PREAMBLE

WhenRobertBaden-Powellpublished"ScoutingforBoys"inJanuary1908,boysallover

BritainandIrelandbegantomeetin“Patrols”totryoutthevariousactivities.B-Pnever

intendedtostartanewseparateMovement;ratheritwastheboysoftheworldwhostarted

Scouting,asweknowittoday.

TherewereScoutsinIrelandwithinacoupleofweeksoftheappearanceofthefirstScouts

inBritainanditisafactthatthebeginningshereinIrelandwerevirtuallycontemporaneous

withthoseinBritain;severalDublinandBelfastTroopsandoneeachinBrayandDundalk

wereamongsttheearliesttobeformedanywhereintheworld.

Intheautumnof1908therewasarallyof800ScoutsinDublin'sPhoenixPark.Inter-

denominationalScoutingevolvedthroughseveralnamesbeforebecomingtheBoyScoutsof

Irelandin1949.Inpreparationforgirlsjoiningtheassociationthenamewaschangedtothe

ScoutAssociationofIrelandin1968.

Meanwhile,inthelate1920’s,Frs.TomandErnestFarrell,examinedthedevelopmentof

scoutassociationsinEurope,particularlytheScoutsdeFrance.TheyconsideredScoutingto

beaveryvaluabletoolforthedevelopmentofyoungIrishcatholicboys.In1927,following

Episcopalapproval,theyfoundedtheCatholicBoyScoutsofIrelandwhichsubsequently

becamethelargestscoutassociationontheisland.

AsIrelandandScoutingdeveloped,bothassociations,havingfarmorecommonalitiesthan

differences,agreedin1965toestablishtheFederationofIrishScoutAssociations(FISA).The

formationofFISAallowedbothassociationstobefullandactivemembersoftheWorld

OrganisationoftheScoutMovementthroughFISA

Havingworkedtogetherforoverthirty-fiveyearsbothassociationsagreedin1998tothe

objectiveofestablishinganewsingleassociation.Intheyearspreceding,thetwo

associationstookthenamesScoutingIrelandS.A.I.andScoutingIreland(CSI)respectively.

WiththeacceptanceoftheConstitutionwhichfollowsthemembershipofbothassociations

-ScoutingIrelandS.A.I.andScoutingIreland(CSI)joinedtogetherandbecamethefirst

membersofScoutingIreland.

Inmovingforwardasoneweseektoshowpositiveleadershipinthecommunity;topresent

asingle,modernandrelevantimage;torevisewhatweoffertoyoungpeopleandadults;to

bringaboutimprovementsbasedonthestrengthofbothtraditions;andtomakethemost

efficientuseofresourcestoprovideScoutinginIreland.

1. ThenameoftheAssociationisGasóganahÉireannorScoutingIreland.

2. ScoutingIrelandisavoluntary,uniformed,non-formaleducationalmovementfor

youngpeople.Itisindependent,non-political,opentoallwithoutdistinctionof

origin,race,creed,gender,sexualorientation,orability,inaccordancewiththe

purpose,principlesandmethodconceivedbytheFounder,RobertBaden-Powell

andasstatedbytheWorldOrganisationoftheScoutMovement.

3. TheAimofScoutingIrelandistoencouragetheSocial,Physical,Intellectual,

Character,EmotionalandSpiritualdevelopmentofyoungpeoplesothattheymay

achievetheirfullpotentialand,asresponsiblecitizens,toimprovesociety.

4. ScoutingIrelandachievesitsaimthroughasystemofprogressiveself-education,

knownastheScoutMethod,theprincipalelementsofwhichare:

a. Voluntarymembershipofagroupwhich,guidedbyadults,isincreasingly

self-governinginitssuccessiveagegroups.

b. CommitmenttoacodeoflivingasexpressedinthePromise&Law,the

meaningofwhichisexpandedasthemembergrowstowardsmaturity.

c. Theprovisionofawiderangeofattractive,constructiveandchallenging

activities,includingopportunitiesforadventureandexplorationboth

indoorsandoutdoors.

d. Theprovisionofopportunitiesforleadershipandresponsibility.

e. Learningbydoing.

f. Encouragementofactivityinsmallgroups.

