MTT to change pistol qualification

The Marine Corps Mobile Training Team, from Quantico, Va., visited Marine Corps Base Hawaii, Kaneohe Bay, last week to introduce and gather data to validate a new M-9 Pistol Course.
MCB Hawaii was the second stop on a tour of Marine Corps facilities to include Camp Lejuene, NC, Camp Pendleton, Calif., and Camp Hansen, Okinawa. More than 20 Marines from various military occupational spe- cialties on the base went through nearly three days of 'classroom training before actually shooting the new M-9 course of fire."We're taking a whole new (M-9) training package out to various camps and validating it," said Maj. Cornin L. Thomas, assistant marksmanship coordi- nator for Weapons Training Battalion, Quantico, Va.
"We're trying to see if it is written correctly and if it works. If it doesn't (work), we want try to find out what we need to do to make it better. Our intent is to make a better M-9 training package."
Corporals to gunnery sergeants applied new M-9 tech- niques that included firing from the standing position, the kneeling position and even one-handed double action shooting.
Additionally, the new course uses different targets and a different scoring system."The new course is designed around the individual Marine and what he has to do with that weapon, whether he carries it on guard duty or in
combat," said Thomas. On the new M-9 course, shooters will have to use
more practical application to shoot well, according Gunnery Sgt. Nelson Ocasio, a doctrine developer and instructor with MTT.
"There is a lot more technique involved in this new course of fire, compared to the old course," informed Ocasio. "This new course of fire teaches Marines to shoot accurately, and they learn life-sustaining skills that will help them in a combat environment. That's where practicing the techniques come in."
Marines need to practice dry reloading techniques, condition-one reload techniques and reengagement tech- niques, according to Ocasio.
After firing for a day and a half, the Marines gave the MTT members feedback regarding what they liked and didn't like about the course - topics ranging from class- room instruction to firing techniques.
"I like the new course better," Cpl. Nick J. Williams, St. Johns, Ariz. a squad leader with Weapons Co. 2nd Battalion 3rd Marine Regiment. "It's more realistic. You're shooting as you would in a combat situation."
Implementation of the new M-9 course of fire is still a long way off, according to Thomas.
Thomas said there is still a lot more data to be collect- ed and analyzed before the final approval of the new course can be granted.
So far, MTT has received positive feedback about the course during the validation process.

SPRINGFIELD, Va., James Montgomery Flagg's most famous painting has been called back to serve the military again in a campaign that asks America to thank its servicemembers.
Flagg's Uncle Sam - declaring "I Want You" - becomes a spokesman for Defense Secretary William S. Cohen's Joint Outreach Initiative this time around.

The secretary's program aims to "connect" America with its military.
The Armed Services YMCA resurrected Uncle Sam to encourage people to thank military service members, said Frank Gallo, ASYMCA executive director.
ASYMCA, with graphics design assistance from Raytheon Corp., printed and distributed 200,000 posters. More than half went to National Guard and Reserve units.
"We wanted to play a part in reminding people about the tremendous sacrifices our service mem- bers make," Gallo said.
"We're a part of the largest volunteer organiza- tion in America, the YMCA. It's appropriate that we pay tribute to the military - an all-volunteer organization in its own right."
Gallo, a retired Navy rear admiral, links the poster's roots to an incident on one of his trips to an ASYMCA branch.
"I was sitting near this young private in uniform and the flight attendant came up and asked him if he would like to sit in first class.
The private was thrilled, and those of us who witnessed it were happy such a nice thing would be done for one of our serving military members.
"We hope this poster inspires Americans to thank their neighbor, friend, customer, who serves in the military, for their sacrifices," he added.. "Those who do will make somebody's day. I guar- antee it."
According to the Library of Congress, Flagg's famous image of Uncle Sam was originally pub- lished as the cover for the July 6, 1916, issue of Leslie's Weekly with the title "What Are You Doing for Preparedness?" The Army drafted Uncle Sam for its recruiting efforts during both World War I and II.

