Introduction
The Children and Young People’s Plan (CYPP) is
the single strategic plan for all services which
directly affect children and young people in North
East Lincolnshire. The Plan sets out the priorities
of all partner agencies to work together under the
banner of the North East Lincolnshire Children’s
Trust to improve outcomes for all children and
young people aged 0-19, young people up to age
24 in care and vulnerable young people up to age
25 with learning difficulties/disabilities. We will
promote equality and diversity for all, in terms of
the diverse needs of our communities and monitor
take-up and evaluate services to ensure they do
not discriminate or exclude.
This plan demonstrates the commitment of the
Children’s Trust partners to work together to
ensure that all of our children and young people
enjoy life and achieve their full potential and this
is reflected in our vision:

This vision will be achieved through our
continued strong partnership working and will
be underpinned by our commitment to our
principles;

The Children’s Trust is working to have consistent
good quality arrangements in place to provide
identification and early intervention for those
children, young people and families who need
additional help. To achieve this, the Trust will
lead, commission and oversee the development of
a joint approach to deliver these outcomes.
This will mean reforming systems and services
provided for all children, young people and adults,
and not just for the most vulnerable, to ensure
services work together to:

opportunity
•meetthefullrangeofneedswithineachfamily
they are supporting or working with
• developserviceswhichcanrespondeffectively
to the most challenging families
• strengthentheabilityoffamilymembersto
provide care and support to each other
We want to work in a more integrated way with
families. These will not be new services, it is about
reforming and co-ordinating existing services
and embedding a fundamental new approach to
delivery to secure better outcomes for children
and families.

We have produced a comprehensive Children’s
Needs Assessment which includes data from a
wide range of local and national sources and also
takes into consideration the views of children
and young people and the residents of North East
Lincolnshire. The information we have gathered in
producing the needs assessment has helped us to
identify the outcomes that we want to achieve as a
Children’s Trust, as set out in this plan, to make a
difference for all our children and young people.
Child Poverty
The Children’s Trust recognises the importance
of addressing child poverty to support the
achievement of our wider goals and has produced
a Child Poverty Needs Assessment to help identify
the key areas that need to be addressed.
A Child Poverty Strategy has been produced
which identifies five work streams as priority areas
to tackle child poverty in North East Lincolnshire:
• ReducingWorklessness
• ReducingIn-workPoverty
• RaisingAspirationsandEducationalAttainment
•MakingEffectiveuseofFamilyFinances
• FamilyFactorsthatExacerbatePoverty
The strategy is closely aligned to the 2010-
2020RegenerationPlan,withtheChangeBoard
having strategic responsibility for delivering
the 10 year plan to help over 500 people into
work. The Change Programme is a new and
innovative approach to addressing worklessness
in North East Lincolnshire. A board of partners
from organisations who address the causes and
problems of worklessness agree services they
wish to buy. These services are different to those
that are already available and will target the
specific needs of those disadvantaged and
long term unemployed.
Increasingjobsandstrengtheningthe
local economy remains a Council priority
and investment in the development and
implementation of local work and skills
programmes aims to reduce the number of work
related benefit claimants in the borough.
NorthEastLincolnshireFinancialInclusion
Partnership incorporates a number of
organisations delivering assistance to financially
excluded households within the area.
The partnership has produced a Financial
Inclusionstrategywhichhasbeensigneduptoby
board members in all partner organisations. The
aim of the partnership is to create an environment
where all partners take a cohesive approach to
delivering advice and services to the financially
excluded, with the aim of creating a long term
solution which includes financial education and
prevention of debt.
Through continued strength in partnership
working the Child Poverty Strategy will coordinate
the efforts of all partner agencies to see a
significant reduction in child poverty in
future years.

What progress have we made in delivering our 2009 - 2010 Plan?
Inthepastyearwehaveachievedmany
successes, including:
• TheEarlyYearsFoundationStagethreshold
attainment between 2009 and 2010 has increased
by 13.5% (from 43.8% to 57.3%), exceeding the
Local Authority target by 10.3%. We are the most
improved Local Authority in the Yorkshire and
Humber region for 2009/10.
• Inthesummerof2010,secondaryschools
in North East Lincolnshire enjoyed another
excellent set of GCSE results. The score for
5+ GCSE passes at A* - C grades, including
English and mathematics has risen by 8.5%. This
takes the pass rate to 54.2%, and makes North
East Lincolnshire one of the most improved
authorities in the country.
• Thepercentageofstudentsachievingthe
expected progress from KS2 to KS4 has risen
steadilyovertime.InEnglishin200650.7%
made expected progress and this has risen to
70.3%in2010.Inmathematicsin200641.6%
made expected progress and this has risen to
61.1%in2010.
• TheworkoftheConnexionsserviceintackling
young people not in employment, education
or training (NEET) has resulted in a significant
and sustained reduction from 7% in 2007/08
to6.5%in2009/10.InJanuary2010NorthEast
Lincolnshire’sNEETfigurewas6.3%compared
totheEnglandaverageof6.4%.
• Fromthe1998baselinetoQuarter2in2009,
under-18 conceptions have reduced by 15.4%
in England, by 12.9% in Yorkshire and Humber
and by 21.4% in North East Lincolnshire, thus
narrowing the gap between national, regional
and local rates.
• Ofsted’sunannouncedinspectionofNorth
East Lincolnshire’s contact, referral and
assessment arrangements found that children
are safeguarded, dealt with in a timely manner
by suitable qualified social workers and that
workers are well supported through training
and supervision, which resulted in no priority
actions.
•Wehaveachieveda53%reductioninthe
number of reported children killed or seriously
injured casualties on our roads, which exceeds
the Department for Transport target of a 50%
reductionby2010.In2008therewere16
reported incidents compared to the 1994 – 1998
average baseline of 34.
• Youthrelatedanti-socialbehaviourhasfallen
by44%andcriminaldamagehasfallenby26%
during the years 2008 – 2010.

The Sustainable Community Strategy describes
how the social, environmental and economic well-
being of the area will be improved. The strategy
coordinates the actions of the public, private,
voluntary and community sectors.
The aim of the Sustainable Community Strategy
is to establish long-term plans (up to 2022) to
improve the health and well-being of local people.
Itoutlinesasinglesharedsetofoutcomesand
priorities for the area that have been shaped
and influenced through extensive community
engagement.
The Children and Young People’s Plan contributes
to the priorities for the Sustainable Community
Strategy for 2010-2022 which are:
