In terms of Chapter, 4.8, S. No. 09, of Book of Financial Powers,sanction is hereby accorded to the constitution of following SurveyCommittees for Fire & Emergency Services, J &K, to Surveyl examine thedepartmental vehicles, equipment, MT, obsolete stores, damaged by thefloods or by way of normal wear and tear and give their recommendationsabout disposal>

The committees shall interalia satisfy themselves with regard to thefollowing conditions>

1. Whether the store items/ vehicles have outlived their prescribed lifeor covered prescribed mileage and hav~ become unserviceable afterfair use,

11. Whether the store items/ vehicles huve been fully damaged due tosubmerge in the floods and became unserviceable,

111. Whether the store items/ vehicles are beyond economical repairs,IV. Whether the store items/ vehicles have not become unserviceable

due to negligence on the part of the officer/officials incharge of thestocks, stores/ Custody etc. and whether the store items and decayedare not result of the system failure in the maintenance of stores,

v. Whether the condemnation to be recommendec is strictly as per theprovisions of the Financial Code.

These Survey Committees shall make appropriate recommendationsto the Director, Fire and Emergency Services, J&K. Consequently theDirector, Fire and Emergency Services, J&K, will forward the scrutinizedproposal to the Administrative Department, with recommendations forissuance of Condemnation orders to be followed by Public Auction.
