Mission
• The CJIS mission is to provide information sharing services to the CJIS Community / Law Enforcement.
• Strategic mission is to integrate all Puerto Rico Law Enforcement Technologies in order to maintain all available information of incidents, people who are prosecuted for the commission of a felony and misdemeanors related to a felony.

The Brady Handgun Violence Prevention Act of 1993
The Brady Handgun Violence Prevention Act of 1993
• The Brady Handgun Violence Prevention Act of 1993, otherwise known as the Brady Act, is a result of the attempted assassination of Former President Ronald Reagan. Due to this tragedy, Former Press Secretary James Brady sustained permanent injuries. Mr. Brady and his wife lobbied for stricter guns laws. Some of the federal firearm prohibition existed in the Gun Control Act of 1968, long before the Brady Act, and other federal firearm prohibitors were added after the passage of the Gun Control Act. However, prior to the passage of the Brady Act, federal firearm prohibitions were applied by relying on the individual to be truthful in answering the questions relevant to the federal firearm prohibitions on the ATF Form 4473.

• When a gun buyer attempts to purchase a firearms, they complete the ATF Form 4473.
• The FFLs supply information provided by the gun buyer on the form when the FFL contacts the NICS by telephone or by the NICS E-Check to conduct the NICS check.
• The FFL provides the descriptive data for the NICS to conduct a name search.

RSM/BROKER NICS ExchangeCJIS RCI system will exchange validated Criminal History records with FBI CJIS NCIC Database in real time without the use of the Datamaxx Message Switch.RCI February deployment included NICS submission interface. The plan is to start sending NICS required information to the FBI. Information sent by CJIS will stop the purchase of firearms in the US and in Puerto Rico by people that have been convicted of a crime / have Criminal Records.
After the deployment in February 2015 the course of action is:• Validate Records from present to past starting with 2013-2008 • Once records are validated, the authorized personnel will submit NICS to
the NCIC.

CJIS Data Validation for NICS Submission
• CJIS now has a fully NIEM compliance Criminal History. • In order to have data integrity and to exchange data with NCIC, CJIS
needs to validate all criminal records on the system.• Plan is to validate the last 4 years that has approximately 8,420
records without final disposition and other known errors.• We established a metric of approximately 8 records per day, 52
weeks with 260 working days approx.• 260 days x 8 records = 2,080 records ppy.• 8,420/2,080 = 4 Person per year or 8 person for 6 months. • 5 person 1 month = 8,000 • 10 person 1month = 16,000 • 1 year = 16,000 x 12 = $192,000
CJIS Data Validation • DOJ Contracted BMA to help CJIS with Data validation, support
for Ponce Prosecutor Office and Datacenter Operations.• Personnel started on September 2013• Data validation process started on November 2013 • Contracted Personnel at CJIS Central Office performed the
