PurposeoftheSensitiveGISDataPolicyBoulderCountyParksandOpenSpace(“POS”)isthestewardofpubliclandanditsassociatednaturalandculturalresources.Asthecustodianoftheseresources,POShastheresponsibilitytobalancetheprotectionoftheseresourceswiththedesireofthecommunitytoutilizeandappreciatetheseresources.Thisstewardshipextendstobothdigitalandhard‐copyinformationandrecordsthatrepresentsthoseresources.ThispolicyisdesignedtoprovidePOSstaffandthepublicwithanunderstandingofwhatBoulderCounty’slegalrightsandresponsibilitiesareintermsofsensitiveGISdata,howtodefinesensitiveGISdata,andwhenandhowtoreleasethesedata.ItisimportanttonotethatalthoughtheamountofsensitivedatathatBCPOSstewardsissmall,lessthan5%ofalloftheBCPOSGISdata,theproperuseandmanagementofthesedataiscritical. SensitiveGISDataPolicyProcessThesensitiveGISdatapolicyprocesswasinitiatedinSeptemberof2011,withrepresentativesfromthePOSdivisionsofResourceManagement,Administration,RecreationandFacilities,andResourcePlanningparticipatingintheprocess.TheRealEstateandAgriculturalResourcesDivisionsparticipatedinanadvisorycapacity.IntheinitialmemorandumtoBCPOSManagementStaffthegoalsofthepolicyweretodefinewhatsensitiveGISdataare,clarifyhowthosedataaremanaged,determinewhowereleasethosedatatoandinwhatformatthatdataisreleased,andcreateastrategyforeducatingPOSstaffandthepubliconproperusageofsensitivedata.TheinitialtargetcompletiondatewasApril2012.Thisgoalwasnotachievedduetotwomajorevents.First,anupdatetotheEnvironmentalResourcesElementoftheBoulderCountyComprehensivePlanbeganin2012.PartofthisupdateprocessincludedidentifyingspeciesandcommunitiesofspecialconcerninBoulderCounty.ThesensitiveGISdatapolicygroupdecidedtousethislist,inpart,toidentifywhichdatasetsandrecordswouldbeconsideredsensitive.Therefore,thesensitiveGISdatapolicyprojectwasputonholduntiltheEREupdatewascompleted.ThefinaldraftoftheEREupdatewascompletedinSeptember2013,whichthenenabledtheSensitiveDataPolicygrouptomoveforwardwiththedevelopmentoftheSensitiveDataPolicy.ThesecondeventtooccurwastheSeptember2013floodevent.Formorethansixmonthsfloodresponseandrecoverybecametheprimaryfocusforallofthegroupmembers,soitwasnotuntillatespring2014thatworkresumedonthesensitiveGISdatapolicy.

ThecommitteefirstmetwiththeCountyAttorney’sOfficetounderstandwhattheCounty’slegalrightsandresponsibilitiesareconcerningsensitivedatamanagement.Wealsodiscussedlogisticalitems,suchashowarequestshouldbereceived,howitshouldbehandled,andatwhatpointduringtheprocessitshouldbeelevatedtotheCountyAttorney’sOfficeforfurtherlegalassistance.

Thenextphasewastoreviewsensitivedatapoliciesfromotherpublicagenciesatthelocal,stateandfederallevels.Thegroupreviewedbestpracticesinsensitivedatamanagementandexaminedthevarietyofframeworksthatagenciesusedtodefinesensitivedataandtodeterminetheformatofdatarelease.

Next,thegroupdeterminedwhichsetsofdataPOSstaffstewardsshouldbeconsideredtobesensitive.Providingasound,scientificallybasedrationaleforprotectingsensitivedatawasatimeconsumingprocessandwasbyfarthemosttimeintensiveportionoftheprocess.AftertheEREprocesswascompleted,thepublicallyadoptedlistofspeciesandhabitatofspecialconcernwereusedtodeterminewhatshouldbeincludedonthesensitivedatalist.Thereweresomeminormodificationsmadetothelist,basedonstaffexperienceandexpertise.

