SAFE City has received a clean audit from the AuditorGeneral (AG). They are also being recognised asamong the best entities in the country.
To celebrate this milestone, Msunduzi mayor ChrisNdlela presented the trophy to Safe City on behalf ofthe AG.
Safe City was one of eight municipal entities in thecountry to receive a clean audit, and one of three inthe KZN province to receive the accolade.
Safe City chairperson and director, Zinhle Sokhela, thanked the municipality and the office of the AG.
“It is good to hear that we can see the lightconsidering where we come from. We have acceptedthe fact that the amount of work that we do at thisstage is more than the funding we get. The fundingwe are receiving is far less than what we are expectedto do. There is some money that we can generate toextend our CCTV footprint.
“In September of 2010, we handed over anautomatic number plate recognition system to thecouncil so that we are able to catch traffic offendersand issue warrants of arrests to get the money sittingout there,” said Sokhela.
She said that from September 2010 to June 2011,Safe City was able to generate R1,5 million from traffic
offenders.“From 2011 to 2012 we were able to generate
another R1,5 million. In 2010, we were able to make2362 arrests and issue 3032 warrants of arrest. FromJuly 2011 to June 2012, we were able to generate R1,5million with 1682 arrests and 2155 warrants of arrest. We saw a decline from 2012 to 2013. I think this wasdue to the challenge of manpower. We saw the moneythat was generated sitting at only R757 000,” saidSokhela.
She said that the 2014 collections were very poor, with only R169 000 generated for council.
“I have no doubt that there is about R11 to R12million sitting out there that we should still be able

Bangitshelaukuthi umufi utholakale enamabhandishi amaningi, abathe uma bemqaqa bathola ukuthi kukhona isicubu esingekho. Umngcwabo kwaphoqeka ukuthi uhlehliswekuzekubuyeimibikokadokotelanayoeyacacisa ukuthi umufi wahlinzwa. Kunemibikoyamaphoyisa nekadokotela nayo engafakazela ukuthi wahlinzwa esibhedlela.”
Uyise kamufi uMnuz Philliph Dludlu uthi yizekunesicubu esasingekho emzimbeni, abamsoliumngcwabi njengoba nodokotela wachaza ukuthiumufi wahlinzwa.

to collect,” she added.Exco member Bill Lambert said that having a
safe city is good for investment.Sokhela said that there are critical areas in
Pietermaritzburg which need CCTV cameras.“We have submitted a number of proposals to
the municipal manager’s office. There are criticalareas we need to look at, particularly targetedsubstations. We still need funding to make surethat there are CCTV cameras installed aroundsubstations.
“We still need to make sure that we get fundingto install cameras in areas like Edendale andNorthdale. There is quite a list of areas that needCCTV cameras. Besides that, within the city therehas been reduced crime in areas where there arecameras. However, we have identified hotspots inareas where we need to install more cameras. Allwe require is more funding,” said Sokhela.
“We believe that if we work together, thereis a possibility that we can reach out to allthe corners of the city because crime is all over.It is not just confined to the CBD; howeverthe face of the city is the CBD.
“What the cameras are doing for us is wonderfulwork which we do appreciate. The work you aredoing has value for money and there is no questionabout that,” said Ndlela.

HIPSS projectpiloted inUmgungundlovuNICOLE JOHN AND CHARNE PAYNE>>nicole@pmbfever.co.za
THE HIV Incidents Provincial SurveillanceSystem Project (HIPSS) launched the pilotprojectofathreeyearsurveyonHIVpreventionand treatment in the UMgungundlovu districtmunicipality.
Epicentre is a dynamic company with aproven track record in delivering healthprogrammes across the country, with the aimof preventing health problems by implement-ing educational programmes, developingpolicies and conducting research.
CEO of Epicentre, Cherie Cawood, said thatHIPSS would give some indication of whetherornot these interventionswere likely to reducethe number of new HIV infections.
HIPSSis fundedbytheAmericanCentres for
Disease Control and Prevention (CDC) whichaims in assisting non-governmental and com-munity-basedorganizationsworkingwithHIV.
“The HIPSS study provides an importantopportunity to study the effects of plannedinterventions on HIV incidents in a provincethatisaffectedbytheHIVepidemic,”saidNancyKnight, CDC South Africa’s country director.
The HIPSS project involves workers fromEpicentre visiting previously identified com-munities and conducting tests on participants. The information is recorded on a tablet andimmediately imported toaresourcecentreandstored for analysis.
“There is no concern about the privacy ofresults should the tablet get lost, asall informa-tion is exported immediately off the tablet intothe resource centre. Participants are not regis-tered by name but rather identified by theirfingerprint so privacy is at a high level,” saidCawood.
Thesurveycurrently includes10000peoplewith a follow up selecting 7 000 of the originalparticipants 12 months later to determine iftheir education onHIV/Aids has been success-ful as well as what has influenced new cases ofHIV.
The project began in the Vulindlela and
Greater Edendale areas in July this year.Cawood said that they have received great
receptionandparticipationfromthecommuni-ties involved. She added that each householdhead and participants would be referred toclinics to access health care needed.
In addition, they would have immediateaccess toall the laboratoryresultswhichwillbeimmediately linked to care and support.
“The difference with this research is that itoccurs in real time so people don’t have towaitmonthsfor theinformationtobeanalysed, theyget results immediately,” said Cawood.
Speaking at the launch David Khanyile,HIPSSprogrammemanager, saidthatalthoughthe programme may be restricted to certainareas, he hoped to make an impact on humanlives through HIPSS.
“If the project is successful in the pilot area,UMgungundlovu, thenthere ispotential for it tobe rolled out throughout the province andpossibly across the country,” said Khanyile.

