As we are celebrating the Philippine Cooperative Centennial; year, the past eight months was really hectic, productive and fruitful. I want to thank the CDA Dagupan personnel for helping me all the way attaining higher level of performance with the little resources that we have . We are happy to report that we have participated/coordinated in the following activities: Kick Off of the Philippine Cooperative Centennial Year at Quezon City Memorial Circle, Quezon City, we hosted the enhancement Training on cooperative Inspection at Treasures of Bolinao Beach Resort,, Bolinao, Pangasinan, capability Building for Micro Cooperatives, Partnership with VICTO national for the conduct of gender and Governance in Cooperatives, Consultative meeting with the CDA Chair Orlando R. Ravanera, Clean Up Drive in Tondaligan Beach In partnership with Barangay Council of Bo. Gueset, Tondaligan Park Administrator, Mayor's Pavillion - Dagupan, Waste Management Division (WMD) and with the support and participation of Dagupan City cooperatives, Participated in the Three Planting Program of the KBP, the conduct of Tourism Cluster Congress, The Gawad Parangal evaluation and awarding, Partnership with Regional Agriculture And Fishery Extension Network (RAFEN), Advocacies , promotion of CDA programs in radio and TV guesting. Administratively, there were two IQA audits (CO and EO), and hiring of five CDS-IIs that will complement the present manpower and purchase of 6 new printers and one copier, improvement of the Knowledge Center and Office of the Regional Director.. We would like to thank our CDA Chairman for his support and passion to help the sector here in region 1 with their issues and concerns raised during the consultative meeting. Most of all, I believe the personnel did a great job in their jobs. Thank you all for your support, conviction and cooperative To the cooperative sector, we are pleased to present our January – August 2015 report.

Narrative Report of Accomplishment for the period January – August, 2015

Region 1 Participates to the Kick Off Philippine Cooperative Centennial Celebration

A Kick-off Celebration was conducted on February 5, 2015 at the Quezon City

Memorial Circle, Quezon City. This was attended by 333 delegates from Region 1. The

Centennial Celebration is headed by the Centennial Committee composed of

representatives from various primary co-ops, unions, federations, educators and is led

by the Cooperative Development Authority (CDA). CDA Officer-In-Charge

Administrator Dr. Eulogio T. Castillo said that ― ―The Centennial is a time for many

things--reflection, planning, and setting new goals. It is also an opportunity to look back

and cite the many achievements of the Philippine cooperative movement in the last

millennium dating back from the early years of its organization abiding the time honored

cooperative ideals, principles and values, as well as take stock of what else should be

done to fully realize the core of its existence - to uplift the lives of the marginalized — as

an instrument for social justice and economic development as enshrined in Section 15

Article 12 of the 1987 Philippine Constitution‖ .

The Treasures of Bolinao Beach Resort,, Bolinao, Pangasinan was the venue of

Enhancement Training for CDA personnel on the conduct of inspection. This was

conducted last March 4-7, 2015 with 43 participants coming from all over the country.

It was graced by OIC Dr. Eulogio T, Castillo and Adm. Mercedes B. Castillo. The

training includes actual inspection of cooperatives in District 1.

National Human Resource Development and Silver Jubilee Date: March 10 to 12, 2015

Theme: Celebrating 25 Years of Excellence, Integrity and Commitment to Public Service

A cultural dance reflecting the culture of the Ilocos was the number presented by CDA Dagupan

Capability Building for Micro Cooperatives on the

Reportorial Requirements

The Capability Building for Micro Cooperatives on the Reportorial Requirements

was conducted per province and in partnership with Cooperative Research Information

& Training Section (CRITS), Supervision and Examination Unit and the field personnel

in every province. The participants were trained on how to fill- up the revised

Cooperative Annual Progress Report (CAPR) thru online submission. Likewise, they

were enhanced on the proper filling up the Performance Audit Report, Social Audit and

other reportorial requirements. Schedule of activities were: Pangasinan – April 21, 2015

at the Knowledge Center, CDA Dagupan City; La Union – (2 batches) April 23-24, 2015

at DMMMSU Open University Multi Purpose Hall, San Fernando City, La Union; Ilocos

Sur – April 28, 2015 at the Conference Room of Ilocos Sur Cooperative Bank, Candon

City, Ilocos Sur; and Ilocos Norte – April 11, 2015 at NSCC Bacarra Training Center,

Bacarra, Ilocos Norte (JLL-CPDAS/Dagupan).

