PAGE 5 PAGE 4 PAGE 11 After 40 days, daily corona cases below 2-lakh mark AGENCY NEW DELHI, MAY 25 India's daily new coronavirus cases re- mained below the 2-lakh mark for the first time after 40 days with 1,96,427 fresh in- fections, and 3,741 deaths being recorded in the last 24 hours, the Union Health Ministry informed on Tuesday. The country crossed the grim milestone of recording over 2 lakh cases in a day on April 15. According to the Ministry of Health and Family Welfare (MoHFW), the country recorded 3,26,850 fresh recoveries in the 24- hour period, outnumbering new cases. The cumulative caseload in India now stands at 2,69,48,874 including 25,86,782 active cases. The death toll mounted to 3,07,231, while the recovery tally reached 2,40,54,861. Karnataka, which has recently overtak- en Maharashtra in the number of active in- fections, has now 4,40,435 active infections, making the state worst-hit by the pandemic. Maharashtra follows with 3,27,580 active cases. As per the Indian Council of Medical Research (ICMR), a total of 33,25,94,176 samples have been tested for COVID-19 up to May 24. Of them, 20,58,112 samples were tested on Monday. The Union Health Ministry informed that as many as 19,85,38,999 doses of COVID-19 vaccines have been adminis- tered so far since the commencement of the vaccination drive on January 16. On Monday, the MOHFW said that the daily coronavirus positivity rate has de- clined to 12.66 per cent while the national recovery rate has improved further to touch 88.69 per cent. Eight states including Kar- nataka, Maharashtra, Kerala, Tamil Nadu, Andhra Pradesh, Rajasthan, West Bengal, Uttar Pradesh account for 71.62 per cent of India's total active infections, it had said. On May 7, with 4,14,188 new COVID- 19 cases being registered in the last 24 hours, India reported its highest single-day spike since the pandemic began last year. India's daily spike of coronavirus cases remained below the 3 lakh mark, on May 17, for the first time after 26 days. Since then, the daily new cases in the country have been hovering below the 3-lakh mark for eight consecutive days. SHASHI PAL JAIN CHANDIGARH, MAY 25- In a major reprieve to weaker and underprivileged sections of socie- ty, the Health and Fami- ly Welfare Minister Mr. Balbir Singh Sidhu to- day announced that Pun- jab Government led by Chief Minister Captain Amarinder Singh has de- cided to provide free treatment to COVID-19 patients falling under Sarbat Sehat Beema Yoj- na in empanelled Private hospitals. The Health Minister said that the facility will be available in the hospitals equipped for offering COVID-19 treatment at cap rates ranging from Rs. 8,000 to Rs. 18,000 per day, which are the same rates that have been fixed for Pri- vate hospitals in the State for the general public. He said that the State Government will bear the en- tire differential treatment cost de- rived after deducting the cost payable by the Insurance Company from the cap rates. Mr Sidhu un- equivocally said that cap rates are all-inclusive, that in- cludes bed, PPE kits, medicines, consum- ables, monitoring/nurs- ing care, Doctor’s fee, investigations, oxygen, etc. The Minister said that SSBY beneficiaries can directly visit em- panelled Private hospi- tals without any need for referral from the Public hospitals for COVID-19 treatment adding that this initiative shall bring an immense relief to the vulnerable and deprived section of the State population, who will now be able to avail level 2 and level 3 treatment care in empanelled Pri- vate hospitals. He said that earlier, the treatment available in these em- panelled Private hospitals was payable as per SSBY scheme. The Chief Minister said that during the second wave of the pandemic in the state, there were some problems that have been overcome. Now there is ad- equate arrangement of beds and oxy- gen in the state. The number of active COVID-19 