CAMEROON

4 Suicide Bombers Killed In Far North region

On 11 January, in the north of Cameroon, four suicide bombers were killed Wednesday after

crossing into northern Cameroon from Nigeria. Three of them detonated their suicide vests, killing

8 Police Killed In Attack In North Sinai

On 09 January, in Al-Arish, at least eight policemen were killed in an attack on a checkpoint in

the northern Sinai city of Al-Arish. The attack was launched with a car bomb, planted in a street-

cleaning car that the attackers had stolen a few days earlier. After the bomb exploded, attackers

fired guns and rocket-propelled grenades at the checkpoint.

On 14 January, in western al-Arish, North Sinai, a conscript was wounded in the detonation of an

improvised explosive device (IED) targeting security forces.

IED attack targets electricity towers in Egypt's Central Sinai

On 15 January, in Nakhl, unidentified assailants targeted two electricity towers supplying Jordan

with improvised explosive devices (IEDs).

On 17 January, on al-Arish's coastal road, near the Suez Hotel, a security officer and three

conscripts were wounded in the detonation of an improvised explosive device (IED) targeting an

armoured police vehicle and conducted by suspected Wilayat Sinai militants.

On 24 January, in Al-Arish, a conscript was killed and another one was injured as a bomb blast

targeted the police vehicle carrying him in Al Arish in North Sinai.

IED attack kills four security forces personnel in Egypt's Central Sinai

On 28 January, in central Sinai's al-Qusima area, an improvised explosive device (IED) attack left

two officers and two conscripts dead. Wilayat Sinai claimed responsibility for the attack.

On 30 January, on al-Arish's Coastal Road, North Sinai, two police officers were wounded as an

Grenade attack kills one person in Ethiopia's Amhara

On 19 January, in Janulah, a grenade explosion took place at an Epiphany (Timkat) celebration.

No casualties were reported, and local residents alleged that government forces were behind the

attack.

On 03 January, in Sirte, a DAESH suicide bomber was shot dead as he entered an unspecified

mosque after being identified by a worshiper.

On 04 January, near a checkpoint in eastern Sirte, an encircled DAESH militant killed himself

after detonating an explosive belt, without causing casualties or damage.

Thirteen surrounded militants detonate suicide devices in Libya's Cyrenaica

On 06 January, in Saunau, LNA forces surrounded Islamist militants suspected to have escaped

from Ganfouda on 5 January; the militants subsequently blew themselves up.

DAESH suicide bombers detonate in Libya's Cyrenaica

militant detonated a suicide vehicle-borne improvised explosive device (SVBIED) at a Joint

Operational Mechanism base in the city of Gao in Mali’s Gao region on 18 January. The attack took

place as former Coordination des Mouvements de l'Azawad (CMA) fighters and pro-government

militiamen were preparing to conduct a joint patrol in the area. Al-Murabitoun claimed

responsibility for the attack, stating: “we do not permit the establishment of barracks and bases or

the convening of patrols and convoys belonging to the French occupiers, to wage war against the

mujahideen”.

On 22 January, at 35 km from Gossi, three soldiers were killed and another seriously wounded

when a mine, emplaced by unidentified militants, detonated targeting their vehicle escorting a

MONTHLY ASSESSMENTS

AFRICA ASSESSMENT

According to the data collected by the C-IED COE, the five main affected countries by IED

incidents in Africa during January 2017 were Somalia (23), Libya (18), Nigeria (12), Egypt (10), and

Algeria (5). These five countries accounted for more than 3/4 of all IED incidents in the entire

continent, although the deadliest attack in Africa during January 2017 took place in Gao, Mali. Al

Qaeda and DAESH affiliated local groups were behind the majority of IED attacks.

JANUARY 2017 HIGHLIGHTS:

MALI

On 18th January a SVBIED killed 77 people and injuring more than 100 in a Malian military camp

in Gao. Al Qaida in the Islamic Maghreb (AQIM) claimed responsibility of the attack. This is the

deadliest terrorist attack in Malian history.

It is expected more SVBIED, RCIED and indirect fire attacks against Malian forces and foreign

troops from MINUSMA and French units in North Mali, especially in Gao, but also in northern cities

like Kidal, Timbuktu, Aguelhok, and Tessalit. The threat is also increasing, especially for foreigners,

in the capital Bamako, where three AQIM members were arrested on 26th January carrying

explosives. Their initial plan was to attack the France-Africa summit on January 13 and 14, but due

to security measures the terrorists postponed the attack and afterwards they were arrested1.

