What is the RURAL WINGS Project?

Rural Wings is a project that proposes to develop anadvanced learning platform through satellite technologiesin rural areas.

In the framework of the project more than 130 pilotsites providing e-learning services via satellite will bedeployed within the European area.

The RURAL WINGS Objectives

1. Creating of a world-wide network of Learning Hubs in rural areas

2. Promoting digital literacy and reducing resistance to the use of new technologies

3. Introducing a new learning culture

• Enable users in all levels to design, create, and learn in new ways, helping them to become more active participants in their communities

• Special attention will be paid to Change Management and continuing training of the staff involved

4. Enhancement of the communication between rural communities

What RURAL WINGS Offers to Municipalities

1. Connection to the Rural Wings Satellite system

2. Both-way Internet Connection at least 128 Kbps or higher, 24 hours X7

3. One day of “Change management in municipalities” simulation game using the e-learning system

4. Internet platform for communication between rural communities

What Municipalities need to give/pay in return?

NOTHING!!

• The project is ALL FREE OF CHARGE for you and being paid by the European Community!

• NO DEPOSIT to pay for the hardware!

• You can install the generic satellite yourself or pay for 2 hours work for an installer + travel for normal Installation (about 700 EUR)

implementing change has become one of the key tasks of managers in today’s changing world

..But with so many innovations, managing change processes andmaking new things happen is often a difficult and sometimesfrustrating process.

‘Resistance to change’ was found to be the most important factor for failure rate of large organizational changes  

Failure, in this case, means that the targeted performanceimprovements are not achieved as planned

The main problem emerges when we start moving from the still

relatively comfortable area of ‘knowing’ to the one of actually ‘doing’

A successful change management requires an understanding of the dynamics of both diffusion and resistance of innovation

A practical experience is necessary to efficiently:

1. Assign a local administrator to work with the Rural Wing

2. Fill in environment related questionnaire pre-installation

4. Invite decision-makers participants from the municipality
