rule of law. Third, impose econom- ic, diplomatic and political sanctions on states which sponsor and support terrorists.

"We will never surrender to terror," President Bill Clinton said in April. "America will never tolerate terrorism. America will never abide terrorists. Wherever they come from, wherever they go, we will go after them. We will not rest until we have brought them all to justice."

Two-thirds of the 1996 international terrorist attacks were "minor acts of politically motivated violence against commercial targets," State Department officials said. The other third included Marxist terrorists in Lima, Peru, seizing the Japanese ambassador's residence and hundreds of hostages. Suicide bombings in Tel Aviv and Jerusalem aimed at destroy- ing the Middle East peace process killed more than 60. A truck bombing at Khobar Thwers in Dhahran, Saudi Arabia, in June last year killed 19 U.S. airmen and wounded hundreds more.

DoD shifted into high gear to thwart terrorism in the Middle East and else- where following the Khobar Towers attack. The tragedy sparked a vigor- ous, DoD-wide campaign to safeguard U.S. service members.

DoD's goal is to be ready for any con- tingency. About 30 nations now pos- sess chemical and biological weapons programs and at least 12 have advanced missile capabilities, U.S. Defense Secretary William S. Cohen said recently at a terrorism conference at University of Georgia in Athens.

Adversaries may use a variety of cre- ative means searching for an Achilles' heel, Cohen said. Cyber soldiers and saboteurs can threaten the nation with computer viruses or logic bombs. Terrorists who resort to weapons of mass destruction can destroy hun- dreds of thousands of lives.

'This scenario of a nuclear, biological or chemical weapon in the hands of a terrorist cell or rogue nation is not only plausible, it's quite real," Cohen warned. 'The information superhigh- way is not traveled only by pilgrims and high priests of peace. Sick scoundrels, religious zealots, flat-out fanatics and extreme fundamentalists have entered the stream of electronic commerce and communication."

U.S. officials are also ramping up against the threat of domestic terror- ism. As part of DoD's Domestic Preparedness Program, military teams are helping federal, state and local emergency response officials in 120 American cities prepare for possi- ble chemical/biological attacks.

After a period of

occur after only two

years! If there has

been seepage or

aluminum parts of the engine.

It is very important to keep the correct cool-

Preventive maintenance is the only way to

add years to your car's life. By dealing with

minor problems before they become major

aggravation. After the coding system has been flushed

That's why ifs important to do preliminary

Reservists train active counterparts

Cpl. Michael Cross MCAGCC, lwertiynine Palms Palk Affairs

MARINE CORPS AIR-GROUND COMBAT CENTER, Twentynine Palms, Cali£ - Before a Marine goes to war, train- ing, and lots of it, must first take place.

Two reserve Marines from the Tactical Training Evaluation Control Group ensure their reserve and active duty counterparts receive the necessary training so they are capable of going where the country needs its Marines at a moment's notice.

Staff Sgt. Douglas Webster and MSgt. Jim Garland, both reservists who were recently attached to IT ECG, help train visit- ing Combined Arms Exercise Marines by evaluating their perfor- mances during live -fire exercises. However, they only do this dur- ing their drill time, they said.

Although they don't spend all year training their fellow Marines, the two Marines said they maintain their training skills. Both were active duty and went to the reserve side of the house after their first enlistment.

'The training doesn't change very much," said Garland, a Penbroke, Mass. native. He is a member of the Individual Ready reserve unit out of the Naval War College in Newport, R.I. The ranges are pretty much the same, so you know how to evaluate the training. 'No days after arriving, I was out here evaluating the infantry units."

Webster is a member ofthe Individual Mobilization Augmentation unit out of his hometown of Las Vegas. He enjoys doing his drill time aboard the Combat Center, he said.

Webster is used to dealing with weapons even when he's not eval- uating CAX exercises, he said. In his civilian life, Webster is a state trooper with the Nevada Highway Patrol. Garland is a self- employed carpenter in Massachusetts. I'm from Boston, and corn- ing down here really beats shoveling snow," said Garland, a 24-year veteran of the Marine Corps.

Besides evaluating the Marines, they said they are also tasked with ensuring the safety of CAX forces during exercises.

"We do everything the other coyotes do," said Webster, who has spent 17 years in the Corps. "We ensure the exercises are conduct- ed safely and are controlled. We make sure they follow the proce-

dures they set and we also simulate enemy mortar fire to see how they react to incoming fire."

They helped train the Marines from Co. L, 3rd Battalion, 2nd Marines at Range 410 "A" during CAX 5/6-97. They supervised the Marines as they assaulted, cleared, and secured three trenches.

