of Maharashtra in Ratnagiri District & along the Thane Creek. The Biological Diversity Act came in force in 2002 and its early implementation in the State is necessary task ahead. The formation of Biodiversity Management Committees at the local level and preparation of People’s Biodiversity Register is major part in scope and size of this Biological Diversity Act, 2002.

The Executive Committee of GOM-GIZ-CMPA has sanctioned the project. Hence we take the opportunity to thank Dr. N. Vasudevan, the Nodal Officer, GIZ-CMPA Project and Chief Conservator of Forests, Mangrove Cell, Forest Department of Maharashtra, Mumbai and all the Executive Committee Members for sanctioning the project. We also thankful to the field staff of Mangrove Cell for their support in the field work.

The Chief Executive Officer, Dy. CEO, Zilha Parishad, Ratnagiri; Block Development Officers of the Dapoli, Mandangad and Rajapur Talukas; and VDOs of the villages enlisted in the project have co-operated at each level for conducting the Gramsabhas, special meetings for formation of BMCs and several other activities. We are thankful to all of them for the same, without their support the project could not have stepped ahead.

The major objective of the project was development of People’s Biodiversity Registers which could not have documented without the active participation of the Sarpanch, Chairman and Members of Grampanchayat, BMCs and knowledgeable persons from the Grampanchayat who have shared their valuable knowledge for documentation of PBR. We are very much thankful to all of them.

Our field work team consists of Assistant Program Officer Shri. Doulat Vaghamode have vigorously traversed the coastal area of Ratnagiri District, contacted Authorities, villagers, educational staff of the villages, professionals, stakeholders for formation of BMCs and have completed five PBR at his own.

Shri. Umesh Awasarkar, Project Technical Officer under MSBB with his experience have made extensive visits to the project areas and guided Assistant Program Officer along with BMCs,

Grampanchayat and Members of Zilha Parishad from time to time to adhere to the framework of project. Mr. Vivek Davare, Technical Officer, MSBB have taken effort for the successful completion of the project.

Executive Summary Deutsche Gesellschaft fur International Zusammenarbeit (GIZ), GmbH, initiated a project

entitled “Conservation and Sustainable Management of Existing and Potential Coastal and Marine Protected Areas, India (GIZ-CMPA)” in association with the Ministry of Environment Forests and Climate Change (MoEFCC), Government of India for the period of 2012 to 2017 in the 22 villages in a coastal stretch from Velas to Dabhol of Ratnagiri district..

Maharashtra State Biodiversity Board had submitted a project proposal to the Nodal Officer and CCF, Mangrove Cell under Forest Department of Government of Maharashtra related to implementation of Biological Diversity Act 2002 (BD Act 2002) through formation of Biodiversity Management Committees (BMC) and development of People’s Biodiversity Register (PBR) in the project area. The BD Act is considered to be implemented through the Panchayat Raj system, hence ultimately local body at lowest level that is, Grampanchayat is the key unit for its effective implementation throughout the country. However, subject of biodiversity is absolutely new for local body and to develop mechanism for effective implementation of BD Act it is essential to build capacity of the committee or Gramsabha. This process itself will strengthen the decision power of the BMCs towards conservation and sustainable utilization of the local biological resources in their area.

Nevertheless Maharashtra has prior experience of developing PBR through the NGOs, it has not been integrated with the existing Government system. The present project under GOM-GIZ–CMPA helped to demonstrate how the BMCs should be form at various level within Government system and how can they effectively work for implementation of BD Act & to achieve the overall goals of the project related to the Act.

The main objective of the project was to form the Biodiversity Management Committees (BMCs) as per provisions of the Biological Diversity Act 2002 (BD Act 2002) at each Grampanchayat level under the project. It was great task to form BMCs during the initial period of the project. The BD Act is quiet new for village committees hence initially the Gramsevak (Village Development Officer or VDO) refused to become the Secretary of BMCs. However, the matter resolved latter on after continuous interactions with the authorities of local bodies i.e. Block Development Officers (BDO) and Deputy Chief Executive Officer (Dy. CEO) of Zilha Parishad.

The corrected resolutions of BMCs of all 19 project villages received to the MSBB in Oct 2016 which delayed further activities of PBR initiation. The BMC formation was also expected at Municipal Corporations of Thane, Mumbai and Navi Mumbai under this project which could not take shape in spite of several attempts made towards it. Although the MSBB has served order of Hon. Bombay High court bench at Aurangabad, which clearly instructed that the Divisional Commissioner should instruct the Municipal Corporations and Municipal Councils under their jurisdiction to form BMC at local body level. However, it could not result into the BMC formation as the resolutions has to be passed by the local body in the General Body meeting (GB). In addition to that, all these three Municipal Corporations had undergone the elections of the local bodies during project period. This unexpected development has delayed entire process of BMC formation in Municipal Corporations and still it could not formed BMC during the project period.

Strengthening the Biodiversity Management Committees (BMC) for long term- implementation of project goals under GOM-GIZ-CMPA and development of People’s Biodiversity Registers (PBR) in all project villages were the prime activities expected under project by MSBB. To achieve these goals the MSBB conducted workshops, training programs and conducted several formal and informal meetings with the VDO, Grampanchayat body, BMC, Forest Officials, Block Development Officer, Dy CEO and CEO and also with other officials at Zilha Parishad level. It helped to initiate the processes related to BMC establishment; its importance for the villagers; issues related to sustainable utilization of biological resources and documentation of PBR. The training programs could help to generate awareness among the people about Biodiversity Act, 2002 and its significance for them.

Although the project was expected to be completed within a year, the BMC formation process took almost 6 to 9 months of the project period after which PBR documentation process started. During the project implementation process several discussions took place at district, Taluka and village level to explain the intricacies of the BD Act. Thus, to initiate the process of formation of People’s Biodiversity Register could start after initial 6 to 9 months. The Board took a firm stand to train the BMCs for PBR development and it must be developed through their participation only. It also took some more time to build up the capacity of BMCs as several issues were not clear to them. Hence, workshops were conducted in clusters. However, in the first attempt, five villages could complete the PBR process and most of the villages under project initiated the processes at their level.

At the end of the project period it revealed that the BMCs started responding and with little more help may able to achieve the objectives of the MSBB as mentioned in the project proposal. In it also revealed that concept of Access & Benefit Sharing (ABS) mechanism understood by the BMC members and they started responding to it. Thus the MSBB asked for extension (without additional financial aid) to the project to complete the remaining process of PBR in rest of the villages.

During the extension period, apart from 5 villages (which completed their PBRs) rest of all villages took part in the workshops and joined their hands for development of the PBRs. As a result of this all 19 villages could initiate their PBR development processes and till end of May 2017 the MSBB may receive the original copies of PBR from all the BMCs. It fulfilled both the objectives of the project under GOM-GIZ-CMPA. In addition to this the ABS mechanism will be established once the PBR will be ready with villages. The activities initiated by the MSBB will not remain limited to the project period but certainly the MSBB would like to complete similar process in forthcoming period in all local bodies of these three Project Talukas.

It is important to note that the PBR development is sole responsibility of the BMC at local level. Hence, capacity building of BMCs and generating understanding about provisions of BD Act is essential. In many State Biodiversity Boards, the PBR has been developed through the NGOs whereas in present case BMC engaged a person from their area to write down PBR information in the register and the committee took review of the work time to time. No doubt this process took more time than the expected but certainly the results of this project will be long lasting as people’s participation was very much in overall processes. The MSBB has successfully demonstrated how to develop PBR through the BMC participation at village level.

In forthcoming period, the MSBB will validate PBR submitted by these project villages and will issue the certificate to respective village as earliest as possible. Under the GOM-GIZ-CMPA project several activities related to the sustainable utilization of bio-resources has been initiated. To link up all such activities with the BMCs, the MSBB will take initiative and will setup a model in association with the Zilha Parishad.

