Activités des Institutions de l'OCI en rapport avec les
Objectifs de Développement Durable (ODD) classés par ordre
de priorité
Le développement durable a été inscrit à l'ordre du jour du COMCEC en 2014, avant même
l'adoption du programme de développement durable 2030 et des ODD par le Sommet
Extraordinaire des Nations Unies en septembre 2015. Le programme de Développement
Durable 2030 et les ODD comprennent de nombreux objectifs à atteindre d'ici 2030 par
tous les pays, quel que soit leur niveau de développement. Avec un programme ambitieux
comprenant 17 objectifs et 169 cibles, la réalisation des ODD nécessite une coopération
multilatérale efficace entre les pays, y compris les pays membres de l'OCI. Dans ce cadre,
la mise en œuvre des ODD dans les pays membres de l'OCI est suivi de près dans le cadre
du COMCEC.
Depuis 2015, des efforts considérables ont été déployés sous l'égide du COMCEC.
Conformément à la résolution de la 30ème session du COMCEC, le Bureau de Coordination
du COMCEC (CCO) et la Banque de Développement Islamique (BID) ont mené une étude
conjointe sur les facteurs critiques de succès pour la mise en œuvre des ODD dans les pays
membres de l'OCI. Pour la mise en œuvre effective des ODD dans les pays membres de
l'OCI, l'étude a mis en avant cinq facteurs critiques de succès : la gouvernance, les données
et la surveillance, le renforcement des capacités, les finances et la cohérence des
politiques.
Par ailleurs, la BID et le CCO, en coopération avec le SESRIC, le CIDC, l'CICIA et l’INMPI, ont
mené l'étude intitulée "Contributions des institutions de l'OCI à la réalisation des objectifs
de développement durable (ODD)" présentée à 32ème session de la COMCEC.
En outre, le SESRIC a mené une enquête sur les tendances des objectifs de développement
durable des pays membres de l'OCI entre 2015 et 2018 et a soumis un rapport à la 34ème
session du COMCEC sur les résultats de l'enquête et les domaines de développement des
objectifs prioritaires. Satisfait de ce rapport, la 34ème session du COMCEC a demandé au
Bureau de Coordination du COMCEC de compiler les activités liées aux ODD des
institutions concernées de l'OCI dans les domaines prioritaires des ODD.
Ainsi, les institutions concernées de l'OCI, notamment le groupe de la BID, l'ICCIA, le CIDC,
le SMIIC et le SESRIC, et le bureau de coordination du COMCEC ont établi la liste ci-jointe
de leurs activités liées aux ODD mises en œuvre / en cours d'exécution en 2019 et de leurs
activités prévues pour 2020. Les institutions de l'OCI concernées mènent, dans le cadre
de leurs domaines de compétences, diverses activités de renforcement des capacités et de
partage d'expérience afin de contribuer et faciliter la mise en œuvre des objectifs de
développement durable prioritaires dans les pays membres et de faciliter.

The main purpose of the event was to share
the outcomes of the Security Sector (SSR)
Report Project for Libya, an initiative
between SESRIC and the Libyan Programme
for Reintegration and Development (LPRD)
carried out with the technical support from
the Foundation for Political, Economic and
Social Research (SETA), a Turkish policy
think tank based in Ankara. The Report aims
to provide a technical document on the
Libyan security sector to strengthen
discussion and collaboration among
concerned stakeholders to support the
reconstruction of Libya.

technical mission to investigate the vegetable
growing techniques on 12-14 March 2019 in
Kampala, Uganda.
The visit was part of a pilot project designed
by the Islamic University of Uganda to
enhance the capacities of rural imams in
Eastern Uganda in modern agriculture
production, communication and counselling.
Financial constraints and the lack of basic
skills of effective communication and
counselling among imams, make them face
challenges in performing their duties. Most of
them do not have other sources of income
other than what they collect from the
community and most of the times their job is
being carried out on a voluntary base. This
situation has resulted in many leaving rural
areas for better opportunities in urban centers.
In consideration of that, a team of experts
from Alata Horticultural Research Institute in
Mersin, Turkey, visited various stakeholders
in the capital of Uganda, Kampala, to discuss
ideas on how to develop the project in the
area of subject matter.
Taking into consideration that 80% of
Ugandan households are involved in
agriculture, imparting agricultural skills is a
viable and sustainable venture.

and Hydroponic Greenhouses on 22-26 April
2019 in Mersin, Turkey, for the experts from
the Ministry of Agriculture, Irrigation and
Livestock (MAIL) of Afghanistan.
Provided by Alata Horticultural Research
Institute in Mersin, the training was organised
within the framework of the OIC Agriculture
Capacity Building Programme (OIC-
AgriCaB) and aimed to strengthen the
Afghan cold storage chain for perishable
products in consumer markets, facilitate the
linkage between grower, traders and
consumers, as well as help assure better
prices for the market.

