Opening Testimony

Provided oral restimony Mr. Santos is the Chairman of the Board for the Port Authority. He stated that he knows Mr. Calvo as a friend and public servant. Mr. Santos stated he· believed in Mr. Calvo· s management. skills. leadership. and experience and furthermore, he stated he believed that Mr. Calvo would be a great help to the Board and projects of the Port. Mr. Santos closed by humbly asking for the Commitlee to support the confirmation of Mr. Calvo.
,larriesl\{arqu<ez Provided oral testimony Mr. Marquez stated he is a brother-in-law of Mr. Calvo. He spoke about Mr. Calvo's family background and described Mr. Calvo as being humble. respectful. religious. and a civic l.cader. He stated that he believes Mr. Caho has the management skills to become a board member. He also stated Mr. Calvo is dedicated to his work. loyal. persistent. a team player and that these are attributes that make him qualificd for the hoard when it comes 10 the making decisions that will impact the island. He asked the Committee to suppmt the confirmation of Mr. Calvo.
I):ile AJ\tu-ez Mayor of" Santa Rita Provided oral testimony Mayor Alvarez emphasized l'vfr Calvo·s character as a hard-worker, with detem1ination. and the willingness to give back to the community in anyway he can. which is a great asseL Mayor Alvarez stated that more important]} because Mr. Calvo's a resident of Santa Rita, he remembered Mr. Calvo when he came to his ollice to offer his help to the community despile their politica! dillerences. Because of this. Mayor Alvarez stated he believes Mr. Calvo will display the same enthusiasm and energy he did. when he was the chairperson for Chamorro Land Trust Commission. Mayor Alvarez then stated Mr. Calvo possesses the qualities or kadership that arc important in making sound and reo.ponsible actions and decisions and Mr. Alvarez asked the Legislature to folly support Mr. Calvo.

Mr. Simson stated this began their friendship and now they arc like brothers. Mr. Simson then proceeded to read an article written in 2001 when the Guam

Question, Discussion and Answer
Senator Tom Ada disclosed that Mr. Calvo is his first cousin. He then stated he wantc:d to claril~ items on Mr. Calvo's attached resume' under employment profile because it showed that from the year 2008 to present. Mr. Calvo was the Cbaim1an for Chamorro Land Trust Commission (CLTC). Senator Ada asked if that was accurate?
'1r. Calvo answered no.
Senator Tom Ada asked if Mr. Calvo·s tenure ended in 2012.
Mr. Calvo answered yes. (He then interrupted Chairperson Ada and reminded him that he was not given the opportunity introduce himself to the Committee)
Chairperson Ada apologized for his oversight and yielded the floor to Mr. Calvo.
Mr. Calvo then introduced himself to the panel and thanked those that supported him. He stated that he worked hard and is always out in the conu11unity giving a helping hand. He farther stated that it took him three times to think and really consider this nomination because he docs not want to go the same process that he has gone by the previous Chairman (when he was re-nominated as a member of the CLT Board and referring to Sen. Ben Pangelinan). Mr. Calvo stated Senator Pangdinan told him that the Committee recommended not to put his nomination on the floor because there were not enough votes and that he did not want to embarrass him. Mr. Caho then stated that he insisted that he was willing to take the chance. Then. Mr. Calvo stated that he ask.:d to see the Committ.:e Repo11 but Sen. Pangelina11 deni.:d the requ<:st Mr. Calvo stated that he bad lo resort to the Sunshine Act and he stated he lound out only Sen. Pangelinan was against him. Mr. Calvo !hen stated that as a veteran and a Chamorro, he did not foci he deserved this lreatmenl. He stated this is important for him and he emphasi?ed it now because he may not have a chance anymore and that he wanted to put it on the record.
Senator Mccreadie stiled that he has known Mr. Calvo for a while and everything his supporters said resonates. He further staled Mr. Calvo is passionate of what he wants for tbe future and the Legislature should give him the opportunity to have a day in Legislamre. Lastly. Senator McCreadic stated he will support Mr. Calvo·s nomination.

Senator Duenas began by telling the panel he was the Director of Land Management when Mr. Calvo was leading the CLTC and he further stated that he was proud of Mr. Calvo. Senator Duenas continued. stating. there were some unpopular decisions such as lease payments and he remembered walking into the oflicc and no one would talk. Ile stated Mr. Calvo took charge of these issues and helped to hold the Trust intact. Senator Duenas stated that because· of his experience with Mr. Calvo. he certainly would give his vote for his conlirmation.
Senator Tony Ada stated for the record that Mr. Calvo is his Cncle. Ile further gave his hat off to Mr. Calvo cause he came back before the body. Senator Tony Ada then explained thal it is an injustice for anyone who came before this body for confirmation to ha\e !heir packet held in Commiltee and be stated that one individual should not have the power to decide for the entire body. Senator Ada slated it look away [Mr. Calvo"s] right and (the body"sj righ1 to vote. He closed by stating he is glad hL' is back again and that Mr. Calvo would have his full support and vole.
Senator Morrison thanked those who provided testimony and stated he is inspired by Mr. Calvo's willingness to serve on Boards or Commissions. Senator Morrison stated that he believed with !Mr. Calvo'sJ experience. he will have the ability to navigate to Port's complex issues. Senator Morrison stated Mr. Calvo '.vould have his full support.
Chairperson Tom Ada asked Mr. Calvo how he will lit in and contribu1e to the policy making role the board is responsible for?
Mr. Calvo answered that he went to the Board meeting the previous week and he stated he admits he has to learn more about the Port" s sysr.:m and management functions. He further stated it is premature for him to say he can do this and that. [le then stated when he was the Director for C LTC he travelled around from noiih to south and his plan for the Port is to visit every department and see what are the weaknesses and how he can help. He further stated that if given the opportunity to serve. it would be an honor.