Whiledeterminingwhichdatasetsshouldbeconsideredsensitive,thegroupdecidedthatdatashouldbereleasedindifferentformatsdependingonthenatureofthedatarequest.ArequestfromamemberofthepublicshouldnotbetreatedthesameasarequestfromanotherpublicagencywithamissionsimilartoBCPOS.Inonesituationreleasingexactlocationscouldbedetrimentaltotheresource,whilereleasingexactlocationsintheothersituationmaybenefitthehealthandprotectionoftheresource.

Finallythegroupaddressedthelogisticsofcreatingpolicyupdateanddatarequestprocesses.

CountySensitiveDataPolicies

TheCountyhasseveralexistingpoliciesthatapplytotheuse,access,andreleaseofdata.SectionI.10intheBoulderCountyPersonnelandPolicyManualreferstotheColoradoOpenRecordsAct(CORA),CRS§§24‐72‐204etseq.,whichgenerallystatesthatthepublichasarighttoaccessthepublicrecordsofagovernmentalentity.However,underCORA“proceduresforsuchdisclosurecanbesubjecttorulesandregulationsmadebytheofficialcustodianorthecustodian.C.R.S.§24‐72‐203(1)(a).Theserulesandregulationsareauthorized,iftheyarereasonablynecessaryfortheprotectionofsuchrecordsandforthepreventionofunnecessaryinterferencewiththeregulardischargeofthedutiesofthecustodianorhis/heroffice/department.”InPolicyManualSectionI.24.H,ComputingSecurity,sensitivedataisdefinedmorebroadlyandinstructspersonneltousedepartmentalproceduresorcontacttheCountyAttorney’sofficetodeterminewhatconstitutessensitivedata.TheBoulderCountyGISDataSharingandPurchasingPolicycontainsgeneralguidelinesbutitdoesnotincludeacomprehensivelistofsensitivedatawithinthecounty.Somedatasetsarespecificallymentioned,suchasparcellines,butitspecifiesthatthedistributionofGISdatarequiresthepermissionoftheDepartmentorOfficefromwhichthedataoriginated.(http://collaboration/sites/gisproject/Data%20Sharing%20and%20Public%20Requests/Forms/AllItems.aspx)ThisPOSpolicy,havingbeendevelopedandapprovedbyPOSstaffandreviewedbytheCountyAttorney,definessensitivedataforPOSanddescribesmanagementanduseofsensitivedatainamannerthatmeetsnotonlylegalstandardsbutalsoPOSconcernsforitsappropriateuse.Note:FreedomofInformationAct

TheFreedomofInformationAct(FOIA)isafederallawthatprovidesthepublicaccesstofederalgovernmentinformationanddocuments.FOIAappliesonlytofederalagencies;thereforeBoulderCountyisnotsubjecttoFOIA.

WhatisSensitiveSpatialData?

AninterdisciplinaryteamofPOSstaffwasconvenedtocreatethepolicyaswellasdefinewhichGISdatawouldbeconsideredsensitive.Thegroupidentifiedseveralcategoriesofdatathatcouldincludesensitiveinformation.FromthesetypesofGISdatathegroupselecteddiscretecoveragesanddatabasestodesignateassensitive.

BoulderCountyParksandOpenSpacedefinessensitivedataasanyinformationthatwhenreleasedcouldresultinanadverseeffectonahuman,cultural,ornaturalresource.Sensitiveculturalornaturalresourcesarefeatures,species,habitats,geologicalformations,andallarchaeologicalsites,featuresorisolatedfindsthatareespeciallyvulnerabletodamagebyhumandisturbance,collection,ordestruction.Othertypesofsensitivedataincludethelocationsofexpensivemonitoringequipmentsuchastrailcountersandweatherstationsthatcouldbeputatriskwiththepublicknowledgeoftheirwhereabouts.