A] Introduction India, a megadiverse nation, is one

of the richest nations in terms of biological diversity. India owes this to its position in the tropical and subtropical latitudes. India has a great diversity of natural ecosystems ranging from high altitude Himalayan regions to the sea coasts; from the wet north-eastern green forests to the dry northwestern arid deserts; with different types of forests, wetlands etc. India consists of fertile river plains and high plateaus and several major rivers, including the Ganges, Brahmaputra and Indus. The diverse physical features and climatic situations have formed ecological habitats like forests, grasslands, wetlands, coastal and marine ecosystems and desert ecosystems, which harbor and sustain immense biodiversity. The country is also one of the 12 primary centers of origin of cultivated plants and domesticated animals. Biodiversity is essential for maintaining the ecological functions, including stabilizing of the water cycle, maintenance and replenishment of soil fertility, pollination and cross-fertilization of crops and other vegetation, protection against soil erosion and stability of food-producing and other ecosystems. Conservation of biological diversity leads to conservation of essential ecological

diversity to preserve the continuity of food chains. Biodiversity provides the base for the livelihoods, cultures and economies of several hundred millions of people, including farmers, fisher folk, forest dwellers and artisans. It provides the raw material for diverse medicinal and healthcare systems. It also provides the genetic base for the continuous up-gradation of agriculture, fisheries, and for critical discoveries in

scientific, industrial and other sectors. The rapid erosion of biodiversity in the last few decades has impacted on the health of the land, water bodies and people. Biodiversity is a wealth to which no value can be put. The survival of the human race is dependent on conservation of biodiversity. It is evident that this valuable heritage is being destroyed at an alarming rate due to several reasons. Measures are being taken up at national and international levels to address this issue. The Earth Summit produced a plan of action on a number of issues (Agenda 21) including conservation of biodiversity during the 21st century. Conservation and sustainable use of biological resources based on local knowledge systems and practices are ingrained in Indian ethos. The country has a number of alternative medicines, like Ayurveda, Unani, Siddha and Homeopathic systems which are predominantly based on Plant-based raw materials in most of their preparations and formulations. Herbal preparations for various purposes including pharmaceutical and cosmetic form are a part of traditional biodiversity in India. The Convention on Biological Diversity (CBD) was signed at the Earth Summit at Rio-de-Janeiro on 5th June, 1992 by the United Nations and the Convention was enforced on 29th December, 1993. India became a signatory to the Convention in 1994 and at present, there are 194 parties who have signed this Convention. This Convention recognized sovereign rights of the nations over their biological resources and emphasized that access to genetic resources should be only for environmentally sound purposes and should be subject to national legislations. This Convention is a comprehensive, binding agreement covering the use and conservation of biodiversity and has three prime objectives: 1. Conservation of Biological Diversity; 2.

In accordance with the Biological Diversity Act, 2002 three tier arrangements at the national, regional and local level has been made to achieve these objectives effectively. These include, National Biodiversity Authority (NBA) at National level; State Biodiversity Boards (SBBs) at State Level and Biodiversity Management Committees (BMCs) at the Panchayat or local body le vel.

The Maharashtra State Biodiversity Board (MSBB) came into existence in 2012 under Section 22 of the BD Act 2002, with it’s headquarter at Nagpur and a sub-office a Pune. The Maharashtra State Biodiversity Board (MSBB) started formation of Biodiversity Management Committees from 2012 whereas process of development of People’s Biodiversity Register (PBR) started in 2013. At present more than 250 villages in Maharashtra has initiated process of PBR development. The Board has made significant contribution in formation of BMCs in the State which is reached to more than 18000 out of 28500 (approx.).

Development of PBR is primary mandate of every BMC under the BD Act. However to culminate the PBR development at each local body level through BMC capacity building is essential. Thus, the MSBB has initiated several activities in association with Forest Department, NGOs, local communities, volunteers etc. to generate awareness among the people regarding this Act and various processes under it. In Maharashtra utilization of biological resources is well established process however practices associated with it differs from area to area and also community to

community. Hence the traditional knowledge associated with biological resources in different areas with the communities is immensely valuable for documenting it in PBR. Considering all these facts and mandates given to the BMCs, the MSBB initially started working with NGOs those which are actively working with villages related to conservation of biodiversity issues.

In 2015, GOM-GIZ-CMPA project provide an opportunity to the MSBB to enhance its work in coastal areas of Ratnagiri. Through this project several other activities related to sustainable utilization of biological resources were also proposed. The overarching goal of the GOM-GIZ-CMPA project is to assist concerned state authorities and other stakeholders to preserve the biodiversity of ecologically important coastal and marine areas through an improved management of these areas and the creation of an economically stable environment for those depending on the sustainable use of this biodiversity for their livelihood.

For the sustainable utilization of biological resources it is necessary to implement the BD Act 2002 by establishing the Biodiversity Management Committees (BMCs) and developing People’s Biodiversity Register (PBR) at Gram Panchayat level. The active role of BMC is highly significant to achieve the overall goals of the present project. Hence, the MSBB proposed a project

entitled, ‘Implementation of Biological Diversity Act 2002 through the GOM-GIZ-CMPA Project in Maharashtra, India’ through Mangrove cell, Forest Department. The overall goal of project was to develop awareness among the local people about BD Act, 2002 and its various provisions so that they could integrate various activity of GIZ through their BMC.

Project background In 1992, the Conventions on Biological Diversity was accepted by 194 countries all over the world. During which the concept of a PBR was introduced and in 1996 the first PBR was initiated in Supegaon in Roha Taluka of Raigad district in Maharashtra. In subsequent years, many other organizations in Maharashtra worked for developing PBR documents and some of them were even published as reports. It implies that the PBR process was initiated in Maharashtra even before

the establishment of NBA in 2003. In 2006, Dr. Madhav Gadgil published comprehensive guidelines for making an effective and exhaustive PBR at the local level. However, it could not be replicated everywhere due its complexity and lack of manpower. Hence, NBA published guidelines for making a simple but effective PBR. These guidelines were prepared in coordination with five State Biodiversity Boards in India.

The important issue about capacity building of the local people was raised by the National committee to develop an effective PBR. Accordingly, the Maharashtra State Biodiversity Board begun its activities since 2012 and extensively working for the development of the PBR documents throughout the state through the establishment of Biodiversity Management Committees. It is one of the key mandate of the State Biodiversity Board. However, there are several non-Governmental organization at national as well as international level which are playing an important role for the conservation of the local biodiversity in Maharashtra by involving the local communities.

In spite of NGOs work in the State, the PBR development remain restricted to few villages only. Unawareness about the BD Act, Nagoya protocol and PBR development among the local people is restricting for implementation of BD Act whereas Mangrove Cell in association with GOM-GIZ-CMPA conducting several activities and projects related to the sustainable utilization of marine bio-resources, enhancement in the production of bio-resources, reduction of threat to marine biodiversity, generation of awareness among the people, capacity building of villagers with respect to various challenges in biodiversity protection, conservation and enrichments etc. in between 2012 to 2017.

In 2015 during the discussion with officials of the Nodal agency, it revealed that the activities initiated under the GOM-GIZ-CMPA project should sustain even after the project period. Thus, considering the sustainable utilization of biological resources along coastal areas, concept of implementation of Biodiversity Act, 2002 was discussed and it was proposed to establish Biodiversity Management Committees in every project village. It was also discussed to integrate the various activities initiated under different subprojects with the BMCs after project period which will carry forwards these activates on sustainable manner. But to achieve this larger goal it was essential to establish BMC and develop PBR through it. Hence, the MSBB proposed a separate project to create BMCs and development PBRs as a model prototype for the State. It also aimed to create overall awareness about the BD Act 2002 & rights to the BMCs under this Act. The BMC

is a unit under BD Act which are having mandatory functions related to conservation, sustainable utilization of biological resources and application of ABS mechanism for commercial utilization of any bio-resources. Thus, the BD Act is providing legal rights to the BMCs for sustainable utilization of biological resources.

