Understanding the changing structure of the labour market – changing age profiles, trend in women’s participation

Tackling inequalities – addressing in-work poverty, equal opportunities, gender-pay gap, and differences in participation rates and employment outcomes amongst groups

Youth labour market – addressing the increase in unemployment seen during the recession

Working within our devolved powers – tax and competition reserved, aspects of welfare policy to be devolved.

Supporting industry/sectors – exposure to energy prices and global demand, seasonal fluctuations, reliance on public sectors; pressures on low productivity sectors;

Pressures on public sector spending – job creation needs to be driven by private sector

Fair work – encouraging employers to adopt Fair Work Principles

Supporting regions – Ensuring all regions share in Scotland’s employment growth