CategoriesofSensitiveSpatialData

POScreates,maintains,andmanagesavarietyofspatialdata.Onlyasmallamountofitisdesignatedassensitive.Datasensitivityisgovernedbyanumberoffactorsand,insomecases,isdeterminedbyaninternal,interdepartmentalstaffteam.ThePOSDirectorandManagementTeamultimatelyapprovethedesignationofspecificsensitivedatasets.

1. DataProtectedByLegislation

TheonlydatathatfallsinthecategoryofdataprotectedbylegislationisPOS’sculturalresourcedata.ProvidingexactlocationsofculturalresourceinformationisexemptedfromCORAopenrecordsrequestbyCRS24‐72203(1),CRS24‐80‐405(2),andtheArchaeologicalResourceProtectionAct(ARPA)of197916 U.S.C. §§ 470aa et seq.

2. DeliberativeProcess

Informationcollected,created,andpreparedforinternalPOSworkprocessesisnotsubjecttomandatorydisclosureunderCORA.Anexamplecouldbeconceptualtrailalignmentscreatedaspartoftheinternalmanagementplanningprocessforaproperty.Someofthesetrailalignmentswouldbeintendedonlyforstaffreviewandconsiderationandwouldnotbecomeofficialtrailalignmentalternativespresentedtothepublic.Theirreleasetothepubliccouldleadtoresourcedamage,offtrail‐use,andpotentialrisktopublicsafety.Realestatenegotiationsandpropertyacquisitionsarealsoexemptuntilthetransactioniscomplete.

3. InformationInjurioustothePublicGood

Informationconsideredbythecustodianofthedatatobeinjurioustothepublicgoodisnotautomaticallyexemptedfromanopenrecordsrequest.CORAstates:

“If,intheopinionoftheofficialcustodianofanypublicrecord,disclosureofthecontentsofsaidrecordwoulddosubstantialinjurytothepublicinterest,notwithstandingthefactthatsaidrecordmightotherwisebeavailabletopublic”(CRS§24‐72‐204(6)(a))thepublicentitythatholdstheinformationisnotrequiredtodiscloseit.

Forexample,thelocationofsocialtrailsisconsideredsensitiveduetotheenvironmentaldegradationwhichcanresultfrompotentialincreaseduseifthemappedlocationsofsocialtrailsarereleased.Socialtrailsaregenerallylocatedinareasthatareunsustainable,whichwithincreaseduse,cancausesoilerosion,lossofvegetation,andanincreaseofinvasivespecies.Increaseduseofsocialtrailsmayalsodirectlyimpactwildlife,causingdisplacement.

TheSensitiveDataTeamspentaconsiderableamountoftimedeterminingwhichplantandwildlifespeciesandcommunitieswouldfallunderthiscategory.Inordertobelistedunderthiscategoryaspeciesorcommunityhadtobelistedonastateorfederalprotectionlist,suchasthefederalEndangeredSpeciesAct,ortherehadtobecompellingevidencethatreleasingthedatacouldcauseharmtothatresource.AnexampleisthatbyreleasingtheexactlocationofaNorthernGoshawknestit

wouldexposetheeggsandyoungtotheriskofbeingtakenbyfalconers.Amorecompleterationalefornotdisclosingsensitivedataaboutthelocationofwildlifeandplantspecies,aswellasplantcommunitiescanbefoundinAppendix1:DesignatingWildlifeSpeciesofSpecialConcernandAppendix2:DesignatingPlantSpeciesofSpecialConcernandSignificantNaturalCommunities.

SeealsoAppendix3forafulllistingofthecurrentBCPOSSensitiveGISData.

DataNotConsideredSensitive

Somedatathatdoesnotfallunderthedefinitionofsensitivedata,butwillstillneverbereleasedbyBoulderCountyParksandOpenSpace.Therearetwoinstancesthatfitwithinthiscategory:

1. ThirdPartyData

ThisisdatathatiscreatedandmaintainedbyanotherentityandhasbeenreleasedtoBoulderCountyforcountyuse.ThisdatamaynotnecessarilybesensitiveandinsomeinstancesmaybeallowedtobedisplayedonpublicmapsbyBoulderCounty.Ifthecountyreceivesarequesttoprovidethisdata,therequestorwillberedirectedtotheoriginatingagency.