Military provides fire battling assistance

WASHINGTON, - Soldiers from Fort Hood, Texas, and Marines from Camp Pendleton, Calif., will join with civilian firefighters to combat the worst wildfires in the western United States in more than a half-century.
About 500 soldiers from the 3rd Battalion, 16th Field Artillery and a similar number of 3rd Battalion, 5th Marines, will take their positions on fire lines in Idaho, said Department of Defense spokesman Kenneth Bacon Thursday. The sol- diers will assist fire-fight- ing efforts near Burgdorf Junction, about two hours north of Boise. The Marines are scheduled to fight fires at the Clear Creek in the Salmon- Challis National Forest.
The soldiers and Marines "will really help us out a lot," said Mary C. Apple, a spokesperson for the National Interagency Fire Center, which requested DoD assistance Monday. The soldiers, said Apple, have completed fire-fighting
training. "Aug. 4 will be their
first day on the fire lines," she said.
This year's western wildfires have destroyed 3.8 million acres of for- est, said Apple.
In fact, Interior Secretary Bruce Babbitt noted today that the fires were the worst in more than 50 years.
Active duty service members are rarely called in to fight forest fires, said Bacon. He noted that state Guardsmen are often used in such emer- gencies, since "that can, of course, be done at the governor's discretion."
"We are clearly a back- up force and have been called in to help supple- ment and relieve civilian fire fighters," he said.
The soldiers and Marines are mostly pro- viding ground "mop-up" fire containment and other support behind front-line civilian fire- fighters, said Pentagon spokesman Air Force Lt. Col. Mike Milord on Thursday. More than 1,800 active duty and reserve component troops are now involved in the operation, including 500-
600 Air and Army National Guardsmen on state active duty, he said.
Air National Guard and Air Force Reserve units deployed from California, Colorado, Wyoming, and North Carolina have "been actu- ally at work for some time and have flown a number of missions in the last several days," said Bacon. They have flown missions in eight C-130s specially outfitted to drop water or flame retardant on the fires, he said.
Less than normal amounts of winter snow- fall and little rain during the spring have left many states like Idaho, parts of Utah and Nevada, west- ern Montana, and parts of California bone dry and susceptible to forest fires, said Michelle M. Barret, another NIFC spokesper- son.
Even U.S. military assistance may not be enough to combat this year's wildfires, said Apple. Canadian fire- fighters are expected to join the fray and fire- fighting experts from New Zealand and Australia will also join the effort, she said.

"What do you mean you never got the word? This policy has been in effect for over three months?" ...
"Ah, ... well. ... No one ever told me about it." "Are you sure you didn't get the word, or you got it and chose
to ignore it?" You know if I had a nickel for every time I have had this con-
versation with someone, I would be a very rich man right about now. Even in this day and age of telephones, beepers, comput- ers and e-mail, the simple act of communicating with each other still remains the number one problem we as a Corps face today. The simple fact Marines still do not get the "word" is a challenge that everyone in leadership billets from the Commandant of the Marine Corps down to the last fire team leader in the last fire team in the Corps faces. That is what I would like to talk to you about this week.
For the life of me, I will never understand how with all the forma- tions, classes, magazines and bul- letin boards in the Marine Corps a Marine can look you in the face and claim he or she did not get the "word" unless he or she purposely does not want to get it in the first place.
If you think you are getting over on someone just because you plead ignorance when confronted with a situation where you are not doing something that was passed at formation your heading for trouble. Claiming you might have been in formation but just did not get the word is a sure way to put your self in someone's gun sights. Why? Well think about it. Whoever caught you doing something you shouldn't have been doing and is chewing your butt probably tried the same thing when they were younger and got their butt chewed and they know damn well you're try- ing to pull the wool over their eyes. That's why.
Take for example the order from the Commandant of the

Marine Corps a few months ago that we stop wearing brown skivvy shirts. Now did he say the entire Marine Corps will stop wearing Brown skivvy shirts except for Lance Cpl. Dudd in Kilo Company, 3rd Battalion, 5th Marines? Did he say everyone has got to stop wearing brown skivvy shirts except Maj. "Who Me?" on the staff at the 1st Marine Aircraft Wing who just bought a whole new package of brown ones and thinks it's a waste of money not to get some use out of them? No, he said he does not want his Marines looking like soldiers and wants us all to go back to wearing green skivvy shirts in the utility uniform. The Sergeant Major of the Marine Corps sent out a memo to that effect and it was passed in Naval messages, e-mails, formations, meetings and by word of mouth and carrier pigeons. So what's the dang problem?
I will be honest with you. It has been my experience that most of the time when Marines of all ranks fail to follow a rule or regulation or see a way to "slide," the problem is not with passing the word or with the leadership of the command. The problem lies with the "followership" of Marines.
You see "followership" is a quali- ty just as important and in some cases more important than leader- ship. Why? Well in the first place, all of us take orders from someone. Even MarForPac Commander Lt. Gen. Frank Libutti gets direction from the Commandant and the C1NCs to whom we are responsible. Followership is the ability to follow orders and directions cheerfully and willingly. It is placing the organiza- tion's goals and well being above your own. It is the ability for an individual to place his own well being and comforts secondary to the unit's. For some reason, a lot of peo- ple of all ranks, sexes and races have forgotten it.
If the Commandant tells us to hold formations at 0700, 1300 and 1630 so that everyone gets the word, guess what? You betcha - see you at formation. If the lieutenant says he wants everyone to carry three Meals, Ready-to-Eat to the field, guess what? It's not up for debate. Carry the three meals. And if the corporal tells you to be at the motor pool at 12:45 so that he can check out your haircut, guess what?
Following orders has always been the hallmark of Marines. Never resort to the "I didn't get the word" alibi. Practice good "followership" and get the job done. You will find yourself less on the receiving end of those "up close and personal" counsel- ing sessions with the "Gunny" and all of us will be in the uni- form that the Commandant directed. Semper Fi.

