ThismemorandumoutlinestheapplicablepolicyandregulationfortheCityofWestLinn
TransportationSystemPlan(TSP)update.TheTSPisbeingcarriedoutbytheCityofWestLinn
withconsultantassistancebetweenfall,2014andfall,2015.Thepolicyframeworkhasbeen
preparedfortheProjectManagementTeam,PlanningCommission,CityCouncil,partneragencies
andinterestedcitizens.
Thefirstsectionoftheattachedreportdescribestherelationshipoftheapplicablepolicies.The
nextsectionistheCityofWestLinn’scurrenttransportationandlandusepolicies;followedbythe
Metroregionalpoliciesandregulations.TheMetropoliciesandregulationsaretheprimarydriver
behindtheCity’sTSPupdate.TheyincludespecificregulatoryactionsandtargetsthattheCity
mustcomplywith.Thissectionisfollowedbyagencyandserviceproviderpoliciesandlastly,the
OregonPlanningGuidelinesthatarethestatewidegoalsfromwhichtheregionalandlocalpolicy
flow.

Oregon’sTransportationSystemPlanning
IntegrationandConsistency
TheTSPupdateismandatedaspartofOregon’sTransportationPlanningRule(TPR)andmustbe
consistentwithadoptedstateandregionaltransportationandlanduseplansandpolicies.
TheTSPpolicyframeworkwillinfluencetheselectionofsolutionsandinvestmentsincludedinthe
TSP.WhiletheStateofOregon’sstatewideplanningandPortlandMetroregionalplanningprovide
astrongpolicyandregulatoryframework,themostrelevantpolicyistheadopted,localpolicy
whichisexpressedbytheCityofWestLinnComprehensivePlanandImagineWestLinn.1TheTSPupdateisexpectedtoresultinnewormodifiedCitypolicyandimplementingregulationsinorder
tobeincompliancewithregionalpolicy.Sincetheregionaltransportationandlandusepoliciesand
regulationshavebeendeemedconsistentwithstatepolicy,regionalpolicybecomesthefocusof
compliancefortheTSPupdate.
BelowisanoverviewtheCitypoliciesrelevanttotheTSP.

itsdesiredfuture.Thisdocumentprovidesthefollowingprinciplestohelpguidedecision‐making:
SenseofCommunity.
o Assurethatdecisionsaccountfortheirimpactonthesenseofcommunity;

2008 West Linn Transportation Systems Plan
The2008WestLinnTransportationSystemPlan(TSP)isasupplementaldocumenttotheCity’s
ComprehensivePlanandincludesadditionalguidancefortransportation‐relateddecision‐making.
TheTSPincludesamasterplan(completelistofidentifiedprojectneeds)andactionplan(fiscally
constrainedlistofprioritizedtransportationproject)forbicycle,pedestrian,motorvehicle,public
transit,andfreightmodesoftravelaswellasmoredetailedplansfortheHighway43Corridor
(Highway43ConceptPlan)andthe10thStreet/I‐205Interchangearea.
TheTSPfiscallyconstrainedprojectlistincludes13pedestrianprojects(includedintheHighway
43ConceptPlan),twobicyclelaneprojects,and20motorvehicleprojects.TheTSPalsodirectsthe
Citytomakeinvestmentsthat:improvetransitserviceandamenitiesatmajorstops,increase
densityadjacenttopublictransit,providemorelocaltransitserviceandthatdecreasetransit
vehicleheadways.TheHighway43ConceptPlanrecommendsstreetscapeandperformance
improvementsforvehicles,pedestriansandbicycles–includingraisedbicyclelanes,continuous
sidewalks,acentermedian,leftturnlanes,andimprovedpedestriancrossingsandplanterstripsin
avarietyofconfigurationsfromArborDrivetoWillametteFallsDrive.

