“All we’re asking for is, don’t taxthe tax,” Novstrup said.

Rep. Thomas Brunner, R-Nisland,said the three providers of electric-ity to consumers — investor ownedcompanies, rural cooperatives andmunicipal governments — don’tquarrel over the tax structure.

The problem has been a recentinterpretation by the state RevenueDepartment, according to legisla-tors.

“It’s just the way it’s imposed,”Brunner said.

House members voted 63-1 tooverride the veto.

An override required a two-thirds majority in each chamber. SB136 came into the veto debatestrong, after receiving approval bythe House 67-1 on March 5 and 34-0by the Senate on March 9.

The Senate fell short of the 24ayes needed for two-thirds majori-ties on two other vetoes.

Senators voted 21-11 on an ex-emption from state and local salestaxes being levied on salaries for

American Legionand VFW baseballcoaches.

Sen. Brock Green-field, R-Clark, saidthe Revenue Depart-ment started charg-ing the taxes in 2012.But Sen. Larry Tide-mann, R-Brookings,

asked why not an exemption for soc-cer and hockey coaches too.

Senators voted 22-10 on creatinga leased residential classification forproperty tax purposes.

Sen. Deb Peters, R-Hartford, saidthe bill’s purpose was to collectdata.

Peters said the discussion aboutwhether to reduce the general edu-cation tax levy could occur after theinformation became available.

She said there is a shortage ofleased residential housing in somecommunities.

Sen. Jim Peterson, D-Revillo, saidhe “probably” could support SB 100if the savings would be passed downto renters but he said that treatmentwas “unlikely.”

“There’s only one reason this billis being brought,” Peterson said.

nounced his resignation as the ses-sion ended Monday.

Sen. Dan Lederman, R-Dakota

Dunes, said he was stepping downimmediately. He cited family rea-sons.

Lederman served seven yearsand was the Senate Republican assis-tant leader for the 2014 and 2015 ses-sions.

Lederman recommended that thegovernor appoint Rep. Jim Bolin, R-Canton, to the vacancy. The gover-nor announced a few hours laterthat he was accepting nominationsfrom the public.

Bolin is serving his fourth con-secutive term in the House and isn’teligible to seek a fifth straight termin the House in 2016. Bolin recentlyhad declared in a statement on thefloor of the House that he wouldn’tbe running in 2016.

Lederman won re-election lastNovember against Democratic chal-lenger Ann Tornberg of Beresford.

Tornberg subsequently won elec-tion as chairwoman for the SouthDakota Democratic Party. She servedthe 2015 session as office adminis-trator for the Senate Democraticcaucus at the state Capitol.

Lederman serves District 16which covers Union County andmuch of Lincoln County. Bolin andRep. David Anderson, R-Hudson,hold the district’s two House seats.

The governor appointed Ander-son to fill a vacancy in 2013 after theresignation of then-Rep. Patty Miller,R-McCook Lake.

It certainly changed Novak’srecipe.

“I would make it with some reallygood stuff,” Novak said. “I wouldmake it with good strawberries andcherries.”

Rodriguez said that she is ex-cited to talk to more kids about bul-lying because she believes it is a bigissue.

“Especially now,” she said.“There are so many different formsof it. A huge one is cyberbullyingthese days. People do not realizehow much it can hurt.”

Examples of cyberbullying in-clude mean-spirited text messagesor emails, rumors sent by email orposted on social networking sites,and embarrassing pictures, videos,websites or fake profiles.

According to stopbullying.gov,effects of bullying include use of al-cohol and drugs, skipping school,

poor grades, low self-esteem and de-pression.

The 2013 Youth Risk BehaviorSurveillance Survey finds that 15percent of high school students(grades 9-12) were electronicallybullied in the past year.

Research on cyberbullying isgrowing, however, because chil-dren’s technology use changes allthe time.

Though Rodriguez said she does-n’t have any personal experienceswith bullying herself, she has heardstories of people and friends whohave been bullied in the past.

“Though it is something that noone wants to remember — they do,”she said. “Bullying sticks with peo-ple.”

Rodriguez said she hopes that ifone of the kids sees another kid get-ting bullied or are being bulliedthemselves, they will inform anadult.