B] Project Area The GOM-GIZ-CMPA project established in three Talukas of Ratnagiri district and three Municipal Corporations along Thane creek. Dapoli, Mandangad and Rajapur are three Talukas and Thane, Mumbai and Navi Mumbai Municipal Corporations are under this Project. As the GOM-GIZ-CMPA is implemented in 22 villages of Ratnagiri district, MSBB was asked to consider the same area for its project implementation purposes. The implementation of BD Act is at Grampanchayat level only and three villages out of 21 villages are under the two different Grampanchayat. Hence, the project is implemented in 19 Grampanchayat which covers all the 22 villages mention in the TOR of the project. The project proposal includes process of implementation of various activities of GIZ-CMPA project to achieve the major project goals through developing BMCs in Ratnagiri District and in Municipal Corporations along the Thane creek. General Climate Maximum temperature in the study area 37.6°C and minimum temperature is about 16.1°C. Maximum relative humidity is recorded as 86% and minimum is recorded as 21% in the coastal area. (EIA Report F.No.11-10/2014-IA-III dated 12th March, 2015). The villagers of selected villages s in the project area mostly depends on sea fishes, sea food and forest and few are on Agriculture for their livelihood. Rice is the major crop in all the 21

villages (19 GP). These villagers are having traditional knowledge associated with agriculture, medicinal plants and some peoples following the traditional systems of medicine for human and domestic animal. The selected project area is rich with marine, bio-resources, minerals, traditional knowledge and many areas are of biologically important as heritage site, and can be considered for Biodiversity Heritage Site under the BD Act 2002. The name of villages, Grampanchayta and Talukas are given in Table no 1 and name of Municipal Corporations are given in Table no 2 as under. The villages under project are situated within 10 km distance from the sea shore, in Dapoli Taluka but the villages from Rajapur and Mandangad are away from seashore ad are located along the estuary (refer Photo plate no 1).

The traditional practices related to agriculture or fishing or any other related subject vary as per the location of villages. The fishing business is major traditional business in the coastal villages but in non-coastal villages agriculture and fishing are the traditional practices.

C] Objectives of the project The main objective of this project is to establish Biodiversity Management Committees in the

project areas and to develop PBRs through the established BMCs and participation of local communities. Both the objectives are considered to be supplementary to the other project activities initiated under GOM-GIZ-CMPA project.

The MSBB’s role is to set up the system at Zilha Parishad and Panchayat Samiti level to establish Biodiversity Management Committee at every local body through the Panchayat Raj system that is through the involvement of District and block authority in each of the Project Talukas. These are local bodies defined under Panchayat Raj Act. This act is providing rights of vote to the Gramsabha that is general body of village. Similarly the BMCs at Municipal Corporation level has to be formed through the General Body meeting of respective Municipal Corporation which is all way beyond the jurisdiction of the MSBB. Unless the General Body of Municipal Corporation not pass the resolution to establish BMC the work cannot be moved ahead which itself is limitation for implementation of the project.

Principally, development of People’s Biodiversity Register is sole responsibility of concerned BMCs. The BD Act is providing rights about biological resources because of the PBR through BMCs. It is also expected that the traditional knowledge should not be disclosed to anyone else other the PBR development team. Whereas, in most of the State Biodiversity Boards, this activity has been carried out through the NGOs. To avoid such practices and confusion under PBR development, MSBB decided to demonstrate an ideal process for development of PBR at village level. In present case it was proposed to give training to the BMCs and developed the capacity of the BMC/villagers to prepare PBR. Documentation of PBR absolutely kept with BMC. Although it is ideal practice, it takes some more time than expected for actual documentation but it avoids disclosure of PBR information especially which comes under the Intellectual Property Right Acts (IPR).

Considering all these issues and limitations, the MSBB finalized following objectives for the project.

a. Strengthening the Biodiversity Management Committees (BMC) for long-term implementation of GOM-GIZ-CMPA Project goals.

b. Initiation of People’s Biodiversity Register (PBR) in all project villages. c. Creating awareness among the local people about sustainable development concept,

importance of biodiversity conservation for their livelihood and access to equitable benefit sharing as per the Nagoya protocol.

In Ratnagiri, process of establishment of BMCs is not accelerate because of lack of knowledge and

unawareness about BD Act at district and Taluka level. This project will set up this entire system at district level which will not only help to establish BMC at project villages but will go beyond to that also. Hence, the MSBB is looking at broader perspective to strengthen the overall process of BMC formation, its follow up and development of PBR at village level through this project. It will also help set up proper guidelines for development of PBR in other areas of the State.

a) Scope of work Overall objectives defined under the project is to establish system for sustainable work of BMC under the local body. To achieve the objectives under present project scope of work defined which is as follows

1. Formation of Biodiversity Management Committees (BMC) in Grampanchayat and Municipal Corporations. a. Formation of BMC in 19 Grampanchayat in three blocks of Ratnagiri District (Dapoli,

Mandangad and Rajapur) and three Municipal Corporation level Committees for Thane Creek. (Thane, Mumbai, Navi Mumbai)

b. Registration of village level Committees of Ratnagiri District 2. Development of People’s Biodiversity Register (PBR)

a. Initiation of 19 village PBRs for targeted Grampanchayat and 3 Municipal Corporation Committees.

b. Verification of 19 PBRs. c. Publication of Biodiversity Atlas.

3. Capacity building & awareness generation among local community a. Awareness programs on sustainable development, importance of biodiversity

conservation and equitable sharing of benefits arising out of commercial utilization of biological resources.

b. Six capacity building training programs (minimum three persons to be trained per Grampanchayat and Municipal Corporation for PBR development).

c. Recommendation for Biodiversity Heritage Sites within Ratnagiri coastal areas and Thane Creek.

The scope of work is defined as per the requirement of overall objectives to be achieved under this

project however the process of establishment of BMCs and development of PBR both will require consent of the Gramsabha and BMC respectively. It is bound by several other factors at local level including rules and regulation of Gramsabha, response of Secretary of BMC that is, Gramsevak or VDO and active participation of the villagers in overall process.

D] Methodology The project proposal involves mainly consultation, training and demonstration components for

effective implementation of BD Act in the project area. The MSBB have mandate to follow the procedure for implementation of BD Act to entire state however, as the present project is mainly to demonstrate processes involved. Thus, under the present project priority has been given to the villages proposed under project in Ratnagiri and following methodology adopted to achieve its goals,

a) Appointment of Project Officer One project officer will be appointed under this project within a month after sanctioning of the project. Project Officer (equivalent to Junior Research Fellow) will co-ordinate the total function of the project on ground. The project officer will carry out all consultations meetings, workshops and trainings in project villages. The MSBB Pune office will give training and essential printed material to Project Officer before and during the project period. MSBB Official & the Project Office will prepare plan of work in detail based on the proposal submitted to the Nodal Officer, Mangrove Cell, Mumbai. Project Officer will provide training to individual BMCs for development of PBR and will solve all queries related with it in coordination with MSBB. Project Officer will also prepare regular monthly, weekly and daily schedule for proper implementation of the project. Project Officer will develop necessary outreach material in coordination with the MSBB. He will keep regular follow up with the BMC for development of PBR and will report to the MSBB regularly.

b) Meetings at District & Taluka level The official of MSBB will conduct meetings at district level to form Zilha Parishad level committee and to establish further process of BMC formation at Panchayat Samiti and Grampanchayat level. The Project Officer will coordinate meeting on ground. MSBB will also conduct separate meetings with Panchayat Samiti members along with

VDO of all villages, BDO of Project Talukas and similarly meeting with Commissioner of Municipal Corporation. All these meeting will be conducted in regular interval that is, before initiation of the project, during the project period (as and when required) and after the project period.

