During a drive, several police teams checked vehicles in the past two days and seized 23 ve- hicles that were plying on roads without requisite documents, they said. Drivers of 40 other ve- hicles were fined for violations of various traffic rules, they added. Ten persons are feared dead after a snow avalanche buried the two trucks they were travelling in at Khardung La of Ladakh region in Jammu and Kashmir on Friday, officials said. Bodies of five of the deceased have been recovered so far, while efforts are on to find the remaining five persons, whose chances of survival are bleak, a police of- ficial said here. "The two trucks, carrying 10 civilians, came under an avalanche at Khardungla pass, which is one of the highest motorable roads in the world at 17,500 feet, at 7.00 am," a defence spokesman said. He said the trucks were buried 20 feet deep under de- bris, nearly 800 metres from Khardungla Top towards South Pullu. As soon as the Army detachment at Khardungla Top was alerted about the incident, all re- sources of the Fire and Fury Corps were activated, the spokesman said. "Army teams deployed near the incident site swiftly moved in and com- menced search and rescue op- erations. Troops deployed at South Pullu and North Pullu were also moved to the site. Simultaneously, the Army Aviation helicopters were pressed into service to move the highly trained avalanche rescue teams of the Army -- Avalanche Panthers Teams -- from Siachen Base Camp and North Pullu," he said. BSF troops, guarding the borderline, retaliat- ed strongly, the officials said. On Thursday, a civilian was injured when Pakistani troops violated ceasefire and re- sorted to firing and mor- tar shelling along the Line of Control in Rajouri district. Northern Command chief Lt Gen Ranbir Singh had on Thursday said the Army was reply- ing befittingly to the Pakistani aggression. Pakistani troops resort- ed to firing and shelling along the LoC in the Jammu region of the state for 13 days of this month, the officials said. The year 2018 had witnessed the highest number -- 2936 -- of cease- fire violations by Pakistani troops in the last 15 years along the Indo-Pak border. Members of the Dard Aryan tribe sub- mitted a charter of de- mands to Minister of State for Tribal Affairs Sudarshan Bhagat on Friday. The tribe, inhabiting Dha, Hanu, Beema, Darchik and Garkone villages in Leh and Kargil districts, claims to be the de- scendants of "pure Aryan race". Many re- searchers believe they are the descendants of Alexander, an official of the Indira Gandhi National Centre for the Arts (IGNCA) said. "The villages are together called the Aryan valley. The peo- ple of the region are completely different from those in other parts of Ladakh. The community prohibits marriage with out- siders to keep the gene pool intact. Of late, the Dard men are marry- ing outside the tribe," the official said. The tribe is consid- ered "threatened" due to their depleting numbers, which, at present, is around 4,000. They are mainly dependent on agricul- ture and are "educa- tionally and economi- cally backward", he said. The Dard Aryans do not document their history and they have carried forward their cultural legacy orally. The recommenda- tions were cleared after the candidates completed the deficiencies and various clarifications sought from the indenting Departments and other concerned au- thorities and were received by the Board, spokesman of the Board, Mr. Malik Suhail said. Peoples Democratic Front (PDF) Chairman, Hakeem Muhammad Yaseen said that the discus- sion between the likemind- ed people to revive the third front is going on. “Some likeminded people are cur- rently holding meetings and deliberations in this regard as there is a dire need of an alternative at this junc- ture,” he said. He added that people are demanding an al- ternative following which a step has been taken to re- vive the third front here. “People are the best judge who notice each and every development. The leaders who have credibility are discussing the revival of third front at present,” he said. Democratic Party Nationalist (DPN) President, Ghulam Hassan Mir told that the traditional party NC already exists in the State but at the same time PDP who emerged as an alternative failed to sus- tain, therefore some like- minded people are joining hands here to come up with an alternative. “We have been holding meetings and discussing the revival of third front here. There is no breakthrough so far but there is every possi- bility of third front reemerg- ing in the State before elec- tions,” he added. “It is too early to say when will it be revived again but I believe the third front will reemerge ahead of the elec- tions,” Mir added. Sharing the progress on SSR-2019 for which the final publica-tion date was Ist January 2019,Shailendra said that the exercisewas launched on Ist of September,2018, but the date was extended by

the Election Commission of Indiafor J&K State along with someother States till 31st January,2019. During this period, asmany as 307813 additions, 125834deletions, 94565 corrections and14989 transpositions were made.The process of addition of any leftout eligible electors shall contin-ue as part of continuous updationprocess till 31st January so thatno eligible voter is left out. He re-quested the political parties to usetheir good offices and help in facil-itating the people in this impor-tant exercise.

Briefing about the function-ing of EVMs, the CEO informedthat to ensure complete trans-parency in the electoral process,now the Election Commission hasadded another component calledVVPATs which shall be availableat each and every polling stationto further enhance the confidenceof voters. To familiarize the vot-ers and BLAs about the function-

ing of EVM-VVPAT, a massiveawareness programme is beinglaunched soon whereby the elec-tion officials will be visiting everynook and corner of the State to ed-ucate the masses. Necessary in-structions in this behalf havebeen conveyed to the DistrictElection Officers (DeputyCommissioners), said the CEO.

He further informed that theElection Commission of India hasallocated 17,000 additional EVMswith VVPAT facilities to the Statefor being used in the ensuing elec-tions. He said as and when the ma-chines will reach in different dis-trict headquarters, the concernedDistrict Election Officers (DeputyCommissioners) will inform thePolitical parties to inspect thesemachines and after their propersatisfaction the same will bestored in the designated strongrooms under proper security.Such instructions have alreadybeen issued to the concerned

DEOs. The CEO urged the political

leaders to appoint their BLAs onpriority who can help the BLOs inensuring right particulars of newvoters and alterations in the voterlists. He said the District Electionauthorities will organize trainingprogrammes for the politicalworkers, BLAs on use of EVMsand other election related activi-ties so that they can educate thevoters about the same. He also in-formed that after publication, thenew Electoral Rolls will be madeavailable to all the parties fortheir information and furtheruse.

On the issue of holding of si-multaneous polls and readiness ofthe State Government, the CEOinformed that his office has al-ready taken necessary steps forholding the elections, but deci-sion lies with the ElectionCommission, who will take a finalcall at an appropriate time after

taking into consideration all theaspects. He said that a team ofElection Commission will visitthe State soon to have a review ofsituation with political leadersand other stakeholders for hold-ing the elections.

The CEO said that he will reg-ularly interact with the represen-tatives of the political parties inhis office to take their valuablesuggestions on further improvingthe electoral process to ensurefair and transparent elections inthe State. He said cooperation ofall political parties is mandatoryfor this essential exercise and hisoffice will ensure close coordina-tion to achieve better results.

Almost all the political lead-ers were unanimous to hold si-multaneous poll in the State andexpressed their readiness for thesame. They suggested severalmeasures to improve the electoralprocess to ensure smooth andtransparent elections in the State.They asked for setting up ofpolling stations as per the conven-ience of people in the central loca-tions and creation of necessary fa-cilities for the voters. They askedfor special arrangements forphysically challenged, senior citi-zens and women at the polling sta-tions.

In view of the inclement weatherforecast this weekend, DeputyCommissioner Bandipora Dr ShahidIqbal Chaudhary on Friday convened ameeting to review the preparedness ofthe government agencies to deal withany kind of exigency.

The meeting discussed action plansprepared by the concerned depart-ments to prevent interruption to serv-ices during the snowfall. The DC, whilehailing their efforts during the lastsnowfall in the district, asked the con-cerned departments to ensure evenfaster response to the inclement weath-er forecast for the coming days.

The DC directed for ensuring thatsnow clearance machines are posi-tioned at all critical spots and thatthese are pressed into service as soonas snow starts to accumulate. Hestressed on prioritising snow-clear-ance from roads leading to all impor-tant installations across the district in-cluding Hospitals.

Dr Choudhary said all the men andmachinery have been put on high alertin the district since last week and thesnow clearance operations will startsoon after the snow starts accumulat-ing on roads to ensure all major roadsare cleared on war footing.

He said the Mechanical EngineerDepartment has put about 20 SnowCutter machines on standby at differ-ent locations of the district so thatthese can be pressed into service at ear-liest alongside machinery of variousMuncipalities. He said the inner linkswhere the machines cannot work, thesnow will be cleared manually and an

action plan has been framed for thesame. He said the men and machineryis on high alert in view of the snow pre-diction from 19th January to 25thJanuary. The meeting was informedthat adequate ration and LPG has beenstocked in the district including inGurez valley. It was given out thatthere are 33184.36 quintals of ricestocked in Bandipora district exceptGurez valley while 21900 LPG cylinderswere distributed among consumersthis month so far while 1500 cylindersare still stocked besides continuousscheduled stocking and supply of LPG.

