th65 All India Railway Men Volleyball Championship 2019-20 was organized by ICFSA from 08.11.19 to 14.11.19 atA. Palanisamy Indoor Stadium. Among the 19 teams that participated, ICF won the Championship followed by Eastern Railway as Runner up and South Western Railway team as Third.

Firefighting demonstration was conducted on 26.11.19 at Karuna School by Villivakkam Fire Police.

th5 Roll Ball World Cup 2019 was held at ICF Indoor Stadium, th thfrom 15 to 20 November. It was organized by the Roll Ball

Federation of India and Roll Ball Association of Tamil Nadu. India won the Gold Medal.

Valedictory function of Vigilance Awareness Week was held at AWTI Auditorium on 01.11.19. Shri R. Sri Kumar, Former Chief Vigilance Commissioner, was the Chief Guest. Prize winners of various competitions viz article writing, essay writing, drawing and quiz for various groups were awarded during the occasion.

A team of Health and Engineering branch officials is involved in mosquito control activities. Larvicidal spray is being carried out covering all the rain water stagnated areas like open drains, GLR and HLT, to kill the mosquitoes in the larva stage itself. In addition, a separate team is being organized by involving skilled operators for adulticide operation, handling thermal fogging machines to cover the outside residential areas like backyard of the quarters and inside the factory premises, to eradicate the grown up mosquitoes. These operations are being carried out all over ICF factory premises as well as all colonies.

International Mechanical Engineering Congress 2019 was held at NIT-T from 29 Nov to 1 Dec, 2019.

Sri Vijayan, SSE, Shop 54), presented a paper, "Design of Flying Robot Painting System for Indian Railway Passenger Coaches" in the Congress. The design was associated by Sri V.Sriram, student of IIT-Madras, (S/o Sri Dinakaran, SSE, Planning/ Fur) and Sri M.S.Dhilip Vignesh, student of SSN College of Engg,Chennai (S/o Sri M.E. Srinivasan, Curator, CRM)

Abstract about the Design

This design is to explore an improved, affordable, user-friendly Robotic Painting system and generation of trajectory with desired paint quality. This design is also intended to decrease the paint consumption, minimize environmental impact, reduce painting time and increase productivity. Based on the CAD drawing of coach, tool model, task constraints and optimization criteria, the trajectory is generated in an integrated manner.

Technical Article authored by SSEs from AWTI/ICFS/Shri T.S.Ravichandran, D.Selvakumaran and K.Chandrasekaran, published in the Indian Railways Technical Bulletin of RDSO, has bagged 3rd best article award of the year 2018.

10 ICF employees had purchased their houses, while in service many years back by availing House Building Advance. Out of the 10 employees, 8 died while in service, about two decades back. Their family members were not aware that the ex employees had purchased such housing properties.

As per the instructions of PCPO, with a lot of effort, the family members were traced & handed over the property documents on 16.11.19, after completing all formalities. All of them, including a School teacher, were in tears on getting a housing property, which they were not even aware of.

“Preamble” of the constitution was also administered to the employees at shop floor by the respective SSEs/ Officers.

With reference to Board's letter of even number dated 12.07.2019 (RBE No.113 of 2019) on the above mentioned subject vide which Para No.159(I) of ! REM Vol.I was amended vide ACS No.267. In the said ACS, the posts in the category of Technician Grade-III, in various Engineering Departments and Diesel/Electric Loco/EMU Sheds has been inadvertently mentioned as being in Level-l. The same may please be read as Level-2.

RBE 185/2019: Training to TTEs on illegal transportation of wildlife and contraband items

RBE 186/2019: Leave to a Railway servant who is unlikely to be fit to return to duty. This order shall take effect from 19.04.2017.

An offer of appointment should clearly specify the period (which shall not normally exceed one or two months) after which the offer would lapse automatically if the candidate did not join within the specified period.

If, however, within the specified period, a request is received from the candidate for extension of time, it may be considered but extension beyond three months should not be granted and it may be granted only as an exception where facts and circumstances so warrant and in any case only up to a maximum of six months from the date of issue of the original offer of appointment. An offer of appointment would lapse automatically after the expiry of six months from the date of issue of the original offer of appointment.

If, even after the extension(s), if any, granted by the Competent Authority, a candidate does not join (which shall not exceed a period of six month), the offer of appointment should lapse.

An order of appointment which has lapsed should not ordinarily be revived later, except in exceptional circumstances and on grounds of public interest.

RBE 190/2019: Admissibility of payment of Extra work Allowance (erstwhile Rajbhasha Allowance) to the Sr Scale, JA Grade and SA Grade officers entrusted with administrative control of Hindi work, after completion of the period of one year.

