1. OBJECTIVE
This procedure has been prepared for the purpose of determination, collection, removal and disposal
of waste in recycled scrap ships (hulks).
2. WASTE MANAGEMENT AUTHORIZATION
There has been a special waste management and monitoring system established in the ship
dismantling area since 2004.
The Ship Recycling Association (SRA) has been authorized with the permission dated 23.03.2010
and numbered B.18.0. ÇYG.0.01.02-147/6033 for the detection and removal of hazardous substances
arising from the ships and their moving to and storage at disposal / recycling facilities and being
reported accordingly.
3. WASTE DETECTION AND VERIFICATION STUDIES
In the detection and verification studies;
National Waste Management Regulation
European Union Ship recycling regulations in line with environment and occupational health
Environmental and occupational health compliant ship recycling Hong-Kong Convention
IMO (MEPC-68/21: 2015) shall constitute the basis.
a. IHM report available ships
(EU) No 1257/2013 ANNEX-2 Hazardous Substances RESOLUTION MEPC.269 (68) (adopted
on 15 May 2015) Sections 1-2-3 are primarily examined by SRA waste management center
experts. In the examination of the report, ASBEST, PCB, Ozone layer damaging gases, Mercury
compounds PCN, FPOS & HBCDD-PBB & PBDEs cadmium and compounds Lead and Lead
compounds SCCPs polychlorinated n-alkanes (C10-C13) analysis laboratory results, (mg (kg
limit values)) quantities are verified on board, including the on-site quantity. It is recorded. IHM
report number and analysis results are given with reference to the realization report.
Fuel wastes (DO-FO-LO) are determined by Survey under the supervision of Customs Protection
Directorate. Oil and fuel wastes in IBC drums and drums are also included in the determination.
Survey report is prepared.
Detection of Ozone Depleting Substances is made within the scope of service contract of
authorized refrigeration company expert. Survey report is prepared. The detected gases are
collected. SRA is taken from the lines and delivered to the temporary storage area with a
document.
In hazardous waste realization works, materials containing asbestos on board are marked with '
Asbestos' by using red paint. Other asbestos-free insulations (glass wool-foam-chipboard-steel, etc.)
are marked in the same way.

PCB, PCN, FPOS & HBCDD-PBB & PBDEs cadmium and compounds Lead and Lead compounds -
SCCPs are labeled in the same way as polychlorinated n-alkanes (C10-C13).
b. Ships without IHM report
In the areas where potential wastes can be found, visual inspections are done first by Waste
Management Center and within the scope of Section 1-2-3 (EU) No. 1257/2013 Hazardous
Substances in Annex 2 RESOLUTION MEPC.269 (68) (adopted on 15 Mayer 2015In cases where
the asbestos examination of the insulating materials cannot be realized visually and suspected by the
expert, the samples taken are sent to the laboratories authorized by the Ministry of Environment.
In PCB, ODS, PCN, PFOS & HBCDD etc. determinations, Sampling can be done by considering the
age of the ship and built locations. Waste inventory report is prepared according to sampling results.
Potentially hazardous substances are identified as PCHM in the waste inventory reportDisposal of
hazardous waste is included in the inventory report.
Sample; Cables - Rubber insulations on cooling pipes, etc.

Wastes from scrap ships are stored in the temporary storage area of the SRA Waste Management
Center prior to shipment to licensed disposal and recycling facilities. The site has been granted
temporary storage permission by the Provincial Directorate of Environment and Urbanization.
According to the National Waste Management Regulation, wastes are separated into concrete and
sheet tanks and containers according to their types and hazardous waste is stored for a maximum of
180 days / non-hazardous waste for 1 year.
Cables, leaded batteries and mixed hazardous industrial solid wastes, contaminated soil, resulting
from dismantling operations are stored by facilities. Upon the request of the company to SRA, it is
taken from the facility with licensed vehicles and sent to the disposal / recycling facilities with

MOTAT (Mobile hazardous wastes follow system) under the control of SRA Waste Management
Center.
SRA Waste Management Center is issued ''waste receipt'' to the companies for each waste that is
accepted to the temporary storage area and shipped under its control.
The waste receipt includes the type, amount, date, waste delivery date and the ship's information to
which the waste belongs.
TRACKING SYSTEM OF DETERMINED WASTES
Wastes detected on scrap ships are tracked by SRA Waste Management Center with Waste tracking
tables. In the table, the company-ship name is determined / received waste type and amounts.
These tables are sent to companies by SRA Waste Management Center every 15 days and monthly to
Provincial Directorate of Environment and Urbanization.
Following the delivery of all the wastes identified on the ship to the SRA Waste Management Center
at the end of the scrap ship, a Waste Disposal report is prepared by the center to be submitted to
Aliağa Port Authority and Customs Directorate. The complete delivery of all wastes is required for
the issuance and approval of the report.
WASTE SHIPMENT PROCEDURES
The management of hazardous wastes is carried out by GFB (temporary activity certificate) and
recycling and / or disposal facilities that have been granted environmental permission by the Ministry
of Environment and Urbanization by means of vehicles with waste transport conformity certificate
(ADR). International dangerous goods transport documents(dangerous goods transport document)
are issued for each vehicle. TMGD (Dangerous Goods Security Advisor) is employed by SRA
Mobile Waste Tracking System is used by SRA Waste Management Center for the transportation of
hazardous wastes to recycling and disposal facilities.
Recording the information about each waste transport at the source, monitoring the waste loaded
vehicles while on the move and in this way effectively controlling the waste transport operations,
when and where they evaluate our wastes, the waste of the licensed carriers in accordance with the
authorized driver and the international transportation of dangerous goods, hazardous wastes within
the scope of the authorization of the licensed facilities in accordance with the legislation, license and
operating conditions.
Waste handling transactions are recorded online;
In case of emergency, all parties and emergency response teams are informed by the police,
gendarmerie, fire brigade, first aid specialists, and access to accident information and communication

Methods of transport of non-hazardous solid wastes
Waste management regulations Annex-3B and Annex-B analyzes are available and mixed solid
wastes are stored at the facility site. Periodically by companies, Hazardous Waste Transport forms
and the Ministry of Environment and Urban Planning-2nd Class (Municipal Waste and Non-
Hazardous Waste Regular Storage) has received environmental permission by the company is