autofeverThirdgeneration Sorento unveiled overseas>> Sophisticated new design for thirdgeneration Kia Sorento CUV
THE new Kia Sorento wasunveiled in Korea in Augustwith a unique blend of style,
practicality and technology, whichbuilds on the success of the outgoingmodel. The new CUV’s smoother,swept-back profile and sculpted sur-faces introduce a higher level ofsophistication for the third-genera-tion model, delivering a premiumlook and feel, with more space andnumerous innovative features.
Thedesignersof the third-genera-tionKiaSorentonamedtheir inspira-tion for the new car as “Streetwolf”.Although the styling changes areevolutionary, they subtly alter thecharacter of the new Sorento, high-lighting its sleek, sinuous, profile, while creating a sophisticatedappearance and ensuring the newmodel has a bolder on-the-roadpresence.
In profile, the new model retainsthe Sorento’s hallmark long bonnetand characteristic wide D-pillar, buta lower roofline, higher belt-line andswept-back shape give the cardramatic, muscular stance.
The exterior styling was led by
Kia’s Namyang design studio inKorea, withsignificant input fromthebrand’s Frankfurt, Germany andIrvine, California design studios.
The styling of the cabin follows a“modernandwide”theme, providingthe interior with a stable, horizontallayout and appearance.
This width is echoed in the wider
instrument cluster, interior garnishand the wrap-around shape of thedashboard which extends into the
amodern luxury feel to the cabin andgives the new Sorento a genuinepremium vehicle ambience.
Comparedtotheprevious-genera-tion model, the increased exteriordimensions and the extendedwheel-base (+80 mm to 2,780 mm) haveliberated additional space in thecabin of the newcar.
Although theroof-line is15mmlower, re-positioned seatcushions ensureincreased head-room for occu-pants inall threerows, who willalso enjoy greater leg room. Cargospace also increases, with a longercargo bay floor (up by 87 mm), andcapacitywith the thirdrowseats fold-ed flat up 17.5%, from 515 litres to
605 litres (VDA). The new Sorentoalso features a new under-floortonneaucoverstoragecompartment.

When devel-oping the newSorento, a keyfocus for the Kiachassis engi-neering teamwas achievingimprovementsin ride comfort,high-speedstability and

A fear ofchangeDENNIS Bergkamp talks about youthprogrammes that focus on developingextraordinary individuals instead oftactics, systems and collectingtrophies. He calls the new Ajax Amsterdam youth centre a workshop forencouraging and educating genius.
It is refreshing to see and read aboutwhat others are doing. Presently, weface a situation where people have become prisoners of fear. We fear change. We have failed to evolve, a completechange from the past.
Presently, we have becomeobsessed with certificates and levels. We seem to think that certifying people
will solve all the problems.Believe me, I am a firm believer of
meaningful education. We have notbeen able to produce a footballercapable of playing for the Madrids andBarcelonas of this world in the last 20years. The present training methodsare failing local talent big time.
Sure, clubs like Ajax Cape Town areproducing good players’, but notexceptional, creative and specialfootballers. It is also true that presently, the majority of people in football lackpassion for the game. There are toomany of us using the game to serve ouregos. How many of us serve football likeGod?
Arsene Wenger calls it a spiritualthing having football interest comingbefore your interests. How manyfootballers in this country do extrawork to improve their technical quali
ty? Footballers who train and competewith a smile do well in football. Theydo not feel any pressure or tiredness.
The correct mindset has to startwith coaches and officials. South African players are a product of their football administrators and coaches.Coaches need to take their jobs very seriously. We need to spend lots of timebeforeandaftertrainingworkingonimproving training of players.
Are we detailed enough? Do wespend enough time looking at the details, researching topics, observingmatches and studying the game? Idoubt if this is happening at present. Our players also need to push themselves beyond their comfort zones.
We need players that push themselves to be better and coaches thatfully understand their roles.

Players who have represented their countryare going to be back in their respective teamsandfighting for theirplaces. The localPSLoutfitMaritzburg United will be at home againstMpumalanga Black Aces on Saturday at 3pm.
Last night (Wednesday) the Team Of Choicereceived another shot in the arm when localmetal giant Hulamin came on board as one ofits sponsors.
Although the new friendshipwas not for thesenior teambut for their reserve under 19 side,United’s spokesman Brian Zuma said the newdealiswarmlywelcomedandmeansalotforthejunior structures.
The reserve (U19) teams are the talk of thecountry these days. Multichoice officially cameonboardasofficialsponsorsofthisleagueatPSLlevel.
MultiChoice and the Premier Soccer League(PSL) on Friday announced details of the firstfestival weekend of the MultiChoice DiskiChallenge to take place at the King ZwelithiniStadium on Saturday.
Amazulu will lock horns with OrlandoPirates at 10.30am while Maritzburg Unitedbattle it out against Kaizer Chiefs at 12.30pm,Bloemfontein Celtic will play University ofPretoria at 2.30pm and Bidvest Wits will playPlatinum Stars at 4.30pm.
Multichoice said that the first festival week-end will include Durban’s finest entertainers, food and drink, as well as great giveaways.Entrance to the stadium will be free.
The league will be officially launched atMoses Mabhida stadium on Saturday with agame between Maritzburg United againstKaizer Chiefs and AmaZulu and OrlandoPirates.
“Sponsors such as Hulamin are part of abusiness sector with vision and who areinvestinginthecountry’ssport, especially inthecity. Thismeans a lot to the club and just showsthat we are on the right track,” said Zuma.
