Welcome Message
India is once again proudly hosting the South Asian
Games in the cities of Guwahati and Shillong. The
Organising Committee of the 12th South Asian Games
(OC-SAG) takes immense pleasure in presenting this
Technical Handbook to you. Through this Handbook, we reserve to express our
utmost gratitude to the South Asia Olympic Council (SAOC), the participating
nations and the International Sports Federations (IF’s) for their close
co-operation and support.
Since, India promised its regional partners to deliver a remarkable multi-
sporting festival in the stadia across Guwahati and Shillong, the OC-SAG has
set the following objectives for itself to make the Games a memorable sporting
extravaganza:
1. To deliver the best ever South Asian Games and leave behind an
impressionable experience for everyone
2. To standardise every Games event and provide the best facilities to the
participating athletes from the region at the highest level
3. To conduct the competitions with strict adherence to the Rules and
Regulations of SAOC, Asian Federations (AF’s) and IF’s
4. To provide best hospitality services to all our guests and make the
12th South Asian Games 2016 not only successful but an equally memorable
event

Message from Indian Olympic Association
The South Asian Games (SAG) are being held in India for the third time.
It is the fi rst time an international event of this magnitude has come to
the North East of India. Guwahati and Shillong shall be the host cities for the
Games. The Games were previously hosted by Calcutta and Madras in 1987 and
1995 respectively.
In this twelth edition of the international multi-sport extravaganza, we are
expecting more than 4000 athletes from eight participating countries who will
compete across 23 sporting disciplines.
A great deal of planning is being undertaken by a body of experienced and
dedicated workforce comprising members of the Organising Committee,
Indian Olympic Association, the National Sports Federations, the Government
of India and also the state governments of Assam and Meghalaya to ensure
that the 12th South Asian Games 2016 are organised with due earnest and
delivered successfully.
I am fully confi dent that the athletes, offi cial, spectators and media will avail
the best of services to enjoy this historic sporting spectacle. I wish all the best
to each of the participating athletes. Be modest in your victory and gracious in
defeat, and above all, enjoy the Games.

South Asia Olympic Council (SAOC)
The South Asia Olympic Council (SAOC), recognised by OCA, is the governing
body of all sports in South Asia.
The mission of SAOC is to organise and encourage sports in South Asia. Besides
sports, the SAOC promotes Olympic values such as fair play, respect for others,
friendship and goodwill among the youth of South Asia.
The SAG in all their modalities are the exclusive properties of the SAOC. It
will ensure the regular celebration of the SAG and provide fair and impartial
competition.
SAOC Member Countries consists of Afghanistan, Bangladesh, Bhutan, India,
Maldives, Nepal, Pakistan and Sri Lanka.

Indian Olympic Association (IOA)
Indian Olympic Association is the apex umbrella body for sports bodies in India
and is responsible for preparing and selecting athletes for all major international
events. The Games were allotted to IOA by the SAOC and are being hosted
under the aegis of the IOA with the support of Government of India and State
Governments of Assam and Meghalaya. The IOA has constituted the Games
Technical Conduct Committee (GTCC) to manage and supervise the technical
conduct of the Games and to ensure that the Games are held in accordance
with International Federations rules and regulations and the constitution of
South Asian Games. The IOA is committed to collaborating with the National
Sports Federations and the Government of India, to prepare the best possible
team for the 12th South Asian Games.

Ministry of Youth Aff airs & Sports, Government of India
Ministry of Youth Aff airs & Sports is the nodal agency of the Government of
India for the development & promotion of sports in the country. The ministry
is providing all support for the 12th South Asian Games. It has a key role as
mentioned below for the successful delivery of the Games.
• Providing funds to the Government of Assam, Government of Meghalaya
and other stakeholders for sport and related infrastructure as well as to the
Organising Committee for the conduct of the Games.
• Reviewing and monitoring the delivery of the Games through the Internal
Working Group, a Committee headed by Mr. Rajiv Yadav, Secretary (Sports),
MoYAS, Government of India.
• Providing assistance for obtaining approvals from MHA, MEA and MoCA for
visa purposes and necessary support required at Guwahati Airport.
State Governments of Assam & Meghalaya
The State Governments of Assam & Meghalaya are the key delivery partners
of the Games, which are responsible for venue development as well as
local support such as security, medical facilities, etc for the Games. The host
Governments will be making all arrangements for providing an enjoyable
experience to all the visitors during the Games.

