The New Westminster School District will soon get new administrative offices, thanks to a land deal in Queensborough.
The school board approved the $2.3-million sale of a 2.2-acre vacant property on Duncan Street at its Tuesday night meeting.
Trustee Casey Cook predicts it will be enough money to cover the cost of a new building on the John Robson Elementary property.
“I really like the location, in that it keeps the board offices close to a transit hub,” Cook said on Wednesday.
The specific location and design of the building are still in the works, but Cook said it will be a standalone structure.
However, he said it will be added to the contract with Yellowridge Design Build Ltd., the company building both the elementary and middle school.
He said it’s reasonable to expect the board building will be complete around the same time as the middle school.

Transportation Minister Todd Stone says the City of New Westminster’s call for tolls on a rebuilt Pattullo Bridge may be problematic.
New Westminster council came out Wednesday morning in favour of replacing the aging bridge with a new four-lane replacement – but
only if it’s tolled to help control traffic volumes.
The minister was asked if that would violate the province’s promise when it built the new tolled Port Mann Bridge that the Pattullo would act as the free alternative.
“If it was to be tolled, that would seem to be contradictory to the provincial tolling policy, which does provide for a free alternative to new tolled structures,” Stone told reporters in Victoria.
Stone has committed to reviewing the government’s tolling policy and
it’s not yet clear if that might open up options for universal bridge tolling advanced by some Metro mayors.
He said the province is urging the federal government to contribute to the Pattullo replacement – arguing it’s of national significance due to its role in goods movement – but added tolls could be a roadblock.
“The feds have not tended to invest in projects that end up having
tolls on them.”Stone was non-committal
on whether he backs New Westminster’s preference for an $850-million, four-lane Pattullo, Surrey’s call for a $1.2-billion six-lane replacement or a refurbished existing Pattullo.
He said he expects Metro Vancouver mayors to make a Pattullo replacement recommendation to him as part of the regional transportation plan they are working on to underpin a referendum on new TransLink taxes.

So: Was it a good deal?
Did the city strike a good deal with its sale of the Merchant Square office tower?
Depends on what you want from your city.
First off, the sale is a wash. Meaning, taxpayers won’t be left on the hook for any debt that isn’t covered by anticipated revenues. Outstanding is about $5 million, which the city says it’ll pay off over 20 years with revenues from the project’s parkade.
Could the city have got more money for the office tower? You bet.
It sold for $266 a square foot. In January, the six-storey RBC building at the corner of Sixth Avenue and Seventh Street in Uptown sold for $472 a square foot ($32.4M for 66,700 sq ft). And we’re talking a building that is 15 years old, and nowhere near a SkyTrain. So Joe Segal and Suki Sekhon got a sweet deal with the office tower. Once it’s leased, they might be able to sell it for $50-60 million.
But do you want the city taking that risk? What will the commercial real estate market do in the next two years?
As the city puts it, their goal wasn’t turning a profit. One goal was to stimulate Downtown as a centre of employment, in this case a tower to house about 500 employees. The tower will generate $650,000 in property tax annually once it’s leased.
Significant benefits, that should continue to bear fruit. The mayor says what’s most exciting is what happens next.
So there’s the difference. Would you prefer the city had held on
to the tower, keeping its cards on the table, with hopes of a big windfall? Or would you rather they did as they did—recognize when they’d won the game, and not push it, and risk losing it all?

“The City of New Westminster really has to come to the table with a clear plan on what they intend to do to decongest their own road network,” Stone added.
“There’s no point in building a new structure that would then just take motorists into a wall on the New Westminster side.”
The province has offered one third of the cost of a new bridge, although New West Mayor Wayne Wright said the provincial grant should instead go for rapid transit in Surrey.
Wright said a larger untolled bridge would only increase New West traffic congestion,
which he said is already up due to motorists avoiding the tolls at the Port Mann.
“There is a need to respect New Westminster’s established urban and historic context in the design of any new facilities,” Wright said.
“Freeway-style on- and off-ramps are not an option in New Westminster’s highly urbanized context. It would be impossible. We have no room without restructuring neighbourhoods and streets.”
New West is also asking the province to connect the South Fraser Perimeter Road (SFPR) with the Port Mann Bridge. Currently, traffic destined for Burnaby, Vancouver
or Coquitlam must go 21 kilometres out of its way to the 176 Street interchange to connect to Highway 1 and the Port Mann.
Having a South Fraser Perimeter Road direct link to the Port Mann would “promote regional truck traffic traveling where investments have already been made,” said Wright.
New West Coun. Jonathan Coté said paying an extra $350 million to build a six-lane bridge makes no sense, especially if it were tolled, as studies indicate a toll would cut daily traffic from 75,000 to 50,000 crossings.

reiterated her city’s support for a six-lane bridge and said tolls on the Pattullo can only come as part of a regional tolling scheme.
“I do not support tolling individual pieces of infrastructure,” Watts said. “There needs to be a fair and equitable system put in place at a low rate.”
New West council still likes the idea of a new bridge on a different alignment between North Surrey and Coquitlam’s United Boulevard industrial area, which would see much traffic bypass New West, along with retaining a refurbished two- or three-lane Pattullo.