5. TheScoutPrinciples.

TheprinciplesofScoutingIrelandareenshrinedintheScoutPromiseandtheScout

Lawandtheyinclude:

• Adherencetospiritualprinciples,loyaltytothefaiththatexpressesthem

andacceptanceofthedutiesresultingtherefrom.

• Loyaltytoone’scommunityinharmonywiththepromotionofpeace,

understandingandcooperation.

• Responsibilityforthedevelopmentofones’self.

• Participationinthedevelopmentofsocietywithrecognitionandrespectfor

thedignityofone’sfellowbeingsandfortheintegrityofthenaturalworld.

• Useofamethodofprogressiveself-education,knownastheScoutMethod,

comprisingprogrammesadaptedtothevariousagegroups.

6. TheScoutPromise:

17. AScoutisauniformedyouthmemberwhoreceivestheYouthProgrammeof

ScoutingIreland.AllScoutsmakethecommitmentoftheScoutPromise.

18. AScouterisauniformedadultmemberwhodeliverstheYouthProgrammeof

ScoutingIrelandorwhoholdsanAppointment.AllScoutersmakethecommitment

oftheScoutPromise.

19. AnAssociatememberisanadultwhowishestobeassociatedwiththeworkofthe

Association,forexampleasasupporter,parent,representativeofasponsoring

authority,treasurer,secretaryoradviser.AnAssociatememberdoesnotweara

uniformandisnotrequiredtomakethecommitmentoftheScoutPromise.

20. AnHonoraryLifeMemberisanindividualwhomtheNationalCouncilhasrecognised

ashavinggivenexceptionalsupporttotheAssociation.AnHonoraryLifememberis

notrequiredtomakethecommitmentoftheScoutPromise.

21. Registrationofmembershipandterminationofmembershipshallbeinaccordance

withtheRules.

22. TheAppointmentsandPositionsinScoutingIrelandareestablishedinaccordance

withtheConstitutionandRules.Whereapersonisappointedorelectedtoan

appointmentorpositionwithinScoutingIrelandtheirtermofofficeshallbedeemed

tocommenceeitheronthedateofnomination,inthecaseofanappointment,orin

thecaseofanelectionitshallcommenceattheendoftheAnnualGeneralMeeting

atwhichapersoniselectedtotheappointmentorpositionbytheparticularbody

andshallexpireattheendoftheAnnualGeneralmeetingoftheparticularbody

eitherinthefollowingyearorthethirdyearafterelectionasapplicabletothe

particularappointmentorpositionsubjecttotheincumbentcontinuingtohold

officeuntilhis/hersuccessorisnominatedfororelectedtooffice.

23. AnyAppointmentsorPositionsmadearesubjecttotherightofScoutingIrelandto

havesuchAppointmentscancelled,withdrawnorsuspendedasnecessary.

24. Anymemberdissatisfiedwithadecisiontocancel,withdraworsuspendhisorher

AppointmentorPositionmayappealsuchcancellation,withdrawalorsuspensionin

27. TheScoutGroupisregisteredinaccordancewiththeRules.TheNational

ManagementCommitteemaysuspendorcanceltheregistrationofaScoutGroup

whereaScoutGroupfailstocomplywiththeConstitutionandRulesofthe

Association.

28. TheScoutGroupconsistsofanynumberofProgrammeSectionsandisadministered

bytheScoutGroupCouncil,whosemembership;functionsandresponsibilitiesare

setoutintheRules.

29. ProgrammeSectionsoperateYouthProgramme(s)developedbyScoutingIrelandfor

appropriateageranges.

SCOUTCOUNTY&PROVINCIALORGANISATION

30. AScoutCountycomprisesofanumberofScoutGroupsandissupportedbyaScout

CountyBoardandadministeredbytheScoutCountyManagementCommittee.The

NationalManagementCommitteedeterminesthegeographicalboundaryofeach

ScoutCounty.

