With an aim to improve energy use efficiency, Andhra Pradesh Urban Finance &
Infrastructure Development Corporation Limited (APUFIDC) had appointed SGI
Consultancy.
To start with, SGI will develop overall strategy for taking up Energy Efficiency in
the municipality and will take up implementation of energy efficient pump sets in public
water works and to be followed by similar interventions for public lighting. Energy audit
and improving energy use efficiency is one of the mandated reforms under AMRUT 2016-
17.
It has been stated that energy costs account for 40 per cent to 60 per cent of cost of
water supply in urban areas and energy efficiency interventions can reduce this cost by 25
per cent to 40 per cent, depending on the type and age of machines being used for bulk
water supply.
As a part of reduce energy costs, the SGI team had visited the municipality and
visited and Basapuram SS tank, Ramajala and all the booster pump houses in the
municipality.

As a part of handholding the States and Urban Local Bodies for speedy execution
of projects under new initiatives, the Ministry of Urban Development has identified
substantial sources of resources from various domestic and multi-lateral lending agencies.
This includes ; Asian Infrastructure Investment Bank- US $ 5 billion, Asian Development
Bank- US $ 1 billion, Japanese International Cooperation Agency- US $ 500 million,
BRICS Bank- US $ 500 million per city, AFD-Euro 100-200 million. HUDCO is likely to
support Smart City Mission with Rs.10, 000 cr.
The Ministry is also supporting the States in conduct of credit rating of the Mission
cities that will help them raise resources from the market.
Of the total 20 ratings ranging from AAA to D, BBB- is the ‘Investment Grade’ ratings
and cities rated below BBB- need to undertake necessary interventions to improve their
ratings for obtaining positive response to the Municipal Bonds to be issued.
Credit Ratings are assigned based on assets and liabilities of Urban Local Bodies,
revenue streams, resources available for capital investments, Double Entry Accounting
practice and other governance practices. Besides the Credit Rating of Urban Local Bodies,
ratings for individual projects for which resources are to be mobilised through Municipal
Bonds would have a bearing on the response to such bonds.
Details of cities and towns and respective Credit Ratings are as below:
