responsibility, but it’s time for a practical view on what needs

to be done.

joined up transition of service.

Having a clear plan in place for HMIC inspections.

Step 2 – A successful PCC

Accountable

1. Underpin Police and Crime Panel relationships with effective governance.

2. Demonstrate delivery of promises made in the police and crime plan.

3. Monitor and review delivery of commissioned services, and hold providers accountable.

Collaborative

9. Ensure statutory partners and other key community groups work better together.

10. Act as the conduit for change that integrates crime related services into one ecosystem.

Inclusive

4. Share information on performance with the electorate and engage them in the change.

5. Adopt a pragmatic and inclusive approach to commissioning, taking into account the voice of

the community, including victims.

Efficient

6. Being considered and prepared for inspections and regulation.

7. Deliver against the Strategic Policing Requirement (locally and nationally).

8. Share learning with other PCCs, police forces and national groups e.g. APACE, Home Office.

associated with the change in police governance, when police authorities are replaced by

directly elected Police and Crime Commissioners in November 2012.