When they come aboard the Combat Center to accomplish their drill time, they are not treated any differently from their active-duty Marines, said Capt. Andrew Kennedy, assistant infantry represen- tative for ITECG.

"Everyone gets the same treatment," he said. "It's important everyone here does get treated equally because everyone gets rusty on the ranges, not just the reservists. It's immaterial whether you did it last month or last year."

Sergeants major prepare for August symposium

Fred Carr HQMC Polk Affairs

WASHINGTON - Sergeants major from around the Marine 'orps will meet in Washington this August for their 1997 sympo-

sium. The annual gathering of many of the Corps' senior enlisted Marines

provides a roundtable to discuss issues affecting quality of life, train- ing, performance standards, career progression, and a host of other topics. Many of the ideas submitted for discussion come from indi- vidual Marines who view their sergeant major's participation in the symposium as an opportunity to voice their concerns and recommen- dations to better the Corps.

Last year's symposium generated a broad range of recommenda- tions which were submitted to the Commandant for review. Some of those recommendations were approved, others were not, and several are still under further review. Among them:

Distinctive promotion warrant for corporals and sergeants. A new promotion warrant for noncommissioned officers which

recognizes their unique position of responsibility is being designed. Seals on staff noncommissioned officer promotion warrants.

Discontinued when the warrants were redesigned in 1992, embossed seals will once again appear on staff NCO promotion warrants.

Rewrite and upgrade the Good Conduct Medal certificate. Service ribbon for Drill Instructors and Marine Security Guards. A recommendation that Marines competing for gunnery sergeant

through sergeant major, and who would have 18 years of service at EAS would, on the day the board convenes, agree to serve an addi- tional 24 months or not be considered was not approved.

Reimbursement for out-of-pocket expenses for Marines assigned to independent duty

Unit cohesion was also a topic of last year's symposium.

Be there at Dewey Square If you say 'yes' - show up

After working here in the "head shed" for a couple of months, I've noticed a disturbing trend at cere-

monies in Dewey Square - empty chairs! It really didn't make an impression on

me until last week. At about 9:40 a.m., I heard the Marine Forces Pacific Band crank off. I, like most Marines, thorough- ly enjoy watching and listening to them. They were providing a concert of request- ed music at Dewey Square to an almost empty reviewing area.

I counted 21 Marines at or near the reviewing stand. Almost every one of them stopped and watched the band form the concert formation and begin playing. As the band played, approximately 15 minutes, I saw people wander up and enjoy the performance. After the band resumed their parade position, most of the gathering went back to their preparations.

I wondered what the Marines standing in the sun looking over the top of their instruments at the

empty reviewing area were thinking. I have no doubt what "LCpI. Guthrie" would have been think- ing. The change of command ceremony began on time.

Nothing really unusual -about that - after all, we are Marines and pride ourselves on punctuality. However, there lots of orange seats with white labels and no bodies in them. Usually, reserved seating (the ones with white labels) is made only for those who RSVP as attending. Two Marines had a very important day in their lives and not many people who agreed to be there showed up. The preponderance of Marine officers will have

two commands in their careers - once at the com- pany/battery level and once at the battalion/squadron level. At the rank of colonel the population and opportunities for command really thin out. So why didn't more Marines turn out to

salute the efforts of a successful comman- der and wish an incoming commander well, especially after agreeing to be there? Our word is our bond as commanding offi- cers, sergeants major and first sergeants. We bring no MOS credibility to our assignments; only our integrity and a good (or bad) name. We have the highest highs and the lowest lows and we want fellow Marines to share the high points of our job with us. That's why we invite peers and those we admire to the changes of command and posts and reliefs. We are trying to show our guests we appreci- ate their support and guidance and just one more time say, "Look at my Marines. Ain't. they great?"

The next time you are invited to a ceremony, RSVP. If you respond in the positive, be there! And arrive early - you just might get an unexpect- ed treat. - SgtMa.j. L.R. Guthrie, Base Inspector Office

Pull-ups

Kipping was a cop out; ust stick to the standards

Itoo am tired of all the discus- sion of the "new" Physical Fitness Thst (PFT Changes,

Hawaii Marine, May 29). Marine Corps Order 6100.3J Physical Fitness, dated Feb. 29, 1988, as well as the previous edition, specified the pull up should be executed so as to maintain a vertical movement. The revision which everyone is so

puckered about provides "common language definitions" which make it clear the pendulum motion, or "kip- ping," is not allowed. You see, for some unclear reason and without offi- cial sanction, Marine leaders collec- tively decided to stop enforcing this standard. I suspect it went some- thing like this, "If they're not going to require their Marines to meet the standard, and I require mine to, I render them non-competitive." This same mentality also plagues our per- formance evaluation systems.