Hardly the fright that snakes are made out to be, this little fellow is found in Hawaii and known as the Hawaiian blind snake, or the worm snake. His vestigial eyes are buried under his head scales. Blind snakes feed on small invertebrates, mainly ants and termites, thus earning their keep in Hawaii. Some blind snakes grow to about 30 inches, but most are less than 8 inches. Continuing to build your confidence in TRICARE is a challenge that we take seriously here at TRICARE Management Activity (TMA). We know TRICARE is a quality health care benefit, but the very complexities and details that make it comprehensive can make it difficult to use and understand, at times. Our goal is to clearly communicate the health benefit program information, and respond to your concerns and needs.
It was gratifying to read the comments of Kelli Kirwan, wife of a Marine Corps gunnery sergeant, in a recent American Forces Information Service article, that she is "convinced that DoD leaders are concerned about TRICARE and are working to correct problems." Her state- ments followed her participation in the Defense Secretary's First Military Family Forum, a day-long conference focused on quality of life. She is so right! We are working Ward to ensure your health care benefit is comprehensive and manage- able.
One of the issues raised during this forum was credit problems resulting from unpaid TRICARE claims. This is the worst that can happen if a claims pro- cessing problem' is not resolved early.
Bernard Rostker, undersecretary of defense for personnel and readiness, stat- ed that it is "completely unacceptable that our families should in any way be harassed because of non-payments when it is our problem," and he vowed to "address that as a priority issue."
Under Rostker's direction, we have begun to implement a new debt collection assistance officer program to help service members, retirees and their eligible fami- ly members with debt collection issues related to TRICARE claims. These offi- cers, who will be located at Military treat- ment facilities (MTFs) and TRICARE lead agent offices, will be the primary points of contact when beneficiaries need help resolving such problems. Other sources of claims assistance are benefi- ciary counseling and assistance coordina-
tors (BCACs) and/or health benefits advisers (HBAs) at MTFs and lead agent offices, and representatives at TRICARE service centers (TSCs).
Credit problems resulting from TRI- CARE medical bills are not common for active duty members and their families, but when they occur, they are very seri- ous matters. Last year, 32 million TRI- CARE claims were filed, mostly by providers. Claims resulting in collection actions were rare. However, as long as we have any TRICARE difficulties, all of us - DoD, TMA, contractors, claims proces- sors, lead agents and providers - still have work to do to maintain your confi- dence in our military health system and its health care program.

to prevent claims problems. For example, be sure to pay your legitimate TRICARE out-of-pocket costs (cost shares and deductibles); know how to read and inter- pret your explanation of benefits letter (help is available at www.tricare.osd.mil); don't misinterpret an early request for payment from a provider as a bill; act quickly and send additional information when a claims processor requests it; be sure your Defense Enrollment Eligibility Reporting System (DEERS) information is correct; and, remember that TRICARE is almost always second payer to other health insurance.
But the most important advice I have for you is to get help immediately if you don't understand a bill or your explana- tion of benefits, or if you receive a claim denial that you think is incorrect. Contact a BCAC and/or an HBA at your MTF, or
a representative at the nearest TSC or TRICARE lead agent office. If you are threatened by collectors, contact a debt collection assistance officer. The officer can intercede on your behalf with all agencies involved. They will investigate your case, bring it to conclusion, provide feedback to you, and if necessary, pro- vide documentation for you to present to a credit reporting agency.
We believe this new program will address the most serious claims problems related to TRICARE, but we are looking at other initiatives, as well. For example, the proposed elimination of co-payments for active duty family members will help alleviate claims problems; and, TRI- CARE leaders are exploring some elec- tronic and web-based solutions to claims processing that could improve efficiency and accuracy.
We've already simplified claims forms, standardized active duty claims payments, eliminated multiple co-pay- ments for separate services received dur- ing a single TRICARE Prime office visit, eliminated co-payments for overseas Prime patients, and aligned claim pro- cessing standards with those of industry and Medicare.
We know health care quality, patient satisfaction and smooth claims process- ing are integral to each other, and to TRICARE's overall success. The military has the best health care system in the world. High quality providers deliver superb care. We constantly. measure our successes in terms of customer satisfac- tion, while remaining respectful and dili- gent in our responsibilities to American taxpayers. We listen, we respond, and we constantly strive to enhance the program, within certain limits, to make it the best it can be.
During another part of the Military Family Forum, Mrs. Kirwan expressed her appreciation to DoD leaders for addressing beneficiary concerns. "This was something that was really great for us to be told so that we can take it back to our installations and share, 'Hey, they've got the message."
She's right again. We've got it!