c) Establishment of BMCs Formation of BMC and along with appointment of Secretary (Government officer at local level) to the BMC will be done after initial meetings with the district and Taluka authorities. Priority will be given to the Grampanchayat involved under present project. BMC establishment requires consent from the Gramsabha and throughout the year only four Gramsabhas are mandatory to be conducted at village level. Hence, the MSBB will orient all Grampanchayat – local bodies; Block development Officer and Zilha Parishad Committee to pass resolutions through one of such Gramsabhas of project villages as per their defined process. Initial awareness will be generated by MSBB and its Project Officer on ground After receipt of original Grampanchayat Resolution from the respective village regarding formation of BMC, the MSBB will considered as approved if it fits in prescribed format given by the MSBB.

d) Consultation Process with multiple Stakeholders Consultation will be carried out to develop consensus among the various stakeholders related to bio resources utilization and those who have traditional knowledge associated with biodiversity with them. Special meetings will be conducted for knowledgeable persons or the Vaidu’s from study area of the project It will be done by MSBB Pune Office and will be coordinated by Project Officer.

e) Developing PBR The guidelines for PBR development will be developed for project village and will be circulated to them during the training program at Taluka, cluster and village level. Review meetings will be conducted at the end of each quarter and the end of project. A person from the each project villages (Grampanchayat) will be identified for the documentation of information in the PBR. Training on following components will be given to the Project Officer and local person

who will document the PBR information in prescribed format Understanding of existing formats of the PBR & how to write information in these

formats Which note book should be used for writing such information and how to reduce

repetition work while writing How many formats to be filled (out of 32 as given in the guidelines) per village and

At the end of the project the information documented in PBR will be compiled to finalize

the report. However, PBR is a dynamic document and the villager can add their information later on also to that PBR. The Board will support separately to the BMCs to publish their validated copies of the PBR which will be done after the project period.

E] Plan of work & details of Activities conducted: According to the methodology designed plan of work was prepared for overall project

period. However, the detail and micro plan of work prepared during the project period. It involves details about cluster workshop. Concept of cluster workshops was not given in the project proposal. It evolved during process of implementation of the project. The details about overall plan of work and micro plan of work is given in Table 3 & Table 4 as follows.

As per above plan of the action in Phase I, the 14 BMCs could formed whereas in case of

PBR initiation the discussions started with the BMCs during this phase. At initial stage of the project the BDOs and VDOs said to conduct workshop in second or third phase after their discussion with CEO. But, it could not been done. In Phase II, in other 4 villages BMC formation took place and as decided in Phase I the workshop for BDO & VDOs were conducted altogether. Mr. Bhaskar Pol from GIZ office was present for one of the workshops in Phase 2. The details of this workshop is as follows a. Workshop for BDO and VDOs of Dapoli Taluka (02 November 2015)

In the beginning of the workshop Project Officer put forth the concept behind organization of the workshop and introduced the Guests of the program. For this work BDO of Dapoli was present along with its two Extension Officers and 68 VDOs were present on behalf of the local government officers whereas

Mr. Umesh Awasarkar, Assistant Officer (Technical) MSBB delivered presentation related to the BD Act and other related issues. He explained the provisions of the Biological Diversity Act, 2002 as well as the Intellectual Property Rights with the examples of Basmati rice and Turmeric. He also explained regarding the conservation and sustainable use of natural resources. While elaborating the concept of Forest produce, sustainable use of natural resources, access and benefit sharing he has given the example of shells. While explaining about the declaration of Heritage site under B D Act, 2002, the example of first Heritage site at Allapalli in Gadchiroli

District has been given. The participants were given the information regarding the establishment of Biodiversity Management Committee (BMC). The BMC shall be of Seven Members who are the voter from the voting list of that village. The Gramsabha of Grampanchayat will form the BMC and the members of committee will decide the Chairman of BMC. The VDO (Gramsevak) will be the Secretary of this committee.

An example of the frogs in Mulshi Taluka was given to explain the importance of every creature in nature. These frogs are killed for their flesh and ultimately their population was reduced in the particular area which affected the food chain. This has resulted in lesser production of food grains because the population of insect attacking the crops increased uncontrolled.

The information regarding the preparation of People’s Biodiversity Register has been given to the participants in the workshop. It is mentioned that PBR should contain the information of conventional knowledge, local natural resources etc. Also the information regarding the persons like Vaidu, Hakim etc. are to be registered in the PBR. This information of PBR is to be kept confidential. The workshop ended with vote of thanks

At the end of Phase II, it was expected to initiate the process of formation of BMC in Municipal Corporations and accordingly the MSBB communicated to them for the same. The Municipal Corporation officials assured Board to take up this issues in the General Body meeting after the approval from the Mayor and Commissioner of respective Municipal Corporation. Although in some of the villages BMC formation took place but VDOs were reluctant to accept post of Secretary of the BMC due to some reasons and hence most of VDOs delayed process of initiation of PBR through the BMC.

In Phase I & II total 33 meetings were conducted to form the BMCs, to generate awareness about biodiversity conservation; to explain rights of BMCs under the BD Act in that villages; to explain processes like opening of account of BMC, maintenance of account, charging of levy, documentation of PBR etc. During these meeting extensive communication done at various level and with various people in the villages. It helped to generate awareness among the people about BD Act and processes like formation of BMC, development of PBR, declaration of BHS and implementation of ABS mechanism. The details of these meeting given in the Annexure I of this report.

In third phase, BMC was formed in one village whereas we could successfully convince the members of BMC to initiate PBR in their areas. Accordingly in Ade, Padale, Anjarle, Kelshi and Velas PBR documentation initiated during this phase. Similarly three cluster workshops for BMC members were conducted in Kelshi Velas and Ansure. Villages under Cluster A, Cluster B & Cluster C are shown in Table 4 were present for these workshops. In the morning session of the workshops presentation and discussion about PBR development took place whereas in the afternoon session practical demonstration for PBR documentation process was given to them. It was followed by filling up information in PBR formats and interviews with local knowledgeable person by BMC members. The general schedule for cluster workshops given in Annexure VII of the report.

Phase III of the project remained very active as cluster workshops were mainly conducted during this period. During the later phase of the project it revealed that BMC participating in PBR training program require more time to understand the process of documentation. Thus, to reduce the repetition of training workshop, expenses and time required to conduct such training in all project village it was decided to club nearest 4-5 village and conduct meeting cum training program with one or two BMC members & the person who is engaged for documentation of PBR in notebook. The details of clusters prepared and their dates of the workshop are given in Table 4

Micro planning of cluster workshops could produce positive results towards initiation of

PBR documentation process. The number of participants were less but the all participant were very active in these workshops it helped to discuss every issues or problems related to PBR development in their villages. However, some of the cluster workshops could not worked out in expected time line due to non-cooperation of the Gramsevak who is also a Secretary for BMC in their village. Such remaining workshops were conducted in extension period of the project. One workshop and two workshop cum meeting in Phase III remained very productive of which workshop was conducted on 4th Feb 2016 whereas workshop cum meeting were conducted on 22nd & 23rd Mar 2016 at Aanjarle and Velas respectively to declare Biodiversity Heritage Site. The details of these workshops cum meeting are as follows.

b. Workshop cum meeting at Kelshi on PBR development (4/02/2016) A one day workshop was organized by the Maharashtra State Biodiversity Board through GIZ-

CMPA Project under the Mangrove Cell at Kelshi on 4th February, 2016 for the cluster of Grampanchayats in cluster A. This workshop was a collaborative effort to raise awareness about the People’s Biodiversity Register. Around 30 representatives including the Chairman and Secretaries of the respective local BMCs, Sarpanch and Up-Sarpanch of the respective villages and five other officials actively participated in this workshop.