SOMALIA

On 27th January in Kulbiyow, Lower Juba, Al Shabaab attacked an AMISOM Kenyan military base

18 Km away from the Kenyan border, claiming having killed more than 67 Kenyan soldiers. This was

a complex attack initiated by two SVBIED followed by an assault team. This attack comes just one

year after another deadly attack against Kenyan forces in el-Ade which caused more than 100 killed.

Al Shabaab also used IEDs to block the support of Kenyan Forces sent from northern Kenya to assist

the Kulbiyow base personnel.

IED attacks are still frequent in the capital Mogadishu, including civilian targets like hotels and

restaurants frequented by foreigners. Somalian Security and Military Forces, along with AMISOM

troops, are the main targets for Al Shabaab’s IEDs. SIED,s and VBIEDs in the capital and SVBIEDs and

RCIEDs on the South of the country are the main type of IEDs used by Al Shabaab.

LIBYA

During January 2017 most of IED incidents reported occurred in Benghazi, where the Libyan

National Army Forces (LNA), led by Field Marshal Khalifa Haftar are fighting against local militias and

terrorist elements which use IEDs to stop and slow the advance of LNA forces . Due to this, main of

the fights inside the city –and IED incidents- have being carried out in the Ganfuda district of

Benghazi.

NIGERIA

Suicide bombings are the main tactic used during January 2017 by Wilayat Gharb Afriqiyya, the

DAESH associate group, commonly known as Boko Haram. Their PBIEDs are worn very often by

women or children. Recently some of these suicide women have been reported carrying babies to

avoid detection. By carrying babies, the suicide operatives passed the security checkpoints without

being stopped and searched for explosives2.

EGYPT

The main IED activity within Egypt is concentered in al-Arish, North Sinai. Formerly known as

Ansar Bayt al-Maqdis, the Wilayat Sinai, a DAESH-affiliate group in the area is targeting mainly

Egyptian Military and Security Forces. Roadside IEDs are one of their main tactics, targeting military

and Police vehicles. On 28th January the Egyptian army intercepted a water truck vehicle carrying

five tons of explosives to be used as a massive VBIED against a military checkpoint3. Despite Egyptian

efforts, the security situation in Sinai is far from being stabilized and as an example of this instability

on late January Israel warned its citizens to leave the region fearing imminent attacks.

ALGERIA

IED caches were the main IED incident in Algeria. Algerian forces recovered dozens of IEDs in

different areas of the country, some of them close to the capital Algiers, and other near the Malian

border where the weapons and explosives smugglers still operate.

TUNISIA

In three different incidents in Kasserine province, possible VOIEDs exploded wounding one

soldier and two shepherds. The AQIM-linked group Uqba Ibn Nafa’a conducts defensive operations

along the mountainous areas of Kasserine and Kef provinces, close to Algeria. VOIEDs are one of this

weakened group’s defensive weapons, which they use trying to keep the Tunisian Army away from

their controlled territory.

CAMEROON

The activity of the Wilayat Gharb Afriqiyya, commonly known as Boko Haram is not confined to

Nigeria, but it also affects the North of Cameroon. At least 4 IED incidents, involving Boko Haram

suicide terrorists –the group’s preferred IED- have occurred in North Cameroon during January

2017.

KENYA

The Somali group Al Shabaab is still capable to launch operations in Kenya as two IED incidents

showed in January. The first in Mandera, close to the border with Ethiopia and Somalia and the

second during the deadly attack of Al Shabaab to the Kulbiyow Base in Somalia on 27th January,

where a vehicle of Kenyan Police officers sent from Kenya to assist the sieged AMISOM forces in

Kulbiyow was hit by an IED as it crossed the border to Somalia4.

AMERICA ASSESSMENT

According to the data collected by the C-IED COE, the two main affected countries by IED

incidents in America from May 2016 to January 2017 were The United States of America (106

incidents) and Colombia (123 incidents).

These two countries accounted for more than 90% of all IED incidents in the entire continent,

although the deadliest attack was performed by the paramilitary group “Ejército del Pueblo

NORTH AMERICA

The following analysis is focused on the United States of America as this country represents the

vast majority of IED related events of North America.