The City of New Westminster’s sale of the Merchant Square office tower is a relief to many at city hall.
This week the city announced 777 Columbia, a joint venture of two well-known tycoons, Joe Segal and Suki Sekhon, purchased the building for $36.5 million.
“[The price was] in the ballpark of what we always said it was worth,” said Mayor Wayne Wright during a briefing at City Hall on Tuesday. “It was tough, hard slogging. The price is right.”
Property tax revenue from Merchant Square will help pay
operating costs for the Anvil Centre, said Wright.
And the office tower will also meet one of the city’s primary goals—creating jobs.
“This shows where this city is going. The last 12 years is going to pale to what’s going to happen,” said Wright. “This building was one of the
most important pieces of the puzzle.”
The city’s budget to build the tower was $30 million. Of the added $6.5 million it will receive a $4.8 million cash contribution for access to up to 137 parking spaces for office tenants.
The city’s cost to build the parkade is $12.5 million, and it will retain ownership of all three levels.
Segal and Sekhon provided a $5 million deposit when the deal was signed last month. They’ll pay another $6.25 million when the sale closes Dec. 30. The balance will come due when the building is either 75 per cent leased or by Dec. 30, 2017, whichever comes first. The city will also get interest on what’s owed.

The Merchant Square office tower (right) sits atop the Anvil Centre, the city’s new civic centre. The entire project is expected to be complete mid-June. The purchaser of the office tower will pay for ‘fit-out’ of the office space once tenants are secured, the city says.

New Westminster police are looking for two suspects believed to be responsible for more than a dozen robberies in the Lower Mainland.
The pair are suspected of robbing a fast food restaurant in the Royal City Centre Mall on Feb. 21 around 9:30 p.m. The two armed men told the lone clerk to lie on the floor while they took more than $2,000 from the cash register.
Surveillance cameras caught their images. One suspect is South Asian, in his early 20s, clean shaven, about six feet with a stocky build and wearing a black hoodie with
“bad boys” in large gold letters. The second suspect is a clean-shaven Caucasian about the same height with medium build wearing a black hoodie and black track pants.

A structural assessment needs to be done before a large industrial public art piece can be put up in Westminster Pier Park.
The proposed sculpture, which features four freight train containers forming two giant V shapes, is to be part of the next round of Vancouver Biennale shows, which last year New Westminster council agreed to participate in. It’s the creation of well-known Brazilian artist Jose Rensende, who is said to have been inspired by the nearby train track.
It’s supposed to go on the vacant east end of Pier Park, but city arts commission chair Coun. Bill Harper said the city has yet to determine if
the pavement and piling at that end of the park can sustain the weight.
“If it could support it we’d put the rail cars in there tomorrow,” said Harper, who is a fan of industrial art and believes Pier Park is a perfect place for it. “It was a huge industrial site with hundreds of workers.”
If the current pilings aren’t able to hold it another location in New Westminster would be found for it, said Harper.

