1.1 Specifications are invited from appropriately resourced, qualified and experienced archaeological or architectural specialists to undertake the archaeological project outlined by this Brief and to produce a report on that work. 2 PLANNING BACKGROUND
2.1 CCCHES has been consulted by Copeland Borough Council regarding a planning application for the conversion of a barn to a dwelling at Bottom Arnaby Farm, The Green, Millom.
2.2 The scheme affects a building of some historic interest and, as the proposal will alter the character and appearance of the building, a programme of archaeological building recording is required prior to the proposed development works taking place.
2.3 This building recording forms part of a condition on planning consent and is in accordance with guidance given in Planning Policy Statement 5 (Planning for the Historic Environment).
3 ARCHAEOLOGICAL BACKGROUND
3.1 Cumbria is a predominantly agricultural county and farm buildings form an integral and significant part of it’s historic landscape. They reflect the diverse topography and geology of the county and provide information on past farming techniques and rural settlement patterns. Despite the large number of farm buildings, the need to record them is urgent as they are particularly vulnerable to conversion and abandonment from pressure of the changes of modern agriculture.

4.2 The project should comprise the following elements which are based upon the requirements of a ‘Level 2’ Survey, as described by English Heritage (2006):
A rapid desk-based survey of available sources to set the building to be altered in its historic context and to provide details, where known, on the building’s architects, builders, patrons and owners.
A written description of the building including it’s: plan, form, function, age, development sequence and construction materials. A description of the building’s landscape and historic context, for example it’s relationship with nearby buildings in architectural and functional terms, it’s relationship to field systems, settlement patterns and other man-made features, should also be considered.

1 INTRODUCTION
1.1 The following document represents a Written Scheme of Investigation (WSI) for theprovision of archaeological historic building recording at Bottom Arnaby Farm Barn, TheGreen, Millom, Cumbria. It has been prepared based on a Project Brief prepared byCumbria County Council’s Historic Environment Service (CCCHES) in June 2010.
1.2 CCCHES has been consulted by Copeland Borough Council regarding a planningapplication (Planning Application Ref. No.: 4/07/2758) for the conversion of a barn to adwelling at Bottom Arnaby Farm. The scheme affects a building of some historic interestand, as the proposal will alter the character and appearance of the building, aprogramme of archaeological building recording is required prior to the proposeddevelopment works taking place.
1.3 The requirement for such historic environment information forms part of a condition onplanning consent and is in accordance with guidance given in Planning Policy Statement5 (Planning for the Historic Environment.
2 SITE LOCATION AND ARCHAEOLOGICAL BACKGROUND
2.1 Arnaby Farm Barn is located at the Green, Millom, Cumbria.
Cumbria is a predominantly agricultural county and farm buildings form an integral andsignificant part of its historic landscape. They reflect the diverse topography and geologyof the county and provide information on past farming techniques and rural settlementpatterns. Despite the large number of farm buildings, the need to record them is urgentas they are particularly vulnerable to conversion and abandonment from pressure of thechanges of modern agriculture.
The barn at Bottom Arnaby Farm is shown on the first edition OS map and thereforedates to at least the mid 19th century.
3 AIMS AND OBJECTIVES
3.1 The principal objective of the archaeological historic building record will be to make arecord of the historic structure prior to alteration.

3.2 The main aim of the project is to provide an understanding of the historic developmentof the site through the compilation of a drawn, textual and photographic record withsupporting archive/background information and interpretation/analysis, the nature ofwhich will be outlined in more detail in section § 5 below.
4 REQUIREMENTS AND SCOPE OF WORKS
4.1 Requirement for Works
4.1.1 The archaeological historic building appraisal of Bottom Arnaby Farm Barn will becarried out prior to the commencement of any alteration works which are beingproposed.
4.1.2 These proposals relate to the conversion of the barn for domestic use as a dwelling.
4.2 General Scope of Archaeological Works
4.2.1 The archaeological historic building recording of the Bottom Arnaby Farm Barn willinclude the following:
Create a record of the structures using written, drawn and photographic meansAnalysis and interpretation of the findingsFormation of a site archiveProvision for the appropriate dissemination of the findings
4.3 Specific Requirements
4.3.1 The archaeological historic buildings appraisal will include the production of an recordof the site’s standing structures to level 2 (English Heritage 2006). These will beproduced in conjunction with guidelines as set out in English Heritage’s UnderstandingHistoric Buildings: A guide to good recording practice.
5 METHODOLOGY
5.1 Introduction
5.1.1 The following outlines the methodology that will be employed in the archaeologicalhistoric building recording of Bottom Arnaby Farm Barn, The Green Millom, Cumbria.There are four distinct elements to this methodology: Desk based research, drawnrecord, photographic record and written record.

5.2 Desk Based Research
5.2.1 In order to help gain an understanding of the historic development of the structure inorder to set it in its historic context, and to provide details, where known, on thebuilding’s architects, builders, patrons and owners.
5.2.2 This will involve a rapid search of relevant and readily available published andunpublished documentary source material, including historic maps, early photographsand drawings, written descriptions, and primary and secondary sources related to thesite held by the Barrow Record Office and Whitehaven Record Office and the Librariesof the University of Birmingham.
5.3 Drawn Record
5.3.1 A comprehensive architectural drawn record of Bottom Arnaby Farm Barn has beenproduced by Architect R.A. Walker of Millom. These drawings, which include plans,elevations and cross sections of the building prior to alteration. These will be checkedand annotated on site and included with the final report. The drawn record will includethe following outputs and deliverables:
An architect’s scaled plan of the building showing its relationship to nearbybuildings/significant features, any alterations to the building, and the locationof each photographed feature of architectural or archaeological significance.
An architect’s drawings of the main elevations prior to its alteration.
Where appropriate, section drawings of the building showing its verticalrelationships.
5.4 Photographic Record
5.4.1 The photographic survey will comprise both general and detail shots of the interiorand exterior of both buildings, and will be carried out using a high resolution digitalSLR camera (Nikon D50). All detail shots will include graded photographic scales(where possible). All photographs will be recorded on a pro forma record sheetdetailing subject, direction, photographer and date.
5.4.2 More specifically, the photographic record will comprise the following:
Oblique views showing all of the external elevations of the buildings
The overall appearance of the principal rooms and circulation areas
Any fixtures or fittings, or evidence for its former existence
Any building contents or ephemera which have a significant bearing on thebuildings’ history, where not sufficiently treated in general photographs
5.5 Written Record
5.5.1 A written description will be prepared to supplement the photographic and drawnrecords, summarising the building’s plan, form, function, age, development sequenceand construction materials. A description of the building’s landscape and historic

8 STAFFING
The desk based research and archaeological historic building recording will be carriedout and managed by Shane Kelleher BA MA MA AIfA who is an experienced historicbuildings archaeologist. Shane Kelleher is an Assistant Project Manager at BirminghamArchaeology, the commercial archaeology unit for the University of Birmingham1. He isresponsible for the running of historic building projects, usually from the project designstage to carrying out and supervising the fieldwork, liaising with the client and principalstakeholders, and writing the final report. In addition, he is often required to carry outand manage desk based assessments, historic characterisation studies, 3D laserscanning, metric surveys, GIS based projects, topographic surveys, and on the job andformal training and teaching. His main research interests lie in the post medievalperiod, particularly with institutional buildings (e.g. workhouses, hospitals, prisons). Heis also interested large scale landscape, topographic and historic building surveys,industrial archaeology, historic building materials, cultural geography, urbanism andconservation.