In Gurez, the concerned depart-ment has distributed ration uptoMarch 2019 in advance among con-sumers while 9365 quintals are stillstocked. 597 quintals of sugar are alsoavailable in Gurez valley. It was statedthat 73477 litres of Kerosene have alsobeen distributed in the valley up toApril 2019 while 29590 litres are stillavailable there. 6150 LPG cylinders arealso stocked in the Gurez valley.Officials informed that there is nodearth of ration in the district asenough ration has been stocked in thedistrict. Dr Choudhary said inSnowbound Gurez area, Sub-Divisional Magistrate will monitor thesnow clearance operations and all ma-jor roads in Tulail, Dawar and adjoin-ing areas would be cleared on priorityso that people don’t suffer. Electoral Roll Observer ShahidInayatullah today chaired a meeting ofthe officers to review the progress onthe special summary revision ofElectoral Roll of Anantnag district.

The District Election Officer,Mohammad Younis Malik gave a de-tailed account of the status of progress,claims and objections, updation of thedatabase, EPIC status, and other de-tails, besides, highlighting the issues inuploading the database on ERO Net.The meeting was informed that 58polling stations have been added re-cently which has enabled to identify 714polling stations at 432 locations. TheDEO further informed that the processof summary revision is being carriedunder proper monitoring. He addedthat there is a notable increase in thenumber of electorates during the pastfew years. He also said that DistrictContact Centre on Call Centre patternwith four trained operators have beenestablished with a toll-free contactnumber 1950 for the quick redressal ofelectorate grievances.

The DEO also said that VoterAwareness Forum (VAF) is an informalforum for generating discussions andawareness about the electoral process.He further said that VAFs will be con-stituted in all the departments at thedistrict level for facilitating the elec-toral process. Frame regularization policy

There are thousands of casual workers work-ing in various departments of theGovernment of Jammu and Kashmir. Like

other departments these employees are working inHealth Department under NHM and are on strikefrom few days to force the government to mitigatetheir issues. One of their important is the regular-ization of their services. Health services are alsosuffering due to strike of these employees. FormerHealth Minister has also held meetings with the em-ployees and after the meeting, government had con-stituted a Committee of officers to examine their allissues on merit and the said the Committee, alongwith other issues, had recommended regularizationof employees in a phased manner as it was difficultto regularize more than 8000 employees in one go,who are presently working in NHM and other relat-ed schemes in Health & Medical EducationDepartment across the state. Since NHM is a purelyGovernment of India scheme and entire fundingcomes from the Centre, State government must takeup the issue with the centre to resolve the matter atthe earliest. It is embracing situation where highlyeducated contractual lecturers and strike from somany days. He stressed for a policy to be framed foreach department where the contractual or casualemployees are engaged against the recommendedposts. The issue has to be resolved once for all andfor the permanent solution is framing a strong regu-larization policy for Contractual, casual and cen-trally sponsored scheme employees which is the ne-cessity of the hour. No doubt the demands of NHMemployees are genuine and everyone supportsthese demands, but the Health Services are suffer-ing due to the strike and patients are suffering dueto their strike. Keeping in view the sufferings of thepatients across the State, striking NHM employeesshall suspend their ongoing strike and adopt someother step for symbolic protest. And on the otherhand Government must take the issue seriously andframe a concrete regularization policy in the inter-est of the protesting employees.

are making India a prime target for cyber criminals. Data has beendeclared as the new oil. Much like the early days of oil exploration bycompanies, there is a rush to secure the most valuable data as soon aspossible and extract, or rather mine it, for enrichment. But becausedata is not a physical asset, protecting it is a lot more complicatedthan safeguarding oil, gold or anything physical. Data, by its very na-ture of being amorphous, can reside anywhere and everywhere inthe world. One’s data on social networks is based in the UnitedStates, or possibly Ireland and maybe even Iceland. But it should notmatter where one’s data resides as long as it is safe. Unfortunately,many Governments and intelligence agencies think otherwise. Thisis why the Indian Government has been insisting that online compa-nies from social media networks, email service providers and even e-commerce majors host their data within India. But the fact is thatIndian agencies and companies, with possibly the exception ofIndian financial services firms, have been very callous with data.Breaches have led to copious amounts of Aadhaar information beinginadvertently released. Besides, several Indian mobile applicationshave had their data stolen. Phishing attacks, which are not quite databreaches, are extremely common in India, given low levels of digitalliteracy in a nation that is rapidly going online. The recent GlobalRisks Report released by the World Economic Forum (WEF) high-lighted this fact. Of course, this is not to downplay other major risksthat India faces, such as the tremendous fear of population displace-ment due to global warming, but data breaches in our country are ex-tremely disturbing. In the aftermath of the right to privacy that theSupreme Court upheld, the Government should have urgently comeup with a set of laws to enshrine that right. Instead, it is moving aftera more draconian set of laws that will intercept and store informa-tion, potentially violating the apex court’s ruling. Sure, there is anurgent need to control the spread of malafide information on socialmedia, and there might be the need for the Government to controland register applications available on mobile phones.