The period covered in this analysis goes from May 2016 till January 2017. In this period there

have been 106 events in USA while only 13 events have been registered in Canada.

The United States of America:

- Second semester 2016:

During the second semester of 2016 there have been a total amount of 98 IED events

distributed as follow:

a) Explosions:

There have been 13 explosions distributed in different states. This is to highlight that there is a

higher concentration of them in the NE side of the country. As such, there have been five explosions

out of thirteen: three in New Jersey, one in New York and the last one in Massachusetts. The

majority of these explosions were not claimed by any specific organization and they respond to

individual and isolated actions. Below, there is a depiction with the graphical distribution of the

Highlights:

o On 17th September 2016 multiple IED attacks were carried out in New York

and surrounding areas over 24-hour period. Attacks resulted in 33 injuries

but no fatalities. Later on, some devices were recovered on 19 September

2016 and two devices took the form of IEDs contained inside pressure

cookers. Ahmad Khan Rahami a 28-year old man naturalized American

citizen of Afghanistan was identified and arrested as responsible.

Nevertheless, to date there has been no formal claim of responsibility

issued by IS, AQ or any other established militant group.

In addition, this is important to remark that pressure cookers have been relatively frequently

used as a false IED.

- January 2017:

There has not been any explosion in January 2017. There were seven find/cache events. Of

these events, two of five of the IEDs encountered were pipe bombs.

In general terms it could be stated that the period from mid-August till mid-November was the

more active in terms of number of explosions, finds and false/hoax events. Additionally, from

November to date there have not been any explosion and the trend in the number of false/hoax is

decreasing.

- ASSESSMENT:

This is to remark that the use of pipe bomb and pressure cooker IEDs have a higher incident rate

than other kinds of IED. Whilst pipe bombs require little technical expertise to construct, pressure

cooker IEDs requires more expertise and training what suggest that external support could have

been provided for its construction.

Additionally, this is to highlight that there is a higher concentration of IED explosions in the NE

side of the country so following this pattern, future events could be more expected in this region

than others.

At the same time, summer and autumn season seems to be more active regarding IED activity

than others.

SOUTH AMERICA

Colombia represents the vast majority of IED related events in South America and accounts on

more than 92% of the total IED events (123 out of 133).

The period covered for this analysis cover from May 2016 till January 2017.

Colombia:

- Second semester 2016:

During the second semester of 2016 there was a total amount of 123 IED events distributed as

follow:

a) Explosions/Attacks:

During this period there was a total amount of 17 explosions. Six of them claimed by or of

suspected responsibility of the ELN (Ejército de Liberación Nacional). These attacks had as a result 3

people killed and 17 wounded. Below, there is a depiction with the geographical distribution of the

Regarding the ELN attacks this is to point out that most part of them are committed in Arauca

state. As such, four out of six attacks performed during the second semester of 2016 by the ELN

were accomplished there.

a) Finds/Caches:

There was a total amount of 98 finds. The finds distributed by materiel encountered is depicted

as follows:

The most common explosive encountered in the finds were ANFO (Ammonium Nitrate Fuel Oil)

and Pentolyte. Dynamite was also found.

VOIEDs (land mines) were the most common IED encountered, although, CWIEDs were also

found to a certain extent. RCIED was the less frequent (only one device).

A high percentage of finds belonged to both ELN and FARC (Fuerzas Armadas Revolucionarias de

Colombia) although the property of a high percentage of them remains unknown.

- January 2017:

There have been three different attacks registered in several regions of the country (Norte de

Santander, Tumaco and Bogota) in January 2017. As seen before, the Norte de Santander state

continues to have a high incident rate. The Bogotá incident was claimed by the “Movimiento

Revolucionario del Pueblo” (MRP) organization, a new revolutionary movement that appeared in

September 2015. The event consisted on a pyrotechnic IED that delivered propaganda leaflets.

Summing up, there have been 2 people wounded and no kills.

In accordance with the graphic, the number of finds has decreased since June 2016, when the

amount of finds was nearly forty. The current average remains at lower levels beneath five finds per

month.