The USO Hawaii 10K/5K race-walk is Sunday. The 10K and 5K races will begin at Hangar 101 at 7 a.m.
Race packet pick-up will occur between I0 a.m. and 2 p.m. on Saturday at the Running Room on Kapahulu Avenue, and the Semper Fit Center aboard MCB Hawaii. Late registration is still available at the same locations, or by calling USO Hawaii, 836-3351. There will be no late registration after 6:30 a.m. on Sunday morning. The entry fee is $18 for individuals and $15 per person for 10 or more runners who sign up together. The 10K and 5K races will start at 7 a.m. and 7:15 a.m. and will begin and finish at Hanger 101 on the Marine Corps base.
A-76 BRIEF
An A-76 commercial activities update briefing will be held Aug. 16 at 7:30 a.m. and 1 p.m. at the MCB Hawaii theater. The briefing is open to all interested civilian, Marine Corps, and Navy MCB Hawaii personnel. The briefing is scheduled to cover the installations A-76 cur- rent status. The commercial activities team will be intro- duced and the briefing will end with a question and answer session.

They've had the cold steel of rifles and machine guns in their sweaty grips before, the reports of ammunition and grenades ringing in their ears in a time before many of today's Marines were even born. But most of the Vietnam-era
veterans of 3rd Battalion, 3rd Marine Regiment, hadn't seen the likes of the weapons and equipment used by today's leathemecks.
The veterans were visiting Oahu and MCB Hawaii, Kaneohe Bay for the 3/3 Vietnam veterans reunion July 27-30.
"I wish we'd had (the cur- rent weapons). We would have had a lot more firepow- er," said Roy E. Jost of Boise, ID, who served with 3/3 in Da Nang in 1966 and '67.
The Vietnam-era members of "America's Battalion," 3/3, had a full plate of activities scheduled for their reunion, hosted by 3rd Marine Regiment. In addition to static displays and demon- strations on July 27, the more than 80 veterans and their family members attended a wreath-laying service at the National Memorial Cemetery of the Pacific (Punchbowl) Friday, a formal dinner Saturday and a memorial service Sunday morning.
"Words cannot capture just how important this relationship is with these folks. It's an honor for us all to have a part in reconnecting with histo- ry," said Col. R.B. Peele, commanding officer of 3rd Marines, after the wreath-laying ceremony Friday.
"Just as we should do with professional Marine Corps knowledge, we should also partic- ipate in ceremonies like this and learn from the living history before us," Peele added. "It's especially important for the younger Marines, so they understand the requirements they have in carrying on the Marine Corps legacy."

"I met one guy whose life was saved by
artillery. It gave me chills knowing that people are depending on what we do. It makes me want to train even harder," said Cpl. Ethan E. Forrest, 22, a section chief with Charlie Battery, 1st Battalion, 12th Marines.
"They're telling us stuff about what we're preparing for every day. But they've been there, done that," said Lance Cpl. Greg M. Lombardi, 21, an automatic rifleman with Bravo Co., 1/3.
"You look around here and see people with war wounds. You know they're all heroes, but they don't brag. They were just being Marines," Lombardi said.
The good impression the current Marines got from the veter- an's was reciprocated by the 3/3 devil dogs, earning kudos from the veterans and their families.
"I give them a 300 percent rating as hosts. They've done a fantastic job," said Doug "Doc" Stone, a former Navy corpsman with 3/3 from 1967 to 1970.
"It's nice to see these young men and women have such a conscientious attitude toward their jobs. I can sleep with ease at night knowing the Marines are on the job," said Edwin Weintraub, who served with India Co., 3/3.
Despite the warm feelings exuded by the modem Marines and veterans alike, the overall mood throughout the reunion was that of solemn deference to the significance of the sacrifices and deeds the veterans were a part of more than a quarter century ago.
"Today, as we honor (the 3/3 veterans) and praise their deeds, we realize that we cannot discharge our solemn obligation to our fallen comrades with words of homage. They did not die for wreaths and words. They died for the right of Americans to enjoy freedom. They died for future generations. "They died for us," said Brig. Gen. R.E. Parker Jr., commanding general, MCB Hawaii, during a speech at the wreath-laying ceremony.

today should never be forgotten, and we are taking the opportu- nity now as the mantle is passed on to today's Marines to always remember," Brig. Gen. Parker said.
The reunion of the 3/3 veterans was a mutually beneficial endeavor for the participants: the veteran's were able to get a glimpse of today's Marine Corps while revisiting the past, and gaining some closure for their experiences. And the active duty Marines were able to take the veterans' experiences and add them to their arsenal of knowledge.

