PROJECT MANAGEMENT AT
ROOKWOOD NECROPOLISTriaxial Consulting has been an integral part of the 5 year
capitol works upgrade program ensuring the delivery of
new and upgraded infrastructure to ensure the safe and
viable operation of Rookwood Necropolis as Australia’s
largest and most historical cemetery meeting the
demands of a modern multi-cultural society into the
future.
Working with the cemetery management team, Triaxial
Consulting identified areas within the cemetery that were
in dire need of upgrading or replacement.
Considering the cemetery has been operating continuously
since 1867, there were many areas requiring attention.
Not only roads and drainage, but areas such as compliant
access to the latest NCC requirements and traffic
management had to be upgraded.
Triaxial Consulting has been given the task of a complete
delivery service of such projects from initial design
documentation to completion. Acting as engineering
consultants, project managers and project super
intendents we managed the whole process on behalf
of Rookwood Necropolis and it’s various stakeholders.
Ensuring engineering compliance, probity during
the tender process, economical construction within
timeframes set out by Rookwood Necropolish and project
co-ordination of all other consultants and contractors.

Daniel has gained extensive experience in structural
and civil engineering design and management since
he began his consulting career in Ireland. Prior to
embarking on his consulting career, Daniel worked
as a carpenter, steel fixer, leading hand and project
manager on various pharmaceutical, residential,
commercial and sewerage treatment construction
projects in Ireland.
Upon graduation, Daniel took up a role as a structural
and civil engineer with a mid-tier firm in Ireland before
immigrating to Australia where he accepted a position as
a Structural Design Engineer with a Sydney based post
tensioning firm. Daniel then accepted a role as a
Structural Design Engineer with a mid-tier Sydney based
consulting firm where he built on his already extensive
technical and project management skills through the
execution of structural, remedial and rehabilitation
projects.
Daniel is a chartered structural engineer with experience
including structural design, forensic investigations,
consulting and project management, remedial
investigation and expert witness services, along with the
management and mentoring of junior engineers.
As one of the firms founding directors, Daniel now shares
his knowledge and experience through staff mentoring
and management ensuring all clients receive the quality

Jeff has gained experience in structural and civil
engineering design and management over the last 30
years.
During his extensive career, Jeff has worked with a range
of consultancies from small to multi-national as well as
educating the next generation of young professionals
through his lecturing work with Sydney Institute of TAFE -
Civil Engineering faculty.
The variety of firms in which Jeff has been associated
has afforded him the opportunity to work on an
incredibly diverse range of projects, from the most
basic of domestic construction to some of the world’s
largest infrastructure and high rise projects. Some of
these projects included the bicentennial development
of Sydney’s Darling Harbour, the Sydney Harbour Tunnel
and the 110 storey Bond Tower. Jeff’s international
experience includes the Western Harbour Crossing
Tunnel located in Hong Kong where he worked on
secondment.
Jeff has been involved in the use and development of
CAD systems for over 20 years with particular expertise in
AutoCAD systems and management.
As one of the firms founding directors, Jeff now shares his
knowledge and experience through staff mentoring and

Drew commenced his structural engineering and
project management career in 2004 when, following
graduation he gained employment with a multi-
national consultancy in their regional Darwin office.
Here Drew’s engineering ‘apprenticeship’ saw him
designing hangars, administration buildings, residential
quarters and simulator buildings for a large defence
project at Robertson Barracks located in Darwin.
Drew further developed his design and project
management skills whilst employed by an Adelaide
based design and construction business where he
mastered the design of Pre-Engineered Buildings (PEB’s),
mining and agricultural structures and storage facilities.
During his tenure with a mid-tier Sydney based
consulting firm Drew took the opportunity to broaden his
skills base adding engineering assessment and reporting
expertise.