I believe the current PFT exercises are simple to execute, with specifica- tions that are easily enforceable, allowing a "level playing field" evalu- ation of all Marines. My opinion aside, they are the exercises designat- ed by the commandant of the Marine Corps. I may be old fashioned, but for some reason I feel obligated to obey and enforce his standards.

I'm sure he has legions of "fitness

experts," bonafide and self-appointed alike, who are taking time out from hawking abdominizers and thigh masters to offer their input. If and/or when, a revision to the order specifies different exercises, I will just as enthusiastically comply and/or enforce those.

I can't, help but notice the same Marines who have difficulty perform- ing dead-hang pullups also exhibit difficulty negotiating the obstacle course and climbing ropes. I recall observing a lot of "technique weenies" who used to imitate Kermit the Frog, reaping a quick 100 points for pullups, having difficulty at the obstacle course too.

Rope climbing, load bearing and the negotiation of obstacles requires the individual to demonstrate strengtilt, stamina, endurance and let's not for- get resolve, in order to successfully complete these tasks. I may be off the mark, but it seems to me the training which helps you accomplish .

these tasks must inherently prepare you for the dead-hang pullup evalua- tion. "Muscle memory?" That dawg don't hunt!

I have to wonder if those so vigor- ously challenging the relevance of the dead-hang pull up are not the same ones who were whining when the actual PFT score became identified in section A of the fitness report.

Let's stop this whining and fulfill our obligation. - 1stSgt. R.A. Hawkins, SNCO Academy

College degrees you make it happen if you want

Cpl. Steven Williams Combat Correspondent

Forest Gump's mama always said "stupid is as stupid does." That's probably because she was in the Marine Corps at

one point and didn't go to college before she got out. She did- n't have the money, time or patience to deal with paperwork. Then, a few months before she got out, she found out stu-

pid she was. The Marine Corps pays for 75 percent of college tuition on active duty, and she could've tested out of subjects she already knew with free College Level Examination Programs. All it takes is a trip to the Joint Education Center and a couple hours a couple days a week and minimal paperwork.

She's currently kicking herself in the rear area security element because she could've had a huge head start on a degree had she started tak- ing college courses when she had the chance. Tuition assistance

"Marines don't realize they are allowed to have $2,500 for undergraduate studies and $3,500 for graduate in tuition assistance at an accredited institution every fiscal year," SSgt. Vincent Caballero, education technician, JEC, here, said. 'There are several advantages to taking college courses while still on active duty, including most of the cost is paid for and the command encour- ages education."

Marines receive more assistance for graduate studies because of the dramatic increase in cost from under- graduate studies. For example, Caballero said Hawaii Pacific University charges $82 for one credit in a lower divi- sion undergraduate study while it's $296 for a credit in a graduate class.

But, no matter where Marines are in their degree pursuit, the Marine Corps pays 75 percent of the tuition. That is, it's paid for if the students stick it out and pass the

class. If they voluntarily drop out because they can't hack it or they receive a failing grade, they will have to pay the full amount.

If students have to involuntarily drop the class because of

Corps out it. not kn

Cet

duty requirements, the Marine Corps will still foot the 75 percent bill.

College courses are also available to family members, according to Caballero. They aren't eligible for TA, but they can apply for financial assistance through the college.

Sadly, only 2,276 personnel here are attending classes out of around 8,000 aboard, according to Loretta Cornett-Huff, education officer. Caballero said that's a bad ratio, consider- ing college programs are available to everyone.

"It really bothers me as a former recruiter because 90 per- cent of the prospects I talked to wanted college and money

for it," Caballero said. "Many of them leave the Corps without it. Why not knock it out while you're in?" Another way to get a head start is taking free College Level Examination Program tests. Offered on a variety of subjects, these exams, once passed, give students credits without taking classes on the subject. CLEP tests are available in general subjects such as English and Science or other subjects ranging from business management to carpentry. Family members can also take these examina- tions for $42. There is an important fact to remember for Marines transitioning back into the civilian com- munity intending to pursue degrees. "There is a large number of Marines left that are enrolled in the Veterans Education Assistance Program," Caballero said. "The president just

signed a bill that would give these people access to the Montgomery GI Bill. The GI Bill will give them more than $15,000 in benefits rather than the $8,100 offered by VEAP." These are only a few educational advantages offered

through the Marine Corps. The JEC has a variety of pro- gram which allow base personnel to tailor their education to exactly what they plan to pursue as a career, Caballero said.

So, don't turn out like mama who's sitting in a classroom slamming her head on her books. She could've graduated with just a few more classes had she just gone to school a cou- ple nights a week on active duty.

Now, she's teaching her children "stupid is as stupid does."

Just for doing your job Cpl. Steven Williams

Combat Correspondent

A free Apprenticeship Program is available at the Joint Education Center for Marines to earn an apprenticeship certificate from the Department of Labor by just doing their jobs and logging it in.

"It's.a shame that for as easy as it is and as little time as it takes that more Marines don't do it," said PFC Kevin T. Aull, education clerk, JEC, here.

There are two major advantages to the Apprenticeship Program, according to Aull. First, is Marines getting out have a head start in their job field and the experience may boost their chances with employers. Second, is Marines staying in have a certificate to add to their service record books which looks good on promotion boards.

"It's a feather in your hat," said Aull. "All you have to do is com- plete a certain number of hours in each skill area involved with the apprenticeship area you want to pursue, and you get a certificate."

Military occupational specialties, time in ser- vice and Marine Corps Institute courses also count for hours. Marines receive 1,000 hours toward their certificate for every one year of active duty service following their MOS school.

However, students can only be accredited up to half of the required hours for the certificate. The remaining half must be earned.

If Marines' MOSs are not located on the AP Marine list, they can apply for an area on the Navy list, and vice versa. The certificate also counts for credits toward

an associate's degree at some colleges. Applying is simple, according to Aull. Marines can drop by the

JEC, pick up a registration application, then return it with a copy of page eight from their SRBs. Classes on the AP are available to units here, Aull said. "I usually teach one once or twice a week," he continued. "All the

units have to do is call up and request it." AP certificates are almost too easy, according to Aull. Marines just

do their jobs, sit down for a couple of minutes and log down hours in each area they worked. As a result, they get a free certificate which proves they're experienced professionals in their field.

`It's a shame that for as

easy as it is, and as little

time as it takes, that

more Marines don't do it.'

Use your resources to recycle B.R. White

speciotto the Howoii Morino

Why aren't you recycling? This is a question I

often wonder about here, where it is so easy to recycle.

Recycling is a great way to help clean up the earth, and it is good for the economy, as manufacturing an item from recycled parts is cheaper than using raw materials. lbo often though, people think their neighbor will do their part so they don't have to.

Here, we have the privilege of curb-side pickup for our household recy- clables, yet less than half the base actively recv-

White

des. At other bases I've been to, such as Camp Lejeune, you have to take your household recy- clables to a drop off center on base. It has been made very convenient for us here to do our part in making the world a better place.

Here are some simple ways you can recycle: Re-use your commissary bags for your

kitchen, bathroom or automotive trash bags. If they are plastic, hang them on a nail in the kitchen or line a small garbage container with them. If the bags are paper, line a larger garbage container with them.

Instead of throwing your soda cans in the trash, put them in the sink and rinse them out when you do the dishes. Hang a plastic com- missary bag on your kitchen door and pitch the cans in there. When the bag is full, simply drop it in the bright yellow recycling bin we all have in base housing.

Do the same with any glass or plastic con- tainers with the numeral "2" on the bottom. Don't forget to do it with plastic milk containers as well.

All of your old newspapers can be put in the black tray in the bright yellow recycling bin.

I'm sure you've seen people throw away cardboard containers on Wednesdays with the normal trash pickup. However, these can be saved and placed out for recycling pickup.

When you drag your trash can back in from pickup, just drag your recycling bin out to the curb.

It may not seem like much, but that's the point - it isn't. These are very simple things we can all do to show we want our children and grand- children to have a beautiful world to live in. It's also a great way to teach our children respect for the land.

Are you looking for activities for you and your children now that school is out of session? Besides the beach and parks (there is such a thing as too much fun in the sun), consider going to one (or all) of the many museums on Oahu.

While not quite on the same scale as the Smithsonian, these museums cover a variety of areas - offering cul- tural experiences, viewing the history of Hawaii or are just plain fun. No matter what your interest, there is something to intrigue you and your family. The following is an abbreviated list of museums you can -41'1

Hawaii Marine June 13, 1997 A-7

Dads have their day after nine months ASYMCA focuses atten-

tion on new fathers and family additions.

Cpl. Steven Williams Combat Correspondent

Mummies carry babies for nine months, providing a life line for their children until birth. Daddies do the dishes. Mommies go through nearly a year of pain, confusing emotions and lifestyle changes.

