1. Introduction
Health sector is committed to delivering on its targets in Vision 2030. Modernizing and
improving Health Information System is one of the key Flagship Projects for the sector in Vision
2030. The Ministry of Health is currently working to establish an integrated web-based
National Health Information System (NHIS). An essential aspect of this effort is ensuring that
the human capacity is in place to support the establishment and effective functioning of the
NHIS. This will be coupled with establishment of an effective monitoring and evaluation system
with creation of a learning and knowledge management system which envisages availing health
information to inform policy, planning and decision making. This effort is taking place in the
context of the constitutionally mandated devolution to the counties and creation of one
ministry of health with realigned functional units; all of which will require a realignment of
roles, responsibilities, and authorities at the national, county and sub county levels.
In order to achieve these goals, the Ministry of Health has embarked on a rigorous process of
improving her National Health Information System through review of the Health Information
System Policy 2010-2030 and HIS Strategic Plan for Health Information Systems (HIS) covering
the period 2009 to 2014 whose vision is making Kenya “a centre of excellence for quality health
and health related data and information for use by all.” The strategic plan addresses the
aspirations of the Kenya National Health Sector Strategic Plan III and the Health Sector
Monitoring and Evaluation Framework.
Among the strides made by the MoH is instituting data management systems which are
currently in use. These are the Master Facility List and Master Community List data bases and
the District Health Information software. These are augmented with other administrative and
support systems in Finance, Human Resources and logistics and supplies.
2. Purpose of the Capacity Building Plan
Reliable data are essential in identifying gaps needing interventions to reduce morbidity and
mortality, improve quality of care, determine the extent of coverage, and track the progress of
the various interventions. Such data are used to support the generation of policies and identify
priority areas for interventions. It is for this reason that enhancement of health information
systems has become a top-priority agenda item nationally and globally. The need for
information about people’s health and health care services to use in planning and managing
health activities is widely recognized.
To achieve this there is need to strengthen the continuum of data management from data
collection, aggregation/collation, transmission analysis, interpretation, and utilization for

decision making planning and policy at all levels. There are several cadres of stakeholders
involved along this continuum and all require the appropriate capacity and skills to carry out
their functions effectively along with progressively addressing the technical, systems and
individual barriers that curtail data availability and utilization. This will trigger improvement in
the cycle of data collection-analysis-availability-use and demand.
3. Situation Analysis
In an assessment of M&E and Health Information Systems conducted in 2010, it was noted
“…demand for information and knowledge products in Kenya for analysis, learning, planning,
and decision-making is significantly low at all levels of the health system”1. More specific
observations included:
Capacity in data management (in collection, data quality assurance (DQA), data use,
etc.) remains weak at all levels
There are few real-time or structured data products and little “ready access” to data and
very few knowledge management products to facilitate learning, experience-sharing,
and best practices
There is limited use of structured databases and data warehouses at all levels in
addition to little or no data analysis and information usage at all levels
This was augmented by the findings of the stakeholders assessment conducted by the Division
oh HIS with support of AfyaInfo in 2012 which stakeholders reported no clear modalities of
access and utilization of HIS data and expressed willingness to support mechanisms to ensure
reliable accurate and timely data and products for decision making. During a Data Demand and
Information Use assessment in 2013 the emerging recommendation were to build the capacity
of health workers at all levels in order to ensure availability of quality data/information and also
the increase the capacity to demand for and utilize data at all levels. Institutional development,
capacity building and infrastructure support to Faith Based Organizations and private
institutions was also cited to ensure that their contribution to the national data is realized.
In addition building capacity for information use at the point of capture especially community
and facility level was cited as one of the key strategies to improve quality of data in the short
term and health outcomes in the long term.

In the just concluded Institutional review of the Health Sector with respect to HIS, it was noted
that;
National:
While important building blocks have been put into place to create an enabling
environment for a strengthened HIS, devolution and the increased role of counties require a
realignment of roles and responsibilities and provides an opportunity to strengthen the
national enabling environment for HIS.
The MOH needs to devote resources commensurate with the scale of the task to strengthen
a national HIS as well as capacity at all levels.
Coordination capacity has become even more essential now that the MOH has 47 county
stakeholders to engage in the strengthening of the national HIS.
The new Directorate of Planning, Policy and International Health, which will incorporate the
HIS Division, must have the capacity to play the day to day central leadership role in
strengthening the HIS.
Sub-national level
Institutional capacity for HIS is mixed and is very much affected by the level of facility and
availability of resources.
Institutional capacity to institute a learning and knowledge management system to make
use of health information needs to be strengthened at all levels.
Most counties will require external assistance both technical and organizational as they take
on the primary responsibility for HIS. Currently, HIS support is primarily provided by
provincial and district HRIOs, but those skills need to be expanded to other cadres and
levels of the health system.
4. Objectives
To build the HIS capacity of health workers at all levels to support HIS’s mission of providing high
quality health information to be used by all to promote the health of the Nation
Specific Objectives
To create awareness on the need to support, strengthen and accord the necessary
stewardship for HIS at all levels