Due to the lack of volunteers, Navy-Marine Corps Relief Society, the Kaneohe Bay Office will be closed on Tuesdays during the month of August. The office will be open on Mondays, Wednesdays, Thursdays, and Fridays from 8:30 a.m. to 2:30 p.m.
Servicemembers needing emer- gency assistance can be seen on Tuesdays but will need to travel to the Pearl Harbor Office. No appointment is necessary.

NMCRS-Pearl Harbor is open weekdays from 8 a.m. to 3:30 p.m.and the phone number is 423- 1314.
On an average day 35 service- members visit the office to check- in, 20 people call to inquire about services offered, and 15 clients seek services provided by NMCRS. Volunteers assist all these people and are needed to maintain regular working hours.
NMCRS has volunteer posi- tions for almost any area of inter- est. There is a critical shortage of volunteers to serve as receptionists and caseworkers. Receptionists
answer the phone, greet clients, and process initial paperwork. Caseworkers listen to requests, make decisions, help clients make budgets, and disburse funds.

Marine dog handlers, earn honors in competition Lance Cpl.

PEARL HARBOR NAVAL BASE - Marine canines and personnel took home honors after participat- ing in the 14th Annual Hawaiian Islands working dogs competition Aug. 1 5 at Ward Field.
Corporal Shaun Gibbons, MCB Hawaii Military Police working dogs section chief trainer, and his partner, Amber, took first place in nar- cotics detection and third in aggression. Lance Cpl. James Cushman, a dog handler, and his partner, Silva, took 3rd in obedience and 4th in aggres- sion.
The Marine working dogs did all this despite a lack of experience, with many of he competitors new to the compa- ny. Last year the MCB Hawaii representatives earned Top Dog and Top Kennel honors.
"We were one of the top teams in the competition, as always," Gibbons said. "We've had some turnover, and a lot of the handlers have come straight from school, but they've caught on real quick, and we haven't changed the way we do business."
The five-day competition covered the basics of dog han- dling skills, measuring nu- cotics detection, explosives detection, scouting, aggres-
sion and attacking, and obedi- ence and obstacle course skills.
"Overall, it's been really satisfying to see how well the teams are doing. The last few years the Marines have had the top kennel, but this year it is a lot closer competition," said Petty Officer 1st Class Chris Ray, the kennel master for Pearl Harbor and the chief judge for this year's competi- tion. The Marines went toe- to-toe and paw-to-paw with representatives from the Army, Navy and Air Force military police sections and the Honolulu Police Department, Sheriff's Department, Honolulu International Airport security and U.S. Customs Department
K-9 units. The Air Force rep- resentatives from Hickam Air Force base military police dethroned the Marines as top kennel honorees.
Despite the fact that there is a winner named for the indi- vidual and overall events, the purpose of the competition is not just to claim bragging rights. Each of the units takes something from the others' practices to help them with their own procedures.
"The competition is more for getting together and shar- ing ideas. For instance, (the Navy team) will watch HPD and see something they're doing that's good and may adopt that idea, and vice versa," Ray said.
While the Marines may
have been a little disappointed by not earning top kennel, they still walked away feeling good about their performance.
"I had about a month and a half to train with my dog," said Lance Cpl. Noah Everman, a dog handler with MCB Hawaii's working dog section. "I think she (Quanta) performed pretty well, but I know she's capable of doing better."
With a year until the 15th annual working dogs competi- tion, the Marines are confident in their abilities to reclaim the top kennel title they've owned the past few years.
"We all work as a team and click well together.
We'll be back," Gibbons said.

Though they were wearing camouflage utilities, the young students staying in a squad bay aboard MCB Hawaii, Kaneohe Bay, weren't Marines or Sailors.
Junior Reserve Officer Training Corps cadets from around the country and neigh- boring islands took part in the 12th Marine Corps District's JROTC leadership camp July 22-30.
Cadets participated in a slew of military activities, like the gas chamber, leadership reaction course and drill.
The main focus of the camp was leadership, but "some of the cadets wanted more of a boot camp atmos- phere," said Lance Cpl. Jessica M. Wall, 19, a fis- cal budget technician with Headquarters Battalion from San Bernardino, Calif.
Wall was one of six troop handlers for the cadets, and said that while she was teach-
ing the cadets about military life, she was learning too.
"I didn't know how to do sword manual before the camp," Wall said. She learned many of the maneuvers by watching other Marines teach the cadets.
Her experience was so posi- tive, she plans to stay in touch with some of the cadets.
For another troop handler, Cpl. Keith R. Wilkinson, 22, air traffic control communica- tions technician for Marine Corps Air Facility, the camp was a great learning experi- ence.
"I definitely learned to bet- ter myself. I learned to look my best in front of them - basi- cally to set the example," said Wilkinson, a Danesville, N.Y. native.
The troop handlers got together and discussed what to change for
next year, and decided to give the camp more of a boot camp environment at the beginning, then gradually work the cadets into a leadership-promoting