Regarding the attacks trend, this is to point out that there was a sudden increase on December

16 accounting on seven attacks. This is a remarkable rise taking into account that the total amount

of attacks from May 16 till January 17 accounts on twenty. Four of these seven attacks performed in

December were allegedly committed by the ELN. Nevertheless, in January 17, the rate of attacks has

fallen again to the standard one.

ASSESSMENT

Recently, it has been signed a new negotiation process of peace between the Colombian

Government and the ELN so it should be expected a decrease in the number of attacks in a near

future. It is probable that the rise of attacks registered on December and allegedly committed by

the ELN were a response to try to force the negotiation process.

It is to notice that in summer 2016 it was registered a high amount of finds. These ones could

have been favored by the decommissioning process of the FARC. Additionally, this is to point out

that no FARC attacks had been registered during the whole period and due to the success of the

final agreement of the peace process no more FARC attacks are expected in the short term.

On the other hand, a new revolutionary movement, the MRP, has appeared on the arena using

IED´s in a propagandistic way. Therefore, probably they are trying to attract the attention of the

media, gaining notoriety and conveying its political claim to populace.

AUSTRALIA/OCEANIA ASSESSMENT

According to the data collected by the C-IED COE, there have been only 21 IED related events

since May 2016 till January 2017. Most of all correspond to Australia (18 IED events) and the rest

three correspond to New Zealand. The events in New Zealand, one suspicious package and two

bomb threats, remain of trivial importance.

Nevertheless, in Australia, there is one remarkable event to highlight: the find of an IED after the

disruption of a terrorist DAESH inspired plot in Melbourne on Christmas day.

Additionally in Australia only five out of these eighteen events correspond to explosions that

remain related to robberies, drug offences or isolated cases.

EUROPE ASSESSMENT

The different security measures implemented in the European countries made possible than

about 50% of the incidents were cache/found and those measures are also making complicated to

successfully commit an IED attack. To highlight the number of found IEDs, components seizures by

police and the small destructive capacity of some IEDs.

Related to terrorism, the evolution of the terrorist threat in Europe is linked to strategic changes

that are affecting the Daesh’s position in the Middle East and North Africa.

In some European countries the use of IEDs in January was not linked to terrorist groups but to

other actors such as anarchists, extremists, protesters or groups dealing with illegal activities.

Traditionally IEDs have been used by those groups and it is expected they will continue using

improvised explosive devices against local or national institutions or to intimidate rival groups.

Malta has experienced nine bomb attacks since 2010. According to some open sources5 , the

motive behind the attacks lead to individuals who are, in one way or another, linked to the

smuggling, drug trafficking or usury and not related to terrorist groups. Something similar is

happening in other countries where the motivation is not to cause terror among the population.

Turkey suffered as previous months the highest number of IED incidents in Europe and the main

actor emplacing IEDs in Turkey according to the aforementioned data was PKK but the threat in

Turkey includes also Daesh. After the breakdown of negotiation between Turkish authorities and

PKK, the number of IED incidents increased in the country. IEDs are emplaced mainly in the area

claimed by PKK but also in main cities such as Izmir or Istanbul. The attack by a possible suicide

bomber, who was killed by police when trying to break into a police station in Gaziantep and an

accomplice, if confirmed could be interpreted as an attempt to commit a complex attack when after

the initial explosion a second terrorist could enter in the building and open fire with small arms fire.

It is expected terrorist groups continue using IEDs to destabilize the situation in Turkey affecting the

tourism and the economy.

In Ukraine, along the conflict continues, the use of IEDs will remains. Most of the reported

incidents were located in Donetsk Oblast.

In Greece the IED incidents reported in January were emplaced close to facilities related to the

Ministry of Labour and the Centre for European Constitutional Law were meetings related to labour

programs were taking place. The use of IEDs could be assessed as a way to protest against labour

market reforms which is under discussions nowadays.

In Sweden an IED incident was reported to be planted at a local refugee center in Gotheburg.

Fortunately it was defused by Police. Gangs of migrants in Gotheburg keep police on constant alert

at the country’s leading mall and many people are scared to visit the shopping center where

residents get harassed and attacked, local media6 reported.