Of allthe speeches, tweets and off-the-cuff remarks which together con-stitute President Donald J Trump’sarticulation of the US’ global policypriorities and ideological positions(or lack thereof), there has neverbeen one that defines his presiden-cy more than his address to theUnited Nations in end-2017.

It was the most unambiguousspeech by a world leader to theglobe’s most ambiguous institu-tion in recent history. In a sense, itwas a rather effective exercise inshowing the mirror to the UN. Hestarted off by putting the cat firmlyamong the pigeons by remindingthe gathering that President HarryS Truman was instrumental in es-tablishing the UN as an organisa-tion specifically for post-WW II na-tion-states to help build democrat-ic institutions in their respectivecountries that would strengthenmember-states’ sovereignty andhelp them serve their citizens bet-ter. It was a timely intervention.After all, someone needed to juxta-pose what was intended with whatthe UN has become a sinecure forthe elite of various nations whichpasses ineffective and often unim-plementable resolutions, an illib-eral club which has ended up be-stowing legal rights to groups at

India must shed its diplomaticdiffidence as a stakeholder, evenwith the Taliban’s presence. Oneyear ago, on New Year’s Day, theIndian establishment welcomedU.S. President Donald Trump’stweet: “The United States has fool-ishly given Pakistan more than 33billion dollar in aid over the last 15years, and they have given us noth-ing but lies & deceit, thinking ofour leaders as fools. They give safehaven to terrorists we hunt inAfghanistan, with little help. Nomore!” This year, in a Cabinetmeeting on January 3, he rambled,“I get along very well with Indiaand Prime Minister Modi. But he isconstantly telling me he built a li-brary in Afghanistan. Okay, a li-brary… That’s like, you know whatthat is? That’s like five hours ofwhat we spend [in Afghanistan].And he tells it and he is very smart.And we are supposed to say, oh,thank you for the library.” This leftthose in the Indian establishmentmiffed and scratching their heads,only to conclude that Mr. Trumppossibly mistook the Parliamentbuilding in Kabul built by India ata cost of $90 million for a library.

The 2017 policy aimed at break-ing the military stalemate by ex-panding the U.S. presence by 5,000troops, putting Pakistan on notice,and strengthening Afghan capabil-ities. More than a year later, clear-ly the policy has failed. The mili-tary situation has improved infavour of the Taliban, while theTaliban and Haqqani Networksanctuaries in Pakistan remain in-tact. Afghan security forces aresuffering unacceptable attrition.Since 2015, when the Afghan secu-rity forces took charge of combatoperations, they have sufferedaround 30,000 casualties. Civiliancasualties are over 3,000 a year.With recruitment drying up anddesertions on the rise, the Afghansecurity forces are down by morethan 10% from their sanctionedstrength. Parliamentary electionswere conducted on October 20 lastyear with much fanfare but the an-nouncement of the final results hasbeen repeatedly postponed amid al-legations that more than one-fourth of the votes cast were rigged.Unconfirmed reports that the U.S.