ing a more regimented camp, resembling Marine Corps boot camp, Wilkinson said the cadets all seemed to learn something.
"It was fun taking off the masks in the gas chamber and singing the Marines Hymn!" said Paul J. Welch, 19, of Kent, Wa., who was trying to
learn as much as he could about the Marine Corps.
Welch is scheduled to leave Aug. 28 for the Marine Corps Recruit Depot in San Diego, and said he is very anxious. Welch said he is guaranteed an infantry billet and the rank of private first class. He said get- ting gassed made the $800 he spent to come to Hawaii well worth it.

The Hazardous Materials Disposal Unit on Marine Corps Base Hawaii, Kaneohe Bay, needs the help of all service mem- bers and their families to properly dispose of motor oil and other automotive fluids, according to Michael A. Nash, base haz- ardous waste program manager.
The proper disposal of automotive oil has become a concern on MCB Hawaii because there is a growing trend of resi- dents performing vehicle fluid changes at base housing units and the barracks, said to Nash.
According to base housing order 2029, says, residents in the base housing areas are not allowed to change or drain any type of automotive fluids in their garage or driveway. Nash said residents should either change their oil at the auto hobby shop, have the professionals on base do it, or go out in town.
"We've had a problem with people bringing their old oil straight to us," said Nash. "We turn them away, because we
don't accept that type of hazardous mate- rial here. People then go to the base auto hobby shop, but they don't accept oil that hasn't been changed inside their shop."
The base auto hobby shop accepted oil from residents in the past, but noticed a growing trend of residents saving their oil until they leave the base for another duty station and then bringing in large amounts of oil, according to Carl Cabrera, auto hobby shop manager.
"We have a 1000-gallon tank for waste oil that under normal circumstances only needs to be emptied twice a year," said Cabrera. "So far this year we have had to empty the tank three times, and it's almost full again."
Residents have been bringing in so much oil that the shop has recently stopped accepting outside oil and will only take oil that is changed inside the shop.
"It wasn't so bad when people brought in a few quarts, or maybe a gallon or two, but we started noticing that people were bringing in ten gallons or more at a time," said Cabrera
When residents bring in that much oil to be disposed of its an indication that people are changing their oil at home, or the barracks, and storing that waste oil there for long periods of time; according to Cabrera.
"I didn't mind taking it every now and then, but when I have to pull out barrels for the customers of the shop to get rid of oil, then there's a problem," said Cabrera.
Nash said the easiest way for base resi- dents to solve the problem is to change their oil at the hobby shop on base, or have it done professionally. If they don't accumulate the oil in the first place, they won't have to deal with disposing of it when it's time for them to leave, he said.

WASHINGTON - The Secretary of Defense recently approved the wearing of the NATO medal for servicemem- bers and civilians who partici- pated in operations related to. Kosovo.
Only one NATO medal is authorized for wear as wear- ing two or more NATO medals or ribbons is prohibit- ed for the U.S. military.
A bronze service star on the first NATO award is to be used to indicate multiple awards. Currently, there are two NATO medals - Yugoslavia and Kosovo.
Marines and fellow service- members who participated NATO operations for a mini- mum of 30 days in the area of eligibility are qualified to wear the medal.
The AOE is the land, sea, or air space of Kosovo, other ter- ritories of the republic of Yugoslavia, Albania, Macedonia, and the Adriatic and Ionian seas.
The operations include: Allied Force; Joint Guardian; Allied Harbor; Sustain Hope/Shining Hope; Noble Anvil; and Kosovo Task Forces Hawk, Saber, Falcon, or Hunter.

ASEMBAGUS, Indonesia - Summer 2000 has been like no other for many of the Marines and sailors who've been part of Landing Force Cooperation Afloat Readiness and Training.
Landing Force CARAT, from III Marine Expeditionary Force, is scheduled to visit six Southeast Asian countries over 120 days this summer to con- duct bilateral training with each host nation. Indonesia is the third country they've visit- ed, and the training here specifically centered on humanitarian assistance and disaster relief readiness. Earlier visits were to Thailand and the Philippines.
The week concluded with a one-day combined exercise with a company of Indonesian Marines. The Marines' relief missions in the wake of a "national natural disaster" were to clear local villages' irrigation systems and to dis- tribute food to "victims."
One hundred local villagers volunteered to be evacuees for the training and were given a short ride on a naval landing craft. In each country so far, the Marines and sailors have scheduled at least one commu- nity improvement project.
In this Indonesian village, for instance, the goodwill pro- jects were a perfect week of training for the Marines' com- bat engineer platoon - backed by about 400 volun- teers who spent off-duty time to help repair and paint an ele- mentary school and town hall. A medical-dental civic action team also treated over 2,200 Indonesians. The effort was the most ambitious to date.
"What made this different ... is that we had a whole week to work instead of just a day," said Petty Officer 1st class Jesse McDaniel, a reli- gious program specialist. "We made a much bigger impact."