patients in the state is also continuously decreasing. Along with this, the number of new cases are also reducing every day. The number of new cases which had gone up to 16,000 per day has come down to about 3500 per day. The Chief Minister said that he hoped that the crises will be overcome soon. He said that the State is fully prepared in view of other post-covid effects like black fungus, respiratory disease, lung disease, etc. He said that in view of the possi- bility of a third wave, it is being antic- ipated that COVID-19 will impact chil- dren, in view of that, Haryana Govern- ment is fully alert. Children's wards and necessary arrangements are being made for this. Arrangements are being enhanced in CHC, as well as work is being done to ensure availability of doctors. He said that the situation which existed15 days ago is no longer prevalent. There was opposition to vaccina- tion and testing in some vil- lages, but now there is in- creasing awareness among the people and people have realized that vaccination and testing are necessary. He said that 60,000 to 70,000 vaccines are being administered daily under the vaccination campaign in Haryana. He said that those who do not adhere to the lockdown are only doing politics. Hry geared up to tackle third wave of corona: Manohar Lal Cyclone Yaas: Indian Navy deploys team NEW DELHI: With Cyclone Yaas predicted to make landfall on the eastern coast on May 26 and likely to hit parts of Odisha and West Ben- gal, the Indian Navy on Tuesday said it has ramped up rescue and re- lief operations to minimise dam- ages. "INS Netaji Subhas is spear- heading the Indian Naval's relief ef- fort at West Bengal and is in close coordination with the State Govern- ment of West Bengal for prepara- tions for Cyclone Yaas, which is scheduled to make landfall between Odisha and West Bengal coast on May 26", informed an official re- lease by the Indian Navy. As part of the preparation, two Navy Diving Teams and five flood relief teams, comprising of special- ized Navy personnel with associated equipment and inflatable boats, have been deployed. One diving and two flood relief teams each, have been positioned at Digha and Frazerganj, both in West Bengal on May 23 and May 24 re- spectively. CBI to seek MEA, Interpol's cooperation to find missing fugitive Mehul Choksi AGENCY NEW DELHI, MAY 25 The Central Bureau of Inves- tigation (CBI) launched its probe and approached the Antigua embassy in India soon after reports that fugi- tive diamantaire Mehul Choksi had gone missing in Antigua surfaced. "The Central Bureau of Investiga- tion is contacting the Embassy of An- tigua in India to seek confirmation about the news of Mehul Choksi miss- ing and more details through diplomat- ic channels," agency sources told ANI. CBI sources said it is a matter of concern that Mehul Choksi has gone missing. "CBI has taken note of the re- ports of diamantaire Mehul Choksi gone missing. Agency is verifying the facts," sources said. The CBI is waiting for confirmation from diplo- matic channels, Ministry of External Affairs (MEA) about Mehul Choksi going missing and after that agency is all set to activate its International desk. Positivity rate drops to 9.54 pc NEW DELHI: With 1,96,427 fresh cases and 3,26,850 recoveries in the last 24 hours, India's daily COVID-19 positivity rate dropped to 9.54 per cent, according to the Union Health Min- istry's data on Tuesday. The ministry informed that the daily new cases have fallen below 2 lakh to a level seen 40 days before (daily new cases were 1,84,372 on April 14, 2021). Cumulatively, the active caseload has also now reduced to 25,86,782. Active coronavirus cases in the country have decreased since its last peak on May 10, 2021. A net decline of 1,33,934 is witnessed in the last 24 hours. It now comprises 9.60 percent of the country's total positive cases, the Union Health Ministry said.