To equip the recipients with skills to apply principles of information management,
data collection, collation, editing, analysis, use, storage and dissemination.
To equip the recipients with skills to demand for data, utilize it for decision making.
5. Strides made so far
The Master Facility List was developed in 2009 and the DHIS in 2011. The first round of training
on MFL and DHIS for MoH Records Officers, from the National, Provinces and the Districts took
place in 2010 (MFL). With the rolling out of the DHIS, the trainings were rolled country wide in
2011. To support the NHIS, the departments of ICT and the Division of Health Information
System (DivHIS) have been trained in Information Technology Infrastructure Library (ITIL), an
internationally recognized IT Management Framework, with the objective of equipping the
team to offer world class IT service and support to NHIS users. Core members of the DivHIS
have attended cutting-edge specialized DHIS training including two DHIS Academies (In
Mombasa Kenya in 2012 and in Entebbe Uganda in 2013. As part of the sustainability strategy,
upcoming programmers from the national Universities in Kenya are undergoing a DHIS boot
camp at the University of Nairobi with the aim of creating a pool of DHIS developers to support
DHIS enhancements and support in the long term.
In order to ensure effective implementation of the community strategy, Community Health
Information System (CHIS) has been established linked to the NHIS. A list of all the community
units has been complied to make the Master Community Units Lists (MCUL) and an
implementation guide developed and accompanying training materials. .
There has also been a series of sensitization on HIS to health mangers as witnessed in 2012
(Silver springs March and October 2012 and Fairview May 2013. Partners (e.g. APHIA pluses)
were also carrying out some capacity building activities in their regions which were found to be
uncoordinated and unstandardized.
However, this was found to be unsustainable and the MoH leadership called for a unified
approach towards capacity building utilizing sustainable models with a future offloading of
capacity building activities and trainings to training institutions.
This effort led to development of an initial HIS training Package consisting of seven modules
namely; Module 1: Implementing the Master Facility List (MFL)
Module 2: Implementing the Master Community Units List (MCUL)
Module 3: District Health Information Software (DHIS)

Module 4: General Data Management
Module 5: Data Quality
Module 6: Data Demand and Information Use
Module 7: Inpatient Medical Record System and ICD-10 Coding
In addition there have been several trainings offered by the University of Oslo to build the
capacity of the core team at the DivHIS to help to customize and develop the Kenya instance of
DHIS. On leadership and management, there have a number of interventions aimed at building
the capacity of the HIS in this area including a targeted training for HIS leadership on leadership
and management and supporting the planning and stakeholder coordination management
processes.
Upon the development of the training packages, a Trainers of Trainers was carried out where
79 ToTs drawn from MoH, FBO, Partners, Training Institutions (-UON, JKUAT, KMTC). Since then
FBO affiliated health facilities/ coordinating organs (CHAK/KEC) have been trained. Capacity
building efforts focused at the MoH and sub county levels had been put on hold to await staff
deployment following the devolution. There is now a need to roll out capacity building efforts
to ensure that the appropriate skills have been cultivated at the county and sub county levels to
support service delivery in the devolved system.
6. Implementation Method
Capacity building especially at the county level and below is deemed to be long term; however
at the initial stage it will be carried out in two phases.
Phase 1: This is aimed to support the Counties in assuming leadership and management role in
the counties with regards to planning, M/E, HIS, data management, quality and use. It will also
be directed to Hospital managers of especially from the big hospitals. Coupled with this is the
training of data managers at various levels who include CHRIOs, ScHRIOs, HRIOs at the hospital
level and M/E officers/Data Clerks/ SCCFP & CHEWS with an aim to improve their skills to
collect , collate, transmit, analyse and disseminate quality data for use for planning, policy and
performance monitoring. The capacity building will mainly be conducted by the national level
with support of partners up to the county level while the sub county level capacity building will
be the responsibility of the counties with support of the regional partners. It is envisaged to
take place in the first quarter of the 2013/2014 financial year.

Phase 2: In order to promote sustainability of capacity building efforts, Phase 2 is envisaged to
foster collaboration with the training institutions with an aim of progressively building their
capacity to assume the role of in service skills upgrade and training. In this regard, MoH with
support of partners will work with training institutions including KMTCs, Universities etc. to
deliver the phase 2 training. These are aimed at inculcating the culture of continuous
performance monitoring, data quality and data use among other emerging capacity building
needs. This is envisaged to take place in the 4th quarter of the 2013/2014 financial year