Daddies offer understanding. Mommies endure hours of labor and anguish as babies come

into the world. Daddies cut the cord. With moms being so important in their babies' lives, daddies

may not feel very important in the birth process, Barbara Essman, instructor for the Armed Services YMCA lamaze class, here, said. But according to most of the moms in the course, dads are vital.

"My husband played a major role during the whole pregnancy and during child birth," said Dawn Hicks, proud mother of a 7- week -old boy. "His support really made me feel better. He was always right there helping me." "It makes her feel better to be able to hold my hand and know

I'm there," said Cpl. Dwight Hicks, Dawn's husband. "I got her ice chips when she was thirsty and helped her breath when she needed it."

Some fathers don't understand where they fit in, Essman said. That's why taking lamaze classes is a valuable tool to conquer misunderstanding when understanding is so important.

"My husband loves to come so he can ask all of his questions," said Alisa Johnson, a 23-year-old soon-to-be mom. "He wants to

know how to help me in the right way." "It helped Dwight by seeing the other guys in the class and

how they were reacting to situations," Dawn said. "It showed him he's not the only one out there who feels a certain way about different things."

"It also helped our relationship," said Dwight. "We feel a lot closer, knowing we've been there for each other for support through the whole thing."

Dgitol photos by Cp1 Steven Williams

Cpl. Dwight Hicks, crew chief, Marine Heavy Helicopter Squadron 362, pacifies his 7-week-old son Dylan. (Below) During a lamaze class reunion, Dawn and Dwight Hicks, left, discuss their birth expe- riences with Barbara Essman, instructor, Armed Services YMCA lamaze class.

"The things my husband learned helps him keep me disci- plined," said Johnson. "If he sees me up trying doing some cleaning, he'll make me lay down. He knows what is too much.

"The classes helped our relationghip because he could see what the other fathers were going through and how the moms were acting, too," added Johnson.

"And by seeing other pregnant women being so emotional, the fathers will know it's not just his wife acting the way she does," said Essman.

Lamaze gives a perspective of what will happen in the deliv- ery room for both mom and pop, Dawn said.

"I knew what to expect and what will be happening to me," said Dawn. "And he knew what he needed to do to help me out. It's better to know its not going to be a quick in and out process. We knew what to expect and we're not going into it blind."

Probably the most important role fathers take comes after !amaze and birth, Essman added.

"More and more hospitals are immediately separating mother and baby," Essman said. 'That's when dad becomes very important."

"I got to give Dylan his bath and cut his umbilical cord," Dwight said. "These'are very important experiences, because they're things you'll never forget." Being present for the birth of a first child is a once-in-a-life-

time experience, Dwight added. "Anyone you ask who missed it will tell you they regret it,"

said Dwight. "When you watch your child come into the world and take his first breath, there are no words to describe the excitement and feelings." Once the experience is over, Essman said parents are happy

they took lamaze. The classes are given at the ASYMCA in seven-weeks series

on Thursdays from 6 to S p.m. The next class begins July 10. During a lamaze class reunion Sunday, Dwight gave two

words of advice to expecting fathers -be patient. "That's the same advice all the fathers give during reunions,"

said Essman. "Once they understand how important they are to moms during pregnancy and the birth, they begin feeling better about their role with their children."

Mommies do all the work while daddies provide support, Dwight said. But to babies who are entering a the world frag- ile and helpless, both played and will play an important role.

A Marine was arrested by the Honolulu Police Department for driving under the influence of alcohol. A breath test given by HPD revealed the Marine had a blood-alcohol content of .177 percent.

A Marine was arrested for driving under the influence of alcohol and underage drinking after Military Police stopped his 1992 Honda for failing to stop at a traffic sig- nal at H-3 and 3rd Street. After stopping the Marine at the H-3 gate outbound, MPs smelled alcohol on his breath. He was given a field sobriety test, which he failed. The Marine was taken to building 1096, MP Headquarters, where he refused to submit to an intoxilyzer test.

A Marine was arrested at Schofield Barracks by Schofield MPs after an argument with another person.

Divorce and separation: know where to go

Capt. I.D. Brasure Combos Correspondent

Marriage is one of the most important social institutions recognized today. .

such, it should be entered into with a great deal of thought and careful con- sideration. Unfortunately, once a couple is mar-

ried, the marriage may become strained and broken and couples often come to the conclusion it is in the best interest of both to seek a separation or divorce.