After 40 days, daily coronacases below 2-lakh mark

India's daily new coronavirus cases re-mained below the 2-lakh mark for the firsttime after 40 days with 1,96,427 fresh in-fections, and 3,741 deaths being recorded inthe last 24 hours, the Union Health Ministryinformed on Tuesday. The country crossedthe grim milestone of recording over 2 lakhcases in a day on April 15.

According to the Ministry of Health andFamily Welfare (MoHFW), the countryrecorded 3,26,850 fresh recoveries in the 24-hour period, outnumbering new cases.

Ensuring uninterrupted electricity andoxygen supply in Hospitals across thestate amidst the ongoing second waveof COVID-19 pandemic, HaryanaPower Minister Ranjit Singh said thateven in this hour of crisis, HaryanaGovernment has made outstanding ef-forts and created a well managedhealthcare infrastructure to fightCOVID-19 pandemic.

He said that decreasing death cas-es are the result of well built health-care infrastructure in the state. "Ourbiggest priority is to defeat COVID-19 pandemic," he added.

Interacting with the media per-sons at his residence here on Tuesday,Mr Ranjit Singh said that there will beno surcharge on electricity till thelockdown in the State and electricitysecurity of 4 months has been deferredfor one year.

He said that 236 teams of about1700 members have been constitutedin the Department to conduct powertheft raids in industries, brick kilns,

shopping malls and resorts across thestate.

The Minister said that ever sincehe had taken the charge of Power De-partment, about 2600 power theft cas-es have been revealed after conduct-ing raids in the field and accordinglyfine has been imposed on the default-ers which has generated the revenueof Rs 536 crore in the power sector.

He said that the Power Depart-ment has been working in a timebound manner to shift the electricitypoles and wires crossing over theroofs of Schools and other buildings.The cost of around Rs 96 crore forshifting the electricity wires has beenborne by the department and this workwill be completed by August.

He said that the electricity depart-ment has purchased 8000 electricpoles and all these poles are of highaltitude. He said that defunct poleswill be replaced soon. Similarly, thework of replacing all the old wireswill also be completed by the monthof August, he added.

Showing concern over transparen-cy in electricity bills, the Minister saidthat at present the Department haspurchased 10 lakh smart meters out ofwhich 2.75 lakh smart meters havebeen installed in Gurgaon, Faridabad,Karnal and Panchkula. Apart fromthis, shortly the Department is goingto purchase about 20 lakh smart me-ters. He said that these smart meterswill ensure more transparency in elec-tricity bills.

The Municipal Adminis-tration team arrived in themarket today to check theenforcement of Covidrules. Rajkumar of IndriMunicipality Municipalityemployees told the shop-keepers in the market toopen shops under the rule.The shopkeepers who were open shops against the rules, wereinstructed to close the shops and warned that strict action willbe taken for opening the shops against the rules. As soon as themunicipal administration landed in the market, panic spreadamong the shopkeepers and on seeing this, the shopkeepersclosed the shops and moved.

There was a lot of crowd in the market on Tuesday. Evenin the shops there was no social distancing. At present, Section144 is imposed by the government.

Despite this, there was a large crowd of people at the shopsin the markets. The opening time of shops has been set by thegovernment from 7 am to 12 am. Speaking at the inauguration of development works worth Rs 55 lakh at villages Mi-ani Bahadur and Jhanduwala in Sultanpur Lodhi constituency, he said that development works ata cost of Rs 35 lakh at Miani Bahadur and Rs. 20 lakh at Jhanduwala have been completed. Ren-ovation work of street drains, pond and park at village Miani Bahadur has been completed. Apartfrom this a pond has been constructed at Jhanduwala. Deputy Commissioner(DC), Sangrur Ramvir saidthat direct sowing of paddywould not only save water,which is a valuable resourceof nature but would also re-solve the problem of labourwhile transplanting paddy.DC was here to personallyconduct a trial of the the di-rect sowing method by him-self driving a tractor. DC,said that this technologywould not only save theground water but would alsoreduce the economic burdenon the farmers as it wouldsave the direct cost of labor.

While reviewing the progressof Employment Generation &Training department, the ChiefMinister lauded its efforts in facili-tating 17.61 lakh jobs in govern-ment, private besides self-employ-ment since March 2017 even dur-ing the trying circumstances ofCovid-19. He also asked the De-partment to give special thrust onthe skill development training as itwould be instrumental in makingour youth skilled as per the needsof the local industry. Meanwhile,the Chief Secretary Vini Mahajansaid the Employment Generation &Training department has madeenormous contribution in facilitat-ing our youth to equip technicallyskilled in order to keep pace withthe current job market based on ad-vancements especially in serviceand IT sector.