Organising Committee – 12th South Asian Games 2016
The OC-SAG is the apex committee for the management and organisation of
the Games. The OC-SAG was set-up on 29th June, 2015 under the chairmanship
of Mr. Sarbananda Sonowal, Hon’ble Minister of State (Independent Charge)
for Youth Aff airs & Sports, Government of India and Mr. N. Ramachandran,
President IOA is the co-chairman. Mr. Jarnail Singh is the Secretary General
and Mr. Rajeev Mehta, Secretary General IOA is the Co-convenor of the
OC-SAG. The GTCC constituted by the IOA is headed by Dr. Akhilesh Das Gupta,
Vice-President IOA; and Mr. Rakesh Gupta and Dr. S. M. Bali, Joint-Secretaries
IOA are the Deputy Chairpersons. Mr. Injeti Srinivas, Director General – Sports
Authority of India (SAI) is the CEO (Guwahati) and Mr. R. K. Sharma is the CEO
(Shillong) for the Games. The OC-SAG is the organisation responsible for
the conduct and delivery of these games.

Competition History: Football
In a form of football played in ancient China, leather balls were fi lled with
feathers and hair. Football became so violent in medieval England – where rival
towns would play each other in the streets, using a pig’s bladder – that it was
banned for over 300 years.
The game was formalised in English schools in the 19th century, when football
and rugby were split into distinct sports. In 1863, the Football Association was
founded in England to establish rules. In 1872, the fi rst competition – the FA
Cup, which still exists – was established.
The women’s competition was fi rst included in the Olympic programme at the
Atlanta 1996 Games. The Olympic tournament is the only major international
football competition Brazil’s men have yet to win, so expect to see the host
nation fi eld a strong team in 2016.

Competition InformationCompetition DatesThe Football Competition of the 12th South Asian Games will be held in Guwahati for the Men’s section from 5-15 February, 2016 and in Shillong for the Women’s section from 6-15, February, 2016.

Training Venues:
1. Sports Authority of India, Regional Centre, Paltan Bazar, Guwahati

i. The matches may be played in a daylight or/and fl oodlights.ii. If in case any of the match/matches are called off or not played for unforeseen
reasons the teams must be prepared to play the match in the morning hours and the time will be decided by the OC-SAG.
The participating teams shall use only those training sites which have been
offi cially designated for training and practice matches from the time of their
arrival in host country until the time of their departure.

FootballsThe Footballs chosen for the competition shall conform to the Laws of the Game and bear one of the following three quality standard designations licensed by FIFA.a) “FIFA APPROVED”b) “FIFA INSPECTED”

Mode of Competition
• The participating teams in the 12th South Asian Games shall be divided into two (2) groups namely – Group ‘A’ and Group ‘B’.

• The competition shall consist of four stages: a. League System b. Semi-Finals – knockout system c. 3rd place match d. Final
• In group matches the teams will play each other in a league system.
• The Winner and Runner-up from each group shall qualify for the semi-fi nals.
• The Winner of Group ‘A’ will meet the Runner-up of Group ‘B’ for the fi rst semi-fi nal, while Winner of Group ‘B’ will meet the Runner-up of Group ‘A’ for the second semi-fi nal. The Winners of the semi-fi nals will play Final.
• The losing teams of the Semi-Final will vie for the Third Place Play-off .
• In the group stage matches will be of ninety (90) minutes duration, consisting of two periods of forty- fi ve (45) minutes with an interval of 15 minutes from whistle ending the fi rst period to the whistle starting the second period.
• In the event of semi-fi nals and fi nal, if at the end of the match the score remains tied, thirty (30) minutes extra time will be played, consisting of two (2) periods of fi fteen (15) minutes each with an interval of fi ve (5) minutes at the end of normal playing time, but not between the two periods of extra. If still the match remains tied, at the end of extra time, penalty kicks shall be taken to determine the winner.
• If the taking of kicks from the penalty mark cannot be started or completed because of weather conditions or for other reasons beyond control, the results shall be decided by the drawing of lots by the Referee in the presence of the Match Commissioner and the two-(2) team captains.
• In the match for third and fourth place, there shall be no extra time if the match ends in a draw at the end of the prescribed time. Thereafter, the match shall be decided by penalty kicks.
• The host shall have the right to determine the scheduling of the matches in consultation with All India Football Federation.
Points System and Tie Breaker • In the group league matches winner shall be awarded 3 (three) points while 1
(one) point each shall be awarded for a draw and none for a loss.• In the event two or more teams are tied on points in the group league
matches the following system shall apply to break the tie: a) Greater number of points in Group matches among the team concerned b) Goal diff erence c) Greater number of goal scoredd) Kicks from the penalty mark if both the teams are still on the fi eld of the
playe) Drawing of lots