Ann Marie Arceo, a teacher at Hurao Academy stated she \Vas representing various Guam cultural organizations. She stated she has known Mr. Calvo since 2006. She further stated that in God's grace Mr. Calvo has been instrumental in assisting and identifying land needed for Guam's children to continue the preservation of the island's culture. She sta!e<l she supports Mr. Calvo and she will he disappointed in loosing him. She then stated Mr. Calvo· s heart is giving and assisting and if God so willed for him to si:rve in another capacity all in the name of giving; then she accepts the di:cision. She further stated that Ms. Joanne Brmm will be blessed to have Mr. Calvo on the Board. Lastly she said in God's grace she thank him for gi\·ing her the opportunity to give favorable testimony. *The Chairman would like it noted that Mr. Calvo was given several opportunities to explain what be thought be could bring to the Port Autboritj's Board of Directors, but Mr. Calvo instead chose to explain the circumstances of a previous appointment to a separate entity unrelated to his appointment to the Port.

l am grateful to have met Mr. Calvo during my time of need. His courteous attitude and patience in handling my specific issue has proven himself to be of good character and spirit. l am providing favorable testimony for the confirmation of Oscar A. Calvo to serve as a member
of the Jose D. Leon Guerrero Commerci.al Port.
I have had the opportunity as the Assistant Director for Soil and Water Conservation at the University of Guam (UOGJ from 2008 to 20!0 to work with Mr. Calvo during his tenure as the Chairman for the Land Trust Commission ( CLTC). Mr. Calvo recognized that the Cl TC did not have the staff resm1rces or the in-house capability to address the much needed review of the CLTC lease programs. He partnered with UOG and entered into a Memorandum of Understanding to bring additional technical resources and expertise to assist the Commission in addressing deficiencies within the Land Trust programs. During bis temL Mr. Calvo initiated and in-depth review of Cl TC agricultural and commercial leases to deterllline if the lease prograllls were being properly implemented and also determine if recipients of CLTC agricultural lands or the commercial lease holders of hmd trust properly were properly abiding by lease requirements.
This was the first time since the creation of the CLTC that this type of work was undenaken to
insure the accountability of the agricultural land lc<Jse programs and actually have CLTC leased properties inspected and a:,sessed to determine compliance. The unfol1unate reality as a result of this assessmem initiated by Mr. Calvo and bis Board Members is t!mt a signific«nt number of CL TC lands were uot being used for their intended purposes and a number of commercial lease holders were also substantially delinquent for many years in paying the Land Trust their lease payments,
Mr. Calvo did not find these practices acceptable and was moving forward with addressing and
enforcing complianc.: standards and accountabiiity of Cl TC recipients that were abusing Land
Trust properties. Mr. Calvo also initiated the development of proposed Rules and Regulations for
the lease of commercial Lm1d Trust properties to insure the equitable and stm1dardizcd
administration for CL TC commercial land leases. These Rules were forwarded to the Guam
Legislature for action. The significant steps taken by ML Calvo during his Chairmanship of the
CLTC had not been made prior to his term or since the completion of hi» term with the
Commission,

My name is Henry Simpson and I am here to testify on behalf of Oscar Calvo for a position on the Board of Directors of the Port Authority of Guam.
1st met Oscar late 1960's, after arriving in Guam & working in a motorcycle shop. Co-works took me to the Track in Apra Heights. They told me, that is Mr. Calvo's land and he always lets us ride.
Over the years Oscar and I became good friends and his Mom & Dad, Herminia & Jose Calvo made me and many others riders feel like part of their family. Oscar always made me feel like a brother.
As a little back ground on Oscar and his family I would like to read to you an Article that was written in 2001 when the Guam International Raceway in Yigo was opened and the off road portion of it named after his parents. It is titled "Where it all Began"
Oscar is a wounded Vietnam Veteran. He was blown out of a 25' guard tower during combat. Oscar retired from GTA with an exemplary record. Has been an active member of the community- CLTC Board member.
His family has asked him to assume the roll of family leader and spokesmen to negotiate any family business. Oscar has many brothers and sisters and his ability to facilitate and enable them to work together is one of his many skills that will make him a great board member for PAG.
Lastly he is an outstanding cook!