It was also informed that sixmega job fairs have been organizedso far and seventh to be held inApril 2021 was postponed due to

the recent surge in Covid cases andonce the Corona relents it would beorganized in July and another megafair probably in September or Oc-tober. He also updated the ChiefMinister about the Red SkyScheme for rehabilitation of thedrug abuse victims after honingtheir skills so as to enable them toearn their livelihoods with thesense of dignity. Jai Ram directs to take timelymeasures to control Corona

Chief Minister Jai Ram Thakur,while presiding over a meeting toreview the Covid-19 situation inthe State, directed the officers totake proper and timely measuresto control the situation. He saidthat tangible results were comingout due to corona curfew asnumber of corona cases weredeclining, but the corona deathswere still a matter of concern. Hesaid that effective strategy must bechalked out to bring down thedeaths due to corona virus. ChiefMinister said that ASHA workersmust be provided adequate masks,sanitizers and gloves so that theycould perform their duties in betterway and without fear. He said thatsufficient number of PPE kitsmust be provided at PHC levelbesides body bags and waste bagsso that last rites of the covid-19deceased could be performedaccording to protocols. Jai RamThakur said that special thrustmust be laid on shifting the seriouspatients in home isolation tohospitals so that they could beprovided timely treatment. He saidthat about 38 per cent deaths havebeen reported within 24 hours ofadmission in various hospitals. Hesaid that similarly 7.7 per centdeaths have been reported in homeisolation and 4.1 percent patientswere brought dead. He said thatASHA workers and other health

workers must keep constant vigilon situation of patients so that theycould be shifted to the hospital ifsituation of the patients worsen.Chief Minister felt the need tostrengthen the supply chain ofmedicines, oxygen concentrators,oxygen cylinders and other lifesaving drugs. He said that theCentral Government has alsoincreased oxygen quota of State to40 MT. He said that StateGovernment has enhanced storagecapacity of oxygen by 25MT. Hesaid that the State had only 2500D-Type cylinders which have nowbeen increased to 6500. He saidthat five cases of black fungushave been reported in the State outof which four have been operated.Jai Ram Thakur said thatvaccination process in the Statewas going smoothly. He said thattill date about 22.88 lakh doses ofvaccine had been administered to

the people of the State. He saidthat for the vaccination of 18-44years age group, although theGovernment of India has alsorecommended onsite registrationand appointment but has left it tothe State Government to decideopening up of onsite registrationbased on the local context. Inorder to avoid overcrowding atvaccination sites, he urged theyouth to get them registered onCOWIN app to avoidinconvenience. Chief Ministersaid that effective mechanismmust also be evolved to ensuresuccess of the campaign fordetecting the covid-19 patientswith any ILI symptoms. He saidthat this would not only help intimely detection of Covid patientsbut also check further spread ofthis virus. He said that MLAs andother elected representatives ofPRIs and ULBs could play a vital

role in making this campaign asuccess. Jai Ram Thakur alsoemphasised time bounddistribution of home isolation kitsto the Covid patients. He said thatthe Deputy Commissioners andChief Medical officers mustmaintain proper coordination withthe MLAs of their respectivedistricts for proper distribution ofthe home isolation kits. ChiefMinister said that proactiveapproach must also be adopted forensuring timely preparation fortackling the third wave of coronavirus if it happens so that the Statewas well equipped to meet out anyeventuality. Drinking water scheme to bedone at Rs 14.90 cr: Kanwar

Rural Development,Panchayati Raj, Agriculture,Fisheries and AnimalHusbandry Minister VirendraKanwar has said that anamount of Rs 14.90 crore hasbeen approved through theAsian Development Bank forthe strengthening of DharChamukha, Daroh andChamiyadi SimhanaDrinking Water Scheme.Kanwar said that the WaterPower Department has alsogiven technical approval tostart the work ofstrengthening the drinkingwater scheme and now theprocess of tendering will startsoon. He said that three watertreatment plants will be set