INDIA ASSESSMENT

India, as one of the largest countries in the world, the second-most populous, close to Asian hot

areas and with several internal conflicts, could be a new breeding ground for instability. The

expansion of Daesh from Iraq and Syria with the goal to achieve a transnational caliphate and the

initiative by al Qaeda declaring, al Qaeda in the Indian Subcontinent (AQIS) in September 2014, are

enough evidence to stimulate the closer look on this subcontinent from a C-IED point of view.

There are many active terrorist, insurgent or extremist groups in India, all of them with different

motivations and goals and most of them conduct

their illicit activities locally focused. The rise of

fundamentalist actors in India is representing

actually one serious threat to security; AQIS,

among others, is encouraging the “jihadists” to

increase their presence in India, although they

do not have strong capabilities for conducting

big terror attacks yet. Some connections and

support between both national and cross-

borders insurgent groups have been established,

fueled among other ethnic-religious-secessionist

internal factors, country’s Golden Crescent and

Golden Triangle influence (drug-trafficking that generates funding to some of these subversive

groups) and the gulf of Kerala as the biggest “hawala” route for terrorist funding. Among the most

active, we can consider the different separatist groups in the North-East part of the country and a

bunch of Maoist groups, including Naxalites, which are mainly operating in the Central and East part

of the country.

During the last month Separatists in the North-East area, which share international borders with

other south-Asia countries and only connected to the main land through a slim strip of land, have

been involved in some IED events in the States of Nagaland, Assam and Manipur. One of the

principal fuel for instability is the Assembly election in Manipur, scheduled for 04MAR2017, it is

expected that the extremist groups will try to influence the forthcoming democratic process. Such

incidents will create a feeling of terror not only among the candidates but also the common public.

Thousands of armed Maoists inspired by Chinese revolutionary leader Mao Zedong are fighting

the Indian government for land, jobs and other rights for poor tribal groups, with many lives lost in

the last decades. Naxal movement is one of the most active Maoist group operating in India,

Naxalites (beginning in Naxalbarri in West Bengal and Telegana in Andrha Pradesh in the 70s) are

spread into numerous states in India, and one of the most affected by IED-related activities is

Chhattisgarh. Naxalites are distributed geographically along those Indian states that held mineral

resources (mining focused in copper, coal and bauxite mainly) that are being extracted by external

companies and putting local population into deprivation and poverty. This situation is extremely

advantageous to Naxalites who take advantage of the local unrest into their own purposes and it is a

resource of IED components such as explosives, detonators and fertilizers.

Naxal attacks targets are security forces and external mining-workers and the weapon of choice

is mainly Victim Operated Improvised Explosive Devices (VOIEDs), activated by pressure plates and

taking advantage of the rural area conditions (structures as roads in construction, culverts, bridges,

etc). The main charge used is frequently gelatin sticks (dynamite) stolen from quarrying and

homemade explosives (HMEs) based on fertilizers from farms in rural areas. The initiators are mainly

commercial-electric detonators as proves last seizures.

Naxalites have established contacts to foreign terror groups as Pakistani militant group Lashkar-

e-Taliba (LeT) who was blamed by India’s government for Mumbai attack is 2008 and the Parliament

attack in 2001, receiving support and training.

Last month, Maoist groups have conducted a couple of attacks against security forces resulting

in 4 security officers injured, they also are responsible for civilian casualties, 3 women were killed

and 5 more injured in central India while they were collecting herbs in a remote forest. Security

forces had success attacking the network when a Maoist recruiter at Hanamkonda (Telangana) was

arrested.

The Naxal’s threat is still ongoing and far from a short end, they will try to consolidate the local

support in their areas of influence. Light weapons engagements and IEDs will continue as part of

their fighting Tactics Techniques and Procedures (TTPs). The menace will continue most probably

with VOIEDs, although some new devices more sophisticated could appear according to the IED

makers expertise and the components available as command-wire IED (CWIED) detected last

November 2016 as first use of this type of IED by Naxalites in Jammu and Kashmir region (J&K).

IEDs seized by national forces and employed by Naxalites.

Despite the great number of active insurgent groups, the IED threat in India can be considered

as steadily low.

Military C-IED capabilities

Based on OSINT the Indian Armed Force are or will be equipped with two different types of

Mine Protected Vehicles (MPV). Available are around 165 Casspir.