ParticipantsEligibility
Only competitors belonging to NOCs of Member Countries of SAOC and complying with the Constitution and Rules of FIFA as well as those of the AFC are entitled to participate in the 12th South Asian Games. Each participating SAOC member may enter only one team in men’s competition and one team in women’s competition.
• In the men’s football competitions, only players born on or after January 1, 1993 (Men’s) shall be eligible to participate in the Football Competition Men.
• In the women’s football competitions there is no age restriction for the players
• For all players, only their individual passports shall be proof of nationality.
Registration of Players and Offi cials
Each team participating in the tournament shall register a maximum of twenty (20) players and seven (7) offi cials
Final Registration
• Participating NOCs are required to fi le a Final registration of a maximum of
Twenty (20) players (11 players and 9 substitutes), numbered from 1 to 20
from the squad list at the Manager’s Meeting to be held before the start of
the Competition.
• Twenty (20) players shall be included in the match-starting list for the match
(11 Selected players and 9 substitutes).
• An offi cial accreditation card with photograph shall be issued to the players
and offi cials of each team by the OC-SAG Games Secretariat.
• Only those players who are in possession of such an accreditation card are
entitled to play the match. The accreditation card shall always be available for
Inspection prior to the start of the match.

Entries• Preliminary Entry (By Number)
The preliminary Entry by Number from all countries must be received by the OC-SAG with intimation to the National Olympic Committee of India (IOA) not later than 10th December, 2015.
• Final Entry (By Name):The fi nal Entry by Name of all the competitors/team offi cials must be received by the OC-SAG with intimation to the National Olympic Committee of India (IOA) not later 5 th January, 2016. After expiry of the deadline prescribed for the fi nal entry, no addition/change of competitors will be allowed.
Competition Rules and Regulations1. All matches shall be conducted in accordance with the Laws of the Game
promulgated by the International Football Association Board (IFAB) and published by FIFA.
2. Before each match in the competition, each team will receive a “Match Starting List” on which the numbers, full names, of the Twenty (20) players must be entered, together with the full names of the offi cials seated on the substitutes Bench. The match starting list must be properly completed in block capitals, signed by the Team Manager.
3. Both teams must hand their Match Starting List to the Match Commissioner at least Ninety (90) minutes before the kick-off . The Match Commissioner will check the accreditation cards of the players whose names are listed on the match-starting list seventy fi ve (75) minutes before the kick-off .
4. The numbers on the players shirts from 1 to 20, must correspond with the numbers indicated on the Match Starting List. The Goalkeepers and team Captain must be identifi ed.
5. If the match-starting list is not completed and returned in time, the matter will be submitted to the South Asian Games Disciplinary Committee.
6. After the Match Starting List has been completed and signed by both teams and returned to the Match Commissioner, and if the match not yet started, the following instructions apply:
1. If any of the eleven (11) players listed on the Match Starting List selected to start the match are not able to start the match for any reason, they may be replaced by any of the Nine (9) substitutes. Such replacements will reduce the quota of substitute players accordingly. During the match, three players may still be replaced.
2. If any of the Nine (9) substitutes listed on the Match Starting List are not able to be fi elded for any reason, they may not be replaced, which means that the quota of substitutes players will be reduced accordingly.

3. “If a goalkeeper listed on the starting list, is not able to be fi elded for medical reasons and endorsed by the Tournament Medical Committee, he may be replaced by another goalkeeper not previously listed but registered on the squad list. This applies to goalkeepers only.”
Substitution of Players Not more than three (3) players may be substituted during a match. Any player substituted may not re-enter the match.
Team BenchOnly seven (7) team offi cials and nine (9) substitutes are allowed to sit on the substitute’s bench. The names of these persons and their functions must be listed on the Starting List.
A suspended player or offi cial shall not be allowed in the substitute bench and they have to leave the area immediately to the dressing room. Further he will not receive medals at the ceremony stand if that team reaches the fi nal.
Cautions and Expulsions
1. A player who receives Two (2) cautions (yellow cards) during the competition shall automatically be suspended from the match following the match in which he receives the second caution.
2. A player who receives an expulsion (red card) during the competition shall automatically be suspended from the match following the match, which received the expulsion.
3. A player and offi cial expelled from the fi eld of play by the referee shall remain suspended from further play until the disciplinary committee has decided the case.
4. Caution and expulsion will be carried forward from one stage to another stage of the competition.
Withdrawals, Walkovers and Abandoned Matches
Withdrawals Participating teams shall play every match until they are eliminated. Teams that withdraw after the draw and the match schedule have been made will be fi ned and sanctions will be imposed on them.
Walkovers In the group stage, should any team give a walkover by failing to play a match through default, the opposing team shall be awarded three (3) points and a score of three (3) goals to nil (3-0) or more if the winning team has already achieved a higher score at the moment the guilty team leaves the fi eld.
Abandoned Matches
If the match is stopped by the Referee before the end of the normal time or