faded walls, patched holes in walls and repaired playground equipment. They ran electrical wiring for lights, laid floor tiles and repaired the roofs.
"We're having a lot of fun here," said Staff Sgt. Roger Reed, platoon sergeant. "Once everything was done and cleaned up, the school looked really nice. You could really see the appreciation of the people by the look on their faces."
One of the biggest improve- ments the engineers made to the school was to build a water tower with water basins, com- plete with running water. To provide the water to the tower, the engineers put in a new electric water pump at the local well.
Sailors from the landing ships USS Mount Vernon and USS Germantown, local con- tractors and Indonesian Marines were also on hand to help the engineers.
"The sailors have really helped out," said 1st Lt. Chad Darnell, engineer platoon commander. "Everyone just kind of picked what they were good at."

the engineers completed minor repairs to the building and built a septic tank and an out- door washroom.
"It's hard work, but worth it," said Petty Officer 3rd class Julio Gamboa, the platoon's corpsman.
The engineers even recruit- ed some of the local children to help at the town hall, thanks to Cpl. Bryce Dodd, who came up with a swinging dirt sifter. The makeshift device was easy to use and apparently an irresistible lure.
"Once the kids saw the Marines doing it, they wanted to do it," Dodd said. "It freed up the Marines to do other work."
When the Marines and sailors weren't working, they spent time with the children.
"I'm glad I'm here," said supply clerk Cpl. Corey Labbe. "I think the kids appre- ciate us coming here and help- ing."
"The kids don't speak English, but it's still fun," warehouseman Cpl. Anthony Parker said. "1 taught them how to play tic-tac- toe, and they taught me how to count in their language. It's like a cul- ture shock, though. 1 never imagined I'd be here. They
make do without the things we take for granted."
When the week was over, the Americans distributed 200 gift bags containing rice, sugar, noodles, salt and cook- ing oil to the local villages. The Marines and Sailors then said goodbye to their new friends.
"This shouldn't be a once- a-year thing," said chief cook Sgt. Dustin Cook. "We should do this more."
"Seeing the look on ,peo- ple's faces makes me think combat engineers have the most rewarding job in the Marine Corps," said Sgt. Jashon Richardson, a heavy equipment operator.

While Hawaii may be considered a shopper's paradise by some tourists, most people on a military budget find it just the opposite.
hem prices out here may be more expensive than on the mainland, but that doesn't mean service- members and their families can't find a good deal.
The Aloha Stadium Swap Meet is an excellent place for servicemembers to start their search for deals. The swap meet features local vendors selling everything from hats to shoes, and lamps to lug- gage.
Local vendors set up enough booths to wind completely around the stadium. Many booths sell items with a local flair, such as Aloha clothing, leis and coconuts. They also offer mainstream items, Such as jeans, sunglasses and compact discs.
Many of the items can be found at a discount because the outdoor vendor doesn't have to worry about the overhead costs associated with malls or shopping centers.
The swap meet is held at Aloha Stadium every Wednesday, Saturday and Sunday, from 6 a.m. until 3 p.m. Parking is available for 50 cents per person. The Aloha Stadium Swap Meet is normally filled with shoppers, making It a good place to people watch, as well as find bargains.

USO Hawaii's 10K/5K race - walk is scheduled to be held Sunday morning aboard MC13 Hawaii, Kaneohe Bay.
The cost to enter the event is $18 for individual runners and $15 per person for 10 or more runners who sign up to cbmpete together.
Registration forms are avail- able at The Running Room, at the
MCI3 Hawaii Semper Fit Center and in the July 27 issue of the .Hawaii Marine.
The 10K and 5K races will begin at Hangar 101 at 7 a.m. and 7:1,5 a.m., respectively.
Awards are scheduled to be pre- sented to the top Ihree finishers in each category including male, female and mixed. Door prizes are also slated to be presented to participants on race morning.
T-shirts will be presented to all participants in the event.
Limited registrations will be available the morning of the race.
Packet: pick-up is scheduled al the Running Room and Semper Fit Center Saturday from 10 a.m. to 2 p.m..