The White House backtracked bysubsequently clarifying that this was one of the optionsbeing explored but no decision had been taken.However, it is clear which way the wind is blowing.Accumulating mistakes The reason is that over the last18 years, the U.S. (and coalition partners) have made aseries of mistakes, of omission and commission. TheAfghan Constitution, adopted in 2004, centralised pow-er in a U.S.-style presidential system but lacking the in-stitutions of legislature, judiciary and civil society,checks and balance were missing. Governance struc-tures were weak as an entire generation had been lostin the anti-Soviet jihad and Taliban conflicts. The Iraqinvasion in 2003 rapidly sucked in more and more U.S.resources as the focus shifted away from Afghanistan.By 2006, when the Taliban had regrouped and begun to en-gage in suicide attacks and IED blasts in Afghanistan, theU.S. was unwilling to acknowledge it and preferred tobribe Pakistan to gain its cooperation. Poppy produc-tion grew to finance the Taliban insurgency. Since 2002,the international community has spent nearly $15 bil-lion on counter-narcotics, and yet, in 2017, poppy pro-duction was four times what it was in 2002.International troop presence from 34 countries lacked aunified command and control and adopted differentrules of engagement. British troops, deployed inHelmand, were the first to reach a quiet understandingwith the local Taliban by ignoring the opium cultiva-tion. Hamid Karzai was President from 2001 to 2014.During the Barack Obama administration, his rela-tions with the U.S. grew increasingly strained withboth sides engaging in frequent sniping. His open criti-cism of Pakistan’s duplicity irritated the U.S., whichwas even more dependent on Pakistan after the surge inU.S. troops in 2010. Mr. Obama’s decision to announcethe surge along with a timetable for withdrawal onlyemboldened the Taliban. The strength of the Afghan se-curity forces was hurriedly doubled to enable them totake combat lead in 2015 but lack of training and equip-ment soon began to take its toll. Only the Special Forces(Ktah Khas) raised in 2015 have successfully bluntedTaliban onslaughts. But their numbers are limited and

they are dependent on U.S. airlift and intelligence im-agery. The cumulative effect is that the U.S. has lostgoodwill and its troop presence is a liability. It is hardlysurprising that the U.S. is now seeking an exit.Managing the optics of withdrawal is critical thoughand that is what Zalmay Khalilzad, as the SpecialRepresentative for Afghanistan Reconciliation, istasked to ensure. The Afghan presidential election hasbeen pushed by three months to July 20 but it is unlike-ly that the election machinery can be reformed and thepromised biometric ID system put in place. The nation-al unity government led by President Ashraf Ghani andChief Executive Abdullah Abdullah has lost legitimacyand cannot continue beyond July. Since the securitysituation does not permit new elections, the U.S. is like-ly to push for a new version of the 2001 Bonn Conferenceto set up an interim government that can plan a LoyaJirga and an election in a year or two. The processwould provide the window for a U.S. exit. The differ-ence is that unlike in 2001, it is clear that the Talibanwill be present at the table, speaking from a position ofstrength. This is evident from their announcement onJanuary 8 that they were calling off the next round oftalks with the U.S. on account of differences on issuesrelating to release of Taliban prisoners, participation ofAfghan government officials and U.S. troop withdraw-al. Reflecting the Taliban’s growing legitimacy,Russiais planning another regional conference in the Moscow for-mat. Pakistan had engineered a meeting of the Taliban withSaudi Arabia and the UAE while a Taliban delegation wasin Tehran in end-December. What India should do.India needs to shed its diplomatic diffidence becauseunlike in the 1990s, India’s options for engagement to-day are not restricted. It may not have the leverage ofbeing a spoiler but neither does it carry uncomfortablebaggage. During the last 18 years, India has earnedgoodwill cutting across Afghanistan’s geographies andethnicities. Instead of playing favourites, it has sup-ported institution building and shown that its interestscoincide with the idea of a stable, secure, independentand peaceful Afghanistan. What is needed is more ac-tive and coordinateddiplomacy, official and non-offi-cial, so that India remains at the table as Afghanistan’spreferred development partner through its transition.

To be facile, all we need is to replace Iran withPakistan in the countries listed by Trump at the UN andwe are good to go! The reality, of course, is more compli-cated than that; for example, Saudi Arabia should in anideal world make it to any list of despotic Islamicregimes but it is neither in the US’ nor India’s interestto proffer such a suggestion. The disproportionate military/financialcontribution of the US in terms of the influence it has onthe world body is a sentiment India is in a good positionto exploit if it is adroit in the steps it needs to take to se-cure its strategic objectives.

JusticeNajmi Waziri granted re-lief to Wani, who has beenin jail since he was arrest-ed in 2017. The court di-rected him to furnish apersonal bond of Rs 3 lakhand two sureties of thelike amount. Wani wasarrested by theEnforcement Directorate(ED), with the help ofJammu and KashmirPolice, from Srinagar onAugust 6, 2017 and is cur-rently in judicial custody.Shabir Shah was arrestedby the agency fromSrinagar on July 26, 2017.

The ED had opposedWani's bail plea sayingthe investigation was stillgoing on. It said there wasan apprehension that ifreleased, Wani may fleefrom justice. A trial courthad earlier denied bail toWani in the decade-oldcase.