TheCityhascompletedmorerecenttransportationplanningworknotreflectedinthecurrentTSP.
ThisworkincludesaparkingmanagementplanfortheWillametteCommercialAreaandLandUse
VisioningfortheHighway43andWillametteFallsDriveCorridor.TheWillametteAreaParking
ManagementPlanidentifiedopportunitiesforlow‐costsolutionstocurrentandshorttermparking
needsinthisarea,including;wayfindingandimprovedparkingforspecialevents;discussionswith
localbusinessownersaboutpossibilitiesforsharedparking;and,workingwithemployersto
encourageemployeestoparkawayfromtheprimeparkingspacesonWillametteFallsDrive.
TheHighway43andWillametteFallsDriveVisionworkwascompletedin2012,andrevealed
publicsupportforhigherdensitymixed‐usecentersonHighway43andWillametteFallsDrivethat
wouldsupportfrequentpublictransit,walkingandbicyclingandthatwereconnectedbysafeand
convenientbicycle,pedestrianandmotorvehiclecorridors.(CityofWestLinn,2008)
City of West Linn Capital Improvement Plan
TheCapitalImprovementPlan(CIP)establishesguidanceandplanningforWestLinn’sinvestments
incapitalinfrastructureforasix‐yearperiod.AtthefoundationoftheCIParetheCity’smasterplan
documents(Parks,Library,Water,Sewer,Storm,Transportation),whichareanextensionofthe
City’sComprehensivePlan.ProjectswithintheCIPareprioritizedandmatchedwithprojectionsof
futurerevenues.WhiletheinclusionofprojectsintheCIPdoesnotnecessarilyreflectabudgeted
spendingcommitment,theyareconsideredaprioritybasedonanticipatedfuturerevenues.Below
isalistoffundedandunfundedtransportation‐relatedprojectsincludedinthe2014‐2019CIP:
Parksfund.WestLinn’sParksandRecreationDepartmentstrivestopromoteahealthy
communitythroughsafe,attractive,andwell‐maintainedparks,facilities,trails,andopen
spaces.TheCityhasmorethan600acresofparkland,approximately150acresofitis
developed.TheCity’sparksvaryfromactive‐orientedparkswithopportunitiesforsports,
picnicking,andplayingonplaygrounds,topassive‐orientedparkswithwalking,biking,and
wildlife‐watchingpossibilities.
TheParksandRecrationFundisaspecialrevenuefundusedtoaccountforthe
maintenanceandoperationoftheCity’sparksandopenspaces,recreationactivitiesand
specialeventsinthecommunity.Principalsourcesofrevenueincludeanallocationofthe
City’spermanentpropertytaxrate,amonthlymaintenancefeechargedtoallresidents,and
programfees.
CapitalimprovementsfortheParksandRecreationDepartmentarebasedoncitizeninput,
maintenanceneeds,approvedsitemasterplans,andthe2007Parks,RecreationandOpen
SpaceMasterplan.TheMasterPlanaddressesthepark,facilityandserviceneedsotthe
communityintothefuture.Specificprojectsarevettedthroughpublicinvolvementandthe
landuseprocesstocreateindividualsitemasterplans.
o Funded‐$10,000annually($60,000total)foraccessibilityupgradesthatprovideaccessinparkareasandfacilitiesforpeoplewithdisabilities;
o Unfunded‐City‐widetrailimprovements(amounttobedeterminedatalaterdate);

Streetsfund.WestLinn’sTransportationSystemincludesover215lanemilesofstreets,
120milesofsidewalkandapproximately700acresofright‐of‐waythatmustbeconstantly
maintainedandupgradedtosafelyandefficientlyservepedestrians,bicyclists,andmotor
vehicles.RevenuefortheStreetfundcomesfromgastaxes,streetmaintenancefees,
franchisefees,andoccasionalgrantfunding.
o Unfunded‐$5.23millioninFY2019for10thStreet/I‐205CorridorImprovements;
o Funded‐$673,000betweenFY2014andFY2019forvarioussidewalkandbikeimprovementprojects;
o Funded‐$47,000annually($282,000total)betweenFY2014and2019forstreetcracksealing;
o Funded‐$3.77millionbetweenFY2014and2019forpavementmaintenance;
o Funded‐$158,000betweenFY2014and2019forannualstripingandmarkingofroadways;
o Funded‐$1.369millionbetweenFY2014and2019forslurrysealing;