James began his engineering career with a mid-tier
Sydney based consultancy where he was initially
employed as an undergraduate engineer whilst
completing his degree.
On graduation, James was retained by the firm and
assumed the role of design engineer where he quickly
gained valuable experience in the design and detailing
of structures which complemented his academic major
in concrete-steel composite structures. The diversity
of projects with which he was involved led to James’
exposure to geotechnical design, enabling him to
develop and hone his skills in the design of a wide range
of site retention and retaining structures including large
cantilevered and anchored pile walls.
To follow the growing sustainability trend in the
construction industry, James completed an accredited
qualification through the Green Building Council
Australia and has worked on various developments as a
Green Star consultant which have achieved up to a 5 -
star Green Star rating.
Joining the Triaxial team, James brings with him
knowledge and experience in the structural design and
management of residential, industrial, commercial, retail
and institutional projects which will only be enhanced on

Jim has gained a wealth of experience in civil and
structural engineering, having undertaken a variety
of roles he regularly works collaboratively with a
wide range of professionals including town planners,
surveyors, architects, environmental scientists, as well
as engineers from all building disciplines.
During his extensive career, Jeff has worked withStarting
as a graduate engineer with a mid-tier consultancy
based in Sydney, Jim developed skills in structural design,
remedial investigation / reporting and rope access
inspections on a wide variety of residential, commercial
and industrial projects. Following this role, Jim accepted
a role as a design engineer in the Local Government
sector where he developed skills in project management,
civil design and traffic engineering whilst working on
a variety of municipal projects. A subsequent move to
Mudgee in central west NSW led to acceptance of a
position with a consulting engineering and surveying
firm. Here Jim was able work on a range of projects
from small residential civil and structural jobs to large
residential and industrial subdivisions.
Joining Triaxial consulting as the Mudgee Office manager
has allowed Jim to offer a high standard of engineering
services to rural clients in central west NSW, as well as
providing ongoing civil engineering services to Triaxial
clients nationwide.

Daniel is a Chartered Engineer with over ten years
of experience in Structural Design and five years
as the structural department manager with a mid-
tier Adelaide based consultancy. Daniel has worked
autonomously, as part of a team as well as team leader
on many structural design projects including residential,
industrial, commercial, retail and institutional projects
nationwide.
As a result of his role in a combined engineering and
building design office, Daniel was able to broaden his
knowledge of building development to include the
architectural scope of works, their involvement in the
development process and more importantly, an insight
and experience in the detailing and approval processes
involved in building projects.
Prior to the commencement of his engineering career,
Daniel worked on many residential building sites
providing him with a greater understanding of current
construction methodologies and invaluable experience
working on structures from a ‘real life’ prospective.
Joining Triaxial consulting as the Adelaide Office

Úna graduated in 2008 with a Bachelor of Science
degree in Transport with Specialisms from the
University of Ulster in Northern Ireland. Upon
graduation Úna commenced working in a top tier Civil
and Structural consultancy, Mouchel Pty Ltd as a site
engineer on the largest road upgrade in Northern Ireland
in over 40 years. Úna’s role as a site engineer involved
supervising and monitoring all construction activity
on the 27Km long Design, Build, Finance and Operate
Corridor Improvement Project.
In 2010 Úna immigrated to Australia and joined the
team at Structural Systems based in Sydney as a Project
Engineer. Whilst in this role Úna gained invaluable
experience in co-ordinating on-site activities of post
tensioning and structural reinforcement, managing
sub-contractors, dealing with design/scheduling issues,
cost control, ordering and programming relevant site
materials for interstate projects. Úna also developed her
experience in remedial projects with Structural Systems
through project managing various remedial and heritage
projects within Sydney with regard to budget, materials,
labour and critical path analysis. In 2012 Úna joined the
team at a medium sized Civil and Structural Consultancy
based in Sydney. She developed her experience as a
Design Engineer in a wide range of areas including
Civil design and documentation, residential alterations,
building inspections and reporting, legal building defect
reports, insurance reports, technical investigations,
dilapidation surveys and remedial solutions on various
building defects and providing the documentation
required including the preparation of specifications,
tender submissions, contract execution, project
supervision and project management. Since September
2015 Úna has moved onto Triaxial Consulting Pty Ltd to
expand her design, forensic and diagnostic engineering
and project management skills. Her experience to
date will ensure a high level of service to her clients is

Scott completed his civil and structural engineering
degree in 2014. He was an outstanding student
achieving distinctions and high distinctions in all
subjects, consequently receiving First Class Honors.
He was employed as a tutor for the University of Adelaide
in Structural Engineering Design and Concrete Analysis.
Scott has previously worked for a mid-tier Adelaide based
consultancy, obtaining experience working on, and
leading a large variety of engineering projects including
residential, industrial, commercial and high-rise projects.
He worked effectively in a diverse team and became
familiar with the Australian Standards and Codes for
design.
Having grown up in his family business, Bentley’s Building
Supplies in regional SA, Scott has had the opportunity to
gain invaluable experience within the building industry in
the form of estimating, administration and the operation
of heavy machinery. During this time Scott was also
exposed to various residential, commercial and industrial
projects along with the construction of residential
dwellings.