up with an approved amountof Rs 14.90 crore under theproject. In addition, the oldpipeline will be replaced andpumping machinery will alsobe installed. He said thatunder the scheme new tankswould be constructed in thevillages, which wouldeliminate the problem ofdrinking water in entire Dharregion. Kanwar said that

work is also going on in otherschemes in the KutleharVidhan Sabha region for thesupply of water and constantefforts are being made toovercome the problem ofwater. He said that the WaterPower Department hasalmost completed the thirdphase of strengthening of theRamgarh Dhar DrinkingWater Scheme. Theconstruction of the drinkingwater scheme is nearingcompletion and this schemehas improved the drinkingwater supply situation inGram Panchayat Salangadi,Bohru, Sakoun, Gharwasra,Talai, Handola andJagatkhana. Deputy Commissioner Una Raghav Sharmahas said that it is necessary to get a test doneas soon as possible to prevent deaths fromcorona. DC said that the death rate fromCorona is 1.75 percent. So far, 1,56,161 covidtests have been conducted in the district, outof which 11,761 persons have been foundpositive. He said that there are now 1502active cases in the district. Out of which 1200patients are receiving health benefits in homeisolation. After the imposition of Coronacurfew, the district Una has registered apositive rate and the average rate for themonth of May so far is 18.56 percent. RaghavSharma said that adequate quantity of beds,oxygen and medicines are available in thedistrict Una. Covid Hospitals are running inHaroli and Palakwah and the Make ShiftHospital under construction in Pandoga willbe ready within a week. In the first phase, 80beds will be installed on the ground floor inPandoga, while in the second phase, 100additional beds will be provided on the first

floor. DC said that the youth are also gettinginfected with the corona virus. 24 peopleunder the age of 18 in February, 190 in March2021, 182 in April 2021 and 636 in May. Sofar 205 persons have died of covid in district,which is worrisome. He said that due toCovid-19 virus, one in the age group of 11–19years, three in the age group of 20–29 years,14 in the 30–39 age group, 29 in the 40–49age group, 50–59 in the age group. Therehave been 59 deaths in the age group of 36,60-69, 37 in the age group of 70-79 and 26deaths in the age group above 80 years. Hesaid that it is necessary to get the test done atthe right time to prevent deaths, so that theright treatment can be found.

NGT sets up panel on Mekedatudam construction violation

The National Green Tribunal hasformed a committee to submit areport on alleged violation ofnorms in the construction of areservoir across the Cauvery riverat Mekedatu in Karnataka.

A bench comprising JusticeK Ramakrishnan and expertmember K Satyagopal issuednotices to the Ministry ofEnvironment and Forests(MoEF), Department of WaterResources, Central WaterCommission, Karnataka andTamil Nadu governments amongothers. The direction came aftertaking suo motu (on its own)cognisance of a newspaper reportthat Karnataka proposes toconstruct a dam across theCauvery river in the area and thatthe proposal was deferred by theCauvery Water ManagementAuthority twice in the pastfollowing strong opposition fromthe Tamil Nadu governmentciting the pendency of casebefore the Supreme Court.

"Considering the allegationsmade in the newspaper report, weare satisfied that there arises asubstantial question ofenvironment, which requires theinterference of this Tribunal. So,the matter is admitted. "Issuenotice to the respondents...alongwith copy of the newspaperreport and gist of the Suo Motuproceeding with full cause title soas to enable them to comply withthe direction," the bench said.The committee comprises ofsenior members from theIntegrated Regional Office,MoEF, Bangalore, Cauvery