Once a couple has decided to consider a divorce or separation, the legal assistance office can be of great help in explaining all the factors which should be considered. Legal assistance attor- neys can competently discuss not only the

Brasure

legal matters involved in divorces and separations, but may also counsel clients regarding the moral and ethical considerations as well. The LAO counsels clients on all

aspects of separations and divorce.Hhowever, only separations and uncontested divorces may be processed through our office. An uncontested divorce is one where the couple completely agrees on every issue, such as child custody, debt assignment and other topics of consider- ation. Contested divorces are the only option for couples who cannot come to a mutual agreement. In the event the divorce will be con-

tested, the LAO cannot process the divorce and a private attorney must be consulted.

The LAO offers a fast, efficient and inexpensive process when it conics to separations and uncontested divorces. The first requirement in the process is the individual seeking the separation or divorce must attend the separations class offered at the LAO. At the sepa- rations class, individuals are briefed fully on all factors which need to be considered. At the end of the class, the instructor

will hand out a separations worksheet. The worksheet must be completed and filled out by both the husband and wife. Once signed by the couple, the work- sheet is used to type up the formal sep- aration agreement. Upon its comple- tion, the separation agreement must be signed by the husband and wife and notarized at the LAO.

For clients intending to go forward with an uncontested divorce, the LAO's Expanded Legal Assistant Program can process all applicable paperwork. The fee for an uncontested divorce is only $55, which is incentive enough to avoid the costly contested divorce process.

Lastly, just as your decision to get married was a life-altering event, so too is the decision to separate or divorce. Before going through with a divorce or separation, consultation

with marriage coun- selors, religious leaders and friends and family is very important. The LAO stands ready to help you with knowl- edgeable advice regard- ing divorces and separa- tions. The LAO can be contacted by calling 257-0074.'

LIBRARY GETS A

GUST OF AIR FRESH

SSgt. Stephen Gude Press 01101

At the opening of the new exchange here, SSgt. Jon Fishman, MarForPac Band,

asked "When is the base library going to get air conditioning?"

The answer, for Fishman (Hawaii Marine, June 5, page B-1) and all the other patrons of the base library, is "soon."

"A lot of people have been ask- ing about it lately," said Murray Visser, head librarian of the base library.

But air conditioning the library isn't as simple a matter as knocking out some windows and putting in four or five units.

"Originally, the project was designated an R-1 project for fiscal year 1997, with a spend- ing limit of $100,000," Visser said. "'lb stay under this limit, the air conditioning unit would have to be put on the roof of the library.

"This turned out to be struc- turally unsound," Visser contin- ued. "Plans were redesigned so the air conditioning units would be placed on the ground beside the library."

However, the redesign of the plan caused an increase in the cost of the project. Base Facilities here received a waiv- er from the Navy Public Works Center to go to a $150,000 limit, Visser explained.

"This turned out to be insuffi- cient as well," Visser said.

Facilities and NPWC are now in the process of designing an air conditioning unit which will stay within the $150,000 limit, Visser said. He said Facilities has assured him air condition- ing the library is top priority. No date for project completion

has been set, but Visser said things have been happening.

"They've been coming in for the past two months with blueprints, checking things out," Visser said, "so it's obvious the project is moving forward."

Karate movies bile I realize not every man has the same taste I do in clothes, automobiles and

music (or we'd all be wearing clothes from natural materials and driving BMWs with old Luther Vandross songs playing on the CD), there is a genre I can safely say all men here miss: low-budget karate movies.

Low-budget karate movies aren't like Jackie Chan or Steven Seagal movies, which get released on the big screen. These are cheesy, poorly lip-synched imports which show on local independent television sta- tions.

These movies have names such as "Dragon Killer, Lady Lover," or "Six Tiger Hearts versus Mandarin Warrior." They feature martial artists who leap 30 feet up in the air, long jump 50 feet, and endure brutal physical punishment to say, "You have disgraced my sensei. You must die!"

Thing is, it always takes whoever was saying this twice as long to move his mouth than to say the words. Numerous comedians imitate these

actors, and even my broth- ers and I received hours

of pleasure mimick- ing them. It was tons of fun. And in an act

of bonding with his sons, my father watched these movies with us, too. However; my mother and my sisters paid no attention to them. They'd walk past the TV, haughtily tossing their heads back, as if watch- ing such tripe was beneath them. Is this a trait for all women? One woman told me whenever her husband

is watching something she regards as stupid on the telly, she reads a book or writes e-mail to her boyfriend on the Internet.

Okay, okay, she doesn't really read a book. As with anything involving some-

thing you're trying to get a female involved in, my karate movie habit turned quite expensive. After get- ting my wife to promise she would watch it with me, I rented a copy of Bruce Lee's "Enter the Dragon," which has some of the best fight scenes of any karate movie. My six- year-old son loved it. My wife, after watching it for 10 minutes, decided to call one of her sisters in Florida until the movie went off She knew I wasn't going to stop the tape to run her off the phone, so she talked for more than an hour.

