Navajeevana’s disability work was started in 1987 as a home-to-home rehabilitation programme with
Mrs. Kumarini Wickramasuriya (the Founder) and three female volunteers walking in search of
families of children with disabilities in and around Tangalla, to help them and educate them on early
identification, home-based care and prevention of giving birth to children with disabilities.

Our Mission: “To promote inclusive development by enabling and empowering persons with
disabilities to demonstrate their abilities and organize for self-advocacy, through consultative
community based interventions, and to prevent disabilities by facilitating community action through
education”
Since 1996, Navajeevana has been using community based rehabilitation (CBR) approach as a
strategy in designing interventions for rehabilitation of disabled persons complementing the
government CBR program in Hambantota and Matara districts (Appendix 1). Navajeevana’s multi-
disciplinary therapy services are offered at the resource centre based at Tangalla, and through
community level mobile clinics (covering Physiotherapy, Speech therapy, Audio testing, Supply of
assistive devices and fabrication of Prosthetic and Orthotic devices). Our consecutive three decade
journey records that, over 40,000 persons with disabilities were served. A team of dedicated and
passionate professionals has been developed through the years by the organization on a plan for each
client covering a full range of rehabilitation interventions required. Government has recognized this
effort and our network with international donor agencies are the support arm towards our mission.
Goal & Objectives: The organizational goal for the period 2017 – 2021 is “Persons with disabilities
are included in the development interventions in Sri Lanka” and the objectives that will contribute to
the goal are as below:
• Rehabilitation needs of persons with all types of disability addressed with high-quality
centre-based and community based interventions in the sectors of Health, Education and
Economic Development
• A Knowledge Centre on Disability Inclusive Practices established to facilitate interactive
learning among stakeholders in the sectors of Social Services, Education, Economic
Development and Health
• A revenue generation strategy developed and in operation to ensure sustainability of
Navajeevana operations.
Strategic Directions
• INSTITUTIONAL STRENGTHENING at all levels to ensure persons with disabilities participate
in the development process
• THERAPEUTIC INTERVENTIONS to help persons with disabilities to improve their abilities
• DISABILITY - INCLUSIVE EDUCATION to make children/young adults participate in the free-
education facilities of the state
• DISABILITY-INCLUSIVE LIVELIHOOD DEVELOPMENT to build capacity of persons with
disabilities and their family members in income generation (self-employment/ employment) and
expenditure management
• ACTION-BASED ADVOCACY to ensure the rights of persons with disabilities are respected and
their needs are addressed
• SOCIAL MARKETING to strengthen Navajeevana capacity to educate and facilitate the process
of rehabilitation and empowerment of persons with disabilities
We have been an implementing partner of mega projects of international donor agencies such as
USAID, European Union, Plan International, World Vision, Save the Children, BasicNeeds and
Motivation. Using Navajeevana’s practical experience gained over two decades and having a strong
field based programme, presently Navajeevana is working together with the National and Provincial
Departments of Social Services, as a good strategy to address the identified development challenges
faced by persons with disability. Navajeevana presently work with SSOs, volunteers, self-help groups
(SHGs), Disabled People’s Organizations (DPOs) and practitioners, to further strengthened their

practical involvement in the establishment of a cost-effective stakeholder platform ensuring the
disability inclusive development.

Navajeevana Resource Pool: Navajeevana is a Knowledge Centre for Disability Inclusive
Development, which has a team of 55 staff members with a majority with experience, knowledge and
skills in a range of fields. Their hands-on experience combined with academic qualifications, has
added the value to the organisation in all aspects of community based rehabilitation of persons with
all types of disabilities. Navajeevana Board comprises of experts and entrepreneurs in different fields
of development – Disability, Community Development, Livelihood/Small enterprise development,
Media, Finance and Administration, Development research, etc. The Board members are also active in
the operations of the organisation to transfer the skill and knowledge to the staff and also in social
marketing and consulting aspects as a measure to generate revenue for the organisation. Following

Consumer Advocate who led the consumer movement in Mental Health in the
capacity of the First Country Programme Manager for BasicNeeds Sri Lanka)
• Nirmi Vitharana (Former Programme Manager of CBM Sri Lanka, a researcher and a
development practitioner who is also a disability rights advocate and facilitator in
many fora on human rights)

It is estimated that about 10% of the
population of the Southern Province has
a disability. What we need to do is to
bring them forward and integrate them
into society.
How does one begin an enterprise?
How do we do it profitably? What do
we do with the profits? We discuss all
that at this workshop. We started
holding this workshop last year before
disbursing the grants. Navajeevana
was the main resource for this. We look
forward to continue to use this
assistance, with rehabilitated people
with disabilities as resource persons.

It’s been a huge experience for us. In
the rehabilitation of people with special
needs there were many areas in which
our knowledge was lacking. When we
worked with the Navajeevana officials
we were able to gain the knowledge they
had and apply it practically. It was an
