• Help businesses, public and third sectors save money by using energy, water and raw materials more efficiently.

• Funded by Scottish Government, delivered by Zero Waste Scotland.

Low Carbon: High Savings

• 74 projects delivered in 2013-14

• Demand led projects in:

– energy efficient lighting,

– boiler replacement,

– biomass,

– building energy management systems,

– internal waste management

– behaviour change.

• Identified savings of £4M

• Carbon savings of ~18,000 CO2e

Zero Waste Scotland

Overall aims:

• Prevent waste

• Increase resource efficiency

• Enable a shift towards a more circular economy.

Resource Scarcity

• Developed nations are ‘three-planet-living’

• 300% global predicted increase in demand for natural resources by 2050

• Critical resources mined from virgin

sources are running out: – Indium (LCD screens): <10 years; – Silver (industrial catalyst): <30 years; – Zinc (construction steels): <40 years. – Mined in areas of water scarcity

Peak Oil

• Using 5.5 million barrels of oil/hr.

• Peak oil production by 2020.

• Oil costs will rise steadily as reserves decline.

Circular Economy Project Areas

• Innovative Product Design: Royal Society of the Arts

• Reuse of materials e.g. oil and gas decommissioning pipeline for carbon capture & storage

• Recovery of process materials: waste water (phosphorus), anaerobic digestion (soil enhancers), industry (separation of specialist alloys)

• Remanufacturing: establish baseline & intervention

Sustainable Procurement

Procurement: Upcoming Projects

• Work with Scottish Government & key stakeholders to review Procurement Reform Bill Statutory Guidance components that relate to resource efficiency & circular economy.

• Engagement events to embed Procurement Guidance.

• Targeted assistance for public sector. Identify and support pilot projects.

Aim: to assist organisations with realising cost and material savings by improving resource efficiency of FM services. Toolkit: • information and guidance; • templates and model wording; and • example Key Performance Indicators (KPIs).

What is a Carbon Management Plan?

• Almost all Scottish Public Bodies have a Carbon Management Plan (~150)

• Key step to meet the Duties under the Climate Change (Scotland) Act

• Key components of a Carbon Management Plan:

– Carbon baseline [carbon dioxide (CO2) emissions]

– Carbon reduction target

– Project plan to meet target

– Governance and reporting

• Above all it’s a manual for CM in your organisation – relevant and bespoke

• Keep it simple (detail in appendices, graphics)

• Leasing of equipment (warranty for repair)

• When procuring goods always consider best achievable energy & water efficiency using life cycle costing
