IN PU RSUAN CE of the Resolutlons passed by the Lep slatwe Councll on 3rd December, 1952, and on 5th October,1955, whereby there has been establlshed a Crown BstatesDevelopmeny Fund sublect to the control of the M lnlster forthe tlme belng responslble for teands, who has becn authonzedby the Governor to make rules for the adnunlstratlon oftne satd Fund, the Mtmster for Local Government and Landshereby makes the followlng Rules -
(1) The Crown Estates Development Fund shall conslst of:150,000 prew ously voted and- such other sums as m ay fromtlmo to tzm e be voted by the Lepslatlve Ceouncll
(2) Of the f 150,000 referred to ln Rule 1, i100,00O shallbe used f or the purpose of developlng Crown land f0r com mer-czal, buslness and resldentlal purposes, and :50,000 for thedevelopment of Crown land for m dustnal and anclllaor pur-poses Any addltlonal surns voted to the Fund shall be usedfor the purposes speclfied at the tlm e the m oney ls voted
(3) The Fun.d shall be admlmstered by a Commlttee conslxtlngof-

(6) The Fund shall be self-replenlslung, all moneys oxpendedon the provlslon and m alntenance of roads, dram age, sewerageand watcr supphes and servlces anclllary thereto belng recover-able from the allottees, and the Comnutteo shall arrange for therecovery from the allottee,s of a11 the foregolng charges
(7) The Commlttee may levy and recover from the allotteesan adrmm stratlve surcharge based on the charges recoveredander Rule (6) The surchalge shall be recalculated by theCom mltte,e as often ms necessary and at least every two yearsto provlde for the expenses lncldental to the admmlstratlon ofthe Fund and for a reserve to cover the wrlte-ol of uneconomlcor abortlve schem es The two elements of the surcharge shallbe calculated and shown separately and shall be qublect to theapproval of the Treasury 'f'he surcharge for admmlstratlveoverheads shall be credlted to the revenue of the Fund andthe surcharge for abortlve scllemt's shall be credlted to aReserve Account agalnst whlch assets of abortlve schemes shallbe wrltten-os A1l charges, other than chalges referred to lnthls rule, shall be met from the revenue of the Fund