2. ContractualObligations

ThisisdatathatPOSacquiredsubjecttouseanddisseminationrestrictions.ThisappliestodatathatPOSmayhavepurchasedwithrestrictions,aswellasdatathatwassharedfreeofchargewiththecountyunderadatasharingagreement.

StaffUseofSensitiveData

InorderforPOSstafftoeffectivelyaccomplishtheirjobs,staffwillnotberestrictedfromaccessingandutilizingsensitivedatainanyway.Toavoidunintendedinappropriatedatarelease,BCPOSstaffwillbethoroughlyeducatedastotheproperuseofBCPOSsensitivedata.Currently,twoappropriatemethodsofsensitivedataeducationhavebeenidentified:

1. BCPOSStaffGISOrientation

EverystaffmemberusingGISisrequiredtogothroughthePOSStaffGISOrientationprocesswithoneoftheGISstaffmembers.ThisprocesseducatesusersondepartmentGISstandards,bestpractices,andrequirements.Duringthisprocesssensitivedatalocation,useandlimitationswillbecovered.

2. CreationofSensitiveDataLayerFiles

ASensitiveDatadirectorywillbecreatedinv:\gispa\GIS_Layerstohouselayerfilesforallsensitivedata.ThisdirectoryandthenameofthelayerfileswillveryclearlyindicatethatthesearesensitivedatalayersandarenotforuseoutsideofBCPOSstaff.

Thisprocessofeducatingstaffaboutsensitivedatausagewillbeongoingandfurtheropportunitiesforstaffeducationwillbeidentifiedasappropriate.

ClassificationofDataRequestors

POSrecognizestheneedtoprotectsignificantresourcesandthatdoingsomayrequirerestrictingaccesstosometypesofinformation.WhiledesignatingspecificdataassensitiveallowsPOStopreventitsreleaseinsomecircumstances,POSalsounderstandsthataccesstothatinformationmaybeusefulornecessaryforsomeprofessionals,researchers,orotherentitiestosuccessfullyprotectthoseresources.Anexamplewouldbesharingthelocationofrareplantsitesorraptornestlocationstoautilitycompanysothattheseresourcescanbeavoidedbyaproposedpipelineorotherdevelopment.Inothercases,researchersonPOSpropertieswould

benefitfromknowingthespecificlocationofresourcessothatintheperformanceoftheirworktheydonotdisturbsuchresourcesorbecausetheirworkcanbeimprovedbyknowingthelocationofthoseresources.

Toefficientlyrespondtodatarequests,POSrecognizesfourcategoriesofdatarequestors.TheclassificationofthesedifferentindividualsandorganizationsintosimilargroupsallowsPOStostandardizeitsresponsestosensitivedatarequests.TheSensitiveDataTeamcreatedthesecategoriesandhasconsideredandapprovedthereleaseformatofsensitivedataforthepurposesdescribedforeachgroup.Thematrixillustrationsbelowdepictwhichsensitivedataformatsareallowedforreleasetowhichgroup.Inmostcases,thereleaseofsensitivedatawillbeonacase‐by‐casebasisafteraccountingfortheexpressedneedforthedata,thedetailsofitsuseandmanagement,andthelaw.Inthesesituations,thecustodianofthedata’soriginatingdivisionshallhavethefinaldecisiononsensitivedatareleases.

1. GeneralPublic

Thegeneralpublicisanypersonorgroupofpersonsthatdonotfallunderanyofthebelowcategories.Anexamplewouldincludearequestforsocialtraillocationsbyalocalbikingassociation.