I’ve never put much stock in the “predictions” of six more weeks of winter, based on whether or not a groundhog in Ontario or Pennsylvania sees his or her shadow.
However, maybe those little creatures are right (at least for this year).
Winter is holding on with a vengeance, not just in the B.C. Lower Mainland but in most other parts of North America. Cold, snow, ice and blizzards in the most unlikely places, such as Georgia and North Carolina, continue.
Out here in Langley, we’ve had two weekends in a row with snow, after months of our more usual green winter.
Temperatures have also been cool for much of 2014, and there has been less rain than usual, which was most welcome.
But with snow in late February and early March, spring is definitely on hold for the moment.
Daffodils will not be bursting
into flower any time soon.How many people are actually
thinking about cutting their lawns?
Not many, I suspect. Yet many people often give
their lawns the first cutting of the year in mid-March.
Perhaps the weather will improve and they will get that chance, but at this juncture, that seems unlikely.
This Saturday night, we will make the switch to daylight saving time, to allow for more evening light.
Yet will that extra hour of daylight in the evening hours be used for outdoor activities if the snow returns, or if temperatures remain low?
We in B.C. are pretty spoiled when it comes to weather, especially when compared with the rest of the country.
Our winters are shorter and much milder than what is experienced on the Prairies and in Eastern Canada.
But we still live a long ways north of the equator, and we get much of our weather from the Pacific Ocean, including the North Pacific, where it is very cold.
We should not be surprised when we get extended cold weather or occasional snowfalls.
Yet such weather is much more acceptable in December and January than it is in March.
We want to have warmer temperatures, to see flowers starting to come out and to have the anticipation of warmer weather for months to come. Thus far, that is not happening.
While some people say the cold weather that has taken place across much of North America puts the lie to any claims about
global warming, I’m not sure I would go that far.
At the same time, I’m not sure that any scientific model can correctly predict what future temperatures will be.
History shows us there are ebbs and flows in climate, and there are also long-term trends toward warming and cooling which have happened on numerous occasions in the past.
No matter what you think about global warming or the lack thereof, we do need to be concerned about carbon emissions, if only because too much carbon dioxide has been shown to have a damaging effect on the upper atmosphere.
One thing is for sure. Groundhog Day predictions of six more weeks of winter proved to be uncannily accurate this year—even here in balmy B.C.

The last 60 years of transportation design have been about getting young, mobile people to work. Now may be the time to find a way to make transportation safer and more usable for seniors.
Before, no one cared about washrooms at SkyTrain stations, truly accessible bus stops and buses or other services that would make it easier for older people to give up the car and take transit. Before, nobody worried that our street lighting, signage, even our drivers’ licence system was inadequate for use by older people whose eyesight may be failing, whose reflexes are slow but who may still have a clean driving record.
Before, no one cared that suburban living doesn’t support seniors, who may become isolated at home and dependent on government or volunteer services to get around. Now, though, as the grey tsunami begins to overwhelm public resources, it may be time to care.
The evidence is clear that transportation is inadequate for vulnerable, less mobile people. HandyDart is overwhelmed by people who need door-to-door service, so it’s time to take another look at how this service is used. Last year, there were 42,418 service denials and that’s just the tip of the iceberg. It’s time to take another look at how service to the most vulnerable is delivered.
The evidence is also clear that our driver’s licence system is inadequate for older drivers. Although most stay off the road in risky periods, studies find the crash rate for people 70 and older older is similar to the crash rate of new drivers (those ages 16 to 24).
It’s time to take another look at how our drivers licence system works. And it’s also time to look at how our transit system works for seniors, so we can keep our moms and dads safe, secure and healthy, and so it will be ready for us one day.

Hyack is such an obvious anachronism. As a Vancouver Island small town protege, I always looked up to New West as a community that bred champions in many endeavours.
Never did I imagine I’d encounter petty bickering organizations wasting taxpayer money suing each other, and clinging desperately to past practices that are so yesteryear. I never thought I’d be lecturing New Westminster.
Times have changed, people. Parades and beauty pageants are so 1958.
That was before colour TV and the Beatles, not to mention rock festivals, the Internet, and multicultural festivals. There is such vitality in the diversity here today, unrelated and knowing nothing about that past.
There are so many sources of fun and entertainment here capable of being provided by the very people who live here. Lynn Radbourne’s ambassador program makes obvious sense.
Can we convene a
short temporary parliament of community members, put them in a room and have them stay there until they agree on a program, and then let’s get on with it? A lot of fresh ideas will come out of this.
I suggest an assembly of spokesmen drawn from high school, colleges in the community, a few professionals, business owners, and municipal politicians. Eighty per cent of these people should be under 40.
The various organizations who are volunteering to put on festivals throughout the year each have 30 minutes to present their program.
The assembly then debates
the merit and demerits until it chooses which groups and which programs would be the most appealing to the community over the coming 10 years.