Wani was earlier ap-prehended on August 26,2005, with the ED claim-ing that Rs 63 lakh hadbeen recovered from him.Advocate M S Khan, ap-

pearing for Wani, hadsought bail after theSupreme Court set asideall orders by which bail toan accused was denieddue to a stringent condi-tion in money launderingcases and directed thatsuch cases be remandedback to the respectivecourts to be heard on mer-it. Khan had said a 2010trial court judgementclearing Wani of terrorfunding charges in 2005case, based on which the

current money launder-ing case was lodged in2007, was later confirmedby the Delhi High Court.The ED had claimed thatWani had not cooperatedin the probe and the mon-ey trail was yet to be as-certained. In September2017, the agency filed acharge sheet againstWani and Shah, whosebail application in thecase was also dismissedon August 22, the sameyear. The ED's actionagainst the two was inpursuance of the August2005 case in which theDelhi Police's Special Cellhad arrested Wani, who isalleged to have claimedhe had passed on Rs 2.25crore to Shah. The agencyhad registered a criminalcase under thePrevention of MoneyLaundering Act againstShah and Wani.

Senior ad-vocate Vijay Hansaria, ap-pearing for the state govern-ment, submitted a note statingthat till now 51 female devo-tees, between the ages of 10and 50 years, have entered theLord Ayappa shrine of LordAyappa. However, advocateMathews J Nedumpara ap-pearing for some petitioners,who have filed a review pleachallenging the decision of thetop court to allow women of allages to enter the temple, saidthat none of the female devo-

tees has entered the shrine.The two women, Bindu, a col-lege lecturer and CPI(ML) ac-tivist from Kozhikode dis-trict's Koyilandy, andKanakadurga, a civil suppliesdepartment employee fromAngadipuram inMalappuram, who visited theshrine on January 2, soughtprotection following threats.Kanaka Durga was allegedlyattacked by her mother-in-lawon Tuesday on her return andwas admitted in the hospital.The Supreme Court today di-rected the Kerala Police to pro-vide round-the-clock securityto the two women.

The plea had also soughtdirections declaring all au-thorities not to conduct therite of purification or to shutthe temple if any woman of thebanned age group enters thetemple. The US has announced anew missile defense policyaimed at addressing the chal-lenges posed by Russia andChina, which seeks to dis-place America in the Indo-Pacific region and has adopt-ed an assertive posture in dis-putes over territorial bound-aries with its neighbours.

In its 'Missile DefenseReview' report releasedThursday, the Pentagon saidRussia and China were devel-oping advanced cruise mis-siles and hypersonic missilecapabilities that can travel atexceptional speeds with un-predictable flight paths whichchallenge the existing defen-sive systems. These are chal-lenging realities of the emerg-ing missile threat environ-ment that US missile defensepolicy, strategy, and capabili-ties must address, it said.

"While Russia and Chinapose separate challenges andare distinct in many ways,

both are enhancing their ex-isting offensive missile sys-tems and developing ad-vanced sea and air-launchedcruise missiles as well as hy-personic capabilities," ActingDefense Secretary PatrickShanahan said.

The report presents a com-prehensive and layered ap-proach to prevent and defeatadversary missile attacksthrough a combination of de-terrence, active and passivemissile defences, and attackoperations to destroy offen-sive missiles prior to launch.

This comprehensive ap-proach to missile defensestrengthens America's abilityto protect the homeland, alliesand partners and deters ad-versary threats and attacks,Shanahan said. It assures al-lies and partners, engages indiplomacy from a position ofstrength, hedges against fu-ture risk and preservesAmerica's freedom of actionto conduct regional militaryoperations in defense of its in-

terests, Shanahan said."China seeks to displace

the United States in the Indo-Pacific region and reorder theregion to its advantage," thereport said.

Offensive missiles play anincreasingly prominent rolein China's military moderni-sation, its coercive threatsand efforts to counter US mili-tary capabilities in the Indo-Pacific, it said.

China has deployed 75-100ICBMs, including a new road-mobile system and a new mul-ti-warhead version of its silo-based intercontinental ballis-tic missile (ICBM).

While Russia illegally oc-cupies territory outside itsborders, seeks to coerce anddestabilise its neighbours,and flouts treaty obligations,China has adopted an increas-ingly assertive posture in dis-putes with its neighbours,many of whom are US allies orpartners, the Pentagon said.

"These include disputesover territorial boundaries,

claims to contested island ter-ritory, and a campaign tobuild and militarise islands inthe South China Sea. The mili-tary forces and doctrines ofthese and other States featureoffensive missile capabilitiesthat are growing rapidly insize, sophistication andprominence," the Pentagonsaid.