Water Management Authority,Cauvery Neeravari NigamLimited and the ForestDepartment not below the rank ofAdditional Conservator of Forest,Karnataka. The bench said: "Thecommittee is also directed to gointo the question as to whetherany construction activity asalleged in the newspaper reporthas been started withoutobtaining necessary clearancefrom the Forest Department aswell as from the MoEF under theForest Conservation Act as wellas the EIA Notification, 2006. "Ifthere is any construction made

and if any damage has beencaused to the environment, theyare directed to assess the damagecaused to the environment andenvironmental compensationpayable by the respectiveauthorities who are responsiblefor the same". The PrincipalChief Conservator of Forest,Department of Forests,Karnataka, will be the nodalagency for co-ordination and forproviding necessary logistics forthis purpose, the NGT said. Thenewspaper report has alleged thatthe construction will have impacton nearby reserve forests andsanctuaries as well. It alleged thatno sanction or necessaryclearances have been obtainedunder the Forest ConservationAct and also under the EIANotification, 2006 for thispurpose. The report contendedthat if the project is implemented,it may have some impact on theCauvery Wildlife Sanctuary andnearby reserve forests, as largeextent of land namely, 5,252.40hectare is likely to be affected assubmergence area.

India to launch mobile tech platform for UN peacekeepersUnderlining the role

of technology in thesafety of UN peace-

keepers, India has told theworld body's top organ thatplans are afoot to launch amobile tech platform in Au-gust this year that will pro-vide terrain-related infor-mation to the Blue Helmetsin the line of duty.

"Infusion of appropri-ate technology can play asignificant role in improv-ing the safety and securityof the peacekeepers. Use offield-focused, reliable andcost-effective new tech-nologies in peacekeepingoperations that are drivenby practical needs of endusers on the ground is theneed of the hour," India'sDeputy Permanent Repre-sentative to the UN, Am-bassador K Nagaraj Naidusaid on Monday.

Addressing the UN Se-curity Council open debateon 'United Nations peace-keeping operations: Im-proving safety and securityof peacekeepers', Naidusaid India, in partnershipwith the UN Department ofPeacekeeping Operationsand the Department of Op-erational Support, has beenworking towards develop-ing a mobile tech platform'UNITE AWARE' that helpsincrease situational aware-ness and provides terrain-related information topeacekeepers.

"We have already con-tributed USD 1.64 milliontowards this project andhope to launch it during ourAugust presidency later thisyear," he said. India will bethe President of the 15-na-tion UN Security Councilin August this year.

India is one of thelargest troop contributingcountries to UN peacekeep-ing missions and has con-tributed more than 250,000troops in 49 missions overthe years. "Cumulatively,the largest from any coun-try," Naidu said, adding thatIndia is "proud of its longand rich tradition" of con-tribution to the UN peace-keeping missions.

Naidu told the Councilthat an Indian peacekeepersbrigade stationed in Goma,Democratic Republic of theCongo, is presently savinglives in the aftermath of thevolcanic eruption of MountNyiragongo.

During the COVID-19pandemic, India gifted200,000 doses of COVID-19 vaccine for UN peace-keepers across all UN mis-sions. As of March 31 thisyear, there are 87,889 per-

sonnel serving in 12 peace-keeping operations aroundthe world.

"We have also deliv-ered 200,000 doses ofCOVID-19 vaccines forvaccinating all uniformedpersonnel deployed in vari-ous field missions and arepleased to note that close to140,000 field personnelhave already been vaccinat-ed, Naidu told the Council.

During the pandemic,which posed severe chal-lenges to peacekeepingmissions and peacekeepers,India readily answered theSecretary General's call byupgrading its hospitals inthe UN Mission in SouthSudan (UNMISS) and UNOrganization StabilizationMission in the DemocraticRepublic of the Congo(MONUSCO). In a presi-dential statement, theCouncil underscored the

"importance it places on thesafety and security ofpeacekeepers on the groundand the need for troops andpolice contributing coun-tries to, ensure where ap-propriate, that all peace-keepers in the field areequipped, informed andtrained to mitigate thethreat posed by landmines,explosive remnants of warand improvised explosivedevices." It said the pri-mary responsibility of thesafety and security of Unit-ed Nations personnel andassets rests with host states.

