• Literacy rate for English, common language is only 30% of population

• Citizens cannot communicate and cannot work together

• Result in lower production rate

• The government has only set aside 7% of its annual budget for education

• Not enough to support education

• Result in less educated workforce

• No bonuses or incentives for the teachers to teach
