investment and responsibilities:

– Graham Swamp Trail; – Stormwater culverts under the

Lehigh Trail, ditches;and– Sewer Force Main.

• Additionally, Graham Swamp Conservation Area is a significant part of the City’s stormwater management system

Annexation – Graham Swamp AreaSubject to 3-party Agreement between City, Flagler County, and SJRWMD. These conditions include:

• Annexation does not affect Local Management Agreement between Flagler County and SJRWMD, County retains management responsibility for Graham Swamp,

• The City management responsibilities include the Graham Swamp Trail and its future expansion to the Lehigh Trail,

• The City, District, and the County coordinate on annexation.

• No access from City roads (dirt road through unincorporated area),
