The C h a r t e r should be ameded so a s to give t h e Recorder power t o sen­tence t o h a r d labor , he re in th i s Ja i l , and t h e Sheriff should be commanded, and g iven t h e power, t o proviide al l necessary appliances to carry out the sentence of t h e Cour t .