31. TheScoutCountyManagementCommitteeshallconvenemeetings(includingthe

AnnualGeneralMeeting)oftheScoutCountyBoardtowhichtheScoutCounty

ManagementCommitteeshallreport.

32. AScoutProvincecomprisesofanumberofScoutCountiesandissupportedbythe

ProvincialManagement/SupportTeam.TheNationalManagementCommittee

determinesthegeographicalboundariesoftheScoutProvince.

33. TheNationalCouncilisthegoverningauthorityofScoutingIrelandandshallexercise

allpowersconferredonitbytheConstitution.

35. OthermeetingsoftheNationalCouncilarecalledbytheNationalSecretarywhen

theNationalSecretaryreceivesarequestinwritingwhichclearlystatesthebusiness

tobeconsideredbyanyoneofthefollowing:

cancelled,withdrawnorsuspendedbytheNationalCounciloritmaybesuspended

52. WhereavacancyoccursintheNationalTeamforPolicyImplementationandCo-

ordinationtheNationalManagementCommitteeshallbeempoweredtoappointa

Scoutertothevacantpositionwhoshallholdsuchappointmentuntilthenext

meetingoftheNationalCouncil.

53. MovableandimmovablepropertyofScoutingIrelandshallbevestedintheScout

FoundationinaccordancewiththeRules.

54. TheScoutFoundationisacompanyregisteredinIreland,limitedbyguarantee

withoutasharecapitalandisgovernedbyitsMemorandumandArticlesof

Association.

55. ThemembersanddirectorsoftheScoutFoundationshallcompriseoftheChief

Scout,NationalSecretary,NationalTreasurerandfourothermembersofScouting

IrelandnominatedbyanyofthefollowingforappointmentbytheNationalCouncil:

theNationalManagementCommittee,anyScoutCountyBoardoranyScoutGroup

Council.

56. BeforeaScoutGroup,ScoutCountyorScoutProvinceisformallydissolvedin

accordancewiththeRules,theScoutGroupCouncil,theScoutCountyManagement

CommitteeortheProvincialManagement/SupportTeamasappropriatemust

informandseekinstructionsinrelationtoallpropertyofanykind,includingbank

accounts,heldorvestedinoronbehalfofaScoutGroup,ScoutCountyorScout

Provinceasapplicablefrom,inthecaseoftheScoutGroup,theCounty

Commissioner,inthecaseoftheScoutCounty,theProvincialCommissionerandin

thecaseoftheScoutProvince,theNationalTreasurer.TheScoutGroupCouncil,the

ScoutCountyManagementCommitteeortheProvincialManagement/Support

Teamasappropriateshallthentakeallstepsasdirectedtodealwithsuchproperty.

57. TheAccountsofScoutingIrelandshallbeauditedannuallybytheAuditors

appointedforthatpurposebytheNationalCouncil.TheAuditedAccountsshallbe

presentedtotheNationalCouncil.

58. TheNationalManagementCommitteeshallemployaChiefExecutiveOfficerasa

memberoftheprofessionalstaffofScoutingIreland.

59. TheNationalManagementCommittee:

a. shallappointsuchprofessionalstaffasitmaydeemnecessaryfromtimeto

time;

b. hasthepowertodismissprofessionalstaffasnecessary;

c. definesthetermsandconditionsofserviceofprofessionalstaff.

ThesefunctionsmaybedelegatedtotheNationalSecretaryandtheChiefExecutive

Officeractingjointly.

AMENDMENTS

60. AnyamendmentstothisConstitutionshallrequireapprovaloftwo-thirdsmajority

ofthemembersoftheNationalCouncilpresentandvotingattheAnnualGeneral

MeetingofScoutingIrelandoratanExtraordinaryGeneralMeetingoftheNational

CouncilofScoutingIreland.NoamendmenttothisConstitutionshallbemadeby