"China can now potential-ly threaten the United Stateswith about 125 nuclear mis-siles, some capable of employ-ing multiple warheads, and itsnuclear forces will increase inthe coming years. Beijing alsois developing advanced tech-nologies, such as MaRVs andHGVs," it said.

Observing that China isdeveloping missile capabili-ties intended to deny it the ca-pability and freedom of actionto protect US allies and part-ners in Asia, the Pentagonsaid a key component ofBeijing's military modernisa-tion was its conventional bal-listic missile arsenal designed

to prevent US military accessto support regional allies andpartners.

"China is improving itsability to strike regional tar-gets, such as US bases andnaval assets, at greater rangeswith the addition of the grow-ing number of medium and in-termediate-range ballisticmissiles. This includes so-phisticated anti-ship ballisticmissiles that pose a directthreat to US aircraft carriers,"it said.

The Pentagon said thewide-ranging developmentsin China's expansive offen-sive missile arsenal posed apotential nuclear and non-nu-clear threat to US forces de-ployed abroad, and are ofacute concern to US allies andpartners in the Indo-Pacificregion. China is aggressivelypursuing a wide range of mo-bile air and missile defense ca-pabilities, including the pur-chase of S-400 systems fromRussia, each with four inter-ceptor missiles, and is devel-

Colombia' s government de-clared three days of mourningThursday after at least 21 peopledied in a car bomb at a Bogota po-lice cadet training academy, and68 were wounded -- the worstsuch incident in the city in 16years.

The defense ministry said the"terrorist act" was carried out us-ing a vehicle packed with 80 kilo-grams (around 175 pounds) of ex-plosives. "Unfortunately, the pre-liminary toll is 21 people dead, in-cluding the person responsiblefor the incident, and 68 wound-ed," Colombian police said in astatement, adding 58 of those in-jured had been discharged fromhospital. The defense ministryhad previously reported 11 deadand 65 injured.

"All Colombians reject terror-ism and we're united in fightingit," President Ivan Duque tweet-ed in the aftermath.

Later in a statement to the na-tion, he said he had ordered rein-forcements to Colombia's bor-ders and routes in and out ofcities. "I have also requested thatpriority be given to all the inves-

In 2004, the Election Commission had an-nounced four-phase Lok Sabha polls on February 29.While the first date of poll was April 20, the last date wasMay 10. In 2009, the EC had announced Lok Sabha pollscheduled on March 2. The five-phase polls began onApril 16 and ended on May 13. In 2014, the EC had an-nounced the election schedule on March 5 and the nine-phase electoral exercise was spread across April andMay. As the firestorm overRafale deal raged further,the Defence MinistryFriday said it has giventhe CAG access to all thefiles relating to the con-tract and it would be bestto await the report of thenational auditor on the is-sue. The ministry alsodubbed as "factually inac-curate" a newspaper re-port which claimed thatPrime MinisterNarendra Modi's deci-sion to buy 36 Rafale jets,instead of 126 as negotiat-ed by the previous UPAgovernment, while by-passing mandated proce-dures pushed the price ofeach aircraft up by 41 percent. "The article is factu-ally inaccurate. It doesnot adduce any new argu-ment. All the issues havebeen answered in detailby the Government atvarious fora and most re-cently by the RakshaMantri in an open debatein Parliament," a defenceministry spokesperson

said. The official also saidthat the Supreme Courthas gone through the de-tails of "pricing and com-mercial advantage" buthas not found anythingadverse in the deal andrefused to order an inves-tigation into it. "TheComptroller and AuditorGeneral (CAG) has beengiven access to all thefiles related to Rafaledeal. It is best to await thereport of an authoritativeagency like the CAG," thespokesperson said. Theministry also stuck to itsearlier position that thepricing details of the dealcannot be revealed as thecontract is covered undera Indo-French agreementof 2008. The report in TheHindu said that the Euro1.3 billion cost claimedfor the 'design and devel-opment' of 13 IndiaSpecific Enhancements(ISE), and its distributionover 36 jets instead of 126bare-bone aircraft,pushed the price up in asignificant way. The offi-cial said the report com-pared the "un-escalated

price of 2007 with theprice of 2016 without con-sidering the escalationfactors inherent in theprice bid". The UPA gov-ernment had started theprocess of procuring thejets in 2007. The ministryspokesperson said theIndia SpecificEnhancements were partof the requirements of theIndian Air Force toachieve tactical superior-ity over our adversaries."These were part of the2007 bid and continued tobe part of the 2016 deal.The cost of the IndiaSpecific Enhancementswas on a fixed basis in the2007 bid which was nego-tiated down in the 2016deal," he said.The official, at the