Sam is a senior Structural Engineer with Structural
with over 15 years’ experience in Structural and Civil
design, in Australia, New Zealand.
Sam has been involved in the engineering design,
design co-ordination, construction, supervision and
documentation of a variety of complex multidiscipline
project types including residential, warehousing,
industrial minerals processing, power transmission
and substation, low to mid rise residential, commercial
projects as well as infrastructure’s projects such as water
and waste water treatment plant and pump station
projects.
Sam’s particular expertise is in the design of complex
structural steel structures for which he has extensively
used computer aided design 3-D modelling in addition
to modelling reinforced concrete structures.

Jason is a Senior Civil Designer with more than 9
years of professional experience in the design and
documentation of civil residential, commercial and
infrastructure projects.
He brings a wealth of experience to the Triaxial
Consulting team and has a solid understanding of
the requirements for civil engineering design and
documentation.
A proficient user of AutoCAD, Jason also brings
experience using other civil design software, including
12D Model, Drains and MUSIC. Jason is also a keen
communicator with experience in the liaison with clients,
architects and approving authorities to achieve the best
practical outcome to satisfy the client’s needs.
Responsible for the civil design and detail drafting for
residential, commercial and infrastructure projects,
which includes: Preparation of specifications, tender
documents & construction documents. Design of private
and government projects. Stormwater drainage design
including stormwater harvesting, stormwater detention
and water sensitive urban design. Car park and pavement

Frank started his career as an apprentice draftsman
at the beginning of 2001 with a medium sized
consultancy. Frank completed his apprenticeship
and due to his determination and passion for drafting
worked his way up to CAD Team Manager in the
13 years there. Soon after he moved onto Triaxial
Consulting.
During this time, Frank has gained knowledge in
structural and civil engineering design, drafting and
managing. He has had the opportunity to work on a
large variety of projects within the structural engineering

James has gained extensive experience in structural
and civil engineering drafting since he began his
career, in a medium size consultancy, as an Apprentice
Draftsman at the beginning of 2010. James completed
his apprenticeship 1 year early at the beginning of
2013 due to his fast learning skills and determination.
Soon after his apprenticeship, he moved onto Triaxial
Consulting.
During this time, James has built on his technical
and management skills through a wide variety of
structural and civil projects. His experience includes
structural drafting of residential, commercial, industrial,
retail, winery and institutional buildings, along with
management and mentoring of drafters.
James has been closely involved with a large variety of

Chris was initially employed as an undergraduate at
Triaxial Consulting before going on to receive first class
honours at The University of Adelaide.
Working at Triaxial Consulting as a design engineer,
Chris has gained valuable experience in structural design
ranging from small residential development to large
commercial-type warehouses. He has also been exposed
to project management skills and continues to grow
under strong guidance from the Triaxial team.
Upon completion of his degree, Chris was offered a
permanent position as design engineer within the
Adelaide office. Chris has quickly gained valuable
experience in the design and detailing of commercial,
industrial and residential structures, consisting of
concrete, masonry, steel and timber design. Chris has

Description
Triaxial Consulting were involved in the conceptual design and structural engineering of the new SALT school building
in Cambodia. The building consists of four large classrooms upstairs and two classrooms and a library downstairs. The
structure is raised from floodwaters by utilising suspended slabs and large concrete columns, incorporating timber
framing elsewhere. We were privileged to volunteer our services as part of our ongoing support and sponsorship of

Description
Proposed residential block of units. Triaxial Consulting was engaged to carry out the structural engineering for the both
the permanent reinforced structure and temporary shoring support of the basement excavation which was extended
hard up against the boundary to a depth of approx. 10m. Adjacent structures on 2 sides had to be supported during
the basement excavation and ensure no movement of the surrounding ground. The use of solider piers and temporary
ground anchors were progressively installed as the depth of the excavation progressed. A dilapidation survey of all
adjacent structures were carried out prior to commencement of construction to ensure a comprehensive record of
their condition was recorded. The structural design was tailored to suit construction cycles and simplify the formwork
and speed up construction.