during the extra time because of any force majeure or any other incidents such as,
but not limited to, the fi eld is not fi t to play, weather conditions, fl oodlight failure,
etc. the following procedure must be followed:
i. The match is automatically suspended for the duration of thirty (30) minutes
to allow conditions to improve suffi ciently to restart the match, unless the
referee decides that the match can be resumed earlier
ii. At the discretion of the Referee, another suspension of a maximum of thirty
(30) minutes shall be allowed if in his opinion this extra period of suspension
will allow the match to be resumed. Otherwise, at the end of this second
thirty (30) minutes period, the Referee must declare the match to have been
abandoned
iii. In the case of an abandoned match, the Match Commissioner shall decide
within two (2) hours of the Referees decision to abandon the match whether
to order only the part of the match, which has not been completed to be
replayed, provided this can be done on the next day of the abandoned
match or whether a replay shall be organised and whether the match result
at the time of abandonment is valid, taking sporting and organizational
considerations into account.
In case of an abandoned match as a result of force majeure after it has already
kicked off , the following shall apply:
i. The match shall recommence at the minute at which play was interrupted
rather than being replayed in full, and with the same scoreline;
ii. the match shall recommence with the same players on the pitch and
substitutes as when the match was abandoned;
iii. no additional substitutes may be added to the list of players on the team
sheet;
iv. the teams can make only the number of substitutions to which they were still
entitled when the match was abandoned;
v. players sent off during the abandoned match cannot be replaced;
vi. any sanctions imposed before the match was abandoned, remain valid for

Medical
Doping Control:During the 12th South Asian Games, Doping Control tests will be carried out according to the rules and instructions of IOC, FIFA, AFC & SAOC.
Medical FacilitiesMedical facilities will be available at the Accommodation, Training and Competition Venues.
Gender Verifi cation
Femininity verifi cation tests may be carried out in accordance with the
International Rules, except for those competitors who present a valid Certifi cate
of Femininity issued by the Medical Committee of IOC, OCA.
Protest and Appeals
Subject to the following provisions, protests include objections of any kind to occurrences that have a direct eff ect on matches organised in the competition (e.g. state and marking of the pitch, accessory match equipment, eligibility of players, stadium installations, football etc.)
Unless otherwise stipulated in this article, protests shall fi rst be submitted in writing to the AFC Match Commissioner within two hours of the match and followed up immediately with a full written report including a copy of the original protest, to be sent in writing to the Tournament Committee.
Protests against the eligibility of players registered for matches in the tournament shall be submitted to the Match Commissioner immediately after the fi nal registration of players at the team Manager’s Meeting.
Protest against any incidents that occur during the course of a match shall be made to the referee by the team captain immediately after the disputed incident and before play has been resumed. The protests shall be confi rmed in writing to the Match Commissioner by the Head of the Team delegation no later than two hours after the match.
No protests may be made against the referees decisions regarding facts connected with play, such decisions being fi nal.
All protests and appeals, to be offi cial, must be in writing and must be accompanied by a fee of USD 50/- (fi fty US dollars) only. If any unfounded and irresponsible protests is lodged the body responsible may impose fi ne and the protest fee of USD 50/- (fi fty US dollars) will be forfeited.
Protests shall be sent to the offi cials concerned within the stipulated time limit, otherwise they will disregarded. National Associations, players and offi cial are forbidden from taking disputes to civil courts.

Management Information
Competition Management:AIFF and OC-SAG Technical Committee shall be responsible for organization and management of the Football Competition under the guidance of FIFA/AFC.
Technical Organization:
The following will be nominated by Asian Football Federation for the conduct of
the Football Competition:1.1 Technical Delegate - 11.2 Match Commissioner - 21.3 Referee Inspector - 21.4 Neutral Referees - 4
In addition to FIFA referees accompanying the participating teams, the AFC may
appoint other referees from their list of FIFA registered referees and AIFF may
supplement with National Referees to offi ciate in the tournament if required.
All India Football Federation shall appoint the other Technical Offi cials after
approval of the AFC.
The Technical Offi cials will be entitled to free Boarding, Lodging, Transport and
other facilities.
Jury of Appeal
Chairman
Shall be appointed by All India Football Federation.
Members
As per the constitution of SAOC each participating country may nominate one
qualifi ed Jury Member who would be entitled to the same facilities as in case of
Technical Offi cials.Team Colours & Players Outfi ts
Each team must have a minimum of two sets of uniform, the Colour of which shall
be submitted along with the entry form by name.
Final registration of twenty (20) players shall indicate the jersey number from
1-20 only these players shall be eligible to play. The colours of the numbers must
contrast clearly with the outfi t (light on dark or vice versa).
Goal Keeper shall wear colours contrasting bearing their registered number with
those of two teams and the referee.
If thermal shorts are used, they shall be the same colour as the main colour of the
shorts.
Each team shall wear its offi cial colour as declared on the offi cial entry form. If