Therefore, renting this karate clas- sic cost me $20 - $3.50 for the movie and the rest for the phone bill. Needless to say, I don't try to force my wife to watch movies with me any more.

For my son, seeing the movie was a revelation. Instead of believing only the Power Rangers and all those other metallic-costumed peuedo- heroes on children's shows can leap 30 feet in the air, he now believes normal humans, like Bruce Lee, can as well. There's no father-son bonding like

the bond a low-budget martial arts movie can create.

David Strowmatt and his son Nick, 14, work together with the help of fellow scouts to lash two wood beams together.

Young Scouts hit the woods Cpl. Michael Wiener

Comboo Correlpondent

Beneath a billion stars and a silver moon, the timbers from a camp fire slowly burned out. The call of wild animals echoed through the silence. Although it had been a long day,

excited whispers of the afternoon's adventures and tomorrow's pos- sibilities could be heard coming from the tents of Boy Scout Troop 245. Eight scouts from Troop 245 of MCB Hawaii, spent June 6-8 at

Hdomaluhia Botanical Gardens learning, exploring and bonding. "We try to go camping or on a hike on a month," said David C.

Strowmatt, 'froop 425 committee member. "We like to have at least one outdoor activity every month we can do together."

The Scouts occupied one of the many camp sites at the gardens June 6, and set up their tents for the weekend. The scouts began the next day with a hash brown, bacon and egg breakfast -cooked

and prepared by their own hands. "We cook all our own food while we're out here," said Strowmatt.

"It can be as simple as grilled cheese, or as elaborate as steak" With the activities the scouts had planned for the day, getting a

good breakfast was important "We're going to do some pioneering projects -building things like

a monkey bridge or cargo net out drive and wood, fishing, hiking, and they're also going to be studying for advancement"

"You really learn a lot," said Adrian Johnson, 12, son of Belinda and Cornelius Johnson, MCB Hawaii. `Tye learned how to use a knife, axe and saw, first aid techniques, fire gathering and building, and that it takes a lot of planning for a camping trip."

But more important to the scouts than learning how to splint a broken leg or where to find good wood, is the friendship involved in being a scout.

The troop meets every Tuesday at 7 p.m. in the Scout Hut by the Family Gym.

s SSG Red continued to terrorize the volleyball court as they defeated The Band in the second round of intramural volleyball playoffs, 15-7, 15-

8, Tuesday night in main gym. CSSG entered the tournament with an untarnished

record of 14-0. Patrick Kline, CSSG captain, had no intention of seeing the winning streak end.

"Our game plan for tonight is to win fast and get out of here early," said Kline. "We have to play at our level." Thirty-six minutes was all the time Red needed to close

the door on the Band. However, Band was able to put points up first off the dizzying serve of Travis Antoine.

"We really played as a team," said Scott Tung, CSSG Red, "and that's what wins games."

CSSG built a 9-3 lead when Antoine led a comeback attempt, serving four unanswered points to pull Band within two, but those would be the last points Band scored. Paepae Agee, Kaimimoku, Kline and Wayne

Young drilled set after set to the hardwood and finished off the Band 15-7. John Rau, Band captain, was perplexed at what was

holding his team back. "If I knew what was wrong, I'd fix it," said Rau. "I

guess they just have better players than we do." Problems for the band continued into the second game - this time their main problem was Ring. Tung had the hot hands as he sparked his team with

four spikes in the opening minutes of the second game, getting them out ahead early, 4-0. Agae went up for a .

spike, but the only thing he hit was air. Band had gained control of the serve and a chance to get on the board.

CSSG capitalized on the lack of Band teamwork as the match turned into a spike-fest. Off Ingred Buries serves, Hightower, Kline, Young, Thong and Agae slammed ball- after-ball into the Band's defense. It wasn't until the score was 12-3 that the Band came alive and scored.

"We're going to win the tournament," said Tung. "We've beaten all the teams already, so there's really no doubt."

Flag Day Lt. Ronald Cox

memo Flag Day is celebrated tomorrow. A fond childhood memory I have is of my father dis- playing the American flag outside our home

on Flag Day. When we remember the "colors" of our country, we are reminded of the freedom, justice and liberties our flag represents. We, who serve in the military, stand in a long tra-

dition of those who have proudly defended our flag. Because of the sacrifices of many, we continue to enjoy our democratic way of life.

As Old Glory waves this month, it is right to thank God and especially pray for his mercy and help for the U.S. Good government remains one of the

ries revisited greatest gifts God gives. Any measure of order is a gift from the God of order who created order out of chaos.