Before Smokin Wheels, before' the Guam Racil)g Federation, before people even began to recogniie Guam's potential as a venue for motorsports, there was a core group of motor enthusiasts - and there was a local couple who let them ride bikes on their land. If noffor the good will of that couple, Herminia and Jose Calvo, the racing events of August 4 and 5, 2001. might never have been. In fact, the park itself might never have been. Now. with the dedication of the off road portion of the track to Jose and Herminia Calvo, people around the world will link their names, and rightly so, to the success of motorsports on Guam .
Two of their sons, Rick and Oscar tell a story that shows Jose Calvo had a heart of gold. He also understood a thing or two about human nature .
"One day we were down here with my dad on Jose and Herminia Calvo. the ranch - my dad did some farming," recalls Rick Calvo referring to family land in Apra · · Heights. 'There were some guys riding around on motorcycles here, and I said, 'Dad, how come those guys are riding here? We need to tell them it's private property.' All Dad said was: 'Yeah.·
"As we were leaving, I was surprised when he stopped the Jeep and told one of the young riders to gather his friends because he had something he wanted to tell them. 'This is private property,' he told them. 'Just don't horse around, and don't kill the plants.'
"He stopped just short of deputizing them!" Rick Calvo jokes. "He let tliem keep riding. He said to me, 'Boy' - he called me Boy - 'Boy, where are they going to go if we don't let them ride here?'"
Jose Calvo recognized the passion for off-roading shared by the likes of John Benner, Eddie Sanchez, Pito Flores, Jesse Stein, Jimmy Cameron, Kenny Pier, Fred Benton, Kim Flores, the Pickelsein1ers and the Tajalle brothers, to name a few. They were going to ride their bikes no matter what, and they needed a place to do it.
"It was nice over here," said Henry Simpson, who today is president of the Guam Racing Federation. Back in the '60s, Simpson was one of those impetuous, young bikers happily cutting his own trails through the scrnb on Calvo land. '1t has beautiful natural terrain. We didn't have to build any jumps or anything ... just cleared a little. It was a great place to ride."
There were all kinds of bikes back then - big and small would race against each other- BSA, Bucatti, Norton, Suzuki and others. "It didn't matter," said Oscar Calvo. "Tl was jungle mies," he laughs .
"My parents never asked for anything in return," Oscar recalls, adding that his father would let people farm parts of the property, also. "My father was a real gentleman. If my parents got something, then O.K But they didn·t ask for it. There was plenty of room here." Of course, he admits, the Calvo's 11 kids got something out of it - free admission and the excitement of having a race track right next door.
Riders from those days will remember Herminia Calvo treating them to delicious baked goods that she made in the small family bakery. Her daughter operates Tita's Bakery using Herminia Calvo's recipes. Simpson said that Herminia Calvo. a selfless and happy woman, loved to see the racers enjoying themselves.
As the races got bigger and the racing scene grew more organized, Simpson said, various groups and clubs agreed to pay property taxes on the Calvo's land. Then a death in 1979, and a subsequent string of lawsuits threatened the future of the Apra Heights track. "After the death. they could have closed it down," said Oscar, "but they didn't A lot of people wonld have said, 'That's it no more.' ... My father was a very religious man. He believed that God would take care. No matter how hard the hardships were, the pain and agony would resolve itself."
Rick said family members had misgivings about continuing. Simpson said everyone involved learned a lot from the incident It was clear that some legal arrangement had to be reached. Eventnally, 60 acres of the property was leased to the racing groups to ensure protection of the rest of the family land from involvement in any legal action that might result from accidents at the track. Someday, the racers would have to fmd a new place, but for now, they were welcome to use Calvo land.
Rick Calvo says that the people in Dededo and Yigo will come to like their neighborhood attraction. "For one thing, it will be engineered by pros. Over here it was an eyeball thing," he laughs.
"Finger-thumb, "Oscar demonstrates, sighting down his arm, laughing. "Yeah, we really miss the track. It's so quiet around here now!"
Today the Apra Heights land has been divided into lots for the family to share. Some of the survey stakes run down the middle of the former track. "My father was very supportive of motorcycle racing. He used to treat them as family," said Rick Calvo. '1Jp nntil the time he died, my father said to let the racers use the land as long as possible."
So, it is with honor and gratitude that the Guam Racing Federation has chosen to dedicate the off-road portion of the new Guam International Raceway Park to the couple who gave so much to the sport, Herminia and Jose Calvo.

I base my endorsement on the many years I have known Mr. Calvo as a long-time personal
friend. I know Mr. Calvo as a man of integrity. He bases his attitude and approach to life on his
humble beginnings and has remained grateful for all his good fortune. Mr. Calvo is prideful of
his heritage and its traditions and culture as a Chamorro. It is here that I believe and have
confidence of Mr. Calvo's ability and capacity to serve and prove instrumental to and in any
endeavor he attempts to take upon himself. By accepting his appointment, it is clear he is
prepared and ready to take on challenges and expectations placed before, should he be

I have had the privilege of working with Mr. Calvo as a commissioner of the Chamorro Land Trust Commission for the last two and a half years.