Description
As part of our involvement with cemeteries, Triaxial Consulting has been involved with a number of different aspects
of cemetery operations and their environmental impact and sustainability. Listed below is a brief summary of some of
these projects.
• Modern burial systems. Departing from the conventional burial process, Triaxial Consulting reviewed the ground
water movements and drainage repercussions of constructing a burial space from placing precast concrete (egg
crate type arrangement) units together and back filling over them. Triaxial investigated and designed a drainage
system that complimented the decomposition process with the need to remove stagnate water inside the grave
voids.
• Triaxial has been involved with the design of stormwater systems that use bio-swales to capture surface runoff and
through the use of soakage medium to capture excessive nutrients etc. to ensure a water sensitive urban design
and improvement of discharge into the local stormwater system which ultimately drained into Sydney harbour.
• Rookwood’s Risk Management Plan and Bush Fire Management Plan. Triaxial was commissioned to draw up both
the RMP and BFMP for Rookwood Necropolis. The largest cemetery in the southern hemisphere and the largest
Victorian cemetery in the world. Triaxial Consulting had to scrutinise and audit Rookwood’s procedures, assets and
operations to be able to an adequate understanding of the cemetery to be able formalise their WHS procedures
and emergency plans.

As part of a Rookwood Cemetery 5 Year Capitol Works Plan, Triaxial Consulting was engaged as the Project managers,
project superintendent and civil engineers. The upgrade of Rookwood’s aging infrastructure is an ongoing 5 year
capitol works program which entails NSW Heritage listed areas of the cemetery. All works in this are required
archaeological investigations to ensure all new works were in keeping with the original architectural intent of the
original cemetery. Specific areas of the cemetery were identified as historically significant. Archaeological excavations

Description
Triaxial Consulting was engaged to review and provide comment on a heritage listed cottage that had been identified
as of concern by the local council. Triaxial Consulting attended site and immediately declared the structure as
unsafe and at risk of immediate collapse. A short-term solution of supporting the structure from outwards collapse
was designed and erected. The design was mindful of not loading the existing structure and at the same time not
damaging the structure any further bearing in mind the limitation imposed on heritage listed buildings. All works
were in accordance with strict council conditions, Heritage Council of NSW and the Burra Charter requirements.
The long term plans for the building are yet to be determined.

Description
Surface modelling and manipulation. A 3D surface model was created for a 3km radius from the tip site. A reference
point was then nominated which matched the proposed future maximum height of the refuse pile at the tip. This
point was then projected out on to the surrounding surface to determine if the future height of the tip would be visible
in the surrounding 3km radius so that Council could argue no visual impact would be introduced by the new refuse
height. We prepared a series of colour maps (in the email out folder) that showed the impact at the different RL’s.
Green areas were those that could be seen and red where it was unable to be seen. We also modelled the reduced
impact by introducing a 10m high earth bund around the tip – this was done by manipulating the surface and re-
running the model.

Quality Management Systems.
Triaxial Consulting develops a specific Management Plan
for each commission undertaken. The Plan is tailored
to the project to ensure that all of the elements are
considered and planned for adequately. These include

We undertake a consultative approach in the
development of all elements of Quality Planning,
involving the client where appropriate to ensure the
Plan meets the needs of the project and the client’s
expectations prior to commencement.
Our assigned Quality Manager will be our ‘single point of
contact’ for the completion of the Plan and the delivery
of the project in accordance with the Plan. The focus on
quality management, systems and results provides the
foundation for the Triaxial Consulting service delivery

implemented an OHS&R Management System. We work
proactively with our staff & sub-contractors to provide advice
and support in managing OHS&R matters.
Triaxial Consulting Managers are responsible for the safe
performance of activities within their area of responsibility
& must accept that all safety incidents & their impact on
health are preventable and continually aspire towards this.
All employees are responsible for performing their duties in a
manner which ensures their own safety and that of others.
To achieve the above we will:

The standard procedure for adopting a risk management
approach is;
STEP 1 Identify the hazards (i.e. source) if there is a regulation,

material identified, the as a minimum follow the
information contained in this material.
STEP 2Assess the risk (i.e. frequency, duration and outcome of
the consequences).
STEP 3Determine what control measures to take (i.e. evaluate
methods of removing, reducing or controlling the risks).
Note: Legislative requirements must be implemented as
a minimum requirement.
STEP 4Implement the control measures.
STEP 5Evaluate and review the actions taken to ensure that they
have been effective.

the challenge is to ensure that impact is a positive and
well-managed one.
Protecting and enhancing the environment both by
preventing pollution events occurring and by designing
and managing processes to prevent near miss occasions