City of West Linn 2013 Trails System Master Plan
Overthepastthreedecades,WestLinnresidentshaveexpressedadesireforacity‐widesystemof
trailsaspartofthedevelopmentofvariousadoptedparksandrecreationplans.TheWestLinn
TrailsSystemMasterPlan(TMP)isthenextstepinadvancingthepoliciesandrecommendations
frompastplanningefforts.TheintentoftheTMPistoguidedevelopmentofaconsistentsystemof
trailsformultipleusersintheCityofWestLinn,whileincorporatingandrespectingthedistinct
settingsandexperiencesthatresidentsvalue.TheTMPrecommendsthefollowingrelevant
actions:
ConceptualTrailSystem.TheTMPresultedinthecreationofaconceptualtrailssystem,
consistingofprimary,secondaryandlocalroutes,whichwhencompleted,willprovidea
totalof87.5milesofon‐andoff‐streettrailroutes.Theconceptualplanproposes44.6
milesofon‐streettrails,designedalmostexclusivelyasprimaryandsecondaryroutes;
CoordinatewiththeTransportationSystemPlan.Theon‐streetrecommendationsfromthe
TrailsPlanshouldserveasthebasisfortheanalysisregardingnon‐motorizedmodesinthe

TSP.Additionally,designguidelinesshouldbecoordinatedbetweenon‐andoff‐street
facilities;
Routeprioritization.Generally,alignmentsunderpublicownershipshouldreceivethe
highestpriorityfordevelopmentwhilealignmentsnotunderpublicownershipreceivethe
lowestpriority;
Designguidelinesforon‐streetfacilities:
o Exceptincasesofhigh‐demand,allfacilitiesshouldbedesignedasshared
pedestrianandbicycletravelways;
o Thedesignofpublicstreetandtrailintersectionsshouldallowforsafecrossingof
pedestriansandcyclistsandmeetaccessibilityguidelines;
o Trailsshouldbedesignedtominimizecurbcuts;
o Trailsshouldbedesignedtorespondtoadjacentlandusesandaccess(e.g.,routes
adjacenttohigherdensitydevelopmentwithamixoflandusesmaymeritwider
thantheminimumtravelwidthtoaccommodatethehighervolumeofusers);
o Dependingontheavailablewidthoftheright‐of‐way,otherfacilitydesign
modificationsshouldbeconsideredsuchasreducingautomobiletravellanes,on‐
streetparkingandothertrafficcalmingtechniques;
o Trailssignageshouldincludethepostedspeedlimitonsharedroutes,aswellas
striping,paintedmarkingsorsurfacematerialchangethatcautionstrailusersof
approachingstops,intersections,curvesandothersituationswherespeedshouldbe
reduced.
Educationandawareness.TheCitycanhelpachieveitsgoalofincreasingwalkingand
bikingthroughincreasedpubliceducationthatpromotesuseofthetrailsystemasan
alternativetodriving.Additionally,signageandwayfindingwillhelpusersfindtrailsand
navigateconfusingintersectionsorroadcrossings.
Trailmonitoringandmaintenance.Trailusersshouldhaveaneasyandaccessibleresource
toreporttrailissuesorprovidecommentssuchasanonlineformmonitoredbyparkand

ThisreportsummarizesthecurrentstateoftheCity’sstreetnetwork,thelikelystateofthestreet
networkoverthenextfiveyears,andwhatstepscanbetakentoimprovetheoverallconditionof
theCity’sstreetnetwork.In2011,theoverallpavementconditionindex(PCI)was62(onascaleof
0‐100),downfrom65in2009.Atthecurrentfundinglevel,thecitywidePCIisanticipatedtobeat
54in2016.AsstreetsfallbelowaPCIof50(poorcondition)theywillrequiremoreextensive
treatment–suchasthickoverlaysandfullreconstructions–thataremoreexpensivethanslurry
sealsandthinoverlaysthatcouldbeappliedtoroadwaysinbettercondition.
Thereportpresentsfourbudgetscenarios,rangingfromthecurrentprojectedfundinglevel–of
$300,000overthenextfiveyears–to$18.7millionoverfiveyears(theamountrequiredtobring
thestreetnetworkintoGoodcondition).
In2013,theWestLinnCityCouncilvotedtoincreasetheCity’sstreetmaintenancefeeonall
residentialusersby75percent;witha5percentincreaseoverthenextfourfiscalyears.TheCity
Counciliscurrentlyconsideringwhethertoraisethestreetfeefornon‐residentialusers.(Cityof
WestLinn,2011)