Even the UPA gov-ernment had rightly re-jected the EADS offer of20 per cent discount in2012 after opening of bidsas violative of proce-dure," the official said.He said consideration ofthe offer would haveagain made the govern-ment subject to charge ofviolating basic proce-dure. "It is best to avoid the

If the detenu'sstatement is to be accept-ed as correct under all cir-

cumstances it would beincumbent on the part ofthe detaining authority ineach such case to furnishthe grounds of detentionin the mother tongue ofthe detenu which may in-volve some delay or diffi-culty under peculiar cir-cumstances of a case. Onthe other hand, if it is per-missible to ascertainwhether the statement ofthe detenu in this regardwas correct or not, itwould involve a subjec-tive determination. Itwould, of course, alwaysbe safer course in suchcases to furnish translat-ed script in the detenu'sown language. TheSupreme Court after say-ing so in Kubic Dariusz v.Union of India & ors, AIR1990 SC 605, has viewedthat it would be open forthe Court to consider thefacts and the circum-stances of a case, to rea-sonably ascertainwhether the detenu isfeigning ignorance of thelanguage or he has suchworking knowledge as tounderstand the groundsof detention and the con-tents of the documentsfurnished. The SupremeCourt has held that the de-tenu is not required towrite an essay or pass anylanguage test. A workingknowledge of English en-abling him to understandthe grounds would beenough for making a rep-resentation. He couldvery well send his repre-sentation in the languageknown to him. In the pres-ent case, perusal of the de-tention record, producedby learned counsel for re-spondents, reveals thatthe detenu has put his sig-

natures, both on overleafof detention order whenthe detention was execut-ed and on Receipt ofgrounds of detention, ac-cepting and admittingthat he understood thecontents of the grounds ofdetention as the same hasbeen explained to him inthe language which he un-derstands, i.e. Kashmiri.Here, one important as-pect is to be taken note ofthat the documents, ex-cept the detention order,the grounds of detentionand the communicationfor making representa-tion to the detaining au-thority and Government,in the shape of FIRs andother relevant material,are in Urdu language.And insofar as these ex-cepted documents, viz. de-tention order, grounds ofdetention and communi-cation, albeit, are inEnglish language, buthave been explained to de-tenu in KashmiriLanguage. Besides, thedetenu has studied up toClass 12th. This is so stated in the

grounds of detention,which fact the petitionerhas not disputed in thepetition. Thus, it cannotbe heard saying that thedetenu has no knowledgeabout the English lan-guage. The fact that thedetenu has read up to12th and the grounds ofdetention have been ex-plained to him in his ver-nacular, go a long way toshow that the right of thedetenu to make an effec-tive representation hasnot been impaired in anymanner. Be that as itmay, the petition lacks inmerit. JNF

A man was arrested for alleged-ly cheating more than 10 mobilesellers of over Rs 2.5 lakh here, po-lice said Friday. The accused wasidentified as Azad Malhotra andhis real name was revealed asSunny Sharma, a resident of WestPunjabi Bagh, they added. A per-son named Harshit Gaur filed acomplaint, stating that the ac-cused, Azad Malhotra, had cheatedmany persons Delhi and NationalCapital Region by purchasing mo-bile phones on an e-tailing website.Instead of making payment in cashhe paid via NEFT. To gain confi-dence of the seller, he used to gener-ate a message regarding initiationof NEFT payment, which gets de-livered on the mobile of com-plainant. After seeing the message,the complainant gave the mobilephone, along with mobile bill. But,the sale amount never got creditedto the complainant's account, a sen-ior police officer said. During in-vestigation, police made a plan andasked the complainant to make arequest on e-tailing. After the com-plainant made a request regardingsale of his mobile, iPhone X, the ac-cused approached him after seeingthe message, said Madhur Verma,deputy commissioner of police(New Delhi). To finalise the deal,the accused called the complainantto a coffee shop at Connaught Placeon Thursday, where the policewere already present, the DCPsaid, adding that when Malhotracame there to finalise the deal, hewas apprehended. Later, it came tonotice that his original name isSunny Sharma. Malhotra used tosearch for sellers on e-tailing sites,who wanted to sell their expensivephones. He fixes a deal with theseller and asked the seller to meetand make a delivery and, instead ofmaking payment in cash, he paidvia NEFT online, he said.
