o n o u r d i s c u s s io n s , we p ro p o s e th a t l a rg e -s c a le d i s a s te r r i s k

t ra n s fe r i n Ch in a s h o u ld b e s u p p o r te d b y g o v e rn me n ts a t a l l

l e v e ls , o p e ra te d b y in s u ra n c e c o mp a n ie s , a n d th e re s p o n s i -