the event of clash of team colours, team A shall be entitled to wear its offi cial outfi t
and team B shall use the reserve outfi t, if necessary, a combination of the offi cial
and reserve outfi t.
If, in the opinion of the Referee and the Match Commissioner, the colour worn
by two opposing teams might cause confusion or prove unsuitable for television
broadcasts, they shall be modifi ed, using either the entire reserve outfi t or a
combination of both.
The basic compulsory equipment must not have any political, religious or personal
slogans, statements or images.
Players must not reveal undergarments that show political, religious or personal
slogans, statements or images, or advertising other than the manufacturer logo
The team player whose basic compulsory equipment or the undergarments has
political, religious, personal slogans, statements, images or advertising other than
the manufacturer logo will be sanctioned by the Organising Committee.
The player’s kit, team colours, sponsor advertising and manufacturer identifi cation,
etc. must comply with the provisions of the AFC Equipment Regulation. This
provision applies for the entire competition.
Commendation:Victory Award Ceremonies:The Victory and award ceremony shall be held after the conclusion of last match of the Football Competition and results are announced. The ceremony will take place in front of the Victory stand. Medal and Flower bearers will take their position. Medal winners will be escorted to the podium. The medals and fl owers will be presented by the SAOC President or his Special Invitees. The National Anthem of the Gold medal winner(s) will be played and the country fl ags of the medalists will be hoisted. Winners must wear their NOC Offi cial Sport Uniform.
Prizes
The Prizes for the Boxing Competition will be as follows:
ChampionGold Gilt – Medal and Diploma for each participating member of the winning team.
Runner upSilver – Medal and Diploma for each participating member of the fi rst runner up team.
Third PlaceBronze – Medal and Diploma for each participating member of the second runner up team.
Fourth, Fifth and Sixth Place
Diploma for each participating competitor fi nishing fourth, fi fth and sixth.

Players and Offi cials should go through the mixed zone after the match whenever there is a mixed zone set up. Players and Offi cials should attend press conference interviews when requested.

Transportation
A comprehensive transport system for athletes, team offi cials and technical
offi cials will be available exclusively for the SAG 2016 Games. This will include-
1. Transportation of the delegates from Lokopriya Gopinath Bordoloi
International Airport to the place of accommodation. Regular shuttle
service from accommodation to offi cial competition venues and training
venues.
2. Special transportation services for the opening and closing ceremonies.
3. Departure service from the accommodation to the airport.
Athletes Accommodation
Diff erent three star hotels will accommodate athletes, team offi cials during the
period from February 3rd - 17th, 2016. OC-SAG 2016 and the hotel management
will provide all possible assistance to the athletes and the offi cials to make
them feel comfortable and homely. It is our intention to provide best
hospitality services to all our guests and make the 12th South Asian Games
2016, a memorable event.
Medical Services
A First-aid and Emergency Medical Service First Response will be provided
during the SA Games to all participants at the competition and training
venues. The service will comprise of a dedicated medical team supported by
an ambulance service.
Medical services will also be ensured at the accommodation for the athletes and
offi cials which will include sports medicine, physiotherapy, general medicine,
consultancy services and a 24 hour emergency services for acute needs.
If patients require more specialized medical care, they will be transported to
the SAG nominated hospitals and clinics. Any non-emergency care provided
outside will be the expenses of the individual concerned.

WEATHER IN FEBRUARY
Guwahati
February is perhaps the best time to visit the city of Guwahati with average
temperatures around pleasant 19 degrees Celsius. The highest temperatures
can be around 26 degrees Celsius with lows of around 11.9 degrees Celsius. The
city receives scanty rainfall during the month of around 2 cm. These pleasant
weather conditions make the city a tourist hot spot during the weather with
visitors fl ocking in from every nook and corner of the country to visit the city as
well as the entire north east region.
Shillong
The hilly city experiences chilly winters during the months of December
and January but February marks the onset of spring in the city with average
temperatures around 13.1 degrees Celsius. The highest temperatures can
be around 17.3 degrees Celsius with lows of around 8.9 degrees Celsius. The
city receives very little precipitation during the month with average recorded
rainfall of around 3cm.