"In this regard, theCouncil condemns the vio-lations of status-of-forcesagreements by any party tothose agreements, recognis-es the grave risks such vio-lations can present to thesafety and security ofpeacekeepers." Naidu not-ed that UN peacekeepers

operate in a complex secu-rity environment involvingarmed groups, non-state ac-tors and terrorists and theever-expanding mandatesof peacekeeping missionswith limited resources hasonly added to the chal-lenges and complexitiesthat peacekeepers face onthe ground. He added thatthese challenges are com-pounded further by the in-creasing use of improvisedexplosive devices (IEDs)by terrorists and armedgroups. More than 260peacekeepers have died dueto malicious attacks since2013. It is evident that "pro-tecting the protectors"should be the primary ob-jective. "The tendency ofburdening peacekeeperswith responsibilities, whichought to primarily lie withthe host state or other rele-vant international organisa-

tions, should stop," he said.The Security Council needsto authorise carefullythought-out mandates topeacekeepers in close con-sultation with troop con-tributing countries sinceprotection of peacekeepersis as important as protec-tion of civilians. Peace-keeping missions cannot bea long-term response towhat are fundamentally po-litical problems.

It is for the Council toaddress these issues ratherthan burden peacekeepingmissions beyond their man-date, he said. Under-Secre-tary-General for Peace Op-erations Jean-PierreLacroix told the Councilthat since January 1 thisyear 15 peacekeepers losttheir lives due to maliciousacts. "One peacekeeper lostcontinues to be one toomany," he said, adding that"attacks against peacekeep-ers can constitute warcrimes; are a huge impedi-ment to the pursuit ofpeace; and an added con-straint for the effective im-plementation of UN Securi-ty Council mandates".

Naidu stressed that be-sides taking preventivemeasures to improve thesafety and security ofpeacekeepers, it is also im-perative to bring the perpe-trators who committedheinous crimes to justice."This needs collaborationand coordination betweendifferent stakeholders, in-cluding the UN and the hostcountries, where the peace-keepers are deployed andextending assistance tocountries who need help toframe these legislations,"he said.

Be it inde-pendent investigations into the riots in Bombay afterthe demolition of the Babri Masjid or, earlier, probesinto the custodial deaths of Naxalite political prison-ers during the Emergency, public fact-finding com-missions have performed stellar roles in the cause ofupholding truth. Attempts by the powers that be to dis-credit such initiatives have gathered pace in recenttimes. The present solicitor-general is of the opinionthat citizens’ groups on fact-finding enterprises signi-fy a ‘parallel judicial system’. This is a gratuitous —fallacious — argument. The principal objective ofthese collectives is to consolidate inquiries, albeit in-directly, by unearthing facts that may have gone un-noticed or been ignored — willfully — by investigat-ing agencies. The fact-finding team is merely a facil-itator, and not an adjudicator. The choice of consider-ing the data should be left to the courts. MSN had earlier received its clinical trial approval from Drugs Controller General of India (DCGI) to perform Molnupiravir Capsules efficacy and safety study on mild to moderate COVID-19 patients, Hyderabad-based MSN said in a release here. MSN will start its clinical trials in more than 40 sites across India and the first dosing is expected to begin soon.

The clinical trials will be performed on more than 2400 subjects suffering from mild to moderate COVID-19.

Molnupiravir is an experimental drug having antiviral properties and is currently under clinical stage study for COVID treatment. MSN R&D team has developed both the API and Formulation, and is expecting to launch soon after successful conclusion of clinical study followed by regulatory approval.

The Sports Ministry has decided toset up 143 Khelo India centresacross seven states with a totalbudget of Rs 14.30crore in its bid to nur-ture talent at thegrassroot level.

These centres willbe set up in Maha-rashtra, Mizoram,Goa, Karnataka,Madhya Pradesh,Arunachal Pradeshand Manipur.

Each centre willbe entrusted with onesports discipline.

The Khelo India centres havebeen launched by the Sports Min-istry in partnership with state gov-ernments to ensure the availabilityof grassroot-level infrastructureacross the country.

"It is our endeavour to makeIndia one among the top 10 coun-tries in the 2028 Olympics.

To fulfil this goal we need toidentify and nurture a large num-ber of talented sportspersons

from an early age,"Sports MinisterKiren Rijiju said in astatement.