Inmostcases,thesedatawillbereleaseddenaturedtothequartersectiondueinordertoprotecttheexactlocationoftheresource.Datadenaturedinthiswaywillnotincludespecificpoint,line,orpolygonfeaturesbutratherjusttheoutlineofthequartersquaremile(160‐acreblock)ofthepubliclandsurveysystemwheretheresourceoccurs.Casesinwhichthedatawillnotbereleasedincludewhenthedataispartofthedeliberativeprocess,whenthedataisprotectedbyotherlawsorincaseswherereleasingthedata,eveninadenaturedformat,willnotsufficientlyprotecttheresourceorpublicinterest.

2. Educators

Thispolicyconsiderseducatorsaspeopleororganizationsthatprovideinformationtoothers.Thisincludesteachers,independenteducators,andstudentsnotassociatedwithaqualifiedresearcherorprofessional.PastexamplesofthesetypesofrequestsarelocalcommunitycollegesrequestingraptornestlocationstousewithinaclassexerciseonsiteanalysisandhighschoolteachersintegratingGISlocationsofhistoricculturalsitesintoanarchaeologicalcurriculum.

Inmostcases,thesedatawillbereleaseddenaturedtothequartersectioninordertoprotecttheexactlocationoftheresource.Somedatamaybereleasedinitsoriginalformat,uponreviewandapprovalofthedatacustodian.Incaseswherethedataisreleasedinitsoriginalformat,adatasharingagreementwillberequiredtobesignedbyboththerequesting/contractingpartyandPOS.Thiscontractreleasesthedatatothesigningpartyorpersonforthespecifieduseonly;itprohibitsredistributionorpublishingoftherawdatainanyformat.

Casesinwhichthedatawillnotbereleasedincludewhenthedataispartofthedeliberativeprocess,whenthedataisprotectedbyotherlegislationorincaseswherereleasingthedata,eveninadenaturedformat,willnotsufficientlyprotecttheresourceorpublicinterest.

3. Researchers,PeerAgencies,andContractingEntities

Inthispolicy,aresearcherisdefinedasapersonororganizationwhoisconductingscientificresearchpermittedbyBoulderCountythatmayormaynotbeaffiliatedwitharesearchinstitution.Thisincludescollege,universityandotherinstitutionalprofessorsandtheirgraduatestudents.Peeragenciesaredefinedasgovernmentalornon‐governmentalentitiesthatperformsimilarservicesandsharethemissionandvaluesofPOS.AcontractorisapersonororganizationthatisnotanemployeeofBoulderCounty,buthasbeenhiredtoperformaspecificserviceinaspecifictimeframe.

Inmostcases,thedatawillbereleasedinitsoriginalformat,pendingreviewandapprovalofthedatacustodian.Adatasharingagreementwillberequiredtobesignedbyboththerequesting/contractingpartyandBCPOS.Thiscontractreleasesthedatatothesigningpartyorpersonforthespecifieduse

only;itprohibitsredistributionorpublishingoftherawdatainanyformat.Itisnecessarytoallowthesepartiesfullaccesstothedatatopromotepublicresearch,providecontractorsallinformationnecessarytofulfilltheircontractualobligationstoPOS,andtoprotecttheresourcefromharmfulactivities,suchasinfrastructuredevelopment.

Casesinwhichthedatawillnotbereleasedtothistypeofrequestorincludewhenthedataispartofthedeliberativeprocess,whenthedataisprotectedbyotherlegislationorincaseswherereleasingthedata,eveninadenaturedformat,willnotprotecttheresourceorpublicinterest.

4. EmergencyServices

Anemergencyserviceproviderisanorganizationoragencythatrespondstopublichealthandsafetyinemergencysituations.

Inmostcases,thedatawillbereleasedinitsoriginalformat,pendingreviewandapprovalofthedatacustodian.Adatasharingagreementwillberequiredtobesignedbyboththerequesting/contractingpartyandPOS.Thiscontractreleasesthedatatothesigningpartyorpersonforthespecifieduseonly;itprohibitsredistributionorpublishingoftherawdatainanyformat.DatawillbereleasedtoemergencyservicestoassistinprotectingresourcesonPOSpropertyintheeventofanincident.