Metro 2014 Regional Transportation Plan (RTP) Update
Between2010and2040,theregionisexpectedtohostnearly1millionnewresidents.Where
thesepeopleliveandworkandhowtheygetaroundwillhaveasignificantimpactonthelivability
oftheregion.Implicitinthe2040RegionalGrowthConcept(theRegionalComprehensivePlan,
whichprovidesdirectionfortheRTP)istheunderstandingthatcompactdevelopmentismore
sustainable,morelivableandmorefiscallyresponsiblethanlow‐densitysprawl,andwillhelp
reducetheregion’scarbonfootprint.Incomingdecades,theregionwillalsoneedtofindwaysto
accommodateapopulationthatisolder,moreculturallydiverseanddosowithdecliningstateand

RegionalFreight:PopulationandemploymentgrowthinthePortlandMetropolitanregion
(917,000newresidentsand587,000newworkers)between2010and2040isanticipated
tocontributetoanadditional$730billionintradedsectorgoodsandwillsignificantly
increasethevolumeoflocalfreightdeliveriesalongregionalandlocalfreightroutes.In
addition,thePortlandMetropolitanregionhasahigherthanaveragedependencyontraded

TheRegionalTransportationFunctionalPlanimplementsthegoalsandpoliciesestablishedinthe
2035RTP(improvedpublichealth;safetyandsecurityforall;attractionofjobsandhousingto
downtowns,mainstreets,corridorsandemploymentareas;creatingvibrant,livablecommunities,

Throughthestatewideplanningprogram’sTPR,theWestLinnTSPupdateneedstobecoordinated
withtheClackamasCountyTSP.ConsistencybetweentheCountyTSPandCityTSPisassumedif
bothplansare“consistent”withtheRTP.BeforeexplainingtheRTPrequirementsthatare
applicabletoboththeCityandCountyTSP,readersmaybeinterestedtoknowthedirectionthe

percent(percapitalightvehicleemissions)below2005levels,bytheyear2035.Findingsfromthe
PhaseIIreportindicatethatthistargetcanbeachieved;however,additionalinvestmentwillbe
necessary.PhaseIIoftheClimateSmartworkhasnarrowedthefocustothreescenariosthatcan
achievetargetedlevelsofGHGemissionsreduction.In2014,representativesfromtheStateand
acrossthePortlandMetropolitanareawilldecidespecificallyhowthistargetwillbeachievedand
willhavetodecidehowmuchshouldbeinvestedinpublictransit,howmuchrelianceisplacedon

followingstrategiesforlocalTSPs:
1. Wordchoice.Avoidcallingwalking,bicyclingandpublictransit,“alternativemodesof
transportation.”Everyoneusesatleastoneofthesemodesaspartofeverytrip.
2. Thequalityofpedestrian,bicyclefacilityandtransitservicematters.Toencouragemore
tripsbywalking,bicyclingandpublictransit,gobeyondminimumdesignstandardsfor

Transportation.Itspurposeistofacilitatecoordinationbetweenlanduseandtransportation

InterchangeAccessManagementPlans(IAMPs)arenecessarytoprotectthefunctionof
interchangesandtoprovidesafeandefficientoperationsbetweenconnectingroadways.
Localcomprehensiveplansshouldidentifyimprovementssuchas,channelization,medians
andaccesscontrolininterchangeareasaswellassourcesoffundingtoensuretheseareas
providethefunctionalitynecessarytosupportthestateandlocalroadwaysystem.The
designofurbaninterchangeareasmustconsidertheneedfortransitandparkandride
facilitiesandtheimpactoftheinterchangeonpedestrianandbicycletraffic.

Seekcosteffectiveexpansionofthecapacityofthestatehighwaysystemthroughthe
developmentofparkandridefacilitiesatappropriateurbanlocations.TheOHP
recommendsusingsurplusODOTpropertyforparkandridefacilitieswhereappropriate
andprovidingparkandridefacilitiesinurbanareasthataresafelyaccessibleby
pedestrians,bicyclists,andtransituserswhenfeasible.