The Casspir is a mine-protected armored personnel carrier which was developed and produced

in South-West Africa in the 90th. These MPV are in use since 1999.The Casspir is certified to protect

its crew against the effects of a triple TM-57 mine blast (equivalent to 21kg of TNT) under any

wheel, or a double mine (14kg of TNT) under the hull. It can hold a crew of two, plus 12 additional

soldiers and associated gear.

End of 2016 the Indian Army has placed an order for 250 additional improved MPVs Casspir

based on RG-31. Beside these types it could be possible that an unknown number of protected

vehicles exist too.

The Naval Surface Warfare Center at Indian Head, Md., announced a $29.4 million contract in

2016 modification for back-packable anti-IED electronic jammers to help bomb disposal crews block

signals that could be used to explode a bomb or other device. The contract calls for AN/PLT-5

jammers, known as Thor II, Military & aerospace reported. The new deal is a modification of a

contract first awarded in 2009.

In 2015, the Marine Corps awarded Sierra Nevada a $73.2 million contract for 581 of the

company’s Modi II dismounted electronic countermeasure systems, which can be configured for use

in backpacks, vehicles and aircraft, as well as at fixed sites. Two years ago, the Marines also gave

Northrop Grumman a $90 million contract for its Freedom 240 dismounted systems.

The Development of EOD robotic (called the Daksh platform) began in 2002 by India's Defence

Research and Development Organisation (DRDO), Pune-based lab Research and Development

Establishment, Engineers (R&DE) located in Vishrantwadi and private industry partners. First orders

were placed by the Indian Army in early-2010.

Twenty platforms ordered for the Indian Army and the first batch of five were delivered in

December 2011, all 20 have since been delivered and are operational. A new version Daksh was

developed and has been integrated with DRDO's Unmanned Aerial Vehicle (UAV) Netra, and the

integrated system is being called CBRN Remotely Operated Platform (ROP). It is not confirmed if this

version was delivered to the Indian security forces.

India was faced with IED attacks since decades and already established some counter measures

like mine protected vehicles or simple robotics from the 90th.

Most of this equipment was used in the internal conflict area of the Kashmir region close to the

border to Pakistan. But based on the strength of the Indian armed force – 1.4 million soldiers the C-

IED approach can be assumed as very slow. After the first Islamic motivated attacks in 2006 and

later with the Mumbai Attacks in 2006 the security forces realized that they were confronted with a

new internal threat which based on a radicalization of parts of the huge Muslim population. After a

longer period of lesson identified and lesson learned the security forces are trying to close the

existing gap regarding the uprising threat of IED.

The existing IED threat of VOIED with main charges between 15-80kg can’t be covered by the

existing mine protected vehicle neither than by the new ordered ones. Due to non-existing

initiatives for route clearance vehicles the capabilities of Indian security forces will be reduced again

by the existing ENTTP.

The current efforts will get back limited C-IED capabilities and will allow the security forces only

to react with limited resources.

Training

At the Corps Battle School (CBS), which was established in 1998 soldiers are trained on IED

operations. Therefore exists an IED Model Room with numerous IEDs to educate the troops on the

types of IEDs being employed by the adversary and the terrorists. Drills and procedures to neutralize

an IED are taught to the troops with the underlying aim of no collateral damage especially in

conduct of such operations in vicinity of civil habitat.

Doctrine

Based on information which was published in preparation of the conference C-IED India (2012 in

Mumbai) the Indian Army seems to have a C-IED policy and is developing their own counter

UAVs SYRIA-IRAQ

Last incidents show how DAESH has made certain progression on delivering IEDs both in Iraq

and Syria. This progression has migrated from buried IEDs to Vehicle Borne-Suicide Vehicle Borne

IEDs (VBIED & SVBIED) and recently to Air Borne IEDs (ABIED), depicting the adaptation of these

militant groups to new Tactic, Techniques and Procedures (TTPs) as Iraqi Security Forces (ISF) and

government-backed militias counteract the efficiency of VBIED and SVBIED attacks (as metrics

recorded a decrease of WIAs and KIAs per attack in comparison with previous months) and taking

advantage of the free aerial-movement since urban areas are quite deteriorated for a ground-based

drive. It is most probably to be continued the threat of using Unmanned Aerial Vehicles (UAVs) for

dropping explosive devices against found targets in the following months, since last seizes of UAVs

and explosive ordnance made by ISF depicts DAESH is continuously developing its capabilities in this

domain.