Tehran, Islamic Republic of Iran.
The workshop was organized with the aim of
developing an effective way of understanding
the modern economy, the role of
entrepreneurs and SMEs in the economic
growth and discussing how to strengthen and
improve the competitiveness of SMEs in a
globalized economy. Special attention was
given to implementing innovative strategies
and human resource development in the
SMEs.

SESRIC hosted the Brainstorming Workshop
for OIC Medical Corps on 3-4 July 2019 in
its headquarters in Ankara, Turkey. The
Workshop deliberated on the operational
structure and mechanism for the
implementation of the prospective OIC
Medical Corps with the participation of
members of OIC Steering Committee on
Health, relevant OIC institutions, as well as
leading NGOs in this area, combining the
expertise, know-how, networks and resources
of the collaborating organizations to address
the key health challenges in the OIC Member
States. Furthermore, the workshop served as
a bridge to construct a long-term coalition
among relevant actors to shape more clearly
the area of operation of the OIC Medical
Corps. The Workshop was concluded by the
final draft of Rules of Procedures (RoP)
document to be submitted to the Steering
Committee on Health (SCH) for further
deliberation.

information, with the primary focus on

the OIC. The training was participated by the

contract frustration cover for three years
to Karpower International B.V.
(Karpowership) in support of its various
energy projects in Indonesia. By insuring
the Karpowership transactions with PT
PLN, ICIEC is fulfilling its mandate of
facilitating intra-OIC trade and
investment and deepening economic ties
among OIC member countries.

facility to Turk Eximbank. The cover is
against the risk of Non-honoring of

supplies in Senegal

ICIEC is intending to provide around
EUR 135 million insurance cover for
life-saving emergency facilities and
supplies in Senegal, West Africa. The
project is part of a major 10-year drive by
the National Fire Brigade to bolster
response capacity across the entire
country.

Ltd. (KPTL)
ICIEC supported a Transmission Line
Project being executed by Kalpataru
Power Transmission Ltd. (KPTL).
ICIEC is covering the Non-Payment risk
and Contract Frustration of TRANSCO
(a sovereign entity responsible for the
transmission of electricity from the
power stations to the main grids). The
project involves, the design installation,
testing and commissioning of 400 km of
double circuit 400kV transmission lines
and accompanying works from Shamkha
to Sweihan in the emirate of Abu Dhabi.

Abu Dhabi Commercial Bank -
ADCB
ICIEC provided insurance cover relating
to the nonpayment risk of Commercial
Bank of Ethiopia (CBE) in the amount of
US$25mn. The limit is to be utilized for
the import of oil products from Abu
Dhabi National Oil Company (ADNOC).

The Turkish contractor Summa, has
recently undertaken various infrastructure
projects in Niamey, the capital city of
Niger. These project aim at refurbishing
and equipping the country with
respectable facilities. They will create
more than 1,500 local jobs. ICIEC has
been requested to cover the political risks
of the projects.

Imperative
Agriculture project
1,2 and 8 Ara.19 Nigeria Deutsche Bank
The GIP is about the renovation and
empowerment of the agriculture sector in
Nigeria. Smallholder farmers will benefit
from new technologies to increase their
productivity. This project will create
6,000,000 jobs and will enable the
country to achieve food security. ICIEC
has been requested to cover the risk of
sovereign payment default.

Construction of a
drinkable water
facility in Abidjan
2 and 3 Ara.19 Cote d'Ivoire Societe Generale, France
Société Générale is financing the
construction of a water supply facility for
the city of Abidjan. The contractor is
PFO Africa, a local engineering company
with the support of VEOLIA. This
project will allow more than 1,500,000
people to have access to potable water.
ICIEC will support the project by
providing sovereign payment default
cover.
