• 3,294 acres

• Mainly publicly owned

• Mitigation bank

• Stormwater facilities• Mosquito Ditch, Culverts

• Bicycle Trails

• Utilities

Annexation – Graham Swamp Area• Annexation includes areas of City

investment and responsibilities:

– Graham Swamp Trail; – Stormwater culverts under the

Lehigh Trail, ditches;and– Sewer Force Main.

• Additionally, Graham Swamp Conservation Area is a significant part of the City’s stormwater management system

Annexation – Graham Swamp AreaSubject to 3-party Agreement between City, Flagler County, and SJRWMD. These conditions include:

• Annexation does not affect Local Management Agreement between Flagler County and SJRWMD, County retains management responsibility for Graham Swamp,

• The City management responsibilities include the Graham Swamp Trail and its future expansion to the Lehigh Trail,

• The City, District, and the County coordinate on annexation.

Contraction of Nature Scapes

• Meets technical requirements of Chapter 171, F.S.,

• No access from City roads (dirt road through unincorporated area),

• Area to be served by City of Bunnell (water and sewer),

• Adjacent commercial areas are within unincorporated Flagler County or the City of Bunnell.

• Staff Recommends Approval.

• Staff will schedule public hearings for August 2 and August 16.
