The ECAT contract was developed to streamline business practices and expanded procurement options. ECAT is a Net-centric ordering, distribu-tion, and payment system providing Department of Defense and other Fed-eral customers access to multiple manufacturer and distributor commercial catalogs at discounted prices. The program is a complementary acquisition strategy allowing customers to browse, compare, and order a wide range of COTS laboratory and analytical equipment. ECAT also allows deploying units to rapidly acquire the full spectrum of products necessary to satisfy their re-quirements for consumable and shelf-life products.
ECAT automates the entire customer procurement cycle - from searching for products, to creating reorder lists, to submitting an order, to approving an order, to receiving and paying for an order. ECAT provides status of vendor acceptance within hours and assures delivery within 72 hours from receipt of the order within the United States and within 3-10 days for overseas orders. ECAT accepts both Military Standard Billing System (MILSBILLS) and Gov-ernment Purchase Card payment methods. These features give customers the best of both worlds — the convenience of purchasing from local vendors while still benefiting from the volume discount prices associated with central procurement systems. In addition, ECAT interfaces with the Services’ Mate-rial Management Systems allowing customers to procure materiel in a busi-ness to business procurement model.
ECAT provides products from manufacturers and distributors to maximize the breadth and depth of its product offerings and promote competition among vendors. DSCP-Medical contracting specialists negotiate discounted pricing off of the vendors’ commercial catalog price. This discounted price is pre-sented to ECAT customers as the “Total Delivered Price” of the product. This price includes all transportation/distribution and administrative costs.

Federal Resources is unique in the fact that we provide repair and calibration services for Chemical, Biological, Radiological, Nu-clear, and Explosives (CBRNE) detection and Personal Protective Equipment (PPE). Federal Resources has a full service calibration and maintenance lab that is certified by many major OEM’s for electronic measurement devices including air monitoring, radia-tion detection, chemical warfare agent detection, chemical identifi-cation, and explosives detection. TECHNICAL CAPABILITIES AND SERVICES
Federal Resources provides technical and functional program and proj-ect management support, including acquisition and integrated logis-tics support for all of our contracts. Our deployment logistics experi-ence covers global fielding of equipment sets, kits, and supplies. We are also well versed in the complex packaging, marking, shipping, and RFID requirements of the military / DoD system. Through our inter-nal systems we maintain asset visibility for equipment sets, and our AXIOM online inventory and acquisition application provides high vis-ibility to our customers for tracking asset inventory.
In executing our contracts, our program managers monitor the pro-curement, logistics, and readiness of equipment and supplies to meet the deployment requirements of our customers. Our contracts man-agement team stays abreast of operations, addressing potential risks and remediating them before they occur. AXIOM’s maintenance and repair tracking function gives a high degree of visibility to both Federal Resources and our customers to track the status of equipment that re-quires regular maintenance or is in need of repair, as well as tracking the expected useful life of equipment for procurement planning pur-poses.
Federal Resources areas of expertise are in the recommendation, ac-quisition, building, and fielding / logistics for military and federal agency equipment sets, kits, and outfits. We have the right relation-ships with key manufacturers and suppliers to ensure that the govern-ment selects the right equipment, enjoys the most favorable pricing, and formulates the kits/sets/outfits for the greatest advantage to the end user - the war fighter or first responder. We have experience staging equipment sets and executing shipments both CONUS and OCONUS, to ensure that the equipment sets/kits/outfits are delivered when and where they are needed.
LOGISTICS AND PROGRAM MANAGEMENT
Our proprietary online inventory management system allows our customers to track fielded equipment status and enjoy automatic notifications and alerts by email or text message for when equip-ment is due for calibration, maintenance, or fit testing.
The status of equipment returned for maintenance / repair can be tracked online after a request is made and an RMA is automati-cally generated and sent to the user. This system can allow superi-ors to see the status of equipment at any time and track equipment through its useful life, which aids in procurement planning for re-placement equipment.
AXIOM INVENTORY MANAGEMENT
In the course of executing all of Federal Resources contracts, we have provided transportation support in logistics support planning, equipment movement, inventory and storage, as well as tracking and accountability. Our systems support rapid deployment of sup-plies and equipment. As we work toward our ISO 9001/2000 registra-tion, we are seeking customer feedback in the interest of continu-ous improvement and error-free work. Our recent recognition from two federal agencies speaks to our logistics performance.
The Defense Logistics Agency (DLA) recognized Federal Resources with their Bronze Award for our Automated Exceptional Best Value score, helping DLA achieve new levels of customer satisfaction through improved logistics support.
The General Services Administration (GSA) presented us with our GSA Report Card, showing that we have provided three consecutive years of 100% on-time deliveries.

Avon Protection ST53 / STPAPRD
Developed with the unknown elements of a threat scenario in mind. It enables a fast response to chang-ing operational conditions in one complete modular system. A switch between negative (filter) and posi-tive (SCBA) pressure is achieved at the flick of a lever on the front of the mask. And by attaching a short or long duration compressed air cylinder, it is possible to enter a location on filter mode, assess the situation and change to SCBA mode if the need arises.
The addition of the STPAPR provides additional levels of serviceability and comfort associated with powered air while still retaining the ability to switch instantly to the positive pressure SCBA mode when required. The STPAPR achieves this by utilising a Compact De-mand Valve (CDV) fitted directly into the STPAPR. The STPAPR is NIOSH certified with industrial protection under 42 CFR 84 with the FM53 and the combination cartridge, part number 033018, for protection against chlorobenzylidene malononitrile, chloroacetophenone, ammonia, chlorine, sulfur dioxide and particulates at a high efficiency level (CS/CN/ AM/CL/SD/HE).