EWA BEACH - Base kids between the ages of nine and 12 participated in the ropes course at Kali Mohana here during the third day of their eight -clay Drug Education lbr Youth Leadership Camp.
The DEFY program, whose slogan is "teach kids to DEFY'drugs, DEFY alcohol, and DEFY gangs," uses the ropes course to build conti- Bence and encourage teamwork amongst the members as they make their way through a
series of obstacles and rope contraptions, according to Marlena Kelly, director for DEFY,
"This is what it is all about," said Kelly, referring to the Challenge Course and huge swing at Kali Mohana.
The 24 kids were broken up into lour teams, ; and since a new team captain was chosen every
day, each member got the chance to be a leader. At the Challenge Course, it was the team
captain's responsibility to figure out the best way to overcome a particular obstacle.
These obstacles were not as easy as they

seemed to the kids. One problem required them to get over a 10-
foot wall. The average height of the kids was about 4 feet, I inches, so the team leader had to be creative and open to input lrom other mem- bers of' the group in order to succeed.
Each group overcame each of the four obsta- cles, At the end, the children and their mentors, adult leaders, high-fived, clapped and cheered,
Once the Challenge Course was defeated, the kids refueled with a lunch of hamburgers and hotdogs.
Alter lunch, it was time for the swing. The kids and adult leaders had to put on rock
climbing harnesses to support their weight by wrapping around their waist and legs. Some of the DEFY participants said it felt like they were wearing a diaper. In addition to the waist har- nesses, the kids wore chest harnesses and hel- mets.
One team at a time lined up I'or the safety gear, while the other three teams pulled a rope. This rope hauled one of their fellow DEFY members up anywhere from seven feet of the ground to twenty. Once at the desired height,

the person attached to the harness swung amongst the trees.
"I was the first guy to go all the way to the top," said Kyle Dubois, an 11-year-old DEFY member.
Unfortunately for the guys, a girl was the first DEFY. member to go to the highest point. Afterwards, up until Dubois, the girls were taunting the guys with "girls rule" chants.
Though all the kid's' laces were all smiles, there was also a lesson to be learned. That les- son was teamwork. As much fun as the kids said they had, this is the only time they will get to do this. The I ,eadership Camp is a one-time deal.
Once completed on Aug. 11, the kids will enter phase two of the DEFY program where they will. meet once a month and learn about mentoring.
By the time they are clone with phase two, the kids all have an opportunity to become DEFY junior mentors to a new group of DEFY members.
Each DEFY team has one adult mentor, and the junior mentor is there as a big brother or sis-

The new Feature film, "Hollow Man," gets its poWer from people's desire to have the gift ol' invisibility, even. if for just a
short amount of time, and the fears or what someone could do with that power.
There have been other invisible -marl movies made before, and yet with Hollywood's propensity for retoolings of other stories, why would this movie not do the same and call itself "The Invisible Man?"
Well, the title does seem to be appropriate, since director Paul Verhoeven adds validity to the "Hollow Man" title by making a
film empty of much substance. Certainly all the ingredients are there. Being invisible has
never looked better with the astounding visual effects, and Verhoeven has a name-brand cast of actors, with Kevin Bacon in the title role and Elisabeth Shue as a colleague out to roil the "hollow man's" terror,
But the plot a team or military scientists create a secret weapon 'for the military (the ability to become invisible!) that backfires on diem with tragic consequence is a hackneyed story that plagues plenty of science fiction-action movies, Unfortunately, even with the underlying theme exploring the evil that man can do when presented with a gift (or curse) of a
special power, Verhoeven is 101 with a shell of El film. The reason "Hollow Man: is so empty is that the characters

tile Bacon a chance to stretch his villain mask, quite literally. Shue's character, the comely Dr. Linda McKay, Caine's for-
mer flame, has the strongest role, that oldie lead scientist (after Bacon's metamorphosis) and the one in charge of bringing him down when he resorts to homicidal mayhem, Alas, that doesn't say much since the audience can't really connect with her char- acter, either, since she seems almost as hollow of personality as Caine is physically.
The solid ensemble cast. of familiar faces, including the likes ofJosh Brol in and William Devane, weren't given much to work with either. Just as in many of Verhoeven's other films, like "RoboCop" and "Total Recall," he concentrates on putting out a very stylish, catchy thriller, hoping to make a, nice gross profit ofT the curious and easily entertained masses, but style only goes so far. His only thriller that actually worked was "Basic Instinct."
Though I'm being critical of "Hollow Man," I didn't think it was a bad film; it just left me unsatisfied, like the hunger pangs one gets an hour after eating Chinese food. With what they were given, the actors did an impressive job, and "Hollow Man" was certainly fun to look at. The eye-popping special effects create a believable monster out of Caine and a decidedly creepy atmos- phere.
Unfortunately, "Hollow Man" ignored its potential and instead aspired only to live up to its name.
A great rental movie, maybe even twice, "Hollow Man" is thinly veiled entertainment.