Mr. Mohan Upadhye, Project Assistant, GIZ, Dapoli and Mr. Abhinay Kelaskar, Project Assistant, GIZ, Ratnagiri delivered presentation regarding various ongoing activities under the project. During this workshop the MSBB officials distributed the guideline booklets related to MSBB Rules (in English & Marathi); PBR development and accounts maintenance of BMC to each of the villages. On behalf of the MSBB Mr. Umesh Awasarkar, Project Assistant (Technical), and Mr. Doulat Vaghamode, Project Officer, MSBB, guided the participants on formation of BMC; development of PBR, Patent Act, benefits of equitable sharing arising out of the commercial use of biological resources and knowledge etc. The MSBB officials also explained criteria for identification and procedures for declaring Biodiversity Heritage Sites (BHS). c. Workshop at Anjarle on Biodiversity Heritage Site (22/03/2016)

The Anjarle village of Dapoli Taluka is situated on the seashore of Arabian Sea. The village is situated at the entrance of Anjarle creek. For this workshop including BMC members and Grampanchayat members, total 11 people were present from village.

Anjarle is well known for its scenic beauty and also for biodiversity around it. Due to these reasons, the MSBB suggested BMC to think it for declaration of BHS under the BD Act which was well accepted by the Members of BMC. On the basis of preliminary discussions with villagers, Dr. Rahul Mungikar, Senior Research Scientist from MSBB visited Anjarle village on 22-3-2016. During his visit he discussed the BHS issue with BMC members. He explained the procedure for declaring heritage sites, reasons thereof, probable benefits and restrictions could be imposed. Several doubts and queries raised by the villagers and BMC member were clarified by Dr. Mungikar. Sarpanch and Chairman of the local BMC, VDO, members of the BMC and some of villagers actively took part in the discussion.

The overall discussion during this workshop remained fruitful as people accepted the concept of BHS and assured to pass the resolution during coming Gramsabha of the village. d. Workshop cum meeting at Velas on Biodiversity Heritage Site (23/03/2016)

On 23rd March 2016, Dr. Rahul Mungikar, MSBB visited the Velas in Mandangad Taluka. During this visit two meetings were conducted of which one was with the officials of GIZ and another was with BMC members of the village. In the former meeting discussion took place mainly on how to collect the required scientific information related to heritage site and how to prepare a proposal for declaration of Biological heritage site (BHS).

A meeting with BMC took place in Velas. Total 13 people have participated in the meeting including Sarpanch, VDO, BMC members, villagers and local knowledgeable person. In this meeting, Dr. Mungikar presented concept of BHS before all the participants and discussed the points to be covered in the report of BHS. Villagers of Velas are already engaged in eco-tourism and doing well in sustainable development. They are also actively engaged in “Home-stay arrangement” system. At present, 40 families has been participated in this scheme and thereby they are doing the work of nature conservation. It is unique example set up by Velas people and hence it is ideal site for the BHS. At the end of discussion Committee Members accepted the proposal to declare village seashore as BHS and the members mentioned that the subject will be taken in agenda in Gramsabha for passing resolution.

During the third phase total 43 meetings conducted at various level. The details of these meetings given in Annexure II. It also involved meeting with the local knowledgeable person which help to demonstrate the BMC members how to collect traditional knowledge related to biodiversity from such people. The special meetings in Velas and Anjarle BMCs, were conducted to explain the process of declaration of Biodiversity Heritage Sites (BHS). Member of Grampanchayat, BMCs and also villager appreciated the concept of BHS and given their consent for declaration of BHS in their village. Later on, both the Grampanchayat passed a resolution through their Gramsabha for declaration of BHS along with specification of the area and terms of conditions to be incorporated. At present the MSBB is processing the BHS application through its meeting and later on will send it to the Government of Maharashtra for notification which may take some time for verification and acceptance. It is one of the great achievements under this project. The Chairman of the MSBB Dr. Vilas Bardekar along with other Forest Officials visited

to Anjarle and Kelshi villages to discuss the issue of BHS and PBR in both the villages during this 3rd Phase. Similarly Member Secretary of MSBB Dr. Dilip Singh visited to Anjarle along with APCCF Dr. Gairula in April 2016.

In Phase IV of the project, a review of the PBR documentation were taken for above 5 villages. Most of the information from these villages were collected in PBR format. The compiled PBR data later on submitted to the MSBB. In addition to these five village, PBR process could initiate in Jawale and Ansure in IV phase of the project whereas in case of rest of the villages actual process accelerate during the extended period of the project.

In 4th phase of the project more concentration was done for collection and compilation of PBR data. Thus, during the majority of meeting was done with the local knowledgeable person. It could results into finalization of PBR of at least five villages at the end of Phase IV of the project. In Phase III & Phase IV list of local knowledgeable 342 person has been prepared after the thorough discussions with the BMC members and villagers from all 19 villages of which the Project officer of MSBB conducted 20 interviews from 5 villages. Rest of names of local knowledgeable person is given to the person who is documenting PBR information in each village to complete the further task of PBR. The detailed list of local knowledgeable person is given in Annexure IV of this report. During Phase IV, total 35 meetings were conducted at various level of stakeholders. The details of these meeting is given in Annexure III of the project

In all, during the first year of the project majority of the work expected work under the project could initiate successfully but could not get completed within stipulated time period as mentioned above. Maharashtra State Biodiversity Board celebrates International Day for Biological Diversity every year on 22nd May. All over the world the parties of CBD celebrating this day for generating awareness among the people under various thematic lines each year. Thus, in the project villages, the MSBB organized program in Anjarle, Padale and Velas. BMC actively conducted this program and received good response from the local communities. The details of these programs are as follows. IDBD Program at Velas

On account of Biodiversity day, first program was held at Velas on 18.05.2016 during which beach cleanup activity was conducted. Nearly half an hour in the morning beach was cleaned with the help of local people. At 10.30 am in Grampanchayat office an informative program was held where Project Officer of MSBB welcomed all the participants and gave the introduction about International Day for Biological Diversity. conservation. He also gave insights into the various pros and cons of pollution, the ill effects of plastic and segregation of wastes and also the various problems faced by us due to changing human tendency. Forest Guard Mr. Bhagvat and Forester Mr. Mohite were present for the program on behalf of Forest Department. The program was ended with concluding remark by Mr. Abhinay Kelaskar, GIZ Official and he thanked all for attending the session. IDBD Program at Padale

In Padale village people were invited on occasion of International Day for Biological Diversity on 19/05/2016. Forester Mr. Jambhale, Forest Guard Mr. Dalvi, local BMC Chairman, Sarpanch of Aade Ms. Akshata Humne; Upsarpanch Mr. Dhadve, local School Committee’s Secretary and villagers were present for this program. Initially Ms. Supriya Zunzunwala delivered a presentation about general concept of biodiversity and its importance. It was followed by presentation of Mr. Mohan Upadhye who enlighten the participants about conservation of biodiversity and the problems faced at present; habitat destruction due to forest fires, ill effects of plastic and other such topics were covered.