However, this gift of order is challenged by forces of evil such as discrimination, bigotry and anarchy which would destroy our democratic way of life. Where there is civic order, we have evidence of God's presence and creative power. Our country provides stability in our lives, peace to our homes, freedom and the opportunity to pursue a happy life.

The "Stars and Stripes" is indeed a special bless- ing from God. The next time you hear colors being played, or see the flag proudly flying, remember it is the God of creation and order who blesses our way of life. We pray for his continued help - agr we raise our flag.

The Secretary of the Navy, the honorable John Dalton, dedicates the new USS Iwo Jima.

Navy names newest ship for Iwo Jima News Release

OASD Public Ailcrirs

Va. - Secretary of the Navy John H. Dalton

ounced yesterday the Navy's newest amphibious warship will be named USS Iwo Jima (LHD 7), the seventh ship of the Wasp class. The announcement was made during a ceremony at the Marine Corps War Memorial in Arlington.

"It is an honor for me to name our newest amphibious ship after the Battle of Iwo Jima," said the Secretary "I am proud this great nation will commission USS Iwo Jima to honor the enduring legacy of those who fought and dedicated their lives to the United States of America."

The ship will be the second to bear the name. The first, decommissioned in January 1993, was the lead ship of the Iwo Jima class of amphibious assault ships. The principal mission of the new Wasp-class amphibious assault ship is to enable the Navy/Marine Corps team to accomplish a

seamless transition from the sea to a land campaign and conduct prompt, sustained combat operations at sea.

"USS Iwo Jima, to be christened at the turn of the century, will possess the most powerful technology and weapons capability available," said Dalton. "Iwo Jima's ulti- mate strength will be the ability to deter aggression, and her lifeblood will be our Sailors and Marines who man the deck- plates. They will honor the tradition of sac- rifice so honorably held by those who fought and died at the battle of Iwo Jima."

Wasp-class amphibious assault ships are fully capable of amphibious assault, advance force and special purpose operations, as well as non-combatant evacuation and other humanitarian missions. The ships are fully equipped with command, control, communi- cation and intelligence systems for flagship command duty, and have medical facilities - including a 600-bed hospital.

The assault support system aboard a Wasp-class ship coordinates movement of troops, cargo, and vehicles. Monorail trains,

New cottage planned for K-Bay News Release MCB

The U.S. Marine Corps intends to construct a new beach cottage duplex on the northwestern side of MCB Hawaii Kaneohe Bay, adja- cent to Pyramid Rock Cove. The new cottage is intended to meet the high demand for beach cottage rentals and provide military per- sonnel and their families conve- nient and safe access to recreation- al beaches.

The proposed beach cottage is located in coastal flood hazard zone VE, according to the Federal

Emergency Management Agency Flood Insurance Rate Map, Panel 15001 0060 B, revised Sept. 4, 1987. The base flood elevation is +11 feet MSL. The beach cottage will be located approximately 40 feet inland of the shoreline and be elevated above the base flood ele- vation.

Six alternatives to the proposed action were considered, including No Action. After careful evalua- tion of the alternatives, the Marine Corps determined there are no other practicable alternatives to siting the project in the floodplain.

Public comment was invited

through public notices in the Honolulu Star Bulletin )c. 11, 1996 and the Hawaii Marine Oct. 17, 1996. A 15-day period was provid- ed for submittal of comments. During this time one response was received expressing concerns about the potential flooding of structures during coastal storms, eroding coastlines and adverse impacts on scenic view planes. These con- cerns were given full consideration in the E.O. 11988 process.

The Marine Corps intends to begin construction as soon as all contractual instruments are pre- pared.

moving at speeds up to 600 feet-per-minute, transport cargo and supplies from storage and staging areas throughout the ship to a well deck, which opens to the sea through huge gates in the ship's stern. There, cargo, troops, and vehicles are loaded aboard land- ing craft for transit to the beach. Air-cush- ioned landing craft can "fly" out of the dry well deck, or the well deck can be ballasted down for conventional craft to float out on their way to the beach. Simultaneously, helicopters are moved from the hangar deck to the flight deck by two deck-edge ele- vators and loaded with supplies from three massive cargo elevators.

USS Iwo Jima will be 844 feet long, with a 106-foot beam. Two steam propulsion plants, developing a combined 70,000 horsepower, will drive the 40,500-ton ship to speeds in excess of 22 knots. It is designed to cany nearly 2,000 combat Marines, 1,200 Sailors, a full range of Navy and Marine Corps assault helicopters, AV-

8B Harriers, landing craft, and amphibious vehicles.