CDA and VICTO National Jointly Conduct Gender and Governance in Cooperative

Signing of MOA with VICTO represented by Mr. Leo O. Locaberte. 1st batch of training was conducted at CDA Dagupan Last May 5-6 2015 and 2md batch in la Union last August 26-27 2015.

The Learning Topics are A Basic Concepts of Gender covering: What is

Sex and Gender? What are Gender Stereotypes and Scripts?; What are the Gender

Roles?; What is Gender Socialization Process?; B. Gender Equality in co-ops with

sub topics: What are the Gender issues in the Households and in the Co-ops?; Why

GE integration needed in the Co-ops? And C) Gender Governance and Gender

Equality applied in Co-ops with topics What is MC 2013-22?; and How GE is

applied in co-ops and how will we start our Gender program in the Co-ops?

CDA Chair Ravanera Meets Region 1 Cooperatives

On May 28, 2015 a consultative meeting was conducted at De Luxe Restaurant, Tapuac District, Dagupan City. It was well attended by cooperatives from the four provinces of Region 1. Issues were raised on DepEd policy, Electric cooperatives, Accredited Training Provider, transport cooperatives, LGU coop officers and some unique problem raised by Lingayen Catholic Credit Cooperative. Chair Ravanera said, he will try his best to respond to these issues by way of coordinating to government agencies concerned. The three billionaire cooperatives in Region 1 were also acknowledged.

Mid Year Performance Review Held on June 30-July 1, 2015 at Sea and Sky Hotel and restaurant, San Fernando City, La Union. A review of the MFO1, MFO2 targets and accomplishments and ISO IQA findings highlighted the conference as well as the Gawad Parangal evaluation and the conduct of 1st Tourism cluster Congress. The field CDS –IIs prepared their 2nd Semester IPCR adding 1st Semester unmet targets.

Clean Up Drive at Tondaligan Beach

As part of the Philippine Cooperative Centennial Celebration (1915–2015) with

the theme: ―Kooperatiba: Ika-100 Taong Pagpupugay Tulay sa Maunlad na Buhay”,

the CDA Dagupan Extension Office conducted a cleanup drive in Tondaligan Beach,

Dagupan City last July 4, 2015 in cooperation with the City Cooperative Development

Office, Barangay Council of Bo. Gueset, Tondaligan Park Administrator, Mayor's

Pavillion - Dagupan, Waste Management Division (WMD) and with the support and

participation of Dagupan City cooperatives namely: . GMA Dagupan MPC, MAGIC

Multi Purpose Cooperative, L-NU Employee MPC, Tondaligan Blue Beach Consumers

Cooperative, Good Life MPC (LANDBANK), DCNHS Faculty, Personnel & Retirees

MPC, Philhealth RO1 Employees MPC, Lahat Uunlad Credit Cooperative, AGECCI,

DCGEMPC, B. Boquig Circle of Friends MPC, St. John MPC, DCTODA MPC,

SPECTRUM, Dagupan Transport Service Coop, YMCA Pangasinan, Medical group

from Lyceum Northwestern University students: CABA Medicare Community Hospital

and- Bacnotan District Hospital

The clean up started at 4:00AM with opening program and briefing the Mayor’s Pavilion

of what to collect, how to segregate and where to put the trash collected such as broken

glass, plastic sando bags and small plastic pieces and particles of waste. Many community

cleanup activities have a social benefit, in this activity, the Dagupan City cooperatives

demonstrated their support and cooperation to this green project and plan to make this project a

annual regular activity.

CDA Dagupan Participates to KPB’s Tree Planting Program

Responding to the invitation of the Kapisanan ng mga Brodkaster ng Pilipinas

(KBP), the CDA Dagupan Extension Office participated in their annual tree planting

activity in support to the National Greening Program (NGP) of the government last

August 15, 2015 at Manleluag Spring Protected Landscape at Barangay Malabobo in

Mangatarem. The CDA invited also cooperatives from Mangatarem to Participate in the

activity.