As a part of this program a group discussion was held focused on issues like plastic wastes, pollution and mining. Mr. Abhinay Kelaskar conducted the group discussion. Forest Guard Mr. Dalvi answered queries on behalf of Forest Department. In the last Mr. Daulat Waghmode, Project Officer expressed vote of thanks on behalf of MSBB.

program. In the following session Mr. Daulat Waghmode talked about biodiversity and BD Act 2002: Formation of BMC and Importance of PBR. Mr. Varak shared information about current scenario of biodiversity and the problems related to it. Later on Mr. Mohan Upadhye delivered his presentation of various components of biodiversity and its relationships; habitat destruction due to forest fires etc. He ultimately pointed out how to conservation of biodiversity can be done by the community and why it is so important for all of us. Group discussion was followed by the lecture of Mr. Upadhye in which all participant actively contributed. Mr. Abhinay Kelaskar conducted this session and then concluded by Mr. Dalvi by expressing the vote of thanks. f. Activities conducted during the Extension Period of Project

During the regular project period the MSBB faced various issues related to Secretary of the BMC, documentation of PBR, implementation process, maintenance of BMC account etc. Some of these problems were genuine. Hence it delayed the overall process for BMC formation & PBR documentation. On 2nd May 2016 the Rural Development Department, considered BMC in Maharashtra as ‘Development Committee’ of the Grampanchayat. In addition to this it also mentioned about the officers of local body who will be work as Secretary to BMC at district, Taluka and village level committee. The said order listed out of functions of BMCs to be carried out at each level. It helped to resolved all queries in the project village which could accelerate the work in extended period. To complete the remaining task under the proposed project new timeline for cluster workshops was prepared as follows

All above mentioned workshop conducted successfully at the respective locations. The cluster

workshops were conducted for the trainings of PBR writing and sustainable utilization of Bio-resources and understanding of Access and Benefit Sharing mechanism. The peoples from all the 19 Grampanchayat have actively participated in the program including Sarpanch, VDO and Chairman of BMC. The details of the workshops conducted in extension period in given in Annexure V of the report. During this period total 9 meetings and 7 workshops have been conducted. Separate report has been prepared for individual workshop conducted during extension period and they are as follows.

i) Workshop and Training held at Sagave Grampanchayat Tal- Rajapur, Ratnagiri The workshop & training program was

scheduled on 28th February 2017 for the Sagave & Ansure Grampanchayat of Rajapur Taluka. The Block Development Officer of Rajapur Taluka personally took interest for arrangement of workshop and training program at Sagave and remained present for the workshop. During the workshop personally instructed to the Village Development Officers to make workshop successful. The Village Development Officer took maximum efforts for attendance and in all total eighteen peoples were present for workshop including Sarpanch of respective villages, BMC members and villagers.

Presentation regarding BD Act 2002, BMC formation, Role of BMC in Conservation, Protection & Sustained yield of Biological resources and preparation and importance of Peoples Biodiversity Register (PBR) was done by Mr. Vivek Davare, Mr. Doulat Vaghamode and Mr. Raju Charade respectively.

In the afternoon session the practical training for preparation of PBR was conducted. A group of 3-4 members were formed and allotted them to fill up the different formats of PBR. The Officer of MSBB assisted them to fill up the format as per expected norms. This exercise helped to understand terminology used in PBR formats and build up the confidence amongst the BMC members for preparation of PBR.

With the assurance to speed up the work of preparation of PBR by BMC members the session was over for that day. ii) Visit to Ansure village of Rajapur Taluka of Ratnagiri District on 1st March 2017

regarding Biodiversity Heritage Site (BHS) Although the workshop and training

for the members of BMC of Ansure Grampanchayat was conducted at Sagave on 28th February 2017, the visit to the Ansure village was arranged particularly to look into possibility for declaration of BHS at Ansure for conservation of Mangrove site. Project Associate Officer Mr. Abhinay Kelaskar of GIZ-CMPA from Anjarle of Dapoli Taluka specially insisted for declaration BHS at Ansure village.

The Sarpanch of Ansure village, Headmaster of High School, Project Associate Officer GIZ-CMPA project and 06 villagers were present at Grampanchayat Office for the workshop cum training meeting. During the workshop Mr. Umesh Awasarkar, explained about the Biodiversity Heritage Site (BHS) concept, its importance of declaration and documents required for it. He also explained how Peoples Biodiversity Register development can help for declaration of BHS.

Discussion took place on the list of knowledge persons prepared from fields of Agriculture, Medicinal Plants, Fishes and Forestry etc to develop PBR of the village. During the workshop guidance given to the person who was ready to work for PBR writing.

During the session the one of the villagers Mr. Balkrushna Dhondu Wadekar of Ansure village having 35 Gunthas land

along the creek and nearby land declared as RF complained about the back water reaching to his land from the creek due to some earth work carried out in the RF area and because of it mangrove species are growing in his private land. He was advised to register a compliant with the District Collector, CEO and BDO, Rajapur of Ratnagiri District.

The Divisional Commissioner, Kokan Division has published a notification no.65 of dated 20th August 2015, declaring the government lands to the tune of 62.22 Ha from 9 villages of Rajapur Taluka as a Reserve Forest (RF) out of which about 19.75 Hectors of 11 survey number is from Ansure Village and it is almost along the creek of Ansure village. This is the possible site for the declaration of heritage site due to rich mangrove species diversity. iii) The Workshop and Training held at Kelshi Grampanchayat (G.P.) of Dapoli Taluka of

Ratnagiri District The workshop and training was organized for a cluster of village Grampanchayat at Kelshi

Grampanchayat meeting hall on 3rd March 2017. Other villages of cluster were of Anjarle, Padale, Ade, Uttamber-Umbershet and Mandivali village. Total 30 villagers were present including Sarpanch and BMC members of all the 6 Grampanchayat. For the power point presentation during the workshop the projector and screen for power point presentation was provided by Range Forest Officer Dapoli.

Awasarkar elaborately given information about BMC formation, working of BMC, funds for BMC, functions of BMC and preparation of PBR, its importance related to income source of the villagers and individuals respectively. The participants of workshop/training were asked to raise their queries and doubts regarding the subject.

Mr. Attaulla Abbas Chogale of Kelshi having traditional knowledge about medicinal plants and its therapeutic use, who

use to prescribed the medicine for Snake bite, Scorpion bite, Dog bite, Jaundice, piles and Kidney stone asked about uncontrolled cutting of trees and plants. His complained was resolved by stating that BMC of the village has authority to make resolution to stop cutting of trees/plants. The resolution can also be send to BDO, CEO and Collector for the effective implementation.

Mr. Nitin Bhiku Durgavane and Mr. Gunaji Gavnuk Sarpanch of Wanzoli- Amgaon has raised question that no meeting, no workshop, no follow up were made since last year after BMC formation and now to complete the project in March the workshops/ training are being conducted. Will it be going to be fruitful for conservation, protection, and sustainable yield of biological resources in future?

It was explained to him that no doubt the things are true, but subject is new for all of villagers and members of BMC and it is a wide span of target throughout the state, hence it takes time. Similarly issues related to post of BMC secretary resolved after GR regarding the same was notified. The BMC should become active once it is established however it can be done henceforth to achieve the goals.

Mr. Narendra Kashinath Bhagat, Chairman of BMC, Kelshi raised the following questions. 1. As per BD Act, 2002 and State Rules

2008 every BMC should have 07 members and one post (Secretary) holding official of local body. But in Kelshi village twenty six villagers have eagerly urged to enroll themselves in BMC while its formation. How this matter can resolved?

2. In Kelshi and in nearly Uttamber –Umbershet and Rovale villages the excavation for Bauxite mineral is going on in large scale and has adverse effect on biological resources, especially Alphonso Mango. Now what will be the policy of Government? and

3. Will Village Development Officers (Gramsevak) participate or cooperate day to day functions of BMC?

In this regards it was told in meeting that a quarterly meeting of BMC may be held in due course and the subject may be discussed for the unanimously withdrawal of membership from BMC as it is not a profit earning membership but it is a volunteer type membership and an appeal can be made in this respect. The Chairman himself expressed his will to step down from the post

held. If the members have shown response to this appeal, a new resolution can be passed for and the same may be intimated to MSBB.

For any damage to the biodiversity in local area the BMC can take cognizance and a resolution can be passed in their regular meeting. Simultaneously BMC can intimate to Taluka, District & State authority about the ground situation and can ask to take requisite

action towards the conservation of biodiversity. The State Government through Rural Development Department have resolved issue related

to functioning of BMC. The Rural Development Department has circulated instructions about formation of BMC & its functioning to all CEOs of Zilha Parishad in the State. Accordingly Village Development Officer (Gramsevak) will be Secretary of the BMC.

