Configuration Management
JSC Atomstroyexport is developing the configuration management system to implement Benele construction Project and meet the terms of Terms of Reference.
The principal tasks of the configuration management system are:
� NPP structures, systems and components comply with the established requirements;
� The physical and functional performances of the plant are accurately described in NPP documentation.
Definitions
Configuration Management: technical and organizational activities incorporating:
−identification of configuration;
−configuration control;
−submittal of reports on configuration status;
−verification of configuration of united information space.

Project Management Book of Knowledge (PMBok)
Configuration Management is a set of formal procedures
applied to exercise the technical and administrative management
aimed at proper review and registration of the requested changes
in the Project content, before they are processed within the
overall change management process.
Definitions
Configuration management comprises:
� change identification;
� change assessment;
� change coordination;
� change approval or rejection;
� Change introduction.
One of the main tasks while implementing the above processes is the analysis of the effect of one change upon all the related elements.

Contractor’s Configuration Management Plan
The Contractor develops Belene NPP Configuration Plan to define the work organization and describe the system.
Requirements of CM Plan will be mandatory for meeting by all theContractor’s Subcontractors.
To ensure compatibility of the system with CM system of the Employer this document is developed based upon the “Belene NPP Configuration Management Procedure” BNPP-02-003, which has been agreed upon with the Employer.

Configuration Identification
Belene NPP construction Project configuration elements are:
� NPP design documentation (as NPP itself);
� EPC Contract/Agreement dated 29.11.2006.
All the physical and functional performances required to define a configuration element within its whole lifecycle shall be documented.
Elements of Configuration Management
Basic Provisions
During Belene NPP Project implementation the following configuration management elements are singled out to be combined into a system:
� Identification system;
� Design documents (including commissioning and operation documents);
� As-built documents (buildings and structures);
� EPC Contract;
� Contracts with Subcontractors;
� Project Cost;
� Equipment;
� Project Schedule;
� Project data base.

Element: “Identification System”

The main tasks of the Identification System are:
� Unambiguous identification of the subject of control;
� Assurance of links between the configuration management elements.
The Project Management Manual (PMM) procedures are used to set forth the coding rules (for equipment, documents, correspondence etc.), among them:
BNPP-01-018 “Document Identification System”;
BNPP-07-002 “Identification and Numbering of the Equipment”;
BNPP-07-005 “Application of KKS coding system for “Belene NPP”Project” etc.

The main task of the said documents is the description of the subject of configuration (Belene NPP), comprising:
�Design drawings and specifications;
�Equipment procurement specifications;
�Work implementation designs;
�Technical solutions;
�Commissioning documents;
�Operation documents etc.

Contractor’s Configuration Management Plan
The basic element “Buildings and Structures. Unit Case”incorporates the following subjects of management:
�Buildings, rooms;
�Civil structures (documents (drawings) “as-built”);
�Work takeover certificates;
�Concealed work takeover certificates;
�Inspection finding report;
�Element and system test reports;
�Welded joint control reports etc.
As-built documents for civil and erection and commissioning activities combined into a united system make up the Unit Case.

Project time schedules are the basic CM element to control the dates.
Multi-level hierarchical system of time schedules is adopted in the Project.

Primavera Project Management v.6.0 is selected to be the software for network time scheduling in the Project.
The effects of Configuration System elements upon Project implementation dates are analyzed using Summary Integrated Overall Time Schedule of the Project and Detail Time Schedules of implementation of individual types of activities.

The basic element of CM “Equipment” incorporates the following subjects of management:
�Composition of process systems;
�Equipment, items and materials – aggregates;
�Aggregate part;
�Shop drawings (manufacturer’s drawings);
�Equipment design documents;
�Shipment documents.
Element: “EPC Contract, Subcontracts”

Basic element of the CM “Contract, subcontracts” incorporates the following management subjects:
�Contractor’s Bid;
�Agreement between the Contractor and the Employer dated November 29, 2006;
�Text of the EPC Contract, including Appendices and Addenda thereto;
�Texts of Subcontracts for implementation of individual types of activities;
Element: “Cost”
Contractor’s Configuration Management Plan
Basic component of the CM “Cost” incorporates the following subjects of management:
�The Bid price;
�The price of Agreement between the Contractor and the Employer of November 29, 2006;
�Overall Contract price;
�Price of individual Articles of EPC Contract;
�Price of Addenda to the Contract;
�Price of Subcontracts for implementation of individual types of activities.