As the existing rules/instructions on the subject are silent on this issue, it has been decided by the Board that whenever selection proceedings are required to be cancelled after declaration of result due to procedural irregularities/malpractices, due notice should be given to the candidates declared selected.

Modern Coach Factory To UseHumanoid Robots To Transport Documents

The Modern Coach Factory, Raebareli, is establishing new dimensions in the field of modernity.

A humanoid Robot SONA 1.5 is a full-service robot made in India which can be used to transport documents from one place to another in the Modern Railway Coach Factory. It is also useful in Welcoming visitors, Technical Interaction, other types of Training.

Like humans, these Robots make their own way by navigating with the help of sensors and reach the target. The robots can also be directed and managed from a laptop or smartphone via a Wi-Fi server. This robot can also function in dark due to high technology sensors like vision, ultrasonic, touch, laser and heat.

The most important thing about this robot is that it has auto docking programming, which allows the robot to go to the charging point by itself before the battery is discharged.

Dual mode loco of Indian Railways

The next innovative product of Indian Railways is WDAP 5 from DLW, Varanasi. WDAP 5 stands for W – Wide (Broad gauge), D - Diesel, A - AC Electric, P - Passenger traffic, 5 - denotes version. WDAP 5 is dual mode locomotive which can run on both Diesel as well as Electric power derived from OHE. The all new WDAP 5 is modified version of existing WDP 4. The existing diesel capacity of 6000 lts of WDP 4 is reduced to 3000 lts for WDAP 5, and one pantograph is introduced with traction converter system for intake of electric power, the loco can deliver upto 4500HP on diesel power and 5000 HP on electric power, the structural steel body of WDP 4 is replaced by stainless steel body for WDAP 5. This new dual mode loco can pull up to 26 cars at a top speed of 135 Kmph, it will eliminate the delay hours caused by loco replacement process for non electrified routes. Expecting the all new WDAP 5 will roll out on tracks soon.

Indian Railway's Introduces 'Uttam Rake 'as a gift to Mumbaikars on 69th Foundation Day of Western Railway

'Uttam Rake' is the Latest Addition To Make Travelling In Mumbai Local Trains More Comfortable & Safe

Indian Railways, on the auspicious occasion of 69th Foundation Day of Western Railway on 5th November, 2019, introduced the state-of-the-art “UTTAM RAKE” in its inaugural run as Ladies Special local train from Churchgate to Virar.Uttam rake has improved interiors and advanced features to bring more comfort for Mumbaikars.

Salient Features of Uttam rake:

1. Provision of CCTV Surveillance System in all coaches.

2. Anti-dent partitions in coaches to prevent thefts.

In this context, Railways/Pus are advised to conduct special drive whereby, in the first instance the pendency of the minor penalty proceedings be brought down within the next two months. Simultaneously, efforts be also made to cut down on avoidable delays in major penalty proceedings.

In order to achieve this end, Railways/PUs may kindly ensure that personnel conversant with the governing provisions are dedicated to these matters. Those appointed as Inquiry Officers and Presenting Officers should also be conversant with the governing statutory provisions, and they may be given time which they can devote to expedite the proceedings.

It may therefore be useful that GMs/DRMs/CWMs etc. periodically monitor the pendency of cases to ensure a sizeable reduction in the next two months.

RBE 203/2019: Relieving of Railway employees in time after order for transfer in cases of request transfer While it may not be desirable/feasible to assign seniority to transferred employee in the new unit from the date of approval of the transfer, when the employee is still actually working in the parent unit, every effort should be made to relieve her/him at an early date. Where delay in relieving of the employee after orders are issued exceeds/is likely to exceed 3 months, the case should be put up by Sr.DPO/WPO to DRM/CWM as the case may be giving specific reasons for the delay and likely date of relief.

14. Red Emergency Buttons

The new rake will run on its normal services from 6th November, 2019 with 10 services a day. The Uttam rake, while saving energy, will feature posters about Western Railway's journey as an effective transport medium, various landmarks of Mumbai, inspirational quotes and posters of iconic women achievers to make the journey more enriching and delightful.

Western Railway introduced world's first ever Ladies Special local train on 5th May, 1992 and India's first ever Air-Conditioned EMU train on 25th December, 2017 on Mumbai Suburban section.

Only two Uttam rakes have been built at the Integral Coach Factory in Chennai so far, out of which the other has been given to South Central Railway.

08.11.2019 : A Tourist couple from England were delighted to find that the Fowler Steam Ploughing Engine of 1895 in CRM was manufactured at Leeds, England, which is also her birth place. She took photo pointing the place.