Qayqayt elementary, under construction just off Royal Avenue at Merivale and Agnes streets, is slated to open in September.
In April, the portables at John Robson Elementary will be removed to prepare the staging for construction of a new middle school on the property.
Anticipated opening for the middle school is September 2015. Cook says the board offices will open around that time.
“We know what our needs are,” Cook said.
“[The cost] has come within that amount. It’s doable.”
The best part, he added, is that the
school district will save the $700,000 annually it has spent to lease its building at Columbia Square.
“We will be able to take that $700,000 and plow it back into education,” Cook said. “It’s a strategy that keeps on giving.”
Middle school name may be ‘Fraser River’
Fraser River Middle School is the top choice for the name of the new school. A report to the board said 15 respondents liked Fraser River, 13 preferred West Side, six didn’t like either and two preferred other names such as Hillside, Hilltop or West Fraser. A decision is expected later this month.

springtime saw serious fl ooding. Basements fi lled, streets were running with water, and cars were left to fl oat and sink.
One day, I walked past a junk yard and saw, what I
thought, was a relatively normal car.
What’s it doing here? I thought.Apart from a couple of scratches on the outside
and some moist seats, the vehicle seemed roadworthy. I immediately asked about the car. I was told that it was found full of fl ood water. Its previous owner wanted nothing to do with it. I bought the car for a couple hundred dollars. I didn’t even have to register it in my name.Originally, I had no intention of doing what I did. I wanted to sell the car for parts. But, the engine still worked and
the vehicle could get a person from A to B.Suddenly, I had an idea. Since the car looked fi ne on the outside, no one had to know its real history. I was a genius.After a night in the garage with a heater and a little scrubbing, I posted an ad on Craigslist: “2004 black Toyota Corolla for sale. No longer need, bought new car. No room in garage – need to sell ASAP!!! Few scratches, otherwise in great condition. Call
cell and we’ll talk price.”Thirty minutes later I got a call from a sixteen-year old kid – a little younger than my son. We decided to meet at the local mall at about 6:00. I wonder if his parents knew what he was up to.I arrived at 6:20, telling him I was in a great rush as I had to pick my son up from soccer practice. Turns out he played, too. After some soccer gossip, we got down to business.I knew that a kid his age just wanted a ride to show off to his friends, so we spent little time on
the details. I told him the car was in perfect condition and was never in any accidents. “No problems as far as I know,” I said. The kid was sold. He trusted me. I never gave him my full name, and he never gave me his. He gave me the cash, I gave him the car. All was good. I was on my way.A few days later, I saw a TV program that talked about fl ood damaged vehicles. Apparently, fl ooding can damage the computer systems, which control things like the brakes and steering. And fl ood vehicles can’t be registered or insured. Who knew? Luxury wheels at just the light priceMALAGA, SPAIN - It might be winter here but it’s always nice to look forward to warmer days, filled with sun and clear roads. To get a sneak peek at what better weather looks and feels like, plus get a chance to drive the all new Mercedes GLA250 and GLA 45 AMG, the advanced drive program was held in Malaga, Spain. The GLA is built of the same plat-form as the hot, new CLA sedan that arrived last fall. Developing it into a taller, more practical small SUV is perfect for young families or couples that want the same underlying goodness that is in the CLA but with standard all wheel drive (AWD) and ease of use. Pricing has not been confirmed but when it arrives this fall, expect the same aggressive pricing that the CLA delivers. That car starts at $33,900 but with AWD comes up to $36,800.
LooksThis new GLA is not as tall as the B-Class, which also shares the same platform, and not nearly as low-slung as the CLA. The GLA has a less aggressive front grille
and stance, plus smaller wheel sizes compared to the high performance GLA 45 AMG version that sports 19-inch wheels compared to the base 18-inch wheels, but even the base model can get larger wheels as part of the Sport Package.The small, more aggressive touches and the lowered sus-pension do make the AMG look sportier and more purposeful but the stan-dard GLA with the optional 19-inch wheels is a head turner too.
InsideThe dash of the GLA is almost identical to both the CLA sedan and B-Class hatchback. There is a prominent screen mounted high in the centre of the dash, like an iPad application. The rest of the dash is sporty and functional thanks to stylish jet engine inspired air vents that
do a great job of directing air flow to just the right location. The centre cluster below the screen is very straightforward and easy to master. The biggest difference between the base model and the 45 AMG are the seats. The base comes with faux leather 12-way power seats that look and feel very good. Leather
is optional plus the seats are more bolstered. The AMG gets upgraded seats as standard equipment but race inspired Recaro seats are part of the Exclusive Package and look superb, thanks to aluminum accents and chunky side bol-sters. Other differences include a centre-mounted shifter in the AMG, where the base 250 gets the more practical column mounted gear se-lector, which frees up much needed storage in the centre of the car. Speaking of space, the back seats are much more practical compared to the CLA sedan thanks to a high-er roof, bigger back windows and much better outward visibility. The cargo area isn’t huge at 1235L but the rear seats do split and fold for additional cargo capabilities.
DriveThe base GLA 250 comes with a 2.0L turbocharged direct injection 4-cylinder with a healthy 208hp and 258 lb.-ft. of torque, the same as the B-Class and base CLA. There is plenty of acceleration and cruis-ing on the highway is effortless.
Driving through the mountain can-yons back from Granada to Malaga was a real treat. The countryside is rustic and beautiful and the twisty roads sublime. The base GLA never set a wheel wrong and the 7-speed duel-clutch automatic can be left in economy, sport or manual for each driving situation. All GLA models come with standard AWD and this system can detach the rear wheels and drive in FWD for better econ-omy but switches seamlessly back when more traction or cornering capability is required, plus Dynamic Cornering Assist applies just a small amount of brake force to the inside wheel when cornering to aid in the process. The 45 AMG takes things to a completely new level. The 2.0L 4-cylinder is hand assem-bled and pumps out a whopping 355hp and 332 lb.-ft. of torque. The 7-speed transmission and AWD system have been adapted by AMG to deliver a go-cart like drive that is so reassuring and potent that it makes the driver look and feel fantastic. Cornering is effortless and the bigger wheels and lowered suspension give great feedback but it is not jarring.