Cooperative Tourism Cluster Congress The Province of Ilocos Sur was chosen to be the venue of the 1st Cooperative Tourism Cluster Congress scheduled to be held on July 30-31, 2015 to August 1, 2015 at the Vigan Convention Center, Vigan City, Ilocos Sur. A big milestone for CDA Region I to host the 1st Cooperative Tourism Cluster Congress. The Congress is a tripartite collaboration of the Regional Cooperative Development Council-I (RCDC-I), the Cooperative Development Authority (CDA) and the Nueva Segovia Consortium of Cooperatives (NSCC) and was participated almost a thousand cooperative leaders from all over the country. With the theme: “Expanding Tourism in the Cooperative Sector‖, the cluster congress sought to: provide perspective opportunities for cooperatives that wish to engage in the tourism industry; assess the challenges and roadblocks of cooperatives with tourism programs/projects; and to determine the proper direction of the sector in order to attain the overall goal of promoting tourism as a sustainable economic activity as the output in the congress will be codified into a ―Call of Action‖ for submission to His Excellency Benigno Simeon C. Aquino during the culminating activity to be held sometime in October of this year.

Melvin Aguinaldo, Manager Planters Bank on Cooperative Financial Investment and Management; Ms Malou Guanzon-Apalisok on Cooperative Story Telling; various speakers from cooperatives engaged in tourism namely: Lamac MPC, Paglaum MPC, Pam-An Banaue MPC, ICTUS Premier MPC, Opportunties and Challenges (Where are we now? Where do we want to go? How do we get there?) by CEO Divina C. Quemi – NSCC. The workshop was facilitated by Dir. Ricamela S. Palis Culture and Arts Colegio Colegion San Juan de Letran. The Call of Action was delivered by Bencyrus Gerona Ellorin from the Office of the CDA Chair Orlando R. Ravabera.

Gawad Parangal Awarding

The winners of 2015 Gawad Parangal (GP) in Region 1 were given recognition during the 3rd quarter meeting of the Regional Cooperative Development Council (RCDC) at Dagupan Village Hotel last August 28, 2015 where the Guest of Honor was Atty. Franco Bawang Jr, Regional Director, CAR Extension Office. This year GP awardees are: Most Outstanding Category Large Scale Category 1st Place - Sacred Heart Savings Cooperative 2nd Place - Government of Laoag Employees Development Cooperative 3rd Place - Tubao Credit Cooperative Most Outstanding Cooperative Medium Scale category 1st Place - La Union Multi Purpose Cooperative 2nd Place - LUELCO Employees’ MPC Most Outstanding Cooperative Leader Ms. Divina C. Partnership with RAFEN

CDA Dagupan Extension Office being one of the members of RAFEN participated during the 2nd Regional Agriculture And Fishery Extension Network (TAFEN) at San Fernando City, la Union on July 2-3, 2015. In turn RAFEN recognized the efforts and cooperation rendered by CDA

Radio and TV Guesting

An opportunity to be guested in several radio stations and TV station like GMA and TV Vigan

In time for the info-dissemination concerning the new CAPR form and the method of submission, an opportunity strikes for CDA-DEO Staff to guest in a Radio Program and campaign for the early submission of reports in order to avoid penalties. It was also a great chance to announce and inform the public of the 100 Years of the cooperative movement including the activities to be undertaken. One of the highlight of the Philippine Cooperative Centennial Celebration is the conduct of Cluster Congress wherein the various issues and concerns would be addressed accordingly.

Conduct of Internal Quality Audit at CDA Dagupan On May 21-22, 2015

The IQA Auditors Doris Teodoro Head and members Leighlany Cariaso and Imelda

Baldo noted 62 findings for CDA Dagupan.

On September 8, 2015, the CDA DEO IQA namely : Evelyn B. Muñes – Head and Members: Jovita M. Cusion, Filipina H. Porio, Van Ian F. Enriquez, Ana Lisa O. Pimentel and Edilberto G. Unson, also conducted follow up audit.