12.11.2019 : Tiny tots from Sree Vidya Mandhir, Villivakkam, enjoyed the visit to CRM and also made the organisers happy by their own way of appreciation.

14.11.2019 : Children's Day special with songs, Rhymes and Hues amidst our owen heritage and outdoor exhibits.

15.11.2019 : Tourists from England on a quick visit to the museum. They were more than happy to see that a few steam locomotives housed in CRM were manufactured in England, way back in the early 1900's.

In view of Children's Day celebrations, RPF (Railway

Protection Force) / Southern Railway, in association with

Railway Children India, an NGO, had organized a felicitation

ceremony for the outstanding work done by RPF personnel in

preventing child trafficking in Railways and for rescuing

abandoned / destitute and runaway children from trains and

railway stations on 14.11.2019. Shri.Sunil Kumar, Retd. Addl.

Member, Railway Board, Shri.Birendra Kumar, IG-Cum-

Principal Chief Security Commissioner, officials from

Southern Railway and Railway Children India had attended

the function. 35 RPF Officers and staff who had done

exemplary work in rescuing the distressed children were

felicitated during the ceremony.

Railway Protection Force personnel had rescued 905

children in the year 2017, 1603 children during the year 2018

and 1833 children during the current year up to October. The

Ministry of Home Affairs in appreciation of the good work done

by RPF has awarded “SERVICE OF EXCELLENCE” award

to RPF during the year 2019.

Linking of Locomotives via ISRO Satellites for Tracking

Trains

A Real-time Train Information System (RTIS) is being

installed on the locomotives for automatic acquisition of train

movement data, including that of arrival, departure and run-

through timings at the stations en route.

The control chart of trains hauled by RTIS-enabled

locomotives gets plotted automatically in the Control Office

Application (COA) system already implemented in the control

offices. RTIS also gives mid-section location updates,

including the current speed of the train, with a periodicity of 30

seconds. The Train Controllers can now track the location and

speed of RTIS-enabled locomotives/trains more closely,

without any manual intervention, facilitating the train control

functions.

The RTIS project is being executed by Centre for Railway

Information Systems (CRIS), which is an Information

Technology arm of Ministry of Railways, in collaboration with

Indian Space Research Organisation (ISRO). Installation of

RTIS device in 2649 passenger and goods train locomotives

has been completed till 20.11.2019.

Indian Railways launches three online applications for

The applications will help ensure proper monitoring of

projects and boost vision of Digital India

Indian Railways launched three applications for all-India

rollout to strengthen the IT enablement of railways which will

help ensure proper monitoring of projects being undertaken

by Indian Railways and will boost the vision of Digital India.

The details and the salient features of these three

applications are as under:

1. CRS Sanction Management System: CRS Sanction

is an important aspect in construction, maintenance

and up-gradation of railway assets. An online

application for CRS Sanction Management has been

developed in which all works pertaining to level

crossings (closure, manning, shifting etc.) and minor

bridges. Further modules under development in this

application are increase of speed over Turnouts & Loop

Lines, inspection of new lines and doubling etc. The

benefits of the project are-

l Expeditious preparation and processing of cases

for CRS Sanction.

l Effective monitoring of compliance of observations

raised by the CRS.

l On-Line Repository of circulars/check lists/

guidelines related to CRS Sanction.

l Managerial reports to monitor the cases,

comparative performance.

2. Rail-road crossing GAD approval system: This

project for online e-Governance platform was

developed by Ministry of Railways and Ministry of Road

Transport & Highways to expedite preparation,

processing & approval of General Arrangement

Drawings (GADs) related to construction of Road Over

Bridges (ROB)/Road Under Bridges (RUB). It has been

running successfully since 2014. Now, a module has

been developed to cover cases of construction of

ROBs/RUBs for States & UTs also. The benefits of the

project are-

l Accountab i l i t y o f Ra i lways and Sta te

Governments / UTs is fixed to each stage for

approval of proposals.

l Better and real time coordination between the

stakeholders (Railways/States).

l Facilitates users to get proposal status through mail

and SMS at each stage.

l Complete proposal is targeted to be approved in

maximum of 60 days.

l All information related to the proposal and contact

person is available within the proposal.

3. TMS for construction: This application has been

developed for new assets being constructed by the

construction/project organisation. The assets master

data can now be regularly filled during the stage of

construction and completion of assets, by the

construction officials before itself final scrutiny and test

check by the open line officials. The benefits of the

project are-

l Data validation at source.

l Ease in data entry and correction thereof.

l Easy checking/verification of data entry.

l For every data the ownership and responsibility is

defined and fixed in the application design.