Until it’s paid off, the city will hold the mortgage on the building.
When the office tower is full, the city anticipates $650,000 in property tax annually and another $400,000 in utilities. The city also plans to lease a 6,000-square-foot space on the ground floor off Eighth Street for a restaurant and another 800 sq. ft. for a coffee shop across from the SkyTrain entrance.
City officials said the goal of building the office complex was to generate jobs and property taxes and not to make a big profit. No tenants for the 137,000 square feet of office space have signed on.
“The value in office buildings is on the
income side which is the leasing. We’re not assuming that risk of holding the building and its operating costs in order to eventually realize the income,” said Lisa Spitale, the city’s chief administrative officer.
The city hopes the office complex will put 500 extra people Downtown. Coun. Bill Harper said the plan was always to use the Development Assistance Compensation (DAC) from casino revenues to not only pay for a civic centre but to leverage it for a tax-generating office tower that would boost the area’s economy.
Two years ago, the city decided to go it alone on the project when Uptown Property Group pulled out of a tentative partnership. The city did it to keep control and also because
the DAC funding required completion of the Anvil Centre by December 2013.
But Spitale said by November 2012 the construction schedule started “trending beyond December 2013.
That caused a whole lot of fun for us. We went to the province about the likelihood of an extension. We didn’t know if they were going to allow this because previously they had not allowed this.”
But the province said OK as long as the project finished by 2017 and there were no changes.
Former mayoral candidate James Crosty led a petition campaign calling on the city to hold a referendum on the decision to borrow money to finance construction of the office tower.
He said news of the sale made him
“pessimistically optimistic.”
“For me the city has dodged a bullet by making the sale, which is a good thing. At the end of the day we needed to sell it because of the potential cost to the taxpayer,” said Crosty. “I would suggest the buyer got a pretty sweet deal.”
He still worries that the city continues to hold a mortgage on a commercial property with no tenants. And he’s suspicious the closing date for the sale comes after the November civic election.
“Segal is a respected business person, he’s got a huge portfolio, I don’t know why we have to mortgage this for him,” said Crosty.
The city said Anvil Centre should be complete by June.
A “soft opening” should follow, with a grand opening and launch of programs in fall.

A temporary Bailey bridge will replace the one shut down following a maintenance check on the weekend.
Mayor Wayne Wright said the latest cracks in the one-lane bridge across the Brunette River are beyond repair.
So the city was working with the provincial Ministry of Transportation to find a temporary Bailey bridge to put in its place. And Tuesday, Wright said it appeared they’d found one in the Fraser Valley.
“We have sourced a second Bailey bridge to give us time to figure out what has to be done,” said Wright.
New cracks in the structure were found during a maintenance inspection Sunday. A year ago, engineers found two splits in the bridge’s trusses and they took almost two weeks to repair. After the repair, heavy truck
traffic was banned, with the maximum load weight reduced to 15 tonnes from 48.
Wright said the engineers believed the bridge had another 18 to 24 months of life left, but heavy trucks ignoring the ban have shortened that time frame.
“We can’t stop bigger trucks from going across it,” said Wright.
He estimated it could take as long as four weeks until the one-lane temporary bridge is in place.
New Westminster and Coquitlam have had a heated debate about replacing the bridge. Coquitlam wants a permanent two-lane structure. But New West says that would only worsen congestion at the intersection of Braid Street and Brunette Avenue.