Casesinwhichthedatawillnotbereleasedincludewhenthedataisnotcrucialtoprotectingpublichealthandsafety,andthatdataiseitherpartofthedeliberativeprocess,protectedbyotherlawsorincaseswherereleasingthedata,eveninadenaturedformatwillnotprotecttheresourceorpublicinterest.

ProcessforHandlingGISDataRequests

POSisthestewardofalargeamountofdata,andmanyofthesedatasetshaveuseandreleaserestrictionsthatmaybeimposedfrominternalpolicyorfromtheentitiesfromwhichweobtainedthedata,bydatasharingagreementorbycontractualobligation.AnyGISdatathatisbeingrequestedfromoutsideofPOS,bothforsensitivedataandfornon‐sensitivedata,willbereleasedbytheGISstaffonly.TheintentistoensurethatweabidebyanyandallpolicyrestrictionsandlegalobligationsconcerningtheGISdataandtheGISstaffisknowledgeableineachdatasetsuseanddisseminationlimitationsandallowances.

ThisistobesubmittedonbehalfofarequestorbyaPOSstaffmember.AllGISdatarequestswillbesubmittedviatheInsideBCGISpageDataRequestform.

1. Anemailwillbesenttothedatacustodianindicatingthatadatarequestwasmadeandreviewandapproveordenythedatarequest.

2. Ifapproved,adatasharingagreementorcontractspecifyingdatauselimitationmustbesignedbytherequestorandaPOSstaff(generallyaGISstaffmember)priortothereleaseofthedata.

3. TheGISstaffwillthenpackagethedataandmakeitavailabletotherequestorinanappropriatemanner,includingemail,hardcopies,thecountyftpsite,orsomeothermanner.SeeAppendix3fordatastoragelocations.

4. Inacasewhereadatarequestorisunsatisfiedwiththedatareleasepolicyaslaidoutabove,thedatarequestwillbereferredtotheworkgroupDivisionManager,theResourcePlanningManager,theDepartmentDirector,andtheCountyAttorney’sofficebeforeanyfurtherdataisreleased.

ProcessforUpdatingSensitiveGISDataPolicy

AnychangestotheSensitiveGISDataPolicyneedtobepresentedtotheSensitiveGISDataPolicyTeamforapprovalbytheworkgroupsupervisor.Thisincludes,butisnotlimitedto,anychangestothelistofsensitivedatasets,theformatinwhichdataisdelivered,orthemethodbywhichrequestsarefilled.Therequestforpolicyupdateswillbereviewedbythecommittee.IftherequestisapprovedbythecommitteeitwillbesubmittedtoPOSManagementStaffforfinalapproval.

Appendix1:CriteriaforDesignatingWildlifeSpeciesofSpecialConcernCriteria#1.AuthoritativeListingThiscriterionliststhosespeciesbasedontheBoulderCountyComprehensivePlan,EnvironmentalResourceElement,SpeciesofSpecialConcern,listingCriteria1&2.ThesecriterialistthosespeciesonFederal,StateorRecognizedAuthoritystatuslistsinthefollowingcategories:

1. SpecieswithFederalstatus(listedorproposedthreatenedorendangered,candidatesforlisting,orunderreviewforlisting)orStatestatus(threatened,endangeredorStateconcern).