In the afternoon, practical training session of ‘preparation of PBR’ was conducted by forming one or two groups of present participant members of BMC and the different formats for PBR were asked them to fill up. During the session MSBB officials help them in carrying the activity. In this way day was called up.

iv) Workshop and Training conducted at Aasud Grampanchayat meeting hall on 04th March 2017

The workshop and training program was held at Aasud GP meeting hall on 04th March 2017 for the cluster of Grampanchayat of the villages Aasud, Karde, Murud, Harnai and Paajpandhari of Dapoli Taluka, Ratnagiri District. The Sarpanch, BMC members and Villagers of above mentioned GP’s have participated in the workshop and training program. In the workshop total twenty six peoples have participated. The presentation about B D Act, 2002; details about BMC and PBR in all respect was made by MSBB officials.

different formats of PBR to the groups of 04 to 05 members of BMC (participant) of each village and got it filled as required for it. v) Workshop and training program held

at Velas village of Mandangad Taluka, Ratnagiri District on 6th March 2017

The Workshop cum training program was scheduled on 6th March 2017 at Velas village for the Grampanchayats of villages Velas and Javale of Mandangad Taluka of Ratnagiri District. Due to official meeting of Grampanchayat other private space was hired for the workshop. Projector & Screen was provided by the Range Forest Officer, Dapoli.

The workshop and training meeting was presided over by the Sarpanch of Velas. As before the MSBB officials informed about BD Act 2002, BMC formation, functions & duties of BMC, preparation of PBR and its importance. In all total eighteen villagers, BMC members, Sarpanch, Associate Project Officer, GIZ were present for the workshop cum training program.

In the afternoon session, practical exercise of filling the formats for the PBR was organized. The 2-3 groups of each village were formed and were allotted different formats of PBR. After this exercise, the BMC member, villagers were asked about the village map of Velas and location of Heritage site to be decided. For this site visit was made and the seashore on the western side of the village was marked on the village map provided. In the evening the program was ever. vi) Workshop and training program held at Kolthare village of Dapoli Taluka , Ratnagiri

district on 7th March 2017 The last workshop & training program in one of the Talukas of Ratnagiri district under GOM-

GIZ-CMPA project was held at Kolthare village Grampanchayat meeting hall of Dapoli Taluka on 7th March 2017.

The Grampanchayat members and BMC members of Ladghar, Panchanadi, Dabhol and Kolthare were called for the said meeting and accordingly 27 members, villagers, Sarpanch were present for the program. Function was presided over by the member of BMC of Panchanadi Grampanchayat. Similar routine was followed in this workshop. The information regarding BD Act 2002, BMC formation and preparation of PBR has given by the MSBB officials by the way of power point presentation. The participants were asked about any doubts and queries they are having. The following queries were raised by the participants 1) Mr. Dilip Jagannath Tavsalkar, member of Dabhol BMC asked about the possibility of

implementation of project for conservation of Olive ridley turtles and declaration of BHS in that village.

2) Mr. Amol Vasant Narvankar Chairman of Ladghar BMC told that the Dolphin is observed frequently near sea shore of Ladghar and can this seashore be declared as BHS? 3) Mr. Parashuram Mahadev Khadapkar Chairman of Dabhol BMC raised many questions as under a) What are opportunities for

employment through Biodiversity? b) There are other seven acts for

conservation of biological resources then why BD Act 2002 is necessary?

c) Is funds will be made available for BMC?

d) Are fishes covered under the BD Act 2002?

e) How fees can be levied? f) Are Cashew nut processing units covered under this act? g) Creeks are polluted, which have adverse effect on marine plants, micro-organisms and

ultimately on the birds, Can this pollution be controlled by this act? In addition he suggested the following changes that may be made with respect to the fishing

profession. a) Fishing season should be started from1st September instead of 1st August because fishes

lay their eggs up to August end and the size of fishes is very small till that time and further reproduction of fishes gets hampered which ultimately affects yield of fishes.

b) The fishing net mesh size should be of appropriate size so as small fishes can escaped while fishing and further reproduction will not be hampered.

c) Use of Purse Seine net for fishing should be banned. The queries and doubts of above all were resolved by giving proper, specific answers and

solutions. In addition one of villagers Mr. Suresh Gopichand Chavan of Kolthare village, an ordinary labor man was very much eager to share his knowledge about medicinal plants and their therapeutic uses in day to day life. He was heard and asked him to share his knowledge while preparation of PBR of that village.

In this way the program was completed and BMC members were requested to complete the work of preparation of PBR with the help of person engaged for writing it. The members of BMC assured it.

Apart from these workshops, separate 14 meetings were conducted with the local knowledgeable person to get traditional information from their respective villages. Details of these meetings is given in the Annexure VI of this report. Total activities conducted during extension period leads to fulfill the objectives proposed under the present project. At the end of extension period the MSBB has received PBR of 5 villages and 12 PBRs will become ready at the end of May 2017.

The present status of the PBR development in the Dapoli, Rajapur and Mandangad Taluka is as follows. It also include the details of PBR information filled till end of April 2017.

F] Outreach Material The MSBB has published different types of publications including guideline booklets, brochures,

pamphlet etc. To reach out with BMC members the MSBB has prepared guidelines and published 4 booklets in series of which first one is about rules of Maharashtra State Biodiversity Board (Marathi & English); second booklet is about PBR development guidelines (in Marathi); third booklets is about maintenance of accounts at BMC level and processes to be followed by the BMC (in Marathi) and forth one is about general introduction about biodiversity, cultural practices and traditions in Maharashtra (in English). All these booklets has been distributed to Dy CEO (Grampanchayat), Ratnagiri; BDOs of Dapoli, Rajapur and Mandangad; VDOs of all project villages and Forest Officials from respective areas during workshops and training program (Refer Photo Plate No 25). In addition to this the guidelines on Biodiversity Heritage Site also circulated wherever meeting or workshops hold for this specific purpose. MSBB has also published brochures on diversity in life forms of different organism (refer Photo Plate No 26). It includes insects, reptiles, birds, important plants etc. To understand importance of biodiversity and to demonstrate how villager can minimize their fuelwood consumption two brochures were published about modification in their existing traditional cooking stove and use of solar cooker for regular purposes respectively. In addition to that to understand concept of ‘Access & Benefit Sharing’ mechanism a separate brochure was published in 2016 (refer Photo Plate No 27). All these publications widely used during meetings, workshops and training programs at various levels.

Apart from the above publications the issues of Board’s quarterly magazine ‘Prutha’ also distributed to every BMC in the project area. Prutha is a pictorial and informative quarterly magazine of the MSBB contains article about biodiversity in Maharashtra and provides information about present activities of the MSBB (refer Photo Plate No 28). This magazine appreciated by many people and requested to send them regularly.

In addition to the above publications, during this project flowchart was designed in Marathi (translated in English, refer Flow Chart 1) and given to the BMC members to follow the similar procedure under BMCs and also distributed notes in Marathi covering answers to various issues and queries raised by the BMC members or villager or by Government officials time to time. All these material helped BMC members to understand the BD Act and related issues. These material were handed over to the BMCs and notes were especially given to the person appointed for PBR writing in each villages. In the present project it was expected to develop brochure or booklets based on the PBR documentation done under this project. However, as Board had many published brochures and guideline booklets which used as readymade material under this project. But Board is still compiling PBRs developed under the project which will be completed by end of May 2017. After which a booklet on biodiversity can be possible as output of this project

G] Achievement of Goals The overall objectives of the project successfully completed by forming BMCs and

developing PBRs in respective project villages in three Talukas of Ratnagiri district. As it is already mentioned about the extensive consultation carried out with local bodies at District, Taluka and Grampanchayat level, it leads to completion of project proposed by MSBB.

