National policy in Imported e-waste and UEEE • the national committee on systematic integration management of
imported e-waste and plastic waste has been set up to establish the policy on e-waste management

Minister of Natural Resources and Environment (General Surasak Kanchanarat) is the chairman of the subcommittee gave a policy that the management of imported electronic waste and plastic scraps needed to primarily consider the environment and public health other than business profit.
National policy on imported e-waste and UEEE
– Cancel the import of 422 electronic waste.
• Department of Industrial Works has announced the Notification of the Ministry of Industry Title:
Delaying consideration of importing into the Kingdom of Thailand To delay the consideration of allowing the import of plastic waste or scraps and e-waste or UEEE to the Kingdom of Thailand
• Department of Foreign Trade, Ministry of Commerce is in the process of announcing the Ministry of Commerce regarding e-waste as a prohibited product for importing into the Kingdom, B.E. ...
– The Customs Department has increased the effectiveness of the inspection of imported containers by 100%.
– Department of industrial works has inspected e-waste dismantling facilities.
– Department of Industrial Works is in the process of issuing a notification limiting the import of used electrical appliances. 17
Upcoming policy on imported UEEE

Import for reuse
Import is not allowed for this purpose except Network equipment, storage devices, Communication system equipment (Telecommunication) digital network equipment. Uninterruptible power supply system

Import for repair
Import is not allowed for this purpose except export after repair.
Import for refurbishment
Import is not allowed for this purpose except copy machine because of its high cost

• For implementation of e-waste guideline
– Pollution Control Department, as a national focal point on Basel Convention, has reported an adoption of COP14 on e-waste guidelines to the Basel Convention Sub-committee.
– The guideline has been distributed to the involved organization to implement. The comment on the guideline usage is requested to response to PCD by March 23,2020

Conclusion
• Due to the significant increase of imported e-waste since 2017, Thailand has a new policy on ban the importation of e-waste and limit the importation of UEEE.
• A national policy on domestic e-waste management will be proposed to the cabinet.
– Specific regulation on e-waste management, with EPR principle