Criteria#2.RareandDecliningThiscriterionliststhosespeciesbasedontheBoulderCountyComprehensivePlan,EnvironmentalResourceElement,SpeciesofSpecialConcern,listingCriteria3.Thiscriterionliststhosespeciesthathaveundergoneadocumentedlong‐termnoncyclicalpopulationdecline,orwhoseabundanceiscriticallylowrelativetotheirexpectedabundanceinagivenhabitattypeorquality.ThesespeciesareidentifiedintheBCCPERESSCList.Criteria#3.CollectionThiscriterionliststhosespecieswhosepopulationisatriskduetoCollectionforrecreation,petcollectionorotherintent.Manyanimalsandplants,suchaslizardsandsnakes,havebeencollectedfromthewildbeyondsustainablelevelstobesoldthroughthepettradeorbekeptinprivatecollections.Specieswhichhaveanexistingpopulationthreatareingreaterdangerofextirpationwhensubjectedtoevenlowlevelofcollectionpressure.Criteria#4.PersecutedThiscriterionliststhosebeneficialspecieswhosepopulationisatriskduetoactivecontrolorelimination.Thepersecutionofwildlifemaybedeliberate,reckless,duetothelackofawarenessofaspeciespresence(ignorance),orduetoacultural/personalintoleranceresultingfrombeliefs,traditionsorpractices.Persecutionsareconsideredactionswhichleadtothedirectorindirectinjuryordeathofindividualsofaspeciestype,thedestructionofbreedingorotherhabitatbasedonthepersecution,andharassmentormanmadedisturbancewhichleadstohabitatabandonment.Generally,themostharmfulformofpersecutionisthetargetedeliminationofaspecieswhichperformessentialrolesinlocalecosystemhealthbutareconsideredapest.Criteria#5.BCPOSSelectedSpeciesThiscriterionliststhosespecieswhicharenotidentifiedbytheabovecriteria,butwarrantdataprotectionduetoexpertknowledgeoflocalspeciesstatus.Thesespeciesareselectedbasedonsuchfactorsaslocalknowledgeofanimalbehaviororsensitivitytodisturbance,orregionalornationaltrendsinaspeciespopulationdeclineduetoi.e.diseases.Otherfactors,asdeterminedbyBCPOSstaffbiologists,mayalsocontributetotheselectionofaspeciesassensitivetodatasharing.

SpeciesofSpecialConcernincludethefloraandfaunainthecountywhosepopulationsmaybethreatenedorendangered,locallyrare,experiencinglong‐termnon‐cyclicalpopulationdeclines,isolatedorrestrictedtodistinctlocalhabitattypes,ornativespecieswhichhaveceasedtoexistwithinBoulderCounty(EREGoalsandPolicies2013,Overview).

TheBoulderCountySpeciesofSpecialConcernList(SSCList)isacompilationofrareplantsandsignificantnaturalcommunitiesofspecialstatusthatwarrantprotectioninordertopreventpopulationorhabitatloss.Thelistwasdevelopedthroughconsultationwithbotanyandplantecologyprofessionalsinfederal,state,andlocalgovernmentalagencies,non‐governmentalconservationorganizations,localuniversities,andprivateconsultants,aswellasBoulderCountyconservationexperts.ThemajorityofspeciesandcommunitiesappearingontheSSClistarerecognizedasimperiledorcriticallyimperiledbytheColoradoNaturalHeritageProgram(CNHP).CNHPisanonprofitorganizationsponsoredbyColoradoStateUniversitythattracksandranksColorado’srareandimperiledspeciesandhabitats.ThelistcomprisesspeciesCNHPranksascriticallyimperiled,imperiled,orvulnerabletoextirpationglobally(G1‐G3)orstatewide(S1‐S3).Speciesrankedasmoresecureorsecure(G4‐G5,S4‐S5)areexcludedfromthelist.TheSSCListisintendedtocomprehensivelydocumentBoulderCountyspeciesandcommunitiesastheyexisttoday.TobelistedontheSSCList,aspecies/communitymustmeetatleastoneoftherequired,ortwoormoreoftheconditional,criterialistedbelow.Insomeinstances,aspecieshasbeenincludedontheSSCListeventhoughitdoesnotmeettheSSCListcriteria.Thisisbasedonprofessionaljudgmentandonlyoccurswithspeciesforwhichthereispresentlyincompleteoruncertaininformationavailable.TheSSCListwillbeupdatedasmoreinformationislearnedaboutindividualspeciesorcommunities,includingchangestotheirstatus.Required
