State Board of Education Rule 6A-6.054
As of April 21, 2011, K-12 student reading intervention requirements have changed.
Districts must establish criteria beyond FCAT for placing students into different levels of reading intervention classes to meet individual instructional needs of students. Districts must determine if students have an instructional need in decoding and text reading efficiency through the use of assessments and must identify benchmark criteria for placement of students requiring additional instructional time in reading intervention.
What Has Changed
• Fluency has been removed from the placement guidelines and replaced with decoding and text efficiency abilities.
• This provides flexibility in scheduling additional time for reading intervention students in need of instruction in decoding and text reading efficiency.
• Language was revised to allow flexibility to districts regarding progress monitoring requirements of Level 1 and 2 students.
Placement of Level 1 and Level 2 Students Without Decoding and Text Efficiency Issues
• FCAT Level 1 Students must receive 1 period of intensive reading.
• FCAT Level 2 students must be placed in an intensive reading course or a content area reading intervention.– Teacher must be NGCAR-PD, CAR-PD, reading
endorsed, or reading certified.
• FCAT Level 1 and 2 Students that are reading 2 or more years below grade level must have 2 periods of intensive reading.– The classes do not need to be by the same
teacher.– They do not need to be back to back.

Placement of Level 1 and Level 2 Students With Decoding and Text Efficiency Issues
Placement of 11th and 12th Grade Students Who Are FCAT Level 1
• Students in 11th and 12th grade who are FCAT Level 1 will receive reading intervention.– One period of intensive reading intervention is
required even if the student has a concordant score necessary for graduation.
– Extended time will be determined by the additional assessment results and flow chart.
Placement of 11th and 12th Grade Students Who Are FCAT Level 2
• Students in grades 11 and 12 who have met the graduation requirement with a Level 2 score on FCAT Reading may be served through one of the following options.– Reading courses– Content area courses without a specific
professional development requirement (any content area course)
– Before or after school

PD was conducted for reading coaches on Friday, May 6, 2011, and elementary SAIteachers on Friday, April 29, 2011, to prepare for the administration of theassessments above.

FASTT MathFor Title 1 Elementary Schools
•Is an intervention program
•Provides for 10 minutes daily
•Differentiates based on student gaps
•Develops fluency with basic arithmetic facts
•Allows schools to manage one database for FASTT Math, SRI, and Reading Counts

This summer, each Title 1 school will receive an installation of FASTT Math Software. FASTT Math is a research-validated intervention program to help struggling students develop fluency with basic math facts in addition, subtraction, multiplication, and division. FASTT Math automatically differentiates instruction and practice based on each student’s individual fluency gaps in customized, 10-minute daily sessions. Developing automatic recall of basic facts enables students to focus on higher-order math such as problem-solving and algebra, and to have the confidence to succeed in math.
