Results and prospects of the WP6 Tools for actors

ResultsIn 2006, the WP6 defined the CATALYSE Toolkit specifications. Firstly, for the contents:

• European guide of diagnosis and evaluation• Services repertory• Territorial indicators

Then, for the tools of data analysis:• Pragma for quantitative analysis• Anaconda and Nuage for qualitative analysis• Territorial indicators system

It also started studying the uses of the territorial intelligence tools within the development partnerships:

• Data processing protocols• Description of the CAENTI observatories• Description of their observation mechanism• Recommendations for use (Optima and Integra)

MoreAn important experimentation of the new documents

and tools was initiated within the ACCEM migrants observatories.

The concept of Territorial Intelligence Community System offers a global framework to integrate data analysis modules and territorial information in an editorial working flow, according to the actors’ uses.

Research activity in courseThe WP6 is working out operational documents, tools

and guidelines of the CATALYSE Toolkit.

In the framework of the ACCEM experimentation, six diagnoses allows evaluating the accessibility of the information and tools and the analysis and data processing protocols.

The concept of Territorial Intelligence Community Systems allows initiating the online Inclusion Itinerary Accompaniment File and all the online contents and tools.

Deepened usesWe suggested creating a specific group to deepen the

uses of territorial tools in the framework of the development partnerships.

It will gather:• The WP4 European funded projects• The WP5 catalogued experiences• The WP6 CATALYSE observatories

Comparing the partnership development organization and management with the territorial intelligence tools improvement.

ProspectsIn 2008,

• The “contents” group will execute a European Portal of Territorial Information

• The “tools” group will develop a Territorial Information Community System

• The “uses” group could draft a European map about the territorial intelligence projects, evaluate them according to the Letter of Quality and study the tools implementation according to the actors’ issues.

CATALYSECatalyse is a method of territorial intelligence that puts

the territorial analysis and the information technologies at the service of the territorial development actors, whilst respecting the sustainable development principles.

ACCEM Experimentation

ACCEM ExperimentationAs most of the European guide indicators are also part of the migrants

guide, it is an indirect experimentation of the European guide. It gives

to the comparative research activity a very concrete reference that

allows jointly studying:

- The contents understanding by the end users and how to create a

common language at this basic level, because it is the first condition to

improve the data quality;

- The tools use by the end users with poor computer skills;

- The quality of the data gathering;

- The data analysis according to the local and national levels;

- The tools uses in the framework of local partnerships and national

networks.

Territorial intelligence community systemA territorial information system (TIS integrates functions of statistical and spatial analysis aim at helping the territorial actors producing knowledge on this territory:

• Gathering and regrouping information

• Analyzing them according to scientific protocols, especially in a spatial prospect

• Interpreting the results of these analysis

• Representing the information and the results

• Drafting decision-making scenarios

• Managing and valuating the policies, programs, devices, projects and actions that result from the decisions.

A TICS is a TIS that is at the service of a territorial community that wants to develop a democratic governance for the sustainable development.

• It favors the information sharing within a territorial development partnership

• It uses as an instrument the data cooperative analysis and the results participative interpretation

• It introduces the citizens’ participation in the process of decision-making

• It provides the actors with the useful information to draft projects, and then to manage them and valuate them.