Following are the key achievements under this project 1) Biodiversity Management Committees has been formed in all 19 Grampanchayats of 22

project villages as proposed in the project proposal. 2) The meetings were conducted with the Municipal Corporations for BMC formation; they

have taken it on their agenda however yet the resolution has to be passed through their General Body meeting.

3) The process of development of People’s Biodiversity Register initiated in 12 project Grampanchayat out of 19 villages and PBRs of Anjarle, Aade, Padale, Kelshi & Velas has been completed. These PBRs are converted into computerized form and is ready with MSBB.

4) Awareness generated among the local communities through meetings, workshops and training programs conducted by the MSBB created great impact for sustainable utilization of bioresources in that area.

5) Under this project, two workshops at Taluka level and three workshops / training programs on PBR documentations were conducted during first year of the project. In these workshops/ Training programs the concern officials of the local sector have been involved at District & Taluka level.

6) Similarly in cluster workshops at Grampanchayat Level, Sarpanch, Up-Sarpanch, villagers were participated from all project villages. During extension period, total 19 workshops, were conducted of which one was at Zilha Parishad level five were at cluster level and 13 were at Grampanchayat level.

7) Anjarle, Velas and Ansure villages from the project area initiated a process of declaration of Biodiversity Heritage Site from their villages. Meetings for the same were conducted with villagers and the resolutions were passed by the BMC of the Aanjarle & Velas villages

which is the great achievement under this Project. 8) The villagers are updating their notebooks and expected to be submitted to the MSBB till

end of May 2017. To summarize the overall activities conducted under this project it can be concluded that total 132 meetings has been conducted of which 4 were at district level; 34 at Taluka level and 92 were at village level. The phase wise meetings and meetings conducted during the extension period are given below

Similarly, in case of workshops or training programs one workshop conducted at District

level; two at Taluka level and 18 were conducted at village level. At the district level most of the time training was given during meeting of the officials. Hence, no separate workshop was conducted.

H] Challenges & Solutions: While implementation of project MSBB faced several challenges which put hurdles to achieve the goals as defined under the project period. However, the MSBB could successfully provide solutions to the issues raised by local people or Government officer. The summary of which is given in Table no.17

In villages of Dapoli Taluka, VDO refuses to become a Secretary of the BMC of the village whereas in some of the cases the VDO asked for the Government Resolution indicating the VDO shall be the Secretary of the BMC.

The Board had done several communications with the CEO of the Zilha Parishad. By the continuous follow up with GOM this G. R. regarding the BMC formations from Gram Vikas Mantralaya is passed vide resolution no. VPM/-2613/ File No 97/ P.R. 04 dt. 02 May 2016. This G.R. circulated to Z.P. and concern BDO and VDOs. It boost the process for passing of BMC resolutions and opening a bank A/C.

Formation of BMC at Thane, Mumbai and Navi Mumbai Municipal Corporation.

Continuous discussion with the officials of Municipal Corporation is going on & letters regarding the same have been issued to them. For the formation of BMC they have taken this issue on their agenda but still awaiting for passing of resolution through their General Body meeting.

Identification of capable person from each village who can take responsibility for the development of PBR at village level.

People from the villages were reluctant to take responsibility however due to training and consultation by MSBB officials 12 BMCs could initiate PBR documentation process and 5 BMCs have completed their PBR.

Challenges Solutions

The villager are reluctant to share their traditional knowledge and general information with the person not from their village.

The no of meetings and workshops has been conducted at village level and continuous follow up resulted in the involvement of villagers in the workshops. During these workshops it was assured them that the PBR formation is for the protection of their own knowledge and there will no harm in sharing their knowledge for making the PBR. Also delivered the guidelines to them where is mentioned that the personal traditional knowledge related to biodiversity will remain confidential.

Documentation of PBR was a major task. Nobody from village was ready for documentation of this information.

Initially some local volunteers and the representatives of the NGOs were contacted for the purpose but nobody have responded. After repeated discussions one educated person willing to carry out the work of PBR documentation engaged by the each BMCs for two months with some remuneration.

Inactive BMCs Under this project two Grampanchayat of Panchnadi and Uttamber villages could not initiate PBR documentation despite of several communication done with them. Although the BMC members and some of the peoples have participated in the workshop but ultimately they were unable to initiate that process due to unavailability of the person for documentation of the PBR.

I] Discussion The Implementation of Biological Diversity Act 2002 through GOM-GIZ-CMPA Project in the coastal villages of Ratnagiri District and Thane creek of Maharashtra remain successful due to number of meetings, workshops and training programs conducted by the

Maharashtra State Biodiversity Board in the field with Government Officers Like Chief Executive Officer(CEO), Divisional Forest Officer (DFO), Dy Chief Executive Officer (dy CEO), Block Development Officers (BDOs), Village Development Officers (VDOs) and other Government Officials from Forest, Agriculture, Fisheries, Health, Education, Tribal and Animal Husbandry Departments. The Information of local knowledgeable persons from villages needs to be documented in Peoples Biodiversity register (PBR) was the major task of the Project which could have been resulted by the positive involvement of local knowledgeable persons from villages. BMC members and the resource persons who have collected the information and documented physically in the given format of MSBB. The key drivers in the villages are Sarpanch, Upsarpanch; BMC Chairman and Committee Members, VDOs, Persons are from education field and resource person in the field of biodiversity.

All these drivers could be mobilized during the project period. Towards the end of the project many of the BMC members along with other villagers were asking that what type of activities can be taken up by the villagers through BMC. It indicates positive sign of the project implementation and now the process of understanding rights under BD Act is increasing. This was witnessed in one incident at Velas village. One of the BMC Committee members asked to one research student who was collecting spiders from Velas area, to show the permission granted by MSBB for collection of the biological material. Later on the BMC member asked her to submit report on the collection she made from Velas village. This entire incident clearly indicates awareness generated among the people and the rights of the BMC. Anjarle and Velas entered into the next phase of the conservation. These two villages expressed their wish to declare their bio-rich areas as Biodiversity Heritage Site (BHS) as per the

provisions under BD Act. According to the process Aanjarle and Velas village have submitted the Grampanchayat Resolutions to declare BHS in that villages. Passion of such resolution is itself is a big achievement of this project. Although demand for BHS was not the goal of the proposed project, but it could achieved because of continues consultation process with the villagers and BMC members. In case of Municipal Corporations, the discussion with commissioner and the environment officer took place several times however they could not pass the resolution regarding formation of BMC at that level. No doubt there are several reasons for the same. One of the major reasons is that all these 3 Municipal Corporations had undergone the civic body polls during the project period. Hence it remained very difficult to form the BMCs at Municipal Corporation level. The Board is still trying to form the BMCs at the Municipal Corporation level. The overall project implementations widen the understanding about sustainable utilization of bio resources and conservation of biodiversity of the villages several programs enhanced their capacity building for managing their bio resources at ground level. These are all positive signs indicating the proper implementation of the present project. Some of the villages are still going ahead and ready to prepare their biodiversity management plan based on their People’s Biodiversity Register. The Board is sincerely looking forward for such steps from the villages. Although the GOM-GIZ-CMPA Project is limited to 19 Grampanchayats in three Talukas, the BMC formation has been done in all 845 villages from Ratnagiri district. It is indirect positive impact of present project in this area.

The Board is now looking further to develop PBR on similar line but in other than Project area. It is also expected to validate the PBR developed under project villages as earliest as possible. During the interaction with Z.P. and Forest Department officials it revealed that there is good opportunity to PBR in other Talukas of Ratnagiri district as several NGOs are associated with the MSBB which are working in these areas. It will certainly expedite the PBR development activity in entire Ratnagiri district. However, the present project could set up the guideline for various processes under BMCs, challenges mitigation measure and also how to develop effective PBR with involvement of the community.
